"Karena itu, solusi dan opsi lain yang lebih baik yang dapat ditempuh adalah pihak kepolisian dan kejaksaan tidak membawa kasus ini ke pengadilan, dengan tetap mempertimbangkan asas keadilan. Namun, perlu segera dilakukan tindakan-tindakan korektif dan perbaikan terhadap ketiga lembaga penting itu, yaitu Polri, Kejaksaan Agung, dan KPK," kata SBY di Istana Merdeka, Jakarta.

Malam tadi presiden berpidato tiga puluh menit dengan bantuan teleprompter mulai pukul 20.00 WIB. Saat pidato dibacakan, hadir pula Menko Polhukam Djoko Suyanto, Menko Perekonomian Hatta Rajasa, Mensesneg Sudi Silalahi, Menkum HAM Patrialis Akbar, Menkominfo Tifatul Sembiring, dan Menpora Andi Alifian Mallarangeng.

SBY mengatakan, pada mulanya, dia berpendirian bahwa kasus Chandra dan Bibit sebaiknya dilanjutkan ke pengadilan. Syaratnya, proses penyidikan dan penuntutan mendapat kepercayaan publik.

"Semula saya memiliki pendirian seperti ini, dengan catatan proses penyidikan dan penuntutan mendapatkan kepercayaan publik yang kuat. Tentu saja proses penyidikan dan penuntutan itu fair, objektif, dan disertai bukti-bukti yang kuat," beber SBY.

Dalam perkembangannya, dia melanjutkan, justru muncul ketidakpercayaan yang besar kepada Polri dan Kejaksaan Agung. Sehingga, menurut presiden, masalah ini telah masuk ranah sosial, dan bahkan ranah kehidupan masyarakat yang lebih besar.

"Karena itu, faktor yang saya pertimbangkan bukan hanya proses penegakan hukum itu sendiri, tapi juga faktor-faktor lain seperti pendapat umum, keutuhan masyarakat kita, asas manfaat, serta kemungkinan berbedanya secara hakiki antara hukum dan keadilan," kata SBY.

Sayang, mengenai cara yang ditempuh untuk menghentikan perkara, SBY tidak tegas memerintahkan Kapolri dan Jaksa Agung untuk menerbitkan surat penghentian proses penyidikan (SP3), surat keputusan penghentian penuntutan (SKPP), atau mendeponir perkara. Presiden mengatakan, dirinya tidak boleh memasuki wilayah itu.

"Karena penghentian penyidikan berada di wilayah lembaga penyidik, Polri, atau penghentian tuntutan merupakan kewenangan lembaga penuntut, kejaksaan, serta pengesampingan perkara melalui pelaksanaan asas oportunitas merupakan kewenangan Jaksa Agung," kata SBY.

Presiden hanya menginstruksi Kapolri dan Jaksa Agung untuk menertibkan, membenahi, dan memperbaiki institusi masing-masing. Presiden juga berharap KPK melakukan hal yang sama.

SBY menambahkan, setelah penyelesaian kasus Chandra dan Bibit, reformasi di bidang hukum harus dituntaskan. Dia mengingatkan, dalam program seratus hari kabinet, dia telah menetapkan gerakan pemberantasan mafia hukum sebagai prioritas utama. Untuk itu, SBY mengaku telah membentuk satuan tugas yang akan memberantas mafia hukum.

"Dalam kaitan ini, saya menyambut baik rekomendasi Tim Delapan dan juga suara-suara dari masyarakat luas agar tidak ada kasus-kasus hukum, utamanya pemberantasan korupsi yang dipetieskan di KPK, atau juga di Polri dan Kejaksaan Agung," kata SBY.

SBY mengatakan, jika tak cukup bukti, suatu kasus harus dihentikan. Sebaliknya, jika cukup bukti, kasus itu mesti dilanjutkan. "Hal ini untuk menghindari kesan adanya diskriminasi dan tebang pilih dalam pemberantasan korupsi. Apalagi, kalau pemetiesan ini berkaitan dengan praktik-praktik mafia hukum tadi," kata presiden.

Skandal Century

Di bagian awal pidatonya, SBY secara khusus menyinggung kasus Bank Century. Setelah menerima hasil pemeriksaan investigasi BPK, SBY meminta Menteri Keuangan dan Bank Indonesia memberikan penjelasan dan klarifikasi.

"Saya sungguh ingin keterbukaan dan akuntabilitas dapat kita tegakkan bersama. Saya juga ingin semua desas-desus, kebohongan, dan fitnah dapat disingkirkan dengan cara menghadirkan fakta dan kebenaran yang sesungguhnya," kata SBY.

Presiden juga menyambut baik usul sejumlah anggota DPR RI untuk menggunakan hak angket terhadap Bank Century. "Bersamaan dengan penggunaan hak angket oleh DPR RI tersebut, saya juga akan melakukan sejumlah langkah tindakan internal pemerintah, berangkat dari hasil dan temuan pemeriksaan investigasi BPK tersebut," katanya.

SBY juga meminta percepatan proses hukum bagi para pengelola Bank Century. Dengan demikian, dana penyertaan modal Rp 6,7 triliun bisa segera dikembalikan kepada negara. "Saya telah menginstruksi Jaksa Agung dan Kapolri untuk melaksanakan tugas penting ini," ujarnya.

Presiden mengatakan, tindakan terhadap Bank Century dilakukan saat situasi perekonomian global dan nasional diterpa krisis. SBY mengatakan, yang dilakukan pemerintah dan BI pada November 2008 lalu mesti dikaitkan dengan situasi dan konteks krisis. "Sehingga tidak dianggap keadaannya normal-normal saja," jelasnya.

SBY menambahkan, penyelamatan dan penyertaan modal sementara ke Bank Century dan tindakan hukum terhadap pengelolanya bertujuan mencegah terjadinya krisis perbankan dan perekonomian.

"Meskipun ketika berlangsungnya proses pengambilan keputusan yang dilakukan pihak-pihak yang memiliki kewenangan dan tugas untuk itu saya sedang mengemban tugas di luar negeri, saya memahami situasi yang ada di tanah air, beserta rangkaian upaya menyelamatkan perbankan dan perekonomian kita," beber SBY.

Secara keseluruhan, dari lima rekomendasi Tim Delapan, hanya rekomendasi untuk menghentikan kasus Chandra dan Bibit yang diindahkan presiden. Itu pun, presiden tidak tegas langsung memilih opsi penghentian kasus, dengan alasan dia tidak berwenang.

Rekomendasi kedua berupa sanksi terhadap pejabat yang bertanggung jawab tidak disinggung. Presiden hanya meminta Kapolri dan Jaksa Agung membenahi institusinya.

Untuk rekomendasi ketiga berupa pemberantasan makelar kasus, SBY menyinggung program pemberantasan mafia hukum yang telah dilakukan. Rekomendasi untuk memeriksa Anggodo Widjojo dan Ari Muladi juga tidak disinggung presiden.

Begitu pula rekomendasi keempat agar dituntaskannya kasus terkait, tidak disinggung presiden. Rekomendasi kelima berupa pembentukan Komisi Negara untuk membenahi lembaga penegak hukum, belum digubris presiden. SBY hanya menyebut telah membentuk satuan tugas di bawah Unit Kerja Presiden yang selama dua tahun ke depan bertugas memberantas mafia hukum.

Pasalnya, malam hari setelah penemuan ikan tersebut ia bermimpi aneh. Dalam mimpinya, Suwaji (58) disuruh oleh suara misterius agar mengembalikan ikan aneh temuannya.

"Tapi, kalau tidak dikembalikan ia harus memberinya kembang dan dupa," ujar Suwarni (47), rekan Suwaji yang turut menemukan ikan itu, Kamis (12/11/2009) malam.

Tak hanya itu saja, selain mendengar suara misterius, malam itu juga Suwaji juga langsung kesurupan. Tanpa sadar, Suwaji mengamuk dan sempat masuk tambak.

"Dia berteriak-teriak dan ngamuk, kemudian njebur tambak," ujar Suwrani yang asli Pacitan ini.

Akibatnya, karena kondisinya yang masih belum sadar betul, Suwaji pun akhirnya terpaksa dipulangkan ke Jombang.

"Iya, dia memilih untuk berobat dan terapi di daerahnya," tambah Suwarni.

Kini, ikan misterius berkepala buaya masih disimpan di dalam gubuk milik Sulton (59). Ikan aneh ini menjadi tontonan warga.

Di tempat itu juga disediakan kotak amal untuk perbaikan jalan dan jembatan. Ahmad Qosim (33), salah satu warga mengatakan jika dirinya penasaran dan ingin melihat ikan berkepala buaya tersebut.

"Pada mulanya saya sempat tak percaya, tapi setelah saya lihat sendiri ternyata memang ikan itu sangat aneh," ujar Qosim yang datang bersama istrinya.

Sedangkan Iriawan saat itu menjadi Direktur Reserse Kriminal Umum (Direskrimum) Polda Metro Jaya.

Wiliardi, yang juga menjadi salah satu terdakwa dalam kasus pembunuhan Nasrudin Zulkarnaen mengaku bersalah pada Antasari Azhar. Karena penahanan mantan Ketua KPK itu dikondisikan alias sudah diatur.

Mendengar pengakuan Wiliardi ini, Antasari yang ditanya di luar ruang sidang juga mengaku terkejut. Namun ia optimistis kebenaran mulai terungkap. "Saya terkejut saat Wiliardi diperiksa dan menyatakan targetnya saya," kata Antasari yang juga sempat meneteskan air mata.

Informasi dibebaskannya Anggodo, adik tersangka korupsi Anggoro Widjojo dinyatakan kuasa hukumnya Anggodo, Bonaran Situmeang, di Mabes Polri, Rabu 4 November malam.

Wartawan yang menunggu di depan Bareskrim Polri sejak pagi terkecoh dan tidak mengetahui kapan Anggodo keluar dari gedung Bareskrim Polri. Bonaran yang keluar dari Bareskrim sekitar pukul 21.00 WIB awalnya menyatakan Anggodo masih istirahat usai pemeriksaan oleh penyidik secara marathon.

Bonaran sempat kembali mendatangi Bareskrim dengan alasan mengambil sebuah surat yang tertinggal. Saat kembali keluar Bareskrim, Bonaran yang dicecar oleh wartawan akhirnya mengaku kliennya telah pulang tanpa mau menyebutkan dari pintu sebelah mana Anggodo keluar gedung Bareskrim Polri.

Mabes Polri pada Rabu kemarin tidak menetapkan Anggodo sebagai tersangka. Dalam rekaman penyadapan milik KPK yang diperdengarkan di Mahkamah Konsttusi (MK) Selasa (3/11), Anggodo berkomunikasi dengan mantan JAM Intelijen Wisnu Subroto dan juga beberapa penyidik Mabes Polri. Dalam percakapan Anggodo yang disadap KPK tersebut, Anggodo diduga berupaya merekayasa kasus wakil ketua KPK nonaktif Bibit Samad Rianto dan Chandra M Hamzah. Anggodo dalam percakapan itu juga mencatut nama Presiden Susilo Bambang Yudhoyono.

Bibit berada dalam sel yang satu blok tahanan dengan mantan Deputi Gubernur Bank Indonesia Aulia Pohan. Sedangkan, Chandra di sel yang berada satu blok dengan para tahanan teroris.

Beberapa saat lalu, sidang uji materi di Mahkamah Konstitusi mendengarkan rekaman pembicaraan Anggodo Widjojo, adik buron KPK Anggoro

Widjojo. Anggodo terdengar sedang berbicara dengan sejumlah petinggi kepolisian dan Kejaksaan Agung.

Nama yang disebut dalam percakapan antara lain Susno, Wisnu, dan Ritonga. Tiga nama itu mirip dengan nama-nama petinggi di kepolisian dan Kejaksaan Agung.

Korban tewas terbanyak yang telah terdata ditemukan Kabupaten Padang Pariaman 675 orang dan Kota Padang mencapai 313 orang dan di demikian data Sarkorlat Penanggulangan Bencana Sumbar di Padang, Rabu malam.

Chief prosecutor team (JPU), Suningsih, after a trial in District Court Ungaran, Tuesday, stated, will make resistance against the interim decision issued by a panel of judges hearing cases under the age of marriage with the accused Sheikh Puji (Pujiono Cahyo Widianto).

In the interim decision No. 233/Pid.B/2009/PN.Ung, the judges said Sheikh Puji (Pujiono Cahyo Widianto) can be released from custody immediately.

"We're going to fight over the judges decision to cancel the indictment to the High Court in Central Java," he said as quoted by Antara.

He said, there are still seven days (a week) to carry out resistance against the verdict.

"In addition to resistance, we also will make improvements to the indictment, because the judge said there kekurangcermatan," he said.

He said, disappointed over the decision of the judges in the trial with the agenda of interim decision in the case of underage marriages between Sheikh Puji with Lutfiana Ulfa (12) is.

According to Article 143 of the Criminal Code, he said, should be in providing interim decision, the judge considered formal indictment, rather than go into the case material.

"The judges did not read the opinion of the prosecutor in response to an exception related to legal counsel," he said.

In addition to reading the exception more than the legal adviser, he said, the judges actually go into the case material that should only be discussed after the verdict said.

Chief Justice, Day Mulyanto prosecutors have denied the claims.

Ketua tim jaksa penuntut umum (JPU), Suningsih, usai sidang di Pengadilan Negeri Ungaran, Selasa, menyatakan, akan melakukan perlawanan atas putusan sela yang dikeluarkan oleh majelis hakim sidang kasus pernikahan di bawah umur dengan terdakwa Syekh Puji (Pujiono Cahyo Widianto).

"Kami akan melakukan perlawanan atas keputusan majelis hakim yang membatalkan dakwaan ke Pengadilan Tinggi Jateng," katanya seperti dilansir Antara.

Ia mengatakan, masih ada waktu tujuh hari (seminggu) untuk melaksanakan perlawanan atas putusan tersebut.

"Selain perlawanan, kami juga akan melakukan perbaikan atas surat dakwaan tersebut, karena hakim mengatakan ada kekurangcermatan," katanya.

Ia mengatakan, kecewa atas putusan majelis hakim dalam sidang dengan agenda putusan sela kasus pernikahan di bawah umur antara Syekh Puji dengan Lutfiana Ulfa (12) tersebut.

Sesuai Pasal 143 KUHP, katanya, seharusnya dalam memberikan putusan sela, hakim mempertimbangkan formil dakwaan, bukan masuk ke materi perkara.

"Majelis hakim tidak membacakan pendapat jaksa terkait tanggapan atas eksepsi penasehat hukum," katanya.

Selain lebih banyak membacakan eksepsi dari penasehat hukum, katanya, majelis hakim justru masuk ke materi perkara yang seharusnya baru dibahas setelah putusan sela.

Ketua Majelis Hakim, Hari Mulyanto membantah pernyataan jaksa.

Ia mengatakan, tidak masuk ke materi perkara dalam menimbang putusan sela, akan tetapi hanya pada pokok perkara dalam dakwaan.

"Ini bukan materi perkara, tapi dakwaan menguraikan detail perkara dengan cermat, jelas, dan lengkap atau tidak," katanya.

Ia menyebutkan, apabila jaksa penuntut umum memiliki pendapat yang berbeda, dipersilakan untuk melakukan perlawanan.

"Silakan jaksa melakukan perlawanan ke Pengadilan Tinggi (PT), sehingga diketahui benar tidaknya putusan tersebut," katanya.

Ia menyatakan siap melakukan pemeriksaan kembali apabila hasil perlawanan menguatkan dakwaan dari jaksa.

Responsibilities:
The incumbent will be responsible for the installation, layout and maintenance of all network components. Plan, design, analyze and provide technical support for data communications network or group of networks. Conduct research and evaluation of network technology and recommend purchases of network equipment.

Requirements:
Bachelor degree in Information Technology, Electrical Engineering, Telecommunication Engineering, with min GPA 3.2 from reputable university
Max. 27 years old
Requires previous experience with Cisco, Hubs, Routers, security, WLAN, LAN, WAN, DMZ aunthentication, network monitoring system, SNMP, IDS/IPS
Preferable having CCNA certificate or graduated from Cisco Networking Academy
