I would be careful about "assuming" too much about whom or what Bush was critiscising.

On ocassions Bush can be a shrewd politician.

His "we screwed up" remark can be taken in a number of ways; depending on whether you are a neo con, PM of Japan or sensible person.

The sensible could say that Bush was was referring to the UST blockade throwing the 6pt off course.

The others could say that Bush was referring to the State Dept giving too much away in a vague manner.

The remark is somewhat ambiguous.

Doubtless, once the outcome of the BDA issue is resolved (or falls apart completely) Bush will tell us who "screwed up" and what he really meant.

Another piece of Neo Con bullshit exposed:

An audit of operations of three UN agencies in North Korea has found no proof of US charges of systematic diversion of large-scale UN funding to the Pyongyang regime, the world body said Friday.

"The report does not indicate that large-scale UN funding has been systematically diverted, as has been alleged," said a statement released by UN spokeswoman Michele Montas.

As said, here is another interpretation of the "we screwed up" comment:

Japan¡¯s Kyodo News reported on May 31 that the U.S. president Bush told Japanese prime minister Shinzo Abe in late April that the U.S. had "screwed it up," acknowledging the U.S. government¡¯s failure to realize how wide-reaching the repercussions surrounding the Treasury Department sanctions would be.
