This augments what I have often asked myself; namely, who is in charge of US foreign policy, the President/State Dept or the UST and its assorted neo con acolytes?

One part of the petition, that is of great significance, is the fact that BDA states that it sent dollars for verification to HSBC. Therefore, if there were counterfeit notes washing around the system, why did HSBC not pick them up?

This lack of "discovery" of counterfeits means that:

-HSBC were complicit in counterfeiting

-HSBC were incompetent

-The UST is wrong about the counterfeiting

Would the UST care to comment on that blindingly obvious conclusion?

The fact that HSBC was used by BDA is now in the public domain. However, it is no small irony that many in the media were well aware of this some 18 months ago; yet they chose not to make it public, or to push the UST on the issue.

Why?

Those in the media who knew of that have, in effect, allowed the UST and Bush administration off the hook.

Now it finally comes to light that the UST policy dreamt up by Asher, Levey and Glaser was in fact a "private" war against BDA designed to impose a cordon sanitaire around DPRK (legal/illegal transactions being lumped into one basket).

The result?

-18 months on, DPRK have now publicly tested a nuke

-Bush has changed policy, and opted for a form of "diplomacy" with DPRK, in order to try to have at least one "positive" legacy as his administration collapses

-A US bank will act as a conduit for the funds that UST have blocked

-The adminisitration comes out of this as looking dishonest and incompetent, no country in the world now trusts UST or the US when it comes to finance/business or diplomacy. The dollar will be phased out as the currency of trade, so as not to expose countries to the unilateral whims of the UST.

The conclusion?

The Bush administration and the UST are inept, incompetent and dishonest.

Now is the time for the media to finally wake up and put the administration and its lackeys (Asher, Levey and Glaser) firmly under the spotlight and ask them some hard questions eg:

1 How has the policy of imposing a financial "cordon sanitaire" helped Asia Pacific?

2 Where is the evidence for the allegations made by UST?

3 Why have other banks, such as HSBC, not been targeted given that they handled the so called "counterfeit" notes?

4 Why does the UST insist on maintaining its sanctions against BDA, given that they addressed the control shortcomings?

5 Why does the UST insist on maintaining its sanctions against BDA, given that a US bank will be used as a conduit for the money held in BDA?

6 What part of the policy over the last 18 months devised by UST and the Administration in Washington makes any sense, given that it is now exposed to be dishonest, inept and contradictory?
