Introduction DECEMBER 28, 1999 | By Tim Kane. Special to the Chicago Tribune "Converting Vulcan Lakes No Easy Feat" After 40 years of digging, the bulldozers and heavy equipment last week stopped mining gravel at Vulcan Lakes in Crystal Lake. But it may be years before the remaining scars--two large lakes--will officially open as a city park. The deep, clear lakes take up most of the 500-acre Vulcan gravel pit property, and there are plenty of largemouth bass along the south shore of the larger lake that runs parallel to Rakow Road, according to an advisory panel that is working to turn the pit into a park. But much reclamation work is needed to meet minimum guidelines under state and federal law and standards spelled out in a 1991 agreement between Vulcan Materials Corp. and the city.
