You start where the hole will come out right by the North Korean border so those lucky enough to escape, they can come to the U.S. without having to live in fear in Communist China who will return them to North Korea if they get caught or if they're caught by North Korean agents looking for those who escape... they'll then be sent to forced labor camps just because they wanted to be free.
