n a broadcast by Russia Today it is suggested that the radical change in US policy after Obama took over from George Bush is confronted with opposition from Nato hardliners and that they plot against President Obama.

At least what can be said about this conspiracy theory is that it shows the way Russians are thinking. Allways there is a conspiracy around the corner when they there is a change in policy they can not comprehend.

Fact is that under George Bush, most Nato countries were very unhappy with radical US policies and that they welcomed the change of policies with te comming of president Obama.

In het politieke discours wordt bij grote jeugdproblemen vrij snel gewezen naar het onderwijs. Daar zou de nieuwe mens opgevoed moeten worden. Deze manier van probleem oplossen zadelt het onderwijs met veel maatschappelijke problemen op, die lang niet allemaal door het onderwijs opgevangen kunnen worden. Het onderwijsveld hoeft dit niet primair zichzelf aan te rekenen. De maatschappij is immers groter dan de school.

Dit is anders bij onderwijs achterstanden van grote groepen leerlingen, zoals bij een aantal allochtone groepen het geval is. Het onderwijs moet zich dat juist wel aantrekken. Omdat het een onderwijstaak is alle leerlingen een gelijke kans te geven op een goede opleiding te volgen.

De socioloog Jaap Dronkers1 heeft zijn gedachten rond de vraag waar ongelijkheid in het onderwijs nu vandaan komt opgetekend in een recent rapport van de Wiarda Beckman Stichting, het wetenschappelijke bureau van de PvdA. In “Ruggengraat van ongelijkheid” analyseert Dronkers het onderwijssysteem op heldere wijze en komt met een beperkt aantal voorstellen om de ongelijkheid die het resultaat is van het onderwijssysteem tegen te gaan.

In de eerste plaats constateert Dronkers dat de centrale rol van ongelijkheid in het onderwijs is toegenomen, ondanks de toename van sociale stijging door middel van onderwijs. Het belang van prestaties is toegenomen en die van afkomst is verminderd. Tegelijkertijd constateert hij dat onderwijs het laatste bastion van ongelijkheid is juist door de toename van het belang van hoogwaardige wetenschappelijke kennis en de afhankelijkheid van hoogwaardige technische systemen. Voor de hogere strata in de samenleving is het verwerven van een gunstige uitgangspositie via het onderwijs een van de laatste mogelijkheden door het aanwenden van financieel en cultureel kapitaal. Zij zijn hiertoe beter in staat dan de lagere strata.
