But the General Assembly has passed a bill I co-sponsored to provide home heating assistance this winter for Connecticut families making up to $94,000.&lt;/p&gt;&lt;p&gt;Whether you have oil, gas, or electric heat, you will likely face increased costs this winter.  The story is all too familiar—energy prices remain high because of demand from India and China, constrained supply domestically and from OPEC, and speculation creating volatility in prices.  What all this means is that people who are signing oil contracts for this winter are going to be paying $5 per gallon, and it will not be any better for gas and electric heat consumers.&lt;/p&gt;&lt;p&gt;We need relief for our middle class and seniors, and Connecticut state government is now offering it.  Operation Fuel, which was traditionally a program for lower-income families, has now been expanded so that middle-class families and seniors can get rebates for your energy bills this winter.&lt;/p&gt;&lt;p&gt;Under the new law I co-sponsored, a family of four whose bank accounts and annual incomes total less than $94,000 can receive a one time benefit of up to $400 for heating their homes this winter.  Lower income families would receive additional benefits.&lt;/p&gt;&lt;p&gt;How can we afford to give this relief?  Connecticut has a surplus of about $75 million this year—which is a testament to Governor Jodi Rell’s management of our government.  While neighboring states have billion dollar deficits, we have a small surplus.  I am glad we are not spending this money on government programs, but rather giving it back to the middle class and seniors in the form of a rebate on home heating fuel.&lt;/p&gt;&lt;p&gt;If you are interested in applying for Operation Fuel assistance, please contact my office at (800) 842-1421.  Applying will require an appointment with TEAM in Derby, the community organization that processes Operation Fuel requests for Shelton. However, we also need a comprehensive federal/state plan to reduce energy prices in the long term.  All of us are being hit hard by energy prices, and while I agree with directing our surplus to the most needy, I think we need to take action to help the rest of us.&lt;/p&gt;&lt;p&gt;I have a three point plan to reduce the cost of energy:  reducing energy taxes, increasing domestic supply of oil and gas, and expansion of cost-effective alternative energy.   &lt;/p&gt;&lt;p&gt;First, I support suspending the 6% public utility tax on energy for this winter, and would pay for it through an early retirement plan for state workers.  While a 6% savings might not solve the problem entirely, it will certainly save families hundreds of dollars this winter.&lt;/p&gt;&lt;p&gt;Second, I believe we need to increase the supply of oil (and natural gas) produced in the United States.  Specifically, we need to find environmentally-friendly locations to drill for more oil and increase refinery capacity.  While we do not want to drill for oil in environmentally sensitive areas, there are several large mid-ocean deposits of oil in the Gulf of Mexico and other areas that could be tapped with minimal disruption to the environment.&lt;/p&gt;&lt;p&gt;More important, however, is increasing refining capacity.  We could drill for all the raw oil we want, but we need to refine it into useable gasoline and home heating oil.  However, we have not built a new refinery in this country in decades—squeezing our domestic oil supply.  Our refinery capacity is so tight that when one of them goes out, it sends prices soaring.&lt;/p&gt;&lt;p&gt;Third, we need to encourage people to adopt cost-effective alternative energy.  Biodiesel, hybrid cars, solar power, hydrogen power, and tidal power all offer realistic power sources for Connecticut.  None of them will fully replace oil and gas in the near term, but they will increase energy supply and help lower prices. Connecticut should adopt two types of tax credits to accelerate alternative energy.  First, we need tax credits for research and development of new technologies.  Second (and more importantly) we need to have tax credits for consumers to adopt new technology.&lt;/p&gt;&lt;p&gt;Energy costs is issue #1 to me right now. Different times of the year we have different temperatures. In the summer time the house is going to get hotter than it would in the winter time. This is obvious, so we will need a system to remove heat in the summer and a system to heat up the cold air in the winter. This is where the combined central air conditioning and heating system come into play. &lt;p&gt;Central air conditioning and heating systems are taking over the old school window units. This is because central air has a vent that is going to every room in the house, office, or building. The air gets sucked in through the air handler then the air reaches the vents in other rooms and such through air ducts. Central air systems also have an advantage over the window unit because it operates much quieter, since the condenser that is the noisiest part of a central air system is located outside. The inside unit called the air handler, is usually located up in an attic, or hidden behind a closet door with a return vent on it. Another upside that central air and heating has on the window unit that again, it is outside, meaning it is not going to be blocking the view outside at all. And most of all you can switch from heat to air with just the touch of a button. Even though there are separate systems out there like just central air and just central heating but I am not talking about those in this article. &lt;p&gt;Many people still use the window air conditioners, which will work great just to cool a 500 square foot room, but when it comes to winter time, you aren't going to be using your window unit, you would probably be using a portable heater. If you have a house with four bedrooms you would need a lot of window air conditioners and portable heaters wont you? But this is getting to be a thing of the past. &lt;p&gt;Almost every new home built today is built with central air conditioning and heating installed. I mean could you imagine that you were looking to buy house and when the realtor shows you this beautiful house with all new cabinets and appliances but doesn't have central air conditioning and heating installed? That isn't very likely to happen nowadays. Central air and heating are just as much part of a home as a kitchen and bathtub. &lt;p&gt;How do I choose a Central Air Conditioner? &lt;p&gt;So say that you are building a house, or just simply would like to upgrade from your old AC unit, you would need to know what kind of central air conditioner you would want the contractors or whoever to install. First thing you would want to take into consideration would be the SEER (Seasonal Energy Efficiency Ratio). The way that SEER is calculated is by dividing the cooling capacity of an air conditioner that is running constant by the electrical input that's required to run it. And then it is named by number. The higher the SEER rating of the air conditioner the more efficient the unit will run, and the more you will save on your electric bill. As of the beginning of the year 2006 the United States requires that all central air conditioners have a SEER rating of at least 13. On another note, window air conditioners aren't required to have a 13 SEER rating, they are usually SEER 10, so this is another reason why central units triumph over the window unit. &lt;p&gt;Another thing that has to be determined is what size unit your house is going to need. There are very many factors that help determine the ton to square foot ratio for cooling. Some of these are how well the house is insulated, like what kind of windows it has, how many stories the house has, and of course what the local power rates are. For example, let us say that we have a 1200 square foot house in Arizona just off a highway, there are no trees around the house and it barely gets cloudy in the city that your house is in. This house might require a 3-3Ѕ ton air conditioner. Now say you have another house that is in Northern Florida, on a nice block that has many trees surrounding your house, the house was just built a couple months ago with insulation inside the drywall, this 1200 square foot house might only need a 2 ton air conditioner. Though the temperature outside, according to the weather forecasts might be fairly the same, the insulation surrounding the outside and inside the house is very different. &lt;p&gt;Last thing I want to talk about central air conditioning systems is FREON. Currently as of now (2008) the EPA is slowly phasing out air conditioners that use R-22 (ozone depleting refrigerant). In 2010 they will stop manufacturing air conditioners that use R-22. All air conditioners after December 31st 2009 that are manufactured will be using non-ozone depleting refrigerant, such as R-410A. Some models are already selling air conditioning systems using R-410A. What does this mean for the old R-22 systems? They will continue the production of R-22 until the year 2020. After that all of the R-22 air conditioner systems will be serviced with recycled R-22. Now if every HVAC certified technician obeyed the law (you HVAC guys know what I mean) we could service these systems for about 30 years until the compressor just can't kick no more. &lt;p&gt;Can't I just convert my old R-22 system into as R-140A system? &lt;p&gt;The answer is no, simply because the pressures that are involved in the R-410A are about twice as much as the old R-22. The new Ozone friendly air conditioning systems and components are specifically designed to stand this kind of pressure. If you are buying a window unit and need 220 wiring, you will need to have enough room in the breaker box to add a 220 breaker. If you don't have enough room in your panel, you may need to upgrade your panel or your electric service coming into your house. &lt;p&gt;The central air system will need different wiring requirements. The wiring in your house has to be up to code or you could find yourself turning on the air conditioner and the microwave at the same time and trip the circuit. If you have too many things running on one circuit, you are asking for problems. The air conditioner should have its own breaker, if possible. Some homes do not have this option and you might need an electrician to look at the wiring and tell you what can be done. If you are in a home with fuses, you might need to have a new circuit box installed so you can even use a window air conditioner. &lt;p&gt;If you have central air that is experiencing problems, an electrician may be the one that is going to be able to troubleshoot the problem and fix it. It is not recommended for unqualified persons to work on any central air units because of the potential danger. As it happens, the periods of intense heat correspond to the periods of peak electricity production from photovoltaic cells. Heat is measured in either British Thermal Units &lt;br /&gt;(BTU) or Kilowatts (KW). 1KW is equivalent to 3412BTUs.&lt;br /&gt;&lt;br /&gt;&lt;br /&gt;&lt;br /&gt;The heat load depends on a number of factors, by taking into &lt;br /&gt;account those that apply in your circumstances and adding them &lt;br /&gt;together a reasonably accurate measure of the total heat can be &lt;br /&gt;calculated.&lt;br /&gt;&lt;br /&gt;&lt;br /&gt;&lt;br /&gt;Factors include:&lt;br /&gt;&lt;br /&gt;&lt;br /&gt;&lt;br /&gt;The floor area of the room&lt;br /&gt;&lt;br /&gt;&lt;br /&gt;&lt;br /&gt;The size and position of windows, and whether they have &lt;br /&gt;blinds or shades&lt;br /&gt;&lt;br /&gt;&lt;br /&gt;&lt;br /&gt;The number of room occupants (if any)&lt;br /&gt;&lt;br /&gt;&lt;br /&gt;&lt;br /&gt;The heat generated by equipment&lt;br /&gt;&lt;br /&gt;&lt;br /&gt;&lt;br /&gt;The heat generated by lighting&lt;br /&gt;&lt;br /&gt;&lt;br /&gt;&lt;br /&gt;Floor Area of Room&lt;br /&gt;&lt;br /&gt;&lt;br /&gt;&lt;br /&gt;The amount of cooling required depends on the area of the &lt;br /&gt;room. To calculate the area in square metres:&lt;br /&gt;&lt;br /&gt;&lt;br /&gt;&lt;br /&gt;Room Area BTU = Length (m) x Width (m) x 337&lt;br /&gt;&lt;br /&gt;&lt;br /&gt;&lt;br /&gt;Window Size and Position&lt;br /&gt;&lt;br /&gt;&lt;br /&gt;&lt;br /&gt;If, your room has no windows, you can ignore this part of the &lt;br /&gt;calculation. The heat output is around 400 BTU per &lt;br /&gt;person.&lt;br /&gt;&lt;br /&gt;&lt;br /&gt;&lt;br /&gt;Total Occupant BTU = Number of occupants x 400&lt;br /&gt;&lt;br /&gt;&lt;br /&gt;&lt;br /&gt;Equipment&lt;br /&gt;&lt;br /&gt;&lt;br /&gt;&lt;br /&gt;Clearly most heat in a room is generated by the equipment. &lt;br /&gt;This is trickier to calculate that you might think. The wattage &lt;br /&gt;on equipment is the maximum power consumption rating, the actual &lt;br /&gt;power consumed may be less.
