Ultimately, there needs to be reform of the Constitution's Commerce Clause. It is the Court's expansive interpretation of Congress's power regulate under the Commerce Clause that allows for huge bureaucracies, stifling and intrusive regulations, and makes ObamaCare even imaginable.

Also, if you limit Congress's power to regulate and get involved in so many facets of industry and life, then you will limit the presence and effectiveness of special interest lobbyists on Capitol Hill.

Perry has been slowly rolling out plans and speaking on issues in layers, adding a little more week or so. I can tell you that he has not even mentioned what his executive orders will do regarding manufacturing plants being built in states like OH, PA & WV. Industry has already announced intent and engineering firms are backlogged designing these new plants. All that is need is the assurance that drilling will not be stopped by nefarious regulations.

His Energy & Jobs plan will in fact will create much more than 1.2 million jobs and many of them old line AFL-CIO jobs.

The Commerce Clause does not need refining.
What needs refining is the quality of the people in DC. People who are not reading between the lines to make laws/Constitution say what it doesn't.
