You know I live on a large relatively flat plane.

Where everything along a busy freeway would be premium developed land.

What do you do when you own freeway frontage land, but you cant develop it because its a mountainous slope?

California must have a shitload of undevelopable land.

I see some nice houses back in the hills northwest of LA.

Couldn't you build into the hillside shown in this pic?

I did not know you knew Los Angeles, RT.

This is the Sepulveda Pass. The 405 goes up this route as it travels between the Valley and the Beverly Hills/Hollywood area.
