The same thing happened in Switzerlamnd except that there is a major politixal difference between the two countries. Germany is a democracy only after Hitler had the shit knocked out of him and the "people" had to knuckle down and replace the nastier parts of Hitlers laws, Switzerland is a democracy where anyone - just about - can petition for anything and if it get enough support it will get voted on. Although the state offers citizenship is only does so in consultation with the Canton where the applicant lives, the Canton has the right to refuse all any any applications for citizenship. In this particular case refusing to shake a woman's hand was considered insufficient integration to warrant citizenship.
