Villagers can add their own VoiceSites to promote their business.

In almost all developing countries, internet penetration is much lower than that of the mobile phone. At the same time, the rate of increase of mobile phone penetration far exceeds that of the internet. In many cases, the lack of literacy is a further impediment to the proliferation of the internet.

The IBM India Research Laboratory is now trying to make use of the growth of mobile telephony to overcome the problems of literacy and internet connectivity. We are working to create a world wide network of VoiceSites linked together to make the Spoken Web.

Read the article

IFLA 2010 AgLibraries group: Current Trends in Agricultural Information Services for Farmers

The IFLA Agricultural Libraries Special Interest Group in association with IAALD (International Association of Agricultural information Specialists) invites papers to be presented at a two-hour session to be held at the World Library and Information Congress: 76th IFLA General Conference at Gothenburg, Sweden, 10-15 August 2010.

Information needs of farmers center around the problems such as seeds, soil fertility, soil erosion, climatic conditions, fertilizers, pest hazards, weed control, water management, farm credit, post-harvesting, transportation, marketing and so forth. Timely provision of information is essential in solving these problems. However, the impact of agricultural research and innovations on farmers is not much either because they have no access to such vital information or it is poorly disseminated. Information provided is mainly focused on policy makers and researchers with little attention paid to the information needs of farmers. It is more so in developing countries and particularly small-scale farmers.

This session is aimed at discussing current trends in providing farmer-oriented information services in developed and developing countries.

Web's Inventor Wants the Web to Improve Life of rural people

An article in PCWorld says that the World Wide Web Foundation, Tim Berners-Lee's latest brainchild, is now officially open for business and involved with two initial projects, as it embarks on using the Web to empower people worldwide and bring about positive socio-economic change.

Berners-Lee, the Web's inventor and founder of the World Wide Web Foundation, will make the announcement.

The formation of the group was announced last year. The idea is to help these farmers communicate better, share information, and learn and improve agricultural techniques.

The second project, in conjunction with the Brazil-based Center for Digital Inclusion, will develop training for young people in how to create Web content that can be accessed via mobile phones and include voice and graphics.

Half of Africa's improved growth from ICT

A recent report indicates that Market liberalisation has encouraged massive private investment in Africa's cellular networks, according to a report released recently by the World Bank.

The result was a major revolution in information and communications technology (ICT), which helped boost economic growth to an annual 4 percent between 2001 and 2005, the report on Africa's infrastructure by the World Bank said.

"About half of Africa's improved growth performance in the early 2000s was attributable to this wireless revolution: one extra percentage point of growth per person per year."

However, it identifies serious infrastructure gaps in the power, water and transport sectors, which reduced national economic growth by 2 percentage points every year, and cut business productivity by as much as 40 percent.

The report describes how, between 1999 and 2006, the share of the African population living within range of a mobile signal mushroomed from 5 percent to 60 percent. Africa has a million new cellular subscribers, almost all on prepaid telephones. Signal coverage could profitably be expanded to cover over 95 percent of the population without any public subsidy, by reducing regulatory barriers.

Read the full report

Communicating a new research output: IFPRI strategies

What does it take to create a buzz around a new research output? Luz Marina Alvare and Chris Addison share some insights into the communication and knowledge-sharing approaches followed by IFPRI in launching a new book: Millions Fed: Proven Successes in Agriculture.

This project has numerous audiences - media, agriculture and development policy workers, researchers and the public – and we had to create a suite of products that all of them could embrace while still meeting the needs of each group. To achieve this, we had to integrate the different media approaches and products from each communication unit and research area into one campaign.

The core products are a book describing 20 cases from around the world showing success stories backed up by a series of discussion papers with case studies illustrating evidence that the interventions worked.

To communicate these issues to a broader audience and reinforce the communications process, we developed three further products:

a booklet highlighting the project as a whole and some of the key findings

a video trailer to accompany the book and draw attention to it

a full video summarizing the book as a whole and providing the most powerful presentation of key messages

Our plan - outlined in the diagram below - uses a variety of products to promote the key messages and generated various new products [click on the image for larger size].

Following an analysis of the take up of recent IFPRI products, we confirmed our thinking that traditional Web channels are the most important for many of the audiences. The Web site is used as the main repository of the products and we measure Web site traffic to understand the effectiveness of our efforts. Using the title of the project ensures good indexing in Google and our own Web site features the products in key locations. Email campaigns appear to be the next most successful in bringing visits, not only through online email but also via direct visits from local email partners.

Looking ahead, we see great potential in using infomediaries to promote to communities we cannot reach directly. Social media is also increasingly important.

Below is a snapshot of sources of overall visits prior to the media launch of the book [click on the image for larger size]:

We are monitoring our activities during the official media launch and will provide a follow up story of our findings on what worked and what didn’t. At the end of November, we will review how the product has been taken up through the Web, which approaches proved most valuable and review lessons learned.

---
'Millions Fed' is a project aimed to identify and examine successes in agricultural development and provide insights into the lessons they offer. The Bill & Melinda Gates Foundation (BMGF) called upon the International Food Policy Research Institute (IFPRI) to assess the evidence on what works in agriculture -- what sorts of policies, programs, and investments in agricultural development have actually reduced hunger and poverty.
