They recently adopted their first annual workplan and have already produced a newsletter and are currently working on a 2009 calendar. The group is going to be working on a variety of exciting projects including nominating the Hillsboro Pioneer cemetery to the local inventory and establishing an historic marker program for properties currently on the Cultural Resource inventory. A lot of people helped with this project, including Tama Tochihara, Sara Paulson and Janice Dilge. Roy Roos provided a great deal of valuable information on the Rices. Additional research was provided by Jim Heuer and Robert Mercer. Amy even helped with the architectural description.<br /><br />This house was nominated under an MPS. I was lucky enough to get assistance from Michelle Dennis to help draft the MPS and the National Register Nomination. At the most recent SACHP Meeting (Oct 16, 2007) they voted to recommend both the MPS and the Gregg House for listing on the National Register. Once the NPS approves the MPS, this means that any of the identified Rice houses are eligible for individual listing on the National Register, provided that they submit an individual NR nomination which shows how they meet the registration requirements identified in the MPS. The National Park Service reviewed the nomination in the Summer of 2008 and decided to return the nomination for revisions. The University has received a Getty Grant to develop a preservation plan for the campus, and to develop design guidelines to help preserve the campus and plan for its growth. A major component of this project includes a survey of the campus buildings as well as submittal of a National Register District nomination. Last summer, Amy and I completed the contract with the City of Astoria. This project was fun! We worked with Tiffany Estes, a graphic designer who produced the calendar for the Hillsboro Historical Society last year. We produced brochures for historic property owners in Astoria. I wrapped up a Special Assessment for Honeyman Hardware Lofts in the Pearl District last summer as well.<br /><br />I completed the work on the historic context statement for Forest Grove in September of last year. This project was fun and interesting to do. I prepared the historic context statement, and Dave Pinyerd and his team did the survey and inventory work for 300 historic properties on the southside of Forest Grove. I completed the project for the City of North Bend last fall as well. I partnered with Tama Tochihara to help them prepare their CLG application and review their current Historic Resources Inventory.<br /><br /><br />In 2003/2004 I split my time between the State Historic Preservation Office and Heritage Consulting. I worked with the preservation planner, Dr. Stephen Poyser, at SHPO to update the State Historic Preservation Plan. That was a really interesting project. I love working with data, and my primary job was to develop an online survey and compile the data that was received into a usable format. While working for Heritage Consulting, I completed a lot of interesting historical research for properties in Oregon, Washington as well as New York, Florida, Texas and California. I worked on Tax Credit projects, Special Assessment projects and National Register Nominations. I also drafted several multiple property submissions.<br /><br />My work for both places was completed by June of 2004, and I set about looking for more work. In August, I completed research for several properties in Forest Grove, developing ownership histories and Chains of Title. One of the more interesting projects I worked on was for the Champoeg State Park, a friend of mine works there, and they are developing a living history farm. She asked me to find out whether chicken wire was available around 1870 in Oregon, when this farm was at its most active. I contacted the curator for Old Sturbridge Village in Massachusetts and he was very helpful. We tracked down a book written at that time which even provided detailed diagrams of chicken coops for that era.<br /><br />I worked on a house history for a property in Portland over the summer as well. The rehabilitation work must be done according to the Secretary of the Interior's Standards for Rehabilitation. <br /> <br />In return for the credit, the historic building must be used for an income-producing purpose for at least five years. Owner-occupied residential properties do not qualify for the federal rehabilitation tax credit. <br /> <br />The typical savings for a property owner depends upon the amount of money invested in the rehabilitation of the building. It also makes a difference when the money is invested into the home or historic building. The earlier the investment is made, the more money is saved. <br /> <br /><span style="font-weight: bold; font-style: italic;">An Example</span> <br /> <br />If an investor purchases an historic commercial property for $100,000, and invests $150,000 to rehabilitate it, through this program he would be able to claim $30,000 (20%) credit for this project which would be subtracted from the amount of individual Federal income tax he would have to pay. <br /> <br />If this commercial historic property owner has an income of less than $200,000, he may use the tax credit to offset the tax owed on up to $25,000 of his income. So, for this taxpayer in the 36% tax bracket, he could use $9,000 of tax credits per year (36% x $25,000 = $9,000).
