Smart's father to speak on her kidnapping

Ed Smart knows well the anguish and fear of having a child go missing. His daughter Elizabeth was kidnapped from her bedroom at gunpoint in 2002 and recovered after nine harrowing months in captivity.

Now, he also knows there are ways to help reduce the number of children who are abducted each year.

Smart will be the guest speaker today at the National Center for Missing & Exploited Children/New York Regional Office's 25th anniversary dinner auction.

Smart, of Salt Lake City, Utah, will discuss the importance of being aware of your neighbors and will also talk about prevention methods. The regional NCMEC chose to bring Smart to Rochester because of his experience and because of his advocacy for change in child safety.

"It's a matter of educating our children what's acceptable and what's not and what they can do," Smart said in a telephone interview. "It's very important that they (children) become empowered."
Elizabeth was 14 when she was abducted.

Smart said parents should teach children that if they are kidnapped, it is not their fault, that they don't have the right to do it to others and that it's OK to tell what happened to them.

Another important point, Smart said, is to talk to children beyond the "stranger danger" chat because many times children are abducted by people who they know and trust.

"My motto is be prepared, not scared," Smart said about teaching children to be aware and ready to put up a fight. Children should be told to make as much noise as they can and to do everything possible to escape, including kicking the predator in the groin area, Smart said.

Putting up a fight increases escape chances by 50 percent, Smart said. But he admits that it doesn't always work. He said his daughter was threatened and told that if she tried to escape she and her parents would be harmed.

Elizabeth tried to escape a few times, Smart said, but she was always caught and brought back.
Because escaping can be so hard for children, public awareness needs to be a priority in missing children cases, he said. With thousands of children missing each year, it is difficult to keep their names and faces in the news and out in public.

"In Elizabeth's case, it was public awareness that brought her back to us," he said. An elderly couple recognized the man police were looking for walking with two women, one of whom turned out to be Elizabeth, and they called 911. Police responded and rescued her.

Smart said people need to realize that child abductions can happen to any family and therefore parents shouldn't be reluctant to talk to their children about it.

"We want to protect them from these adult issues... but we do them a disservice. There are good ways to do it," he said.

NCMEC officials hope to raise more than $400,000 this evening. The money from the dinner auction provides about 30 percent of the annual revenue needed to operate the office on Lake Avenue.

It's a wonderful, wonderful ending to a really sad story."

In July 1981, his 6-year-old son Adam was abducted from a shopping mall in Florida. John and his wife Reve desperately searched for Adam, but their worst fears were realized when Adam's severed head was found in a canal two weeks later. The rest of his body was never recovered.

"I'll always be the parent of a murdered child," Walsh told "Nightline." "Adam will always be in my mind. Your heart is broken. It doesn't matter if it was six months ago or 27 years ago. Your heart is broken. People deal with it differently. Some descend into hell in different ways and you live in that hell."

Adam's murder became one of the most infamous crimes against a child in America. And Walsh used his son's death to raise awareness for missing children across the country, creating the National Center of Missing and Exploited Children. He became a public face of the missing children movement. FOX asked Walsh to host "America's Most Wanted" in 1988, a program that prominently features cases in which children are harmed or missing.

To critics who label him a "fear mongerer," Walsh said that he considers his job "an obligation."

"I believe that knowledge is power. I truly believe that people watch too much TV and think there is going to be that superhero who is going to come in and stop this and that it can't happen to you," Walsh said. "If you spent one day with me, and saw how average crimes affect people in the United States. ...I don't believe in paranoia, I don't believe in fear mongering, I believe we have an obligation to tell our kids that someone might hurt them someday."

Birmingham paedophile punished for leaving sick child abuse messages

A PAEDOPHILE from Birmingham left sickening “fantasies” on a phone messaging service about the abuse of young children.

Judge Roderick Henderson said Clifford Jones had a “shocking criminal record for sexual offences involving children” going back 30 years.
He went on: “As a result of your employment, you made two phone calls to an interactive phone system with the intention that other people should hear them.” The judge said one of them involved the abuse of a young girl, while the other was a detailed account of the rape of a five-year-old boy in Spain.

“The offences themselves are not very serious. What makes them desperately disturbing is that they demonstrate you still have the most extreme depraved fantasies about young children.”

However, in sentencing Jones to a three-year community order, he said he believed that was the best way of protecting the public and young children and added that, if he had passed a short custodial sentence, Jones would have come out of prison without any support or guidance.

Jones, 60, of Elvetham Road, Edgbaston, had previously admitted two charges under the Communications Act and also breaching a sexual prevention order.

The court heard his previous convictions included two for downloading obscene material from the internet.

ST. JOHNS COUNTY, Fla. -- Even though investigators don't know who took Somer Thompson last month or Haleigh Cummings in February, the investigations have created a heightened awareness of who lives near one's neighborhood.

Sgt. Chuck Mulligan said, "Since the Somer Thompson disappearance and unfortunate homicide case, we've had numerous phone calls, inquiries and email issues going throughout the county. It's a concern and it should be. There's someone out there doing heinous crimes."

In most parts of Florida, a person can search for sexual offenders and predators who live within so many miles of an address.

In St. Johns County, you can actually be notified through email of a new sexual criminal in your neighborhood.
The Offender Watch program is on the St. Johns County Sheriff's Office webpage. There, people can register for email alerts by simply typing their name and an address. That information remains confidential.
Mulligan said, "That information is placed into a data bank. When a detective makes an [address] change on a sexual offender or predator, you will receive an email."

The St. Johns County Sheriff's Office also has a program in place called Code Red. If a sexual predator moves, the program places a telephone call to people who live within so many miles of the sexual predator's new address.

But the Offender Watch program informs individuals about sexual predators as well as sexual offenders.
The St. Johns County has made the Offender Watch software available for about two years.
Mulligan said other law enforcement agencies use it or similar versions of the program.

According to the U.S. Department of Justice, more than half of rape and sexual assault incidents happen within a mile of the victim's home.

The St. Johns County Sheriff's Office wants to remind people that knowing the sexual criminals who live near you is an email away.

A sentencing date for a trio of child abusers - including a nursery worker - was fixed by a judge today.

Vanessa George, 39, and her co-defendants Angela Allen, 39, and Colin Blanchard, 38, pleaded guilty last month to a string of offences of assault and making and distributing indecent images.

Today at Bristol Crown Court, Mr Justice John Royce fixed their sentencing date for 15 December.

George, who worked at Little Ted's Day Care Unit, in her home city of Plymouth, Devon; Allen, from Nottingham; and Blanchard, from Smallbridge, Greater Manchester, did not attend.

The trio were due to be sentenced this Friday but the date was postponed to allow more time for material to be gathered.

George previously admitted seven sexual assaults on children and six counts of distributing and making indecent pictures of children.

Blanchard pleaded guilty to 17 child pornography counts and two sexual assaults on children. He also admitted a further charge of possessing extreme pornography.

Allen pleaded guilty to four child sex assaults and one count of distributing an indecent image.

The abuse for which the three were convicted began in September last year and carried on until this June.

George, Allen and Blanchard subjected their young victims to humiliating sexual abuse involving plastic golf clubs, sex toys and toothbrushes.

They recorded the horrific abuse on their mobile phones and then exchanged the pictures via email - to unprotected accounts including MSN Hotmail - never actually meeting in person.

COLORADO SPRINGS- We are used to hearing about a computer virus that can ruin your life by stealing your identity, but what about the kind that downloads child pornography into your computer without your knowing it.
In the last two years there were 50,000 potential leads of computers containing child pornography in Colorado, and one of them might be you.

It's all because of a surge in viruses that can enter your computer and store kiddie porn in your computer without your knowledge.

NewsChannel13 spoke to Bill Dehart, investigator of the CSPD Internet Crimes Against Children Division. Dehart said, "the sad thing is that there are hundreds of viruses that could potentially do this."

A virus won't normally attack your computer unless you download a questionable file or have a file sharing program, but sometimes it's not so obvious.

IT Engineer Tom Drane says a dangerous file can, "look like an innocent document but in truth, it will do things to your computer that you don't want done."

Drane said that’s why it is important to keep updated anti-virus software and fire walls.
Dehart said,"50,000 potential leads were generated here in Colorado." He also said it is entirely possible that within that statistic there maybe people who are not aware their computer is a cesspool.

Internet Crimes Against Children is a proactive division and that's why if you find some child porn of your computer you should do something about it.

Dehart recommends a person that fears their computer has be affected should contact the police department because they need to know how that file got on your computer.

According to 2007 statistics, there are about 10,000 exploited children nation-wide whose images appear online. Authorities have only been able to identify 500 of those victims.

A TOTTENHAM man who subjected two young boys to prolonged periods of sexual abuse was jailed for seven years on Friday.

Wayne Courtney, aged 29, was just 12-years-old himself when he first began abusing one of the boys at addresses in Hackney and Haringey in 1993.
But in 2007, he began sexual assaulting a second young boy at an address in Hornsey.
Courtney, of Forest Road, Tottenham, pleaded guilty in October 2009 to two counts of rape on a male child under the age of 13 and five counts of rape on a male child under the age of 16.

He was sentenced to seven years and six months imprisonment and given an indeterminate public protection order at Wood Green Crown Court, in Lordship Lane.
The indeterminite sentence means he will only be released when a parole board decides he no longer poses a threat to the public.

Lawyer Hywel Ebsworth, of Crown Prosecution Service (CPS) London, said: "Wayne Courtney is a predatory paedophile whose actions have impacted forever on the lives of his victims. I hope the sentencing provides them with some comfort.
"I would urge anyone who has suffered sexual abuse to come forward knowing that the police and CPS will take you seriously.

"These offences were committed against two victims almost a decade apart from one another. But thanks to the courage of the victims in making statements we were able to put together a strong case which I believe led the defendant to plead guilty and allowed us to successfully bring the perpetrator to justice."
The first victim to come forward was a boy assaulted between August 2007 and December 2007 at an address in Hornsey.

His disclosure led a second victim came forward who had suffered five years of abuse at the hands of Courtney at an address in Crouch Hill and another in Hackney between 1993 and 1998.

Children's Claims of sex abuse by women grow

A huge rise in the number of children calling to report sexual abuse by women has been revealed by ChildLine.

Over the past five years, the charity says the number of such calls has risen five times faster than youngsters reporting abuse by a man.
Of 16,094 children who called ChildLine about sex abuse last year, 2,142 told of abuse by a woman, up 132% on 2004-5.

Men still account for the majority of child abuse claims, but the NSPCC said female sex abuse was under-reported.
This is because there is a reluctance or unwillingness on the part of professionals to acknowledge or identify sexual abuse by females, the charity suggested.

The research follows the recent high-profile case of nursery worker Vanessa George, who abused children in her care. She was a member of an internet paedophile ring along with another woman.

Mothers
Childline's report did not claim that sexual abuse by women is on the rise.
It instead suggested that, as more boys are tending to call its helpline, more cases are being reported.

The research said nearly two-thirds (1,311) of the claims it received about sex abuse by a female involved the child's mother.
Just over twice as many victims (2,972) said they had been abused by their father - which amounted to 45% of calls about sex abuse by males.

The number of children claiming to have been abused by men grew by 27% in the same four-year period.
The ChildLine research also showed that 42% more children were calling the helpline in 2008-9 than in 2004-5.

Sue Minto, head of ChildLine, said: "Most sex abuse calls to ChildLine come from girls saying they were assaulted by a male.

"But a growing number of callers now say they were sexually abused by a female. This may be partly because more boys are calling us than previously.

"Many would find it shocking that any woman - let alone a mother - can sexually assault a child. But they do."

'Internalising'
Dr Lisa Bunting, senior researcher at the NSPCC, who has studied the issue, said: "There is such an intense stigma in disclosing incidents of abuse by women.
"We get a lot of stigma with any type of sex abuse, but this is particularly the case in the participation of women."

She said this often led to victims "internalising" the abuse because they could not believe it had happened and did not think they would be believed.
She added: "If you don't think females are capable of committing sex offences, then you are never going to be looking for that."

The ChildLine report said the issue of female sex offending was not well-reflected in policy, practice and guidance on child protection and offender management.
It added: "It is important that regardless of what is currently known about the numbers of female offenders, more is done to understand the nature of sexual offending by women [and to] raise awareness among the public so that they can report it."

Appeals: Man exposes himself to girl (Bolton)

A man exposed himself to a girl while she was shopping with her parents in Bolton.

Police have released CCTV stills of a man they would like to speak to in connection with the incident.

At about 4.15pm on Friday 11 September 2009, the 11-year-old victim was in a shoe shop on Blackburn Road with her parents.

A man began following the girl around the shop, smiling and grinning at her as he touched himself over his trousers.

He followed the victim out to the car when her family had finished shopping.

As they were about to drive off, the girl noticed the man had unfastened his trousers and was exposing himself.

She told her parents what had happened when they returned home.

The offender is described as a mixed race man, aged 35 to 40 and of medium build with gelled black hair. He was wearing a black leather jacket and black trousers.

Police Constable Chris Blackhurst, based at Bolton Police Station, said: "A little girl should not have to be faced with such a horrible situation while out doing something as ordinary as shopping with her parents.

"However, incidents like this are extremely rare and we are doing everything possible to make sure the offender is caught.

"This image is not of the best quality but it might be enough to spark someone's memory or if you know the man in the picture, please contact me."

Fears are growing for a missing 11-year-old girl after she posted worrying messages on Facebook after her disappearance.

Shannon is around 5ft 3in and has her long brown hair in a ponytail

Shannon Brown left her home in Beaumont Road in Wandsworth, west London, around 1pm on Sunday.
She was last seen around 90 minutes later in Normand Park, Fulham.
Since then Scotland Yard police said she has posted comments on her Facebook page which have caused them particular concern.

They did not want to reveal the nature of the entries, but a Metropolitan Police spokesman said she is considered to be vulnerable.

DCI Mark Cranwell said: "We do know she has had access to a computer as her Facebook page has been updated since she went missing, and her comments have led us to be most concerned for her welfare.

"Anyone who has seen Shannon or knows her whereabouts is asked to contact us immediately. And of course we ask Shannon herself, should she hear of these appeals, to contact her family or the police."

Shannon is white, around 5ft 3in and has long brown hair with a fringe which she had in a pony tail.
She was wearing a black top, light coloured trousers, black shoes and hooped earrings.

The youngster also had a pink handbag with a Nike tick symbol on it.

Rights of victims need to be taken seriously

It’s called a criminal justice system, but how often does it fail to deliver justice for the criminal or for the victim?

Sara Payne knows a thing or two about the system. Her daughter Sarah was murdered by the convicted paedophile Roy Whiting nine years ago.
Now Britain’s first Victims’ Champion, her first report has some powerful points.

Victims rarely receive the emotional help they need, she says. Thousands are “neglected” after suffering crime, facing years of anguish.
It’s partly the reason why so few rapes are reported. Women are worried about how they’ll be treated.

Sara calls for victim support centres in every town. But it is her views on jail terms that will chime with many people.
She claims sentencing guidelines have become so complex that prison terms handed down by judges are frequently meaningless.

And she’s right. So often 12 years actually means six or even less. Victims want to know that the sentence a criminal is given will actually be served.
Under the present system, an offender given a sentence of a fixed number of years is released automatically after half that term. The rest is served under Probation Service supervision in the community.

Sara Payne finds this hard to understand, the public are baffled and justice is ill served by a system that is ill-conceived and over complicated.
We need a simpler criminal justice system and one where the rights of the victim are taken more seriously.

More than 500 children missing from State care since 2000

Forty children have gone missing from State care since the beginning of the year.

The figure was revealed in a parliamentary question to the H-S-E.

Since the year 2000, 503 children put into accommodation have disappeared after being placed into care by the Department of Justice.

It is feared some of these children may have been coerced into prostitution.

Fine Gael spokesperson on immigration, Denis Naughten, said something needs to be done to protect these children.

There has been growing alarm in Turkey over the huge increase in the number of missing children.
More than 1,000 children have vanished so far this year. Nobody seems to know why, or have any idea where they may have gone.

Al Jazeera talks to Nilufer Narli, a sociology professor in Istanbul, about the shocking statistics after a report from our correspondent, Anita McNaught.

Turkey's missing children

At times Florida can seem to be the national epicenter of reported missing children and child abductions.

The cases here gain national prominence and rarely have happy endings. After the media fanfare is over, the children's names stick out as sad reminders: Carlie Brucia. Jessica Lunsford. Trenton Duckett. Caylee Anthony. Haleigh Cummings. And now Somer Thompson.

The state does hold a number of unfortunate distinctions when it comes to measuring the number of children reported missing and, what some consider a related statistic, the number of registered sex offenders in the state.

According to the National Center for Missing and Exploited Children, Florida generally ranks third in the nation — behind only California and Texas — for reported missing persons, most of whom are children, registered sex offenders and the number of "stereotypical kidnappings," the most serious kind of stranger abductions.

The numbers can seem frightening for parents. Florida had nearly 62,000 missing-person reports during 2007. And as of July, the state had 51,560 registered sex offenders.

The vast majority of missing-person cases end up getting resolved. Many times reported missing children are kids who get lost or are runaways, said Ernie Allen with the National Center for Missing and Exploited Children.

Many other cases involve custodial disputes. So of the roughly 800,000 kids reported missing nationwide each year, only about 58,000 represent "nonfamily abductions," Allen said. And only about 115 of those are defined as "stereotypical kidnappings."

Those involve someone the child does not know or has only a slight acquaintance with and who "holds the child overnight, transports the child 50 miles or more, kills the child, demands ransom or intends to keep the child permanently," according to Allen and U.S. Department of Justice statistics.

The large missing-persons numbers in California, Texas and Florida may be explained by a number of common factors.

"You've got large, populous states. You've got magnet states," Allen said. "You've got year-round climate, and kids tend to be relatively more accessible."

The large numbers of sex offenders in those states "probably" have some correlation, Allen said, but he also noted that not all sex offenders' crimes involve children.

"The 51,000 in Florida does not mean they all represent a serious threat to children in the state," said Allen, who has called for a tiered system for delineating sex offenders.

Florida ranks behind 13 other states in the number of sex offenders per 100,000 people. Florida has 281 such offenders per 100,000. Nationwide the ratio is 223 per 100,000.

A VICTIM of a Sheffield paedophile abused for six years has spoken of the moment he confronted his attacker and revealed: "I could have strangled him."

The 22-year-old, who cannot be named to protect his identity, was preyed upon by 66-year-old Barry Barlow, of Constable Road, Gleadless Valley, between the ages of 10 and 16.

The abuse started when Barlow, who was jailed for six years at Sheffieldrown Court, invited young boys into his home for cigarettes and alcohol.

The victim said: "When I tracked him down I asked him why he did it and he just said it was a long time ago and to forget about it, but I will never be able to forget about it.

"I felt such anger I could have strangled him at that moment.

"When you are a child you don't feel like you can say no and tell people what is happening, so I tried to block it out, but as I got older and realised it was wrong I stopped going to his house. When I became a father myself I could not believe that this man had got away with abusing me the way he did and wanted something done about it so that he isn't free to do the same to anybody else.

"I am glad he is locked up but to me six years isn't enough because he robbed me of my childhood."

Barlow told his young victims the sexual attacks were their "little secret".

The victim said he was too afraid to tell anybody what was happening at the time but as he got older he realised it was wrong and stopped visiting the paedophile.

He only revealed his ordeal to his partner years later and decided to track his attacker down.

He confronted Barlow who admitted his offending - and neighbours heard the confession and reported him.

Barlow has a string of convictions dating back decades, the court heard.

In 1965 he was fined for assaulting a boy under 14 and gross indecency, and he was jailed for 21 months in 1974 for sexual assault on a boy under 16.

In 2006 he got a 12-month suspended sentence for indecently assaulting a 14-year-old and was banned from unsupervised contact with boys.

A judge has given parents whose children attended the nursery where paedophile Vanessa George worked the choice of knowing if she has named their children among her victims.
Mr Justice John Royce confirmed that George, 39, had provided the names of some of the children she said she had abused at Little Ted's nursery in Plymouth, Devon.

"I take the view that if parents want to find out whether their child has been abused and if that information has been given then they should be in a position to do so," the judge told Bristol crown court.
"If they do not want to know, and I fully understand why some parents should not want to know, then the information should not be thrust upon them, it should be a parental choice."
George and her co-defendants, Colin Blanchard, 38, and Angela Allen, 39, pleaded guilty to a string of offences of sexually abusing children, photographing the abuse and exchanging the images with each other via the internet.

George's barrister, Nicolas Gerasimidis, successfully applied for the trio's sentencing to be delayed to give more time to prepare. He said George intended to claim that Blanchard "used" her to access indecent images. "It will be Vanessa George's case that she was used by Colin Blanchard, who is a principle mover in the contacting of women of a certain age so that the type of material this court is concerned with is disseminated back to him."

Some parents have made it clear they do not want to know if George has named their children.
Sentencing has been adjourned to the week beginning 14 December.

Families of the missing seek answers amid carnage in Cleveland

Over the road from 2205 Imperial Avenue, the unassuming white clapperboard house of Anthony Sowell in which 11 bodies in various stages of decomposition have been found this week, there is a wooden board bearing the names and pictures of 15 people. It is lined with Teddy bears and soft toys and candles, placed there by neighbours and well-wishers. The offerings provide a small antidote to the stomach-churning pervasive stench of rotting flesh that wafts across the road with every gust of wind.

The people named on the board are all missing, and their details have been put up in the hope it might lead to resolution. Three of them are men, a couple are white and others are children, which reduces their relevance to the location as the recovered bodies have all been of black adult women.
And therein, say many relatives, lies the reason why it took so long for the police to investigate; prejudices about race and lifestyle on the part of the local authorities and media meant they failed to take seriously the growing number of missing black women.

The flier for Michelle Mason has a picture of her smiling and dancing. She looks thin but vivaciously happy. Mason was last seen on 8 October, aged 46, outside the boarding house where she lived just a couple of blocks away from Sowell's home. That day she left her room wearing jeans and a fur-lined tan jumper to go to the local shops. Her bed was ruffled as though she were coming back to make it, but she never did.
Her family reported her missing three days later and began a frantic search of their own. They organised search parties of friends to scour the many boarded up and vacant houses in the neighbourhood. They looked in the woods and held rallies to publicise Michelle's plight. They stuck fliers all over the neighbourhood, and even carried out their own background checks on her final mobile phone calls.

"We called the police chief, the homicide team, the commander of the district, the mayor's office, the FBI, the department of justice, any place we could think of," says Mary Mason, Michelle's sister. "But they just weren't interested. 'Ma'am we are doing our best. Ma'am calm down.' They would make me feel bad, as though I was asking the unreasonable."

The Mason family believes that the apparent insouciance of the Cleveland authorities to Michelle's disappearance was due to assumptions that were being made about the kind of woman she was. Michelle had a record of crack cocaine addiction for which she had been in jail. Yet she had been through Narcotics Anonymous and had been clean for more than 10 years.

Mary Mason was livid when she heard the local police chief Michael McGrath say this week that detectives would have to look into the "backgrounds" of Sowell's victims.
"That's the easy way out. They say there are so many Michelles in this city, with their 'lifestyles', and that way they don't have to write reports or investigate cases."

Over the months she says her tears for her missing sister have dried up and given way to anger, prompted by what she sees as the authorities' lack of urgency. Meanwhile she has watched the cases of missing white adults from salubrious areas of the city receive priority billing. "If my sister had been a white girl and had a little money, this would never have happened this way."

The Mason family are not the only ones to think that. There is an evident and growing sense of anger in this poor, largely black area of Cleveland. How could it be that the smell of death that even now hangs over the Sowell house was not properly investigated for years? There is a sausage factory next door, which was blamed as the source, but after hygiene checks were carried out the stench continued unabated.

How can it be that Sowell, a registered sex offender who served 15 years in jail until his release in 2005 for attempted rape, was monitored by police and probation officers who never detected anything wrong? Even the manner in which Sowell, a 50-year-old former marine, was caught appears bafflingly random. On 22 September a woman escaped from Sowell's home. She said she had been invited back by him for drinks. She said he then became angry, punching and choking her with an extension cord then raped her. She managed to flee after she promised to fetch him $50 and return. Yet when she told the police, it took a further 37 days for them to arrest Sowell.

Above all, how can it now have emerged that District 4, the police zone that covers 2205 Imperial Avenue, had 14 missing persons reports filed within it and yet nobody joined the dots and perceived a problem. "We never knew that so many people were missing, we never knew," says Mary Mason. "We always thought we were on our own."

That is a question that is now exercising Judy Martin, an anti-violence campaigner. Her son was murdered in 1994 and since then she has worked voluntarily with other bereaved families, including those of missing people. It was her who put up the plywood board with Michelle Mason's name on it over the road from Sowell's house.

On Monday she also arranged for a candlelit vigil on the street corner. Many families fearful that their loved ones might be among Sowell's victims turned up, including the Masons. Relatives of Nancy Cobbs, who went missing this April a few blocks away, were also there, as were the family of Gloria Walker who disappeared in April 2007.

In each of these cases, Martin has worked with the families to keep their hopes alive that one day they will find their loved ones. She advises them how to engage the police and how to drum up media interest. But in each case she says they have been met by a wall of indifference.
Martin says that when all these families convened together on one street corner on Monday night the nature of the crisis suddenly became visible. "Do we have to wait until we find 11 bodies in one spot before anything is done about this?" she says.

In her view the problem is partly institutional. There is no centralised missing person's unit in Cleveland, and so cases fall between the cracks of police districts, departments and institutions. But it is also a product of attitudes, of which the fact that all Sowell's victims were poor, female and African-American tells its own story.

"Race has a lot to do with it. People have the perception about this area - they assume it's a bad area, that the women here were bad. But it's not and they weren't. This is a working-class area with lots of wonderful families who love each other and who are hurting."

The case that most shocked Martin was that of Gloria Walker. After she disappeared on 20 May 2007, Martin worked with the family to arrange searches and rallies. She met with the usual reaction - a sluggish police response and an only mildly interested local media. Three weeks later a pregnant white woman called Jessie Davis went missing. The response was instant and massive: national TV coverage, huge police sweep, help pouring in from all over the US. Davis's body was found nine days after she went missing. Gloria Walker is still missing.

"She was a good person," says Sandy Drain, Gloria Walker's aunt. "She provided for her children, kept a roof over their head, kept them clothed and fed." But Gloria Walker was also an alcoholic, well known to police.

"We had no help whatsoever. The feeling I got was, 'She's a black woman and a drunk - oh well, we don't have to bother with that one.' That's what I felt the attitude was."

Police chief McGrath was asked this week about the extraordinary confluence of cases in a relatively small area around Sowell's house that were never linked together. He said that officers "did not see a pattern. If they did, they would have followed up on it."

Mary Mason cannot be so clear-headed about her sister Michelle. She has donated a DNA sample and now sits waiting for a call from the coroner's office. "It's twisted, conflicted. I'm feeling every emotion - up, down, sideways. Any moment I expect my sister to walk into the room. Every time I drive past a small woman I slow down. I think we are going to see her again."

Police paedophile operation was 'world class' says MacAskill

The police who snared the ringleaders of Scotland's biggest paedophile ring ran a "world class" operation, the Justice Secretary told MSPs.
Kenny MacAskill was addressing Holyrood following the sentencing a week ago of James Rennie and Neil Strachan.

Both were handed life sentences for catalogue of child abuse and pornography offences, while six other members of their network were previously jailed for a total of 43 years.

Mr MacAskill told MSPs on Thursday: "These truly appalling crimes were uncovered and the perpetrators successfully brought to justice thanks to the outstanding work of the police officers and prosecutors involved.
"As a society we are deeply grateful for the work they do, day-in day-out.
"It was a case of global dimensions and shows we have a world class police service."

The former lawyer hailed Operation Algebra which snared the culprits as a "landmark and historic" case. The wide-ranging police probe involved officers from Lothian and Borders Police and the Scottish Crime and Drug Enforcement Agency as well as a number of other agencies.

Mr MacAskill said he had met with members of the operation and received a clear message from officers.
He said: "To offenders, or potential offenders - the law enforcement agencies are after you and they will get you.

"Anybody who views such material on the internet in Scotland faces the very real prospect of being caught and prosecuted and punished severely."

However, there have been questions about how Strachan was able to commit the crimes when he was already known to the authorities and was on the sex offenders register.
The Justice Secretary said he had now read a review compiled by police, NHS and council chiefs which examined the circumstances of the case.

He said it did not include any recommendations for the Government on legislation or guidance.
However, he insisted: "We will work with the responsible authorities to help disseminate any operational lessons that need to be learned."

Changes currently being brought in through the Criminal Justice and Licensing Bill will tighten restrictions on sex offenders and could see them forced to provide more household and social data such as an email address.
They would also be forced to divulge if they were living in the same house as a child.
Mr MacAskill also said the Government would consider extending a scheme currently being piloted in Tayside, which allows parents to find out from police if someone in contact with their children is a sex offender.

An evaluation of the pilot to determine how successful it has been is being undertaken.

Hundreds of children trafficked to Britain each year are being failed by social workers, teachers and doctors, it is claimed today in a report which uncovers the hidden misery of the international trade in young labour.

The findings suggest that when trafficked children try to escape from imprisonment in Britain, their cries for help are ignored or negligently handled by UK agencies. The report, by the Children's Society charity, found that those who managed to escape their captors were often returned to domestic imprisonment, where they were forced to work as prostitutes in brothels or as slaves in British homes. Children who were allowed to leave their guardian's home were usually too frightened to disclose what was happening to them.

One young girl trafficked to Britain was groomed and sexually exploited while in the care of children's services. She did not know that what was happening was illegal, or that it was considered abuse.

The United Kingdom Human Trafficking Centre (UKHTC) is aware of 325 children from 52 countries who may have been trafficked in 2008. But the Children's Society, which looked closely at 46 cases in the UK, said these figures did not account for young people who feel they have no choice but to keep their ordeals a secret.

More than half of the young people in these initial case studies had attended school while in Britain, but when they asked for support from various agencies, the frontline workers did not know how to help or refer them. The charity said that some who had reported their situation found frontline workers unwilling to help, disbelieving the seriousness of their claims or unaware of where to refer them.

Even when a child is identified as being at risk of exploitation and taken into care, they still face kidnapping by traffickers. In May this year, it was discovered that 77 children had gone missing from a single children's home near Heathrow since March 2006. It is estimated that 1.2 million children worldwide are trafficked each year, in a trade worth £16bn annually.

"Whilst recent media reports have claimed that the problem of trafficking has been overstated, this new research brings into startling perspective the very real problems faced by children separated from their carers and exploited and mistreated by those responsible for them in the UK," said the authors of the report.

The study's disturbing findings will add to growing pressure on the Government to introduce a law making domestic servitude and forced labour an offence in the UK for the first time. Last week, ministers backed down and dropped opposition to a new anti-slavery offence punishable by 14 years' imprisonment. Some of the children living on the streets of the world's poorest cities are picked up by criminal gangs before being sold on to traffickers who take them to countries including Britain. Others are sold to traffickers by their parents. The most common countries of origin are China, Vietnam, Bangladesh, India, Afghanistan and Nigeria.

Lisa Nandy, policy adviser for the Children's Society, said: "Whilst sexual exploitation may be the most high-profile form of trafficking, young people can be, and have been, exploited in a number of different ways, including forced labour and domestic servitude. All of these children are extremely vulnerable, and the agencies need to work together to identify and support these victims."

The 46 children's journeys to Britain varied greatly but most came from Asia and Africa. Many of them arrived by plane and either with the person they would be living with, a family member or a trafficker. Some entered undetected on lorries or trucks and one reported coming by boat.

Some came to join family members in the UK, but in nearly every case the children were brought into the country on other people's passports and by people claiming to be their parents.

One girl was told to wear boy's clothes and memorise a new identity. She said she "messed up" her answers to the immigration official who questioned her, but this was not picked up and she ended up imprisoned in a British home.

From Africa to slavery: 'They shouted at me, hit me and beat me'

*Anna, 16, was brought to Britain from Africa by a woman who told her mother she would find her daughter a good home and a better life in London.

She was one of six women and children on the flight who were being escorted by the woman. On arrival in the UK, the girls were taken to a van and driven around the city, being dropped off at various locations.

A woman who was to be Anna's guardian paid the trafficker some money and Anna was handed over to her new mistress. She lived with a married couple who had a young son. Her duties involved rising at 6am to do some cleaning before waking the couple's son, giving him breakfast and making him lunch. She then cleaned until 12pm and went to her bedroom until it was time to pick the boy up from school.

When they got home, Anna helped him with his homework, cooked and did other chores until 9pm when she went to bed. The woman would often call her to get out of bed to do more chores, such as fetching and carrying drinks and snacks for the family. "If I didn't hear her call, she would come upstairs and pour cold water on my face in bed," Anna said.

"The woman shouted at me, hit and beat me for things like not knowing that she had finished her cup of tea. The beatings increased over time. The woman also sent me to clean the houses of several of her friends."

Eventually, Anna was befriended by a woman whom she met at the school gates. She was initially suspicious that the woman's kindness was not "genuine", and thought that if she went to her she would be kicked out on to the street. But in the end, she decided to ask her for help.

When Anna and her new guardian tried to find her a place at a local school, they were told nothing could be done because she had no identification papers. Finally, the new guardian decided to hand her over to the police.

Child protection campaigner Sara Payne is calling on the government to "redefine" justice to give greater priority to victims of crime.

Mrs Payne, whose daughter Sarah was murdered by a convicted paedophile, was named Victims' Champion in January.

She wants victims to be given more help to deal with the impact of crime and says they need greater clarity about the jail terms offenders will serve.
The government has pledged to set up a Victims' Service in England and Wales.
Mrs Payne told the BBC: "In every single area you get treated in a different way. What we need to do is make sure that everybody has access to the same system that everyone else does.

One-to-one care
"It's not just about courts though. If we step back from that, 97% of people who report a crime never see a courtroom, so we need to think about what is justice for these people.
"I think we are not inclusive of people - we don't ask people what they need and we really need to start doing that at an early stage."
At the Labour conference in September, Justice Secretary Jack Straw announced that £11m was being made available over the next two years to create a service offering one-to-one care and support for relatives of murder victims.

He said the National Victims Service would be launched next year and would eventually be expanded to offer practical, emotional and financial support to all victims of crime.
Mrs Payne will publish a report on Thursday after spending nine months speaking to victims and witnesses and studying front line services.

The BBC's home affairs correspondent Danny Shaw says her main conclusion is that the justice system needs to be "reshaped".
The report will say that at present, justice is defined as "catching the criminal and protecting the public", and victims and witnesses feel they are included simply to "aid" that process.
Mrs Payne will recommend that in future delivering justice should be about supporting the victim to overcome the impact of the crime so they can get on with their lives.
She is also expected to call for more transparency in sentencing so that victims know exactly how long offenders will serve in prison.
Mrs Payne's eight-year-old daughter was murdered in 2000 by known paedophile Roy Whiting.
Since then she has campaigned for a so-called "Sarah's Law", giving parents the right to know about convicted sex offenders living near them.
The campaign has resulted in pilot schemes in four police forces that allow parents or guardians to check whether people who have access to their children are convicted sex offenders.

The rapist accused of imprisoning Jaycee Dugard for 18 years slipped through the net and should have been caught earlier, according to the official report into the case.

The damning report, released by California's inspector general, acknowledged that Phillip Garrido had been under little supervision.
Officials failed to spot anything was wrong despite making 60 visits to the Garrido household, as Jaycee was apparently kept imprisoned.
Garrido and his wife Nancy are accused of kidnapping Jaycee as an 11-year-old in South Lake Tahoe, California, in 1991.

The girl was kept as a virtual sex slave, prosecutors say.
Garrido is said to have abducted Jaycee just three years after he was released from prison where he served less than 11 years of a 50-year sentence for rape.

"The department needed to do a better job of training our agents, there's no question about that."

Critics Say the System for Monitoring Sex Offenders like Phillip Garrido Is Broken across the Country

Jaycee, now 29, was found alive in August after allegedly being imprisoned by the Garridos at their home in Antioch, east of San Francisco.
"There were missed clues and opportunities to discover her existence," Inspector General David Shaw said at a news conference in Sacramento.
"I don't think the system is broken, but there are a lot of improvements that can be made."
In a blistering indictment of the state's Department of Corrections and federal parole officers, Shaw said officials had missed numerous opportunities to discover Dugard and her two daughters.
The daughters were both allegedly fathered by Garrido.

The initial assessment of Garrido by state parole officials put him in a low-risk sex offender category, which meant significantly lighter supervision.
"The department failed to utilize tools that could have led to the discovery of Jaycee Dugard and her children," Shaw said.
Though state parole agents made 60 visits to Garrido's home they failed to discover the backyard compound or notice electric and other wires running from the house.
And they failed to follow up after encountering a 12-year-old girl, believed to be one of Jaycee's daughters, in Garrido's home during one of those visits.

Jaycee was kept 'as slave'

Matthew Cate, secretary of the California Department of Corrections and Rehabilitation, acknowledged at the news conference that his department had made significant errors.
"The department needed to do a better job of training our agents, there's no question about that," Cate said.
Phillip and Nancy Garrido are being held in jail after pleading not guilty to a 29-count indictment that includes charges of kidnapping and rape.

Tragic crash victim Beverley's song of hope and heartbreak for her missing cousin Amy

Tragic singer Beverley O'Sullivan had penned a song as part of a campaign to find her missing cousin
Amy Fitzpatrick.

The singer, who was killed in a crash in India, had been close to her cousin Amy, who she described as a mini version of herself.

She was left devastated when the 15-year-old Dublin teenager disappeared while walking to her home in the Costa del Sol in Spain on the night of January 1 last year.
The pair had enjoyed a close relationship while Amy lived in Clare Hall in Dublin, and it continued despite the teen's move abroad with her mother and brother.

Favourite
The Donaghmede woman (28) had visited Amy and her family in Spain prior to Amy going missing.
She spoke to the Herald last year about her decision to release the song, Rainbow, to help raise awareness of the search for her cousin.

She adapted the song to portray the heartbreak of all of her family following Amy's disappearance.
Beverley had co-written the song with producers Billy Farrow and Ed O'Leary when she was a singer with the band Fifth Avenue and it appeared on an album made by the band.

"The song was one of Amy's favourite songs. The lyrics now seem to capture
exactly what her mother Audrey and her loved ones are feeling right now. They are so sad," said Beverley last year.

"Amy is a gorgeous girl. A great kid. She really is," she added.

Beverley was touring India with her boyfriend when she was fatally injured in a car accident on Monday. Her boyfriend, Stephen Reaves, was badly injured in the crash which occurred in the Bharatpur area of north west India.
He remains in a serious condition in hospital.

A man in Saudi Arabia is to be beheaded and crucified after he raped five children and left one of them, a three-year-old boy, to die in the desert.
An appeal court in the capital Riyadh approved the death sentence handed down in June by judges in the northwestern oasis city of Hail where the convicted 22-year-old man carried out his crimes.

The rapist - who was not named - was arrested several weeks ago as he tried to seize another boy after offering him a ride home from school.
The seven-year-old - who escaped unharmed - helped identify the culprit.

The man’s victims were aged between three and seven. He was said to have lured them into his car as they left school at midday and then drove them to remote desert locations to rape them.

An investigation was launched after a 25-year-old father reported that his three-year-old son was missing and that he suspected the kidnapper to be a male driver of a white four-wheel drive vehicle.

Robin Frampton sued police and won

A YORKSHIRE police force ordered to pay compensation to a violent paedophile it wrongfully arrested has dealt with another 21 legal claims in three months after complaints against its officers soared by 55 per cent.

North Yorkshire Police chiefs are investigating why the force was the subject of 127 complaint cases between July and September this year, up from 82 in the same period in 2008.

More than 200 allegations in total were made against police officers, community support officers, special constables and support staff, usually for "failures of duty" and "incivility".

Police were also accused of assault, "oppressive conduct" and unlawful detention, and faced allegations relating to the improper disclosure of information and mishandling property.

Eighteen police officers were disciplined between July and September, including one who remains suspended.

Three officers received written warnings, including one who failed to properly investigate a traffic accident, while the other 14 received advice for "minor lapses in their conduct".

The force has begun disciplinary proceedings against 22 support staff since April, most commonly for using computers inappropriately.

Only 10 cases have been concluded, but already four employees have been sacked and five have received written warnings.

The figures come only two months after the force was landed with a £25,000 legal bill when a judge ruled its officers were wrong to arrest high-risk sex offender Robin Frampton.

Frampton was awarded more than £3,000 in compensation even though the judge at Leeds County Court agreed he had lied to police "left, right and centre" while in Selby to visit a vulnerable woman.

The force was also ordered to pay Frampton's costs as the court heard he had been kept in prison for four months before charges were dropped against him.

Police chiefs closed 21 malfeasance claim cases between July and September and paid claimants £4,162 in total.

But a report to North Yorkshire Police Authority warns that cases opened so far this year could potentially cost up to £180,000 in damages and in paying costs.

The force's head of complaints and professional standards, Superintendent Lewis Raw, said the "marked increase" in complaints was being examined.

"Every effort will be made to ensure a downward trend in complaints, especially those around 'incivility' and 'failures of duty'," he said.

"The force is also mindful that the rate of complaints per 1,000 officers is above the national average."

Complaints against North Yorkshire Police fell by three per cent in 2008-09 according to the Independent Police Complaints Commission. Humberside Police saw a 12 per cent rise in complaints, West Yorkshire 10 per cent and South Yorkshire a five per cent increase.

Legal claims soar at force after payout to paedophile

A CONVICTED paedophile has been sent back to prison after admitting he lured a young girl into a bedroom.

Anthony Davies, aged 21, could have been "crossing the divide" between downloading child porn and grooming a child himself when he breached his Sexual Offences Prevention Order last year, Plymouth Crown Court heard.

He was still a teenager when, in 2007, he was caught with 1,200 indecent images of children and jailed for 18 months, placed on the sex offenders' register for 10 years and banned from communicating with under 16s.
But the former child care student, from Plympton St Maurice, had only been out of prison for a month when he took four children on a 'fishing trip' – landing him with a new 12-month suspended prison sentence.

The court heard how some time between October 1 and November 30 last year Davies then invited five children – some as young as 11 years old – into his mother's house to look at a pet snake belonging to his brother.
Two agreed and were taken to a first-floor bedroom, where Davies took a snake out of its tank, handling and fed it.
One of the children left, leaving Davies and the young girl alone together, the court was told, although nothing of an indecent nature took place.

The incident was reported to police two months later – but he denied breaching the sexual offences prevention order, telling officers he would "never dream" of taking children into the house.
Yesterday he pleaded guilty to the breach on the morning he was due to stand trial.
Ali Rafati, defending, said Davies was of "limited intellect" and "inadequate maturity", adding that he now planned to move away from the area.

"Fortunately this is not a case where there has been any damage to the child," he told the court.
But Judge Philip Wassall said Davies could still be a "dangerous offender" – and locked him up for nearly two years.

He told him: "You seem to have crossed the divide between looking at images and downloading images, and making contact with children.
"This could be seen as a first step to the grooming process.
"That is a matter which troubles me."

Judge Wassall gave Davies 20 months in prison for the breach and a further 12 months, to run concurrently, for triggering his suspended sentence.

However, the court heard how he would serve half the stretch, minus the 276 days he had already spent behind bars, meaning his release is already imminent.
"These orders are meant to be kept," Judge Wassall added. "If you offend in this way again the sentence increases dramatically."

Viral video targets family and friends of Madeleine abductor

These are the images that show how Madeleine McCann would look two and a half years after she vanished.

Police hope the new computer generated pictures will spark a flood of possible sightings and lead them to the missing youngster’s whereabouts.

One shows how she would appear, now aged six, if being held in Europe – with her skin still pale.
The other is an image of her face had she been taken to North Africa, with a suntan and dark hair.

The pictures were released after Madeleine’s heartbroken parents Gerry and Kate, both 41, begged one of Britain’s leading child abduction police officers to help them find their precious daughter, who vanished from a Portuguese holiday apartment in May 2007.

They wrote a letter to Child Exploitation and Online Protection centre boss Jim Gamble – and he was so moved by it he decided there and then to get involved.

“We are looking for the person who knows or strongly suspects the individual or individuals involved in Madeleine’s disappearance. The person who for a long time has perhaps struggled with their conscience keeping a terrible secret.” Mr Gamble is convinced Madeleine may still be alive and pointed to the case of American teenager Jaycee Dugard as evidence. He added: “I’ve reviewed cases of children who turned up four, eight, eighteen years later. Statisticians do that most awful of thing, taking away people’s hope.

How she may look now

A viral message directed at a friend, relative or partner of the person who abducted Madeleine McCann, telling them that “it is never too late to do the right thing”, went online at midnight.

The video was created to “infiltrate the internet” by spreading from news websites to blogs and social networks until it is the first thing that appears when the missing child’s name is typed into a search engine.
Jim Gamble, the head of the Child Exploitation and Online Protection Centre, said that the message was founded on the belief that, like Jaycee Dugard in California and Natasha Kampusch in Austria, Madeleine could be rescued or reappear despite being missinghaving gone missing for more than two years ago.

“This is about hope, it’s about collective hope. I believe this message will deliver answers for us,” said Mr Gamble, who studied 11 child abduction cases in which the victims had reappeared after long periods in captivity.

Mr Gamble launched “A Minute for Madeleine” with a plea to internet users to view the video and disseminate it.

Harnessing the power of the viral message is a new technique in an investigation but the core idea of the 60-second film is based on the old detective’s adage that “everyone has a best friend” and someone will talk.
Madeleine was 3 years old when she went missing on a family holiday in Portugal in May 2007.

The new video contains “aged progressed” images of how she might look today, aged 6. One shows the girl with blonde hair, while the other shows her with dark hair and tanned skin, as she might look if she was being held in a hot country.

The message has gone online in seven languages — English, Arabic, Portuguese, Spanish, French, German and Italian — and will be promoted around the world by police forces, missing persons agencies and Interpol.
It represents the first time that a British law enforcement agency has taken the lead in the international hunt for the missing girl. Her mother, Kate McCann, will conduct a series of television interviews today to promote the message.

Mr Gamble stressed that the video was not a public appeal but a message to one person who knew or suspected that someone close to them had taken the child. “It’s aimed at prompting the conscience of the person who is keeping the secret,” Mr Gamble said.

“The person we are looking to reach is likely to be a partner, family member, friend or colleague of the person or people who were involved in Madeleine’s disappearance.” He said he believed that the abductor would be regularly checking the internet for developments in the investigation and would be “rattled” by the video, which was prepared with the help of psychologists.

Mr Gamble said: “This is not the normal criminal psychology approach. We’re not looking at the criminal, but at the associate and saying to them, ‘You can redeem yourself’.

“We believe there is someone out there who is associated and who knows. This person doesn’t need to see an age progressed image of Madeleine — this person knows who Madeleine is and who committed the crime.” Mr Gamble stressed that there were no new leads, nor fresh intelligence behind the launch of the message. He added: “In a case like this the investigation is never closed”.

Professionals failing to spot UK’s ‘hidden’ exploited children, says charity

Children and young people trafficked into the UK are struggling to get help from authorities responsible for their welfare, warns The Children’s Society.

A new report from the charity claims that many children exploited after their arrival are unable to find help from professionals like the police, teachers and social workers. The children said many were unwilling to help, did not believe the seriousness of their situation, or did not know where to refer them for advice.

Although the exact number of child trafficking victims in the UK remains unknown, the Hidden Children report claims that many live side by side with the rest of society, attending school, church or GP clinics, but feel unable to speak up about the abuse.

Based on 34 case studies and the experiences of 12 former hidden children, the report claims that professionals are failing to notice or act on much of the exploitation.

One young person cited in the report said that social workers asked them questions while their guardians were present or asked them about how they were doing at school but not ‘Where do you sleep?’.

“Useless; so many opportunities and they missed it,” said one unnamed child in the report.

The report calls for greater cooperation among the authorities to protect the rights of trafficked children and help them access their immigration status. It also recommends multi-agency safeguarding training for local agencies, including the police, representatives of faith communities and workers in education, health and the voluntary and social sectors.

Lisa Nandy, Policy Adviser for The Children's Society, commented: “Whilst sexual exploitation may be the most high profile form of trafficking, young people can be, and have been, exploited in a number of different ways, including forced labour and domestic servitude.

“All of these children are extremely vulnerable, and the agencies need to work together to identify and support these victims.”

After four months, authorities have little evidence in Lindsey Baum case

MCCLEARY - Police Chief George Crumb said he used to look out his office window from the police station on Summit Road and see Lindsey Baum walking with her regular group of friends.

“She was pretty much a daily fixture of the area,” Crumb said of Lindsey, who was 10 when she went missing not two blocks from the police station as she walked to her home from a friend’s June 26. “She seemed to be, you could even say, the leader of the little group.”

Before she disappeared, Crumb thought nothing of noticing Lindsey - in this small town of about 1,500, all the locals know the neighborhood children by name.

“It wasn’t unusual to see her along with everything else,” Crumb said.

As summer has turned to fall, more than four months have passed with no sign of what happened to Lindsey. Residents say the girl’s absence, and the fear of what might have happened to her, have the entire town hurting.

“I totally think it’s affected the whole town,” Diana Hasbrouck, co-owner of Rain Country Restaurant, said between serving customers Wednesday, standing with a half-full pot of coffee in one hand. “See the streets right now?” she added, gesturing toward the empty sidewalks outside the restaurant. “That’s the way it’s been all summer.”

McCleary no longer is a town where people leave their doors unlocked, said Willa Smith-Creamer, a cook at the restaurant.

“People are more apt to keep their kids inside now,” said Smith-Creamer, 33, a lifelong McCleary resident. “I used to leave my doors unlocked all the time, and now I don’t.”

The weekend of Lindsey’s disappearance, the McCleary Police Department’s four-officer force gave way to detectives with the Grays Harbor County Sheriff’s Office who are now in charge of the investigation, supplemented by FBI agents from Seattle.

Lindsey Baum’s story featured on Oprah

The investigation has been thwarted at every turn by a lack of physical evidence and no clues about how Lindsey disappeared.

Lindsey vanished after leaving a friend’s home on Maple Street by herself shortly before 9:15 p.m. to make the half-mile walk across town to the home she shared with her mother, Melissa, and 12-year-old brother, Josh, on Mommsen Road.

The last confirmed sighting of Lindsey was about 9:15 p.m., when a resident driving through town saw her walking on Maple Street between Fifth and Sixth streets – about the halfway point of her journey home.

At first, investigators explored the possibility that Lindsey had run away from home or that she might have been hiding in the woods after a dispute with her brother over a bicycle. That possibility soon was ruled out.

“Certainly, someone facilitated her disappearance,” Grays Harbor County Undersheriff Rick Scott said during an interview in his office in Montesano, about 18 miles west of McCleary. “We believe that she was taken. We believe her to be the victim of foul play.”

MANY TIPS, FEW CLUES

Scott said investigators have slogged through thousands of leads and tips. There have been eight to 12 “persons of interest” at various points during the investigation, but none panned out, he said.

And the tips keep coming. Chief Crumb stood in the reception area at the McCleary police station Wednesday. He was the only one there to answer the phone, and he jotted down information from a tipster as he cradled the phone between his shoulder and head.

“Well, there’s been no suspects; there’s been people of interest,” he told the caller.

Crumb said any tip the department gets about Lindsey’s disappearance is forwarded immediately to Grays Harbor County Detective Polly Davin, who is assigned full time to the case.

Tips come in all the time, Crumb said, but many are vague or of little to no evidentiary value. For example, Crumb said, someone walking in the woods notified police after discovering a shoe, thinking it might have been Lindsey’s. It turned out to be the wrong size and appeared to have “been out there forever,” Crumb said.

Crumb and Scott said the case has drawn a number of amateur sleuths who haven’t necessarily been helpful. Crumb said that over the summer, someone went to the McCleary assessor’s office, got the names and addresses of everyone who lives on Maple Street, and posted that information on a message board devoted to Lindsey’s case, leaving the impression that any of those residents could have been responsible.

Crumb said that although posting such information online is legal, “it’s inappropriate.”

“I wish they’d tone that down,” he added.

Scott said some who have posted information about Lindsey’s case on the Internet have created “suspects du jour” who have had “nothing to do with anything,” he said.

“I think there’s a fine line between wanting to help and being irresponsible, and some people have crossed that line in making speculations and opinions that become accusatory.”

Calls also have come from residents who suggest someone they know could be responsible, Crumb said. Many of these calls seem to have more to do with an individual’s personal issues with someone than evidence connected to Lindsey’s disappearance, he said.

“We’ve had a lot of calls like that, unfortunately,” he said.

Crumb recalls that when he moved to McCleary in 1994 to take the police chief job, his daughter would ride her bike around town when she was about Lindsey’s age.

“We don’t have as many kids walking around as in the past. It’s on everybody’s mind,” he said.

Things won’t get back to normal in McCleary until the case is solved, Crumb said. But he fears it might remain unsolved until after he retires.

“It’s not going to go away,” he said.

MASSIVE SEARCH

In July and August, law enforcement officers and volunteers “tipped McCleary upside down” in a massive search for Lindsey, Scott said. The search included helicopters, fixed-wing aircraft from the State Patrol and search-and rescue-dogs from throughout the Puget Sound area, he said.

“I would find it hard to believe that you could find a piece of ground in McCleary that didn’t have one of their footprints,” Scott said.

Detective Davin said that during the first few weeks of the investigation, between 40 and 50 law enforcement officers were working on the case, including FBI agents.

Police spoke to every resident and searched inside and outside more than 150 homes on or near Maple Street, Scott said.

Detectives have reviewed records of people who used credit cards at downtown businesses during the period in which investigators think Lindsey disappeared, such as the Shell Station on Summit Road, Scott said. They even got a list of cell phones whose signals bounced off McCleary’s lone cell phone tower the evening of June 26, he said.

Linda Cunningham, the owner of McCleary Video on Simpson Avenue, said FBI agents have interviewed her three times about Lindsey’s visit to the store with friends an hour or so before she disappeared.

“They (investigators) talked to everybody in town,” she said. “They looked through everybody’s house at least twice.”

Cunningham said her store used to be filled with children renting DVDs and video games after school. However, “as soon as Lindsey got kidnapped, parents stopped letting their kids go around,” she said. “It’s hurting businesses, too. I don’t blame the parents.”

Cunningham added, “I feel so bad, but there are times I just want it to end. I like to think she will just come home. We just want her to come home and try to be a normal town again.”

HOLDING OUT HOPE

Lindsey’s mother, Melissa, answered the door with a cough at her Mommsen Road home Wednesday. Her son, Josh, a seventh-grader at McCleary Elementary School, was home sick with the flu. Lindsey’s German shepherd, Kadence, poked her nose through the door and Melissa Baum came outside for an interview.

She is steadfast in her belief that Lindsey is alive and will be returned home safe.

“I know my daughter’s going to be found,” she said. “I’m frustrated. It’s been four months and two days.”

Everyone in McCleary who has ever come across Lindsey – Chief Crumb, Cunningham, Kara Kampen (whose Maple Street home Lindsey was visiting June 26 to play with her friend Michaela) describe Lindsey as sharp, precocious for her age and talkative.

Lindsey had left her cell phone charging at home the evening she went missing.

When police viewed Lindsey’s MySpace page after her disappearance, they learned only that she had an affinity for the popular movie “Twilight,” a story of vampires set in Forks. A forensic search of her computer showed she had had no Internet communications with anyone whom she might have met without telling her mother, police said.

Melissa Baum said she’s sure whoever took Lindsey knew her, saying her daughter is too smart to get into a stranger’s car. If someone tried to hurt her, she’d fight back, Melissa Baum added.

Police did not issue an Amber Alert after Melissa reported her daughter missing at 10:50 p.m.; Melissa Baum says they should have done so. But Crumb and Scott have said that police do not have authority to issue an Amber Alert unless they know a child has been taken and they have concrete information to issue to the public – such as a car or suspect description – that can aid in a child’s recovery.

“We didn’t have that,” Scott said.

There is talk among law enforcement officers in Washington of changing the requirements for Amber Alerts so they can be issued in cases such as Lindsey’s, Scott said.

“I don’t disagree with Melissa that there’s some frustration in the whole Amber Alert thing,” he said.

Crumb noted that the vast majority of missing-child cases involve simple misunderstandings – a child forgot to tell a parent about sleeping over at a friend’s or left home after a dispute.

Melissa Baum said it’s difficult to see Lindsey’s old playmates around town. Lindsey’s dog Kadence only recently began gaining weight after refusing to eat anything for two weeks after Lindsey disappeared, she added.

Melissa Baum said yellow police tape blocks her family from entering Lindsey’s room because investigators want to preserve her scent for search dogs, which already have scoured the wooded areas around McCleary. Scott added that investigators want to keep Lindsey’s room untouched because there might be items in Lindsey’s room that later will become evidence, or that can be used to collect a DNA sample belonging to Lindsey.

“My life is standing still,” Melissa Baum said. “Everything’s off. It’s changed our whole life.”

WEEKLY SEARCHES

Melissa Baum now is in charge of the volunteer searches in and around McCleary every weekend. Searchers took Halloween weekend off; three weekends ago, the search team included more than 70 soldiers from Fort Lewis who scoured the wooded areas around McCleary, she said.

Crumb said that even though the searches have covered a lot of ground, the vastness of the forests and swampland around McCleary makes it impossible to say definitively that searchers have checked every place where Lindsey could be.

McCleary’s location near several highways increases the number of locations where an abductor could have taken her, Scott said. The roads out of McCleary include state Route 8, which leads to U.S. Highway 101 and Interstate 5; and state Route 108, which leads past Little Creek Casino toward Shelton.

Melissa Baum said she knows investigators are doing all they can but is frustrated by the lack of progress.

“I just feel like it’s taking too long,” she said. “I don’t know what I expect them to do that they’re not doing.”

Melissa Baum said she had a run-in in July with the most publicized of the “persons of interest” in Lindsey’s disappearance, a man in his early 20s who worked at a retirement home on the street where Lindsey last was seen.

Melissa Baum said the man followed her in a vehicle as she drove on Maple Street. She called police, and officers pulled the car over, court papers state.

The man said he thought Melissa Baum’s car was suspicious, “so he followed it around, thinking it might be connected with Baum’s disappearance,” the search warrant affidavit states.

Melissa Baum said of the episode, “I don’t trust anybody anymore.”

Scott said enough residents had notified police of the man’s odd behavior to spur investigators to obtain a search warrant for his and his family’s properties in McCleary on Oct. 2.

According to the search warrant affidavit, the man told conflicting stories about his whereabouts the night of Lindsey’s disappearance. He first told police he was working at the retirement home, but his former supervisor there said he was suspended the night of June 26.

He was a suspect in an attempted rape of a child in McCleary in 2000, the affidavit states, and he told a friend after Lindsey’s disappearance that “he could not believe that a girl had been taken and cut up and dismembered.” The friend told police that he “was obsessively talking about Baum and what had happened to her; specifically, that he believed she had been kidnapped and murdered.”

Nothing of evidentiary value was found during the search, although Scott is reluctant to say that the man – or anyone else – has been cleared in Lindsey’s disappearance. A Seattle TV station’s helicopter taped the police search of the property and aired it on local newscasts, but Scott said the man is only one of the eight to 12 people who have been investigated as “persons of interest” at one time or another during the investigation.

“I’m reluctant to say that anybody is 100 percent cleared because I don’t have any evidence,” Scott said.

The man whose property was searched has said his family will sue the sheriff’s office.

FALSE SIGHTINGS

Law enforcement officers also have had to contend with false sightings of Lindsey, Scott said. Early in the investigation, one of Melissa Baum’s family members called to report that she thought Lindsey was in the back of a car headed west on state Route 8, he said.

Police assumed it was a legitimate sighting because it was reported by someone who knows what Lindsey looks like, he said.

“Multiple units from multiple agencies set up to converge on the vehicle,” Scott said. “I’ve got guys doing 100 miles per hour, setting up to intercept this car.”

It turned out that the woman didn’t actually see Lindsey; she had information from a psychic that Lindsey was in the back of a car that looked like a vehicle she later spotted on the highway, he said.

Scott said the example illustrates not only the family’s desperate search, but also how police have to respond rapidly to every tip, because they never know which one will be the break that leads to finding Lindsey.

National media attention focused on Lindsey’s disappearance has helped get her picture out across the country, Scott said. Her disappearance has been covered by three national news networks, as well as “The Oprah Winfrey Show,” “America’s Most Wanted” and “Nancy Grace,” he said.

However, national attention also has led “to false sightings all over,” Scott said.

“It’s problematic because you take a lot of resources to deal with that,” he said.

Lindsey last was seen wearing a blue, hooded, long-sleeve shirt, blue jeans, black shoes and a mismatched bikini-style swimsuit, court records state.
