Unlike a dog, how can a turtle ever be naked?
A turtle is naturally naked. As the shell is an extension of the spine, it is part of the body. Thus a turtle in it's shell is not hiding beneath some foreign piece of armor. It is much like a dog's weiner, which hides in the outer sheath unless aroused, but we don't look at the unaroused sheath and assume the dog doesn't have a weiner or that that sheath of skin is not part of the dog.
