I have no doubt that there will be incentives to get off foreign oil. Almost certainly, unfortunately, those incentives will be driven by the pork-dollars grab and Congress will simply add the costs to our debt.

Instead of just debt, why not try to subsidize this cost with a gas tax that both generates revenue and change behavior.

First, there is no chance that a gas tax could get anywhere in Congress.

Second, even if Congress decided to make it happen, they would completely screw it up.

We're animals. It's all about survival of the fittest. If you can't afford the gas for your gas-guzzler or your scooter - sux to be you.

Just let market forces play out and let that determine winners or losers. Picking winners or losers is just toooooo complicated.
