A young woman, her feet brushing the surface of the shallow water, dangled from the frame, hooks embedded firmly in her shoulders.</FONT></SPAN></P> <P ALIGN=LEFT><SPAN LANG="en-us"><FONT COLOR="#339966" SIZE=2 FACE="Verdana">According to a Coast Guard video, she did not seem to mind the hooks.</FONT></SPAN></P> <P ALIGN=LEFT><SPAN LANG="en-us"><FONT COLOR="#339966" SIZE=2 FACE="Verdana">Lt.
