There have been hundreds of studies done as to why we have poverty in this country - many of them at tax payers expense. Perhaps you start there to find a solution. Begin in the 1920s when dirt poor Blacks migrated up North and settled in northern centers like Harlem. Blacks there showed the white elitists that they could create a viable culture and a community and art and music and literature that had whites flocking to Harlem to experience what was called the Black Renaissance and it created a new Black identity - that included nuclear families, business, church and other elements of a social fabric that lasted until the the Great Society programs opened the doors to Blacks to white middle class jobs and professions and the butcher, baker, banker, dentist, etc. left Harlem for the white suburbs leaving behind single mothers, crack houses and drug dealers to fill the void. http://en.wikipedia.org/wiki/Harlem_Renaissance Blacks had a thriving culture long before they were told to discover their African roots.

BET President: Nation Would Never Tolerate White Unemployment At 14-15%

Black Entertainment Television (BET) founder Bob Johnson said Tuesday that the nation would “never tolerate white unemployment at 14 or 15 percent” and yet unemployment for the black community has been double that of white Americans for over 50 years.
“This country would never tolerate white unemployment at 14 and 15 percent. No one would ever stay in office at 14 or 15 percent unemployment in this nation, but we’ve had that double unemployment for over 50 years,” Johnson said while speaking at the National Press Club about the gap between whites and blacks in America.
