No no, save your reading glasses! Sans Internet, there's "time enough at last" to read all these beautiful books... though you better stay the hell away from my strawberry PopTarts.
One time I walked into the DMV and everyone was playing Solaitarie with cards. I asked what was up and they said since the computers were down, they were doing everything by hand.
We just post signs saying computers down - maybe not in those exact words. When people go to use the computers, we just show them the signs. We think but don't say it out loud - can you not read, stupid? We then play catchup doing stuff that does not require a computer - house keeping details, etc.

Do you point to the signs or read them out to patrons?
Perhaps knitting or crochet might come in handy during down time.

It is a fact-patrons do not read signs, ever.
And give them a sheet of instructions? Forget it.
Patrons want you to take them by their wittle hand and walk them through the steps...
Gag.

If your library's Internet connection goes down for the day, it may be necessary to revert to "caveman mode." Throw a computer monitor through the front of the vending machine to get some strawberry Poptarts, club a potential mate over the head with a volume of the Oxford English Dictionary, and try to start a fire in your cubicle using your reading glasses and some brittle items from the special collections department.
