The knife and axe-wielding Palestinian stabbed and wounded two people in the settlement of Kiryat Arba last Thursday before being shot and wounded by a civilian security guard and an off-duty Israeli soldier, police said.
The amateur video broadcast on Israel's Channel 2 TV showed a silver Mercedes driving over the Palestinian, who was lying on the ground after he was shot. The car ran him over several times and stopped with a tire on top of him.
The driver, identified as David Mizrahi, was arrested by police but released while the investigation continues, Israel police spokesman Gil Elhadad said. Mizrahi faces possible charges of attempted murder, Elhadad said.
The Palestinian man is in serious but stable condition with bullet wounds in Jerusalem's Hadassah hospital, spokeswoman Carmit Orpaz said Wednesday. She said his injuries from the vehicle were less serious.
Kiryat Arba is on the outskirts of West Bank city of Hebron, which has often been a flashpoint of Israeli-Palestinian violence.

The main issue was the police reaction - they just stood around and watched. At least one person tried to make the driver stop.
It's the cops job to stop the violence on both sides and they failed. Enough were around that could have subdued one man with a knife, however they chose to shoot. Enough were there to stop the driver and they stood around and watched. US police reactions are fairly similar. The ones in Seattle stood around and watched a kid die while getting beaten to death at the local Mardi Gras. This is standard in police work these days.
Israel fined 1 million per illegal settler per day, and the total split with Palestine is a better idea than violence, though the attacker has a certain amount of sympathy for his feelings.

In the same context, the ministry strongly condemned the cancellation of the id cards of thousands of Palestinian Jerusalemites, accusing the Israeli occupation of ethnic cleansing and of aiming at emptying the occupied city of Jerusalem of its indigenous population.
Israeli occupation authorities arbitrarily cancelled the residency IDs of 4577 Palestinian Jerusalemites this year, making it the biggest number in one year since Jerusalem fell under the Israeli occupation in 1967.
