If the Palestinians want money, they have easy access to it. They can continue to accept terror and get aid from Iran, OR, they can decide "no, we don't want to engage in terror anymore," at which point they will get aid from the entire world.
I have very little sympathy for Palestinians compared to those in the Darfur, who are being subjected to genocide while the world does nothing. They didn't ask for that, and they have no power over their own destiny.
The Palestinians chose Hamas, and didn't (and don't) rise up in the streets and protest when rockets are fired from civilian homes, which they results in Israeli rockets destroying civlian homes in retaliation. (and killing civilians in the process)
Given that zippo is being accomplished by these Hamas rockets, if I were Palestinian, I would be rising up and protesting against a terroristic government that is only causing death, destruction, and starvation.
They have that option. The Palestinians have the ability to decide their own destiny. Whether they decide to exercise that choice is a different story.
And in the meantime, while Hamas continues to be dedicated to the destruction of Israel (which they are and have stated publicly), it makes sense that the world does not want to send money to aid in the destruction of Israel.

The US invades, demolishes, and occupies a nation under false pretenses; Israel continues its brutal occupation of Palestine for 50 years in defiance of dozens of Security Council resolutions; and the UN maintains full relations with both, but limits its contacts with a newly elected democratic government of a people oppressed for decades and on the verge of starvation???
And this is the same body that recently launched a Human Rights Council? What for? To sit and pontificate while people die? The United Nations said Tuesday it has ended its policy of unrestricted political contacts with the Palestinians and will now assess every request for political talks with the new Hamas-run government.
The new U.N. policy follows bans on contacts with Hamas by Israel, the United States and the European Union, which consider the militant Islamic group a terrorist organization. Hamas' refusal to renounce its violent, anti-Israel ideology after its victory in Palestinian parliamentary elections in January has also led Israel and the West to withhold hundreds of millions of dollars from the new government, which is now bankrupt.
U.N. spokesman Stephane Dujarric said "working contacts" between the U.N. and the new Palestinian government will ensure that there is no disruption in the delivery of U.N. humanitarian aid and services to the Palestinian people.
"The issue of political contacts, above and beyond the humanitarian assistance, will be dealt with as they arise ... on a case by case basis," he said.The UN acts more like a personal lap dog than a world body of nations. And a stunt like this demonstrates that when its masters say jump, the UN asks 'How High?'
