However, the school is claiming the suspension "is not a disciplinary measure."

Ahhhh, now there's the rub!

This teacher had at her disposal, within cubbards reach, a supply to teach this interactive unit including prayer rugs.

Have these items been permanently removed? If not - why not?

How did they get into the classroom? How many classrooms have such supplies? Why?

Who authorized this program? Is the school board aware and what are they planning to do about future considerations for education about Islam?
Is this program included in the textbook provided by Council? Is another non Council text involved? Who supplied it and other Islam specific program materials?

Oh, so many questions!

We have similar issues brewing here in the USA.

We use unreliable text book providers(Glencoe, McDougal-Littell, Houghton Mifflin, McGraw Hill and Prentice Hall etc.) because they rely on someone with credentials like "Professor and Chairman of the Department of Arabic Studies"

a valid qualification for vetting our children's history textbooks.

(also recall Shabbir Mansuri & Susan L. Douglass, the revert involvement with vetting history books)

So, the parent outrage was too much for the school's administration? Good.
