rganisers of the annual autumn festival, Tastes of Lincolnshire, have given noticed that last week's successful showcase was the last helping unless funding can be found or a rescue bid is launched by townsfolk.The town council is interested in saving it but wants to know more about the costs and undertaking involved.Tastes of Lincolnshire says that after six years of running the food fair, there is now no more European funding for future events in the town, although they will continue elsewhere.'If we want a food fair here in future it is something we will have to look to organise from within Rasen,' said Councillor Laurie Povey. 'They are prepared to help with publicity and a certain level of logistics but it will be down to us.'He said prompt decision and urgent action was required if it was to go ahead in 12 months time and felt that it could be pulled off at minimal cost in the same way as the Gardeners' Fair, rather than the vast expense incurred by Tastes of Lincolnshire.'Without a doubt we could run it with volunteers at no cost,' said Coun Povey.Tastes of Lincolnshire told the council it was 'keen to support a food fair in Market Rasen but because of a considerable drop in funding we are unable to continue to host it as we have done to date'.Event organiser Lydia Rusling said potential funding sources had since been identified which she would be looking in to which might save the show.It had been clear from Tastes' members and the visiting public that September's event was a great success and was universally well regarded.The organisation - an umbrella group representing individual producer members - reckon that having the event in town brings clear benefits to Market Rasen. Reducing the role of Hanford's workers in handling radioactive wastes would violate organized labor agreements and squander taxpayer money, the Hanford Atomic Metal Trades Council contends.
The issue raised by HAMTC, the umbrella organization that represents an array of Hanford's union workers, also came up at the Hanford State of the Site meeting last week.
During the meeting last week, workers asked DOE for answers on what the changes would mean to Hanford workers and questioned DOE's claims of increased efficiency.
Until now, they've prepared transuranic waste -- typically debris contaminated with plutonium -- for shipment to a national repository in New Mexico.
But that work is not under the new cleanup contract covering central Hanford that took effect last week. Instead, the Department of Energy plans to have the work done by the Waste Isolation Pilot Plant Central Characterization Project based in Carlsbad, N.M. The work includes characterizing the waste and certifying it meets standards for disposal in New Mexico

Last week, after announcing a 35 billion euro rescue of Hypo Real Estate, Steinbrueck told reporters the ultimate goal was an 'orderly unwinding' of the Munich-based lender, a comment many understood to mean a liquidation of the group.
After the phrase was repeated the next day, Steinbrueck's top deputy, the German Bundesbank and financial regulator Bafin all came out publicly with denials a liquidation was looming.
Bankers say the comment hit confidence in HRE, adding to its troubles and forcing Berlin into a second, larger 50 billion euro bailout this past weekend -- allegations that Steinbrueck's ministry has rejected.
'Anyone who talks for days about an orderly unwinding shouldn't be surprised when another rescue package is needed,' said a German savings bank executive, requesting anonymity.
Steinbrueck was the source of further confusion on Monday when he vowed to set up a nationwide 'umbrella' to shield the entire German financial sector from market turmoil.
In an interview on public television, he said Germany was reconsidering its case-by-case approach to the bank woes and working on a crisis 'Plan B' -- comments widely seen as pointing to a domestic rescue package for the German financial sector.

Mr Medvedev said he would join European leaders for discussions in the French town of Evian on October 8 where he hopes a joint response can be formulated to global problems.
'The crisis of the international financial system demands urgent joint action. It's absolutely obvious the time has come for new decisions,' Mr Medvedev said in the two-minute clip.
Russia's stock market has fallen dramatically in recent weeks, with the dollar-denominated RTS Index down 19.1 per cent on Monday (local time).
The Russian President also repeated his demand for a new international security umbrella for Europe and said he would raise this at the Evian meeting with other leaders.
The short video, which opens showing Mr Medvedev working at his computer, was the first time the Kremlin has issued a statement using the internet as its primary medium.

has sold some assets of its Foam Creations business unit, located in Quebec City to a Canadian corporation led by Andrew Reddyhoff, former Foam Creations founder. Foam Creations will continue to operate out of its existing facility in Quebec City, and will keep 26 local employees. The Foam Creations business unit was responsible for the manufacture and sale of industrial goods under the Crocs corporate umbrella. Production of Crocs shoes at the 30,000-square-feet factory was halted in April when Crocs Inc. said it no longer would make shoes there in order to reduce operational expenses.

The new business will also not operate in the footwear industry but will continue to produce a range of industrial products such as spa pillows and kayak seats from the foam material.

The umbrella organization hopes to raise $52 million to support about 250 agencies and programs this year after raising $50.9 million last year.
'We are less focused on the financial goal than in previous years,' said Ramsden-Wood. 'At the same time, our community partners need us to raise this goal.'
She said those who are feeling a financial pinch right now can contribute in other ways, including volunteering. The United Way will conduct its mid-campaign analysis at the end of the month to determine how fundraising efforts are going, but so far the donations have not dipped noticeably, said Ramsden-Wood.
Kathryn Robson, fund development manager for Calgary Meals on Wheels, said she is also bracing for a possible slide in giving.
'We haven't seen it yet but we're certainly concerned about it,' said Robson

TORONTO -- Canadian Securities Administrators is recommending the reliance on credit ratings be reduced in securities legislation in the wake of the asset-backed commercial paper (ABCP) fiasco in the summer of 2007 that left many retail investors unable to access their money.
The umbrella group for Canada's securities regulators is seeking public input before implementing the changes through new policy.
Investors believed nonbank ABCP investment vehicles were conservative, and their cash would be readily available at all times. But when the credit crisis set in, short-term investments couldn't be 'rolled over,' the market seized.

'When it's raining cats and dogs, get under the federal umbrella,' said Tony Esposito, president of Commack-based Lerner and Esposito College Consultants Inc.
Parents who are no more than 90 days late on credit card payments or 180 days late on a mortgage payment may be eligible for a Parent Loan for Undergraduate Students from the U.S. government at a fixed 8.5 percent rate, he said. Eurofighter partner nations could divide their Tranche 3 production orders for a combined 236 aircraft into two phases, while interest in a key radar enhancement has reached a new high, says the industrial consortium's chief executive Aloysius Rauen.
Negotiations with Germany, Italy, Spain and the UK are continuing via the NATO Eurofighter and Tornado Management Agency, with a contract signature required in the first quarter of 2009.
Stressing that none of the core nations has requested a cut in numbers from their 620-aircraft umbrella deal, Rauen says: 'We have difficult budget situations - that is not new. So long as no-one changes the numbers or changes dramatically the delivery schedule, then we can handle that.' One option could be to split the programme's so-called Supplement 4 work into two phases, he says, enabling nations to stretch their financial contributions.

The advisory group comes as the government is rethinking how to prevent violent extremism, a key element of counter-terrorism strategy.

Regulators plan to stop the sale of asset-backed commercial paper products to ordinary investors in response to the collapse last year of Canada's non-bank ABCP system.
The Canadian Securities Administrators (CSA), an umbrella group for provincial securities commissions, issued a report yesterday proposing to eliminate an exemption that allowed asset-backed commercial paper (ABCP) to be sold without a disclosure document called a prospectus. That allowed the paper to be sold to any investors without regulatory scrutiny.

What is clear is that the seizure of the ABCP market has caused investors significant hardship, the paper said

Euro Finance Ministers Seek Way Out of Crisis

LUXEMBOURG (EUX.TV) -- European Union finance ministers of the eurozone countries struggled on Monday to agree on a coordinated response to the global financial crisis after European stocks posted their biggest one-day decline since 1987.
Meeting in Luxembourg for a monthly meeting, they agreed bank-deposit guarantees should be bolstered, hours after European leaders issued a statement saying they would do 'whatever' is needed to shore up the financial system.
'We all agreed that we want to do all we can to avoid financial institutions of systemic importance failing,'' said Luxembourg Finance Minister Jean-Claude Juncker, president of the Eurogroup. 'We reinforced arrangements concerning deposit protection.''
Late on Monday, finance ministers were discussing a plan that would guarantee depositors' savings in all European countries, a plan that also aims to prevent creating a situation whereby savers decided to put their money in another European country because this has better guarantees. Ireland's off-the-cuff guarantee issued last week has opened a 'rescue umbrella', said one minister.
'The Irish have opened a rescue umbrella that discriminates in the internal market, while the German approach aims to protect savers from losing even a single euro,'' German Deputy Finance Minister Joerg Asmussen said in Luxembourg. 'That's a non-discriminating approach.''
The European Central Bank on Monday said the Irish government should have ' informed the EU before announcing the bank-guarantee plan. And EU Competition Commissioner Neelie Kroes asked Ireland to expand the measure to include non-Irish banks to comply with EU rules.

'We all had to get out of the bus at like, dawn,' Pinback multi-instrumentalist Crow said. 'The kids have been cranky, not sleeping. I think I'm in Connecticut.'

After a bathroom break for his three-year old and further dealing with feeding his children, he finally settles down to talk - only to start laughing.

'The wind just blew an umbrella off a hot dog stand and into some people,' Crow said.

Although everything is hectic around him, it doesn't stop Crow from enjoying the ironic things in life. Rob Crow makes up half of the San Diego band Pinback, whose latest album, Autumn of the Seraphs, was critically acclaimed. Although life for music gluttons Crow and his counterpart, Zach Smith, is not slow, it doesn't stop them from putting everything they have into their albums.

However, I would argue from a public policy position that HOA campaign-sign restrictions transgress the most basic of constitutionally protected speech in our democracy: political speech.
An individual voter's ability to express the support of a candidate via a campaign sign should not be suppressed just because he chose to live in a certain community
