First of all, this is not a showdown between two branches of government. This piece of legislation has to come through Senate to be constitutional. Second, the amount of people in the organization is irrelevant to the need for by-laws. Our system allows one person, the President, to hold the same power that a body of 21, the Senate, does.

as a member of student goverment i know how importand by-laws are. the assembly and senate had to have their by-laws passed by the second week of school and we both made that top priority. by-laws are important to senate and assembly and jc shouldn't be any different. they have alot of power and without by-laws they pretty much can do whatever they want.
