Realistically? Digging holes that turn into tunnels is quite a dangerous enterprise. The heat even a few miles below the Earth's surface is intense. Thus, I would only dig a hole to China from a neighboring State, let's say North Korea. Metaphorically speaking? I'd start digging into China with experienced attorneys and consultants.
