If that’s what you might think, you would be wrong..."

What Western intelligence authorities know about The Project begins with the raid of a luxurious villa in Campione, Switzerland on November 7, 2001. The target of the raid was Youssef Nada, director of the Al-Taqwa Bank of Lugano, who has had active association with the Muslim Brotherhood for more than 50 years and who admitted to being one of the organization’s international leaders. The Muslim Brotherhood, regarded as the oldest and one of the most important Islamist movements in the world, was founded by Hasan al-Banna in 1928 and dedicated to the credo, “Allah is our objective. The Prophet is our leader. Qur’an is our law. Jihad is our way. Dying in the way of Allah is our highest hope.”

The raid was conducted by Swiss law enforcement at the request of the White House in the initial crackdown on terrorist finances in the immediate aftermath of 9/11. US and Swiss investigators had been looking at Al-Taqwa’s involvement in money laundering and funding a wide range of Islamic terrorist groups, including Al-Qaeda, HAMAS (the Palestinian affiliate of the Muslim Brotherhood), the Algerian GIA, and the Tunisian Ennahdah.

Included in the documents seized during the raid of Nada’s Swiss villa was a 14-page plan written in Arabic and dated December 1, 1982, which outlines a 12-point strategy to “establish an Islamic government on earth” – identified as The Project. According to testimony given to Swiss authorities by Nada, the unsigned document was prepared by “Islamic researchers” associated with the Muslim Brotherhood.

What makes The Project so different from the standard “Death of America! Death to Israel!” and “Establish the global caliphate!” Islamist rhetoric is that it represents a flexible, multi-phased, long-term approach to the “cultural invasion” of the West. Calling for the utilization of various tactics, ranging from immigration, infiltration, surveillance, propaganda, protest, deception, political legitimacy and terrorism, The Project has served for more than two decades as the Muslim Brotherhood “master plan”. As can be seen in a number of examples throughout Europe – including the political recognition of parallel Islamist government organizations in Sweden, the recent “cartoon” jihad in Denmark, the Parisian car-burning intifada last November, and the 7/7 terrorist attacks in London – the plan outlined in The Project has been overwhelmingly successful.

Rather than focusing on terrorism as the sole method of group action, as is the case with Al-Qaeda, in perfect postmodern fashion the use of terror falls into a multiplicity of options available to progressively infiltrate, confront, and eventually establish Islamic domination over the West. • Networking and coordinating actions between likeminded Islamist organizations;

• Avoiding open alliances with known terrorist organizations and individuals to maintain the appearance of “moderation”;

• Infiltrating and taking over existing Muslim organizations to realign them towards the Muslim Brotherhood’s collective goals;

• Using deception to mask the intended goals of Islamist actions, as long as it doesn’t conflict with shari’a law;

• Avoiding social conflicts with Westerners locally, nationally or globally, that might damage the long-term ability to expand the Islamist powerbase in the West or provoke a lash back against Muslims;

• Establishing financial networks to fund the work of conversion of the West, including the support of full-time administrators and workers;

• Conducting surveillance, obtaining data, and establishing collection and data storage capabilities;

• Putting into place a watchdog system for monitoring Western media to warn Muslims of “international plots fomented against them”;

• Cultivating an Islamist intellectual community, including the establishment of think-tanks and advocacy groups, and publishing “academic” studies, to legitimize Islamist positions and to chronicle the history of Islamist movements;

• Developing a comprehensive 100-year plan to advance Islamist ideology throughout the world;

• Balancing international objectives with local flexibility;

• Building extensive social networks of schools, hospitals and charitable organizations dedicated to Islamist ideals so that contact with the movement for Muslims in the West is constant;

• Involving ideologically committed Muslims in democratically-elected institutions on all levels in the West, including government, NGOs, private organizations and labor unions;

• Instrumentally using existing Western institutions until they can be converted and put into service of Islam;

• Drafting Islamic constitutions, laws and policies for eventual implementation;

• Avoiding conflict within the Islamist movements on all levels, including the development of processes for conflict resolution;

• Instituting alliances with Western “progressive” organizations that share similar goals;

• Creating autonomous “security forces” to protect Muslims in the West;

• Inflaming violence and keeping Muslims living in the West “in a jihad frame of mind”;

• Supporting jihad movements across the Muslim world through preaching, propaganda, personnel, funding, and technical and operational support;

• Making the Palestinian cause a global wedge issue for Muslims;

• Adopting the total liberation of Palestine from Israel and the creation of an Islamic state as a keystone in the plan for global Islamic domination;

• Instigating a constant campaign to incite hatred by Muslims against Jews and rejecting any discussions of conciliation or coexistence with them;

• Actively creating jihad terror cells within Palestine;

• Linking the terrorist activities in Palestine with the global terror movement;

• Collecting sufficient funds to indefinitely perpetuate and support jihad around the world;

In reading The Project, it should be kept in mind that it was drafted in 1982 when current tensions and terrorist activities in the Middle East were still very nascent. In many respects, The Project is extremely prescient for outlining the bulk of Islamist action, whether by “moderate” Islamist organizations or outright terror groups, over the past two decades.

At present, most of what is publicly known about The Project is the result of Sylvain Besson’s investigative work, including his book and a related article published last October in the Swiss daily, Le Temps, L'islamisme à la conquête du monde (Islamism and the Conquest of the World), profiling his book, which is only available in a French-language edition. At least one Egyptian newspaper, Al-Mussawar, published the entire Arabic text of The Project last November.

In the English-language press, the attention paid to Besson’s revelation of The Project has been almost non-existent. The only mention found in a mainstream media publication in the US has been as a secondary item in an article in the Weekly Standard (February 20, 2006) by Olivier Guitta, The Cartoon Jihad. The most extensive commentary on The Project has been by an American researcher and journalist living in London, Scott Burgess, who has posted his analysis of the document on his blog, The Daily Ablution. Along with his commentary, an English translation of the French text of The Project was serialized in December (Parts I, II, III, IV, V, Conclusion). The complete English translation prepared by Mr. Burgess is presented in its entirety here with his permission.

The lack of public discussion about The Project notwithstanding, the document and the plan it outlines has been the subject of considerable discussion amongst the Western intelligence agencies. One US counterterrorism official who spoke with Besson about The Project, and who is cited in Guitta’s Weekly Standard article, is current White House terrorism czar, Juan Zarate. Calling The Project a Muslim Brotherhood master plan for “spreading their political ideology,” Zarate expressed concerns to Besson because “the Muslim Brotherhood is a group that worries us not because it deals with philosophical or ideological ideas but because it defends the use of violence against civilians.”

One renowned international scholar of Islamist movements who also spoke with Besson, Reuven Paz, talked about The Project in its historical context:

The Project was part of the charter of the international organization of the Muslim Brotherhood, which was official established on July 29, 1982. It reflects a vast plan which was revived in the 1960s, with the immigration of Brotherhood intellectuals, principally Syrian and Egyptians, into Europe.

As Paz notes, The Project was drafted by the Muslim Brotherhood as part of its rechartering process in 1982, a time that marks an upswing in its organizational expansion internationally, as well as a turning point in the alternating periods of repression and toleration by the Egyptian government.

In 1952, the organization played a critical support role to the Free Officers Movement led by Gamal Abdul Nasser, which overthrew King Faruq, but quickly fell out of favor with the new revolutionary regime because of Nasser’s refusal to follow the Muslim Brotherhood’s call to institute an ideologically committed Islamic state. At various times since the July Revolution in 1952, the Brotherhood has regularly been banned and its leaders killed and imprisoned by Egyptian authorities.

Since it was rechartered in 1982, the Muslim Brotherhood has spread its network across the Middle East, Europe, and even America. At home in Egypt, parliamentary elections in 2005 saw the Muslim Brotherhood winning 20 percent of the available legislative seats, comprising the largest opposition party block. Its Palestinian affiliate, known to the world as HAMAS, recently gained control of the Palestinian Authority after elections secured for them 74 of 132 seats in the Palestinian Legislative Council. Its Syrian branch has historically been the largest organized group opposing the Assad regime, and the organization also has affiliates in Jordan, Sudan, and Iraq. In the US, the Muslim Brotherhood is primarily represented by the Muslim American Society (MAS).

Since its formation, the Muslim Brotherhood has advocated the use of terrorism as a means of advancing its agenda of global Islamic domination. But as the largest popular radical movement in the Islamic world, it has attracted many leading Islamist intellectuals. Included among this group of Muslim Brotherhood intellectuals is Youssef Qaradawi, an Egyptian-born, Qatar-based Islamist cleric.

As one of the leading Muslim Brotherhood spiritual figures and radical Islamic preachers (who has his own weekly program on Al-Jazeera), Qaradawi has been one of the leading apologists of suicide bombings in Israel and terrorism against Western interests in the Middle East. Both Sylvain Besson and Scott Burgess provide extensive comparisons between Qaradawi’s publication, Priorities of the Islamic Movement in the Coming Phase, published in 1990, and The Project, which predates Qaradawi’s Priorities by eight years. They note the striking similarities in the language used and the plans and methods both documents advocate.

It is speculated that The Project was either used by Qaradawi as a template for his own work, or that he had a hand in its drafting in 1982. Perhaps coincidentally, Qaradawi was the fourth largest shareholder in the Al-Taqwa Bank of Lugano, the director of which, Youssef Nada, was the individual in whose possession The Project was found. Since 1999, Qaradawi has been banned from entering the US as a result of his connections to terrorist organizations and his outspoken advocacy of terrorism.

For those who have read The Project, what is most troubling is not that Islamists have developed a plan for global dominance; it has been assumed by experts that Islamist organizations and terrorist groups have been operating off an agreed-upon set of general principles, networks and methodology.

What is startling is how effectively the Islamist plan for conquest outlined in The Project has been implemented by Muslims in the West for more than two decades. Equally troubling is the ideology that lies behind the plan: inciting hatred and violence against Jewish populations around the world; the deliberate co-opting and subversion of Western public and private institutions; its recommendation of a policy of deliberate escalating confrontation by Muslims living in the West against their neighbors and fellow-citizens; the acceptance of terrorism as a legitimate option for achieving their ends and the inevitable reality of jihad against non-Muslims; and its ultimate goal of forcibly instituting the Islamic rule of the caliphate by shari’a in the West, and eventually the whole world.

If the experience over the past quarter of a century seen in Europe and the US is any indication, the “Islamic researchers” who drafted The Project more than two decades ago must be pleased to see their long-term plan to conquer the West and to see the Green flag of Islam raised over its citizens realized so rapidly, efficiently and completely. If Islamists are equally successful in the years to come, Westerners ought to enjoy their personal and political freedoms while they last.

Every pro-lifer has heard these same challenges in one form or another. They are the emotionally charged questions designed to prove either 1) that pro-lifers are insensitive "fetus lovers," 2) or ethically inconsistent, allowing abortion for some circumstances but not others.

Unfortunately, most pro-lifers have difficulty answering these challenges because the issue of sexual assault pregnancies is so widely misunderstood. Typically, both sides of the debate accept the presumption that women with sexual assault pregnancies would want an abortion and that the abortion would in some way help them to recover from the assault. Thus, the pro-lifer is left in the uncomfortable position of arguing that the sanctity of life is more important than the needs of the sexual assault victim with whom everyone should rightly sympathize.
But in fact, the welfare of the mother and child are never at odds, even in sexual assault cases. Both the mother and child are helped by preserving life, not by perpetuating violence.

The reason most people reach the wrong conclusion about abortion in cases of rape and incest is that the actual experiences of sexual assault victims who became pregnant are routinely left out of the debate. Most people, including sexual assault victims who have never been pregnant, are therefore forming opinions based on prejudices and fears which are disconnected from reality.

For example, it is commonly assumed that rape victims who become pregnant would naturally want abortions. But in the only major study of pregnant rape victims ever done, Dr. Sandra Mahkorn found that 75 to 85 percent chose against abortion.1 This evidence alone should cause people to pause and reflect on the presumption that abortion is wanted or even best for sexual assault victims.

Several reasons are given for not aborting. First, approximately 70 percent of all women believe abortion is immoral, even though many also feel it should be a legal choice for others. Approximately the same percentage of pregnant rape victims believe abortion would be just another act of violence perpetrated against their bodies and their children.

During a commercial break, they gave a news update. An announcer said, "They tried to get the Bronx kid, Sonia Sotomayor, but she beat them." There was not one mention of Sotomayor's controversial racist statements. Thus, ill-informed black viewers who don't follow the news closely are led to conclude that those "evil racist white Republicans" are at it again trying to block a person of color.

I wonder how BET reported the Democrats' trashing of black Clarence Thomas and Hispanic Alberto Gonzalez? Well, those two traitors deserved to be trashed. How dare they prosper without affirmative action and lowered standards contradicting the Democrats' victimhood rhetoric. Education, hard work, and character? Heck no! We cannot allow such a conservative message to influence black youths. These Uncle Toms must be destroyed!

Then, the announcer praised Obama for his Surgeon General nominee, Regina Benjamin, a black woman. Again, no mention of Benjamin's politics, which are far left.

"Saddam Hussein was a member of the Iraqi Baath party. In his brilliant analysis of Saddams Iraq the author Kanan Makiya illustrates how the Baathist regime managed to hold the Iraqi population in its grip for so long.

Children from 5 and up where indoctrinated with Baathist ideology in the old Iraq. The children where encouraged to spy and tell on their parents if they heard them backtalking the party. During Baath party rule the Iraqi litteracy rate was raised as the output of state propaganda soared. Women where brought into the workplace and the country was developed. Meanwhile, personal freedoms sank-all in the name of progress. Similar developments can be seen in the revolutionary governments of Cuba, China, Vietnam and Algeria. Development took the place of freedom.

Baathist Iraq built itself as a movement and in power on Stalinist norms. It contained both the crude violence and primitive isolationist outlook on one hand while at the same time pushing forward extensive mass education and a modern planned economy. Just like Stalin, the Baath party used the countries "backwardness" as an excuse to resort to extreme measures of violence. And just like Stalin, the Baath party managed to create a more powerfull nation, while at the same time unleashing a regime of terror.

It became necessary for Iraqi civilians to wear a "mask". One could never speak openly about the fear, violence and conformity in the society without risking being punished. So the Iraqi citizen would become like "a snail sealed in a shell". The personality becomes liquidated in the oppressor group and its values. Saddams image was everywhere. On a typical radio broadcast his name was mentioned thirty to fifty times an hour. Saddams images appeard on TV several hours a day. Children had to memorize verses in his honor.

The USSR and East Germany imported "the methods, investments and structures needed for the effective torturing institutions" in Iraq. The Iraqi Baathist state systematically invaded its citizens privacy, denied their individuality and generated fear. Torture was the "apex of that system". Things like public hangings, corpse displays, rape rooms, executions, confession rituals and torture where all used to breed fear in the Iraqi population.

The main idea of Baath government was to uproot individuals from their traditional groups and tribes, thereby destructing the social reality. This would then be replaced by a "new state-centralized network of relationships. The undifferentiated Leviathan like mass that emerged was in principle either hostile to or sealed off from other "partial" non-Baathist sense of belonging." The Baathist view of the world was split up into extremes. On one side the infinetly good(socialism and pan-Arabism) and on the other side the infinetley bad (Zionism, imperialism and foreign agents).

Baathism rose to power out of the Pan-Arabist movement. According to the author, this was a movement intent on getting rid of western colonialism and zionism. It had its roots in Syria in reaction to French rule and it had many of its first members in the officers corps there. They were also opposed to communism. They thought that the Syrian communist party had too strong connections to France and that it was tainted by Russian thinking which could hurt Arabic traditionalism. In their first programmatic statement they proclaimed: "We represent the Arab spirit against materialist communism". The Baath saw their mission being to exorcise the demons of imperialist communism from a degenerate colonized society. They appealed primarily to those who felt threatend by the rootlessness that came about due to modernization, population growth and urbanization.

To the old Baath founder, Aflaq, "Communism is western, and alien to everything Arab", and was the culmination of the humanistic tradition from Europe.When the Iraqi monarchy was overthrown in 1958 the communists had achieved a significant degree of power within the country. The Iraq leader at that point became Abd al-Karim Qasim, a nationalist Iraqi military officer, who claimed power by overthrowing the monarchy in a coup détat. He supported the Communists in Iraq and was inturn overthrown by a Baathist coup in 1963. The Baath party purged the communist at this point. Hunting them down in the streets, killing as many as they could find.

Qasim was himself executed. His corpse was tied to a chair and filmed, where in the final sequence a soldier spits in the corpses face. This material was shown nightly on Iraqi televsion (this has similarities to the videos circulating on the internet of Saddam Husseins execution). In 1969 the first purges began against the Jewish population of Iraq. Saying that they where spies and imperialists.

Gruesome spectacles where put on were the population was brought out to witness public executions. This would later be reenacted in 1979. But then it wasnt a question of a small group of political outcasts. In 1979 the top leaders of the Baath party itself were purged when Saddam Hussein took over power in Iraq."

Any verbal denial of any principle of Muslim belief is considered apostasy. If one declares, for example, that the universe has always existed from eternity or that God has a material substance, then one is an apostate. If one denies the unity of God or confesses to a belief in reincarnation, one is guilty of apostasy. Certain acts are also deemed acts of apostasy, for example treating a copy of the Koran disrespectfully, by burning it or even soiling it in some way. Some doctors of Islamic law claim that a Muslim becomes an apostate if he or she enters a church, worships an idol, or learns and practises magic. A Muslim becomes an apostate if he defames the Prophets character, morals or virtues, and denies Muhammads prophethood and that he was the seal of the prophets.

It is clear quite clear that under Islamic Law an apostate must be put to death. There is no dispute on this ruling among classical Muslim or modern scholars.

The fact is, can a massive talent like Michael Jackson ever really be washed up? Nope per se. Jackson had already done enough for just about anybody. And if he came up with some more swingin’ tunes, there ya go again.

There was nothing about peformance that Mike didn't know. I loved that he could sing at the top of the range with real punch, and his act always roared into town. His ability to put everything into a song: the instantly recognisable intro, verse, marvellous hooks, grooves, feel, sound, tempo and those fantastic changes and bridges. My, my. The urge to move that everyone gets when they hear a Jackson toon NEVER fades.

Now like most pop musicians regards the real and harsh world, once Jackson went beyond the personal and human condition, Mike usually had little to say of any real depth or meaning beyond well, ersatz concerns and boilerplate. Celebrities default most often to standard teenage babblings, spouting what is almost invariably sans any actual insight requiring any serious effort. Sya like reading books or gaining actual qualifications and experience in their entireley predictable pet subjects. No really.

Now I find nostalgia a draining sentimental bore, and it's a little unfair, but it’s a little amusing that acts that are allegedly so hot are rarely if ever anywhere near what Jackson is as a "wash up", or what he did before he was even a teenager. There’s room for everybody but sometimes it is to laugh, eh? Maybe some folks lack not just the often essential key driver of a poverty stricken to plain old poor background like Mike’s family had. Or for that matter the contrived lunacy and the actual insanity, though most celbrities actually are nuts,just plain dumb or both.

I aspire to be as good as Jackson. That’s Tony Jackson the fruiterer.

Jesus, I really just can’t stand going into the disturbing celebrity loon life of Jackson or this post will never end. Like the VERY alleged creepy claustrophobic kiddie frolics, the freaky disturbing Islam thing and the splastic disturbery and so on ad nauseum.

Now I don't think of the MSM as a reliable source of anything much worth a damn but unintentional laughs, frustration, nausea and tedium, but two of Mike's signature motifs have some rather startling evidence, don't they? And with his dimwitted brother saying "may Allah be with you," I imagine Michael's personal Islamic creepfest would fit in nicely and be right up his alley barbar.

Here's the thang: the only way Mike's kiddie fiddling could not be true is if none of it's true. Sadly, this is virtually impossible and a massive Himalaya of disturbing evidence says that it is true. Fifty years-old and apparently not ONE authentic, vaguely normal adult relationship with an adult female or adult male for that matter. Two laughable fake beard marriages, and a major investment being a strange park, an oddly sterile looking bad taste joint that brought endless children to the peculiarly kitcho world of Michael Jackson, the pie eyed piper of Neverland.

Why would an adult want to spend that much time with kids? They ain't that much fun especially after the first exhausting day of school holidays, are they? So your first and most natural reaction would be? Something was very, very, very well, criminally wrong.

Ya know outside of their specialty, celebrities can be tedious and ineffective misfits and thus award winning. I should be so lucky. I just have tedious and ineffective anonymity and no riches. Celebrities usually have identical dumber than dog hair leftard opinions and are commonly surrounded by repellent and gloomy parasites and not just their parents. But that’s show biz. What an enormous talent Michael Jackson was and what a freaking loss. Literally. Go figure.

When I was a boy, I had a fondness for maps. Sorry, that’s from Joseph Conrad’s Heart of Darkness, but then so were many parts of my sub-Lord of the Flies childhood. What, me resort to hyperbole? Never I say! But you can dig it cos I know you’re hip. My parents were working-class English people, there was no Internet and a very limited access to journals, papers, articles, books and especially great and independent minds. Not so now.

I remember people saying Enoch Powell was well, fill in the ad hominem. I never actually got to hear what he had said, or what and why it was allegedly not true. Nor was their any counter-evidence ever provided. Another telling fact is that the fatuous auto-shouting of "racist!" at Enoch, was a perennial stock in trade of the standard leftard mass comedian of the time. As Chris Hitchen's said, the "George Bush is stupid!" joke is "the stupid joke that all stupid people can laugh at."

This is done by people who wish to be above the problematic gaucheness of unpleasant and harsh facts, while maintaining their stylish moral vanity. The dangerous realities of a brave new suicide by multicultism is after all, largely for those least able to afford to live in a neighbourhood mostly without it. What a coincidence! Just like the one's favoured by those who advocate its unfettered and remorseless advance.

Such accepted mass drivel absolves the said human parrot from ever thinking seriously about anything serious at all. Go figure.

So today I read the entire transcript of Powell's absurdly misquoted speech, so widely judged in absentia of most any critic having read it. The average hack calls it the “rivers of blood” speech, just like the hack before and the one before that ad nauseum.

Powell never says that but quotes eloquently an ancient "Roman", namely Virgil, as shown above. But then “the River Tiber foaming with much blood,” would not fit the paradigm, and is perhaps beyond the intellectual energy level of the average logical fallacy prone and posturing critic.

[Not in the same league of such paid journalistic mediocrity is the absurdly laughable, and as per usual named “Anonymous." Exhibit A as he is known, has been pointlessly posting weakling comments devoid of any sense of self-respect or ability to focus feebly on any actual issue at hand, all apparently to fill in his endless and empty hours. Go figure. But I digress.]

Hey, I have done only a little background research on Mr Powell and of course, he missed out on the joy of Islam. Ironically there were rivers of bath water.

But the fact is that I dig this speech. Enoch Powell wrote this in 1968 and he was entirely correct on every count except one: everything is far, far worse than he could have ever conceived of. It's an insane and wilfully deluded idea that the Marxist ideology of PC self-loathing, via the powerful elites false god of multiculturalism, could ever lead to anything but disaster. But then it WAS deliberate, wasn't it?

Reading the speech now, it’s as if it was written in hindsight for a dystopian novel set in a not so distant past about a not so far off future. The cliché is that “the past is a foreign country.” Enoch predicted with astounding clear minded precision, the natural results of a suicidal trajectory that was set in place decades ago. ALL of Enoch's phony critics were completely WRONG, as the political correct ironically always are, while Enoch Powell was completely CORRECT.

The way things empirically are today prove beyond any serious and intelligent doubt, that the present is a literally foreign country and that the future is going to be utterly and viciously alien. Of course there's a negative side too...

'This is the full text of Enoch Powell’s so-called ‘Rivers of Blood’ speech, which was delivered to a Conservative Association meeting in Birmingham on April 20 1968.

"The supreme function of statesmanship is to provide against preventable evils. In seeking to do so, it encounters obstacles which are deeply rooted in human nature.

One is that by the very order of things such evils are not demonstrable until they have occurred: at each stage in their onset there is room for doubt and for dispute whether they be real or imaginary. By the same token, they attract little attention in comparison with current troubles, which are both indisputable and pressing: whence the besetting temptation of all politics to concern itself with the immediate present at the expense of the future.

Above all, people are disposed to mistake predicting troubles for causing troubles and even for desiring troubles: “If only,” they love to think, “if only people wouldn’t talk about it, it probably wouldn’t happen.”

Perhaps this habit goes back to the primitive belief that the word and the thing, the name and the object, are identical.

At all events, the discussion of future grave but, with effort now, avoidable evils is the most unpopular and at the same time the most necessary occupation for the politician. Those who knowingly shirk it deserve, and not infrequently receive, the curses of those who come after.

A week or two ago I fell into conversation with a constituent, a middle-aged, quite ordinary working man employed in one of our nationalised industries.

After a sentence or two about the weather, he suddenly said: “If I had the money to go, I wouldn’t stay in this country.” I made some deprecatory reply to the effect that even this government wouldn’t last for ever; but he took no notice, and continued: “I have three children, all of them been through grammar school and two of them married now, with family. I shan’t be satisfied till I have seen them all settled overseas. In this country in 15 or 20 years’ time the black man will have the whip hand over the white man.”

I can already hear the chorus of execration. How dare I say such a horrible thing? How dare I stir up trouble and inflame feelings by repeating such a conversation?

The answer is that I do not have the right not to do so. Here is a decent, ordinary fellow Englishman, who in broad daylight in my own town says to me, his Member of Parliament, that his country will not be worth living in for his children.

I simply do not have the right to shrug my shoulders and think about something else. What he is saying, thousands and hundreds of thousands are saying and thinking – not throughout Great Britain, perhaps, but in the areas that are already undergoing the total transformation to which there is no parallel in a thousand years of English history.

In 15 or 20 years, on present trends, there will be in this country three and a half million Commonwealth immigrants and their descendants. That is not my figure. That is the official figure given to parliament by the spokesman of the Registrar General’s Office.

There is no comparable official figure for the year 2000, but it must be in the region of five to seven million, approximately one-tenth of the whole population, and approaching that of Greater London. Of course, it will not be evenly distributed from Margate to Aberystwyth and from Penzance to Aberdeen. Whole areas, towns and parts of towns across England will be occupied by sections of the immigrant and immigrant-descended population.

As time goes on, the proportion of this total who are immigrant descendants, those born in England, who arrived here by exactly the same route as the rest of us, will rapidly increase. Already by 1985 the native-born would constitute the majority. It is this fact which creates the extreme urgency of action now, of just that kind of action which is hardest for politicians to take, action where the difficulties lie in the present but the evils to be prevented or minimised lie several parliaments ahead.

The natural and rational first question with a nation confronted by such a prospect is to ask: “How can its dimensions be reduced?” Granted it be not wholly preventable, can it be limited, bearing in mind that numbers are of the essence: the significance and consequences of an alien element introduced into a country or population are profoundly different according to whether that element is 1 per cent or 10 per cent.

The answers to the simple and rational question are equally simple and rational: by stopping, or virtually stopping, further inflow, and by promoting the maximum outflow. Both answers are part of the official policy of the Conservative Party.

It almost passes belief that at this moment 20 or 30 additional immigrant children are arriving from overseas in Wolverhampton alone every week – and that means 15 or 20 additional families a decade or two hence. Those whom the gods wish to destroy, they first make mad. We must be mad, literally mad, as a nation to be permitting the annual inflow of some 50,000 dependants, who are for the most part the material of the future growth of the immigrant-descended population. It is like watching a nation busily engaged in heaping up its own funeral pyre. So insane are we that we actually permit unmarried persons to immigrate for the purpose of founding a family with spouses and fiancés whom they have never seen.

Let no one suppose that the flow of dependants will automatically tail off. On the contrary, even at the present admission rate of only 5,000 a year by voucher, there is sufficient for a further 25,000 dependants per annum ad infinitum, without taking into account the huge reservoir of existing relations in this country – and I am making no allowance at all for fraudulent entry. In these circumstances nothing will suffice but that the total inflow for settlement should be reduced at once to negligible proportions, and that the necessary legislative and administrative measures be taken without delay.

I stress the words “for settlement.” This has nothing to do with the entry of Commonwealth citizens, any more than of aliens, into this country, for the purposes of study or of improving their qualifications, like (for instance) the Commonwealth doctors who, to the advantage of their own countries, have enabled our hospital service to be expanded faster than would otherwise have been possible. They are not, and never have been, immigrants.

I turn to re-emigration. If all immigration ended tomorrow, the rate of growth of the immigrant and immigrant-descended population would be substantially reduced, but the prospective size of this element in the population would still leave the basic character of the national danger unaffected. This can only be tackled while a considerable proportion of the total still comprises persons who entered this country during the last ten years or so.

Hence the urgency of implementing now the second element of the Conservative Party’s policy: the encouragement of re-emigration.

Nobody can make an estimate of the numbers which, with generous assistance, would choose either to return to their countries of origin or to go to other countries anxious to receive the manpower and the skills they represent.

Nobody knows, because no such policy has yet been attempted. I can only say that, even at present, immigrants in my own constituency from time to time come to me, asking if I can find them assistance to return home. If such a policy were adopted and pursued with the determination which the gravity of the alternative justifies, the resultant outflow could appreciably alter the prospects.

The third element of the Conservative Party’s policy is that all who are in this country as citizens should be equal before the law and that there shall be no discrimination or difference made between them by public authority. As Mr Heath has put it we will have no “first-class citizens” and “second-class citizens.” This does not mean that the immigrant and his descendent should be elevated into a privileged or special class or that the citizen should be denied his right to discriminate in the management of his own affairs between one fellow-citizen and another or that he should be subjected to imposition as to his reasons and motive for behaving in one lawful manner rather than another.

There could be no grosser misconception of the realities than is entertained by those who vociferously demand legislation as they call it “against discrimination”, whether they be leader-writers of the same kidney and sometimes on the same newspapers which year after year in the 1930s tried to blind this country to the rising peril which confronted it, or archbishops who live in palaces, faring delicately with the bedclothes pulled right up over their heads. They have got it exactly and diametrically wrong.

The discrimination and the deprivation, the sense of alarm and of resentment, lies not with the immigrant population but with those among whom they have come and are still coming.

This is why to enact legislation of the kind before parliament at this moment is to risk throwing a match on to gunpowder. The kindest thing that can be said about those who propose and support it is that they know not what they do.

Nothing is more misleading than comparison between the Commonwealth immigrant in Britain and the American Negro. The Negro population of the United States, which was already in existence before the United States became a nation, started literally as slaves and were later given the franchise and other rights of citizenship, to the exercise of which they have only gradually and still incompletely come. The Commonwealth immigrant came to Britain as a full citizen, to a country which knew no discrimination between one citizen and another, and he entered instantly into the possession of the rights of every citizen, from the vote to free treatment under the National Health Service.

Whatever drawbacks attended the immigrants arose not from the law or from public policy or from administration, but from those personal circumstances and accidents which cause, and always will cause, the fortunes and experience of one man to be different from another’s.

But while, to the immigrant, entry to this country was admission to privileges and opportunities eagerly sought, the impact upon the existing population was very different. For reasons which they could not comprehend, and in pursuance of a decision by default, on which they were never consulted, they found themselves made strangers in their own country.

They found their wives unable to obtain hospital beds in childbirth, their children unable to obtain school places, their homes and neighbourhoods changed beyond recognition, their plans and prospects for the future defeated; at work they found that employers hesitated to apply to the immigrant worker the standards of discipline and competence required of the native-born worker; they began to hear, as time went by, more and more voices which told them that they were now the unwanted.

They now learn that a one-way privilege is to be established by act of parliament; a law which cannot, and is not intended to, operate to protect them or redress their grievances is to be enacted to give the stranger, the disgruntled and the agent-provocateur the power to pillory them for their private actions.

In the hundreds upon hundreds of letters I received when I last spoke on this subject two or three months ago, there was one striking feature which was largely new and which I find ominous.

All Members of Parliament are used to the typical anonymous correspondent; but what surprised and alarmed me was the high proportion of ordinary, decent, sensible people, writing a rational and often well-educated letter, who believed that they had to omit their address because it was dangerous to have committed themselves to paper to a Member of Parliament agreeing with the views I had expressed, and that they would risk penalties or reprisals if they were known to have done so. The sense of being a persecuted minority which is growing among ordinary English people in the areas of the country which are affected is something that those without direct experience can hardly imagine.

I am going to allow just one of those hundreds of people to speak for me:

“Eight years ago in a respectable street in Wolverhampton a house was sold to a Negro. Now only one white (a woman old-age pensioner) lives there. This is her story. She lost her husband and both her sons in the war. So she turned her seven-roomed house, her only asset, into a boarding house. She worked hard and did well, paid off her mortgage and began to put something by for her old age. Then the immigrants moved in. With growing fear, she saw one house after another taken over. The quiet street became a place of noise and confusion. Regretfully, her white tenants moved out.

“The day after the last one left, she was awakened at 7am by two Negroes who wanted to use her ‘phone to contact their employer. When she refused, as she would have refused any stranger at such an hour, she was abused and feared she would have been attacked but for the chain on her door. Immigrant families have tried to rent rooms in her house, but she always refused.

Her little store of money went, and after paying rates, she has less than £2 per week. “She went to apply for a rate reduction and was seen by a young girl, who on hearing she had a seven-roomed house, suggested she should let part of it. When she said the only people she could get were Negroes, the girl said, “Racial prejudice won’t get you anywhere in this country.” So she went home.

“The telephone is her lifeline. Her family pay the bill, and help her out as best they can. Immigrants have offered to buy her house – at a price which the prospective landlord would be able to recover from his tenants in weeks, or at most a few months. She is becoming afraid to go out. Windows are broken. She finds excreta pushed through her letter box. When she goes to the shops, she is followed by children, charming, wide-grinning piccaninnies. They cannot speak English, but one word they know. “Racialist,” they chant. When the new Race Relations Bill is passed, this woman is convinced she will go to prison. And is she so wrong? I begin to wonder.”

The other dangerous delusion from which those who are wilfully or otherwise blind to realities suffer, is summed up in the word “integration.” To be integrated into a population means to become for all practical purposes indistinguishable from its other members.

Now, at all times, where there are marked physical differences, especially of colour, integration is difficult though, over a period, not impossible. There are among the Commonwealth immigrants who have come to live here in the last fifteen years or so, many thousands whose wish and purpose is to be integrated and whose every thought and endeavour is bent in that direction.

But to imagine that such a thing enters the heads of a great and growing majority of immigrants and their descendants is a ludicrous misconception, and a dangerous one.

We are on the verge here of a change.

Hitherto it has been force of circumstance and of background which has rendered the very idea of integration inaccessible to the greater part of the immigrant population – that they never conceived or intended such a thing, and that their numbers and physical concentration meant the pressures towards integration which normally bear upon any small minority did not operate.

Now we are seeing the growth of positive forces acting against integration, of vested interests in the preservation and sharpening of racial and religious differences, with a view to the exercise of actual domination, first over fellow-immigrants and then over the rest of the population. The cloud no bigger than a man’s hand, that can so rapidly overcast the sky, has been visible recently in Wolverhampton and has shown signs of spreading quickly.

The words I am about to use, verbatim as they appeared in the local press on 17 February, are not mine, but those of a Labour Member of Parliament who is a minister in the present government:

‘The Sikh communities’ campaign to maintain customs inappropriate in Britain is much to be regretted. Working in Britain, particularly in the public services, they should be prepared to accept the terms and conditions of their employment. To claim special communal rights (or should one say rites?) leads to a dangerous fragmentation within society. This communalism is a canker; whether practiced by one colour or another it is to be strongly condemned.’

All credit to John Stonehouse for having had the insight to perceive that, and the courage to say it.

Only resolute and urgent action will avert it even now. Whether there will be the public will to demand and obtain that action, I do not know. All I know is that to see, and not to speak, would be the great betrayal.”
