The full memo follows below:&lt;br /&gt;&lt;br /&gt;This memorandum summarizes some of the issues that residents and business owners located within the 17th Street corridor would like addressed at the upcoming ANC and DDOT community meeting, scheduled for Monday, November 23 at 6:30 pm. This should not, by any means, be considered an exhaustive list of issues to address, but DDOT representatives should be ready to answer the questions posed below at this important meeting.&lt;br /&gt;&lt;br /&gt;&lt;strong&gt;Neighborhood Concerns&lt;/strong&gt;&lt;br /&gt;The following are several noted concerns from the neighborhood at large within the Streetscape zone:&lt;br /&gt;&lt;br /&gt;&lt;em&gt;DDOT Representative Point of Contact&lt;/em&gt;– Who from DDOT is responsible for communicating with the community at large regarding the status of the Streetscape project and will be the ongoing Point of Contact throughout the process? Will DDOT commit to producing timely (perhaps monthly) updates to the neighborhood regarding the status and progress of the Streetscape project? Will DDOT commit to sending an informed representative to the monthly ANC meetings to address issues that arise?&lt;br /&gt;&lt;br /&gt;&lt;em&gt;Wheelchair Access&lt;/em&gt; – Which buildings will be provided wheelchair access through the streetscape reconstruction? Will the plane of sidewalks be altered, will ramps be utilized, or will there be a combination of both? We will want these buildings identified at the meeting. It may be advantageous for DDOE's representative on the Americans with Disabilities Act to attend.&lt;br /&gt;&lt;br /&gt;&lt;em&gt;Sapling Insurance&lt;/em&gt; – During the P Street Streetscape project, DDOT and Urban Forestry planted several saplings which did not survive the first winter. We understand that these saplings had not been insured and have not yet been replaced, so tree boxes along P Street stand empty or with dead trees in them. What assurances can DDOT and Urban Forestry provide to us that saplings will be replaced in the first planting season if they do not survive the first winter? What does the community need to do to ensure the plants thrive, or is that the duty of Urban Forestry or Casey Trees in the first two years? It would be very helpful of a DDOT arborist could attend the meeting to address canopy issues including adequate space on sidewalks for healthy trees.&lt;br /&gt;&lt;br /&gt;&lt;em&gt;Tree Boxes&lt;/em&gt; – Many tree boxes along the corridor have permanent decorative structures to set them apart from the sidewalk and protect them from pedestrians. How will those existing structures be treated? Several of the structures are permanent memorials paid for by friends and families of loved ones of the deceased, and a plan needs to be in place to address the memorial issue in particular.&lt;br /&gt;&lt;br /&gt;&lt;em&gt;Sandwich Boards &amp;amp; Sidewalk Signage&lt;/em&gt; – There are several businesses and apartment complexes along the 17th Street corridor that place sandwich boards and/or other signage on the sidewalk in public space, impeding the flow of foot traffic and endangering pedestrian safety. How does DDOT propose to work with DCRA and MPD to ensure that this does not continue to occur during and following the streetscape project?&lt;br /&gt;&lt;br /&gt;&lt;em&gt;Trash Collection&lt;/em&gt; – How will DDOT work to ensure that public trash bins remain available for use and ensure that DPW has adequate access during trash collection?&lt;br /&gt;&lt;br /&gt;&lt;strong&gt;Resident Concerns&lt;/strong&gt;&lt;br /&gt;The following are some of the concerns raised by residents within the Streetscape corridor:&lt;br /&gt;&lt;br /&gt;&lt;em&gt;Construction Hours &lt;/em&gt;– What are the construction hours allowed? If construction starts in the morning before allowable hours, whom can residents call to register complaints and/or to have tickets or citations issued? If and when construction falls behind, will DDOT allow extended construction hours? If so, how will DDOT communicate with the neighborhood to ensure adequate notice is provided?&lt;br /&gt;&lt;br /&gt;&lt;em&gt;Residential Parking&lt;/em&gt; – With even fewer parking spaces available along the commercial corridor during construction, an even greater number of business patrons will likely park on residential side streets. Does DDOT have any plans to mitigate this effect on neighbors or are there any programs DDOT has to address this issue?&lt;br /&gt;&lt;br /&gt;&lt;strong&gt;Business Concerns&lt;/strong&gt;&lt;br /&gt;The following are several noted concerns from business owners and managers within the Streetscape corridor:&lt;br /&gt;&lt;br /&gt;&lt;em&gt;Construction Timeline&lt;/em&gt; – DDOT has the responsibility to present the ANC a full construction timeline and plan before construction commences for us to review and approve, and has not done so with construction starting on November 30. Will DDOT commit to a construction schedule that includes reconstructing sidewalks on residential blocks during the spring, summer and fall months and reconstructing sidewalks on business blocks during the winter, when restaurants' outdoor eating space would be least affected by construction? What is the recourse for businesses if DDOT does not adhere to a construction plan that allows them to utilize outdoor public space for which they have permits during the spring, summer and fall, when weather conditions are most conducive and customers most desire to dine outdoors?&lt;br /&gt;&lt;br /&gt;&lt;em&gt;Parking Meters&lt;/em&gt; – Earlier this year, city council raised parking meter rates significantly, which some business owners along 17th Street believe has negatively affected their businesses. To help mitigate customer issues during the Streetscape project, can DDOT lower parking meter rates from $.25 per 7 ½ minutes to $.25 per 15 minutes or per half hour? Are there other ways for DDOT to reduce public parking burdens on 17th Street customers?&lt;br /&gt;&lt;br /&gt;&lt;em&gt;Valet Parking&lt;/em&gt; – With parking severely restricted during several phases of the reconstruction process, patrons of the business corridor will have few options to park their vehicles. Does DDOT have any valet parking grant programs available that the 17th Street business owners could access? Are there any such programs the city may make available to the 17th Street business corridor during construction, and after construction if it proves a successful solution to parking problems?&lt;br /&gt;&lt;br /&gt;&lt;em&gt;Business Signage During Construction&lt;/em&gt; – Construction equipment and safety barriers erected during the construction phase can greatly impede the ability for individuals to access properties and often even prohibit a property's signage from being viewed by potential visitors. Will buildings be permitted to erect temporary signage on DDOT construction barriers during the project? Will DDOT commit to ensuring safe and easy access to residences and businesses during construction in front of said businesses?&lt;br /&gt;&lt;br /&gt;&lt;em&gt;Patio Structures&lt;/em&gt; – Multiple businesses installed patio structures designed to separate patrons of their businesses within public space that the businesses have been granted from sidewalk areas. How will these structures be removed and how will they be reinstalled? We will need a detailing of who will be removing the structures, how they will be reinstalled, and who is responsible for the costs associated with it. Additionally, how will broken or damaged structures be treated? When they are replaced, what is the required minimum distance between any permanent tree boxes or other permanent structures and any patio structures? In my district, we ran into problems a week ago when DDOT unilaterally decided to expand the 1400 and 1500 block of Corcoran sidewalk replacement project to include the 1600 block - without notifying neighbors.&lt;br /&gt;&lt;br /&gt;This may be a larger problem, which I'm investigation at the moment. I sent the following email to DDOT earlier today to get clarification on the ongoing work:&lt;br /&gt;&lt;br /&gt;"DDOT continues to move forward with the sidewalk, curb, gutter &amp;amp; resurfacing project on the 1600 block of Corcoran Street. But I didn't realize that the Corcoran project also now seems to be the unofficial start of the 17th Streetscape project. I'm assuming it's the unofficial start, since the Corcoran project has included the replacement of curb, gutter and sidewalk within the 17th Streetscape project zone. I believe the 17th Streetscape project zone goes from the curb at 17th Street to approximately 100 feet in on side streets.&lt;br /&gt;&lt;br /&gt;"I just wanted to confirm with you that when the 17th Streetscape project commences, the brand new curb, gutter and sidewalks on the 1600 block of Corcoran Street will NOT be removed and replaced during the streetscape.&lt;br /&gt;&lt;br /&gt;"Please confirm this with me at your very earliest convenience. In the neighborhood:&lt;br /&gt;&lt;br /&gt;1)  Corcoran Street is getting new curb and gutter, sidewalks, and road resurfacing.  This is the result of a lot of work by some residents on the 1500 block of Corcoran.  DDOT decided to include the 1400 block of Corcoran in the plans as well, since it's easier to do projects like this in bulk.  What DDOT failed to let anyone know was that the 1600 block of Corcoran would also be reconstructed with new sidewalks, curb, gutter and road resurfacing.  There was no notification on the 1600 block and neighbors were surprised.  They were able to work with DDOT to rectify the situation somewhat, however, and the work is proceeding.&lt;br /&gt;&lt;br /&gt;2)  On Oct. 13 from 7-8 or 9 pm Circle Dogs and the Dupont Circle ANC are hosting a community meeting on the new dog park at 17th &amp;amp; S.  The meeting will help set hours of operation and rules for the park - the first of its kind in the city.  I encourage you to attend if you are able.&lt;br /&gt;&lt;br /&gt;3)  Today Councilmember David Catania introduced a marriage equality bill.  I am overjoyed that it was introduced with 10 of the 13 councilmembers as original sponsors.  There are still many hurdles to face, but I am delighted that DC is truly moving toward full equality for all. Gerald needs a DVD player so he can do this again.&lt;br /&gt;&lt;br /&gt;Whit and Anna need a TV so they can come home from a busy day and relax while watching TV.&lt;br /&gt;&lt;br /&gt;Nancy would like a DVD player because hers broke and she watches movies to help her cope.&lt;br /&gt;&lt;br /&gt;Mary joined the Clubhouse and immediately jumped into the Clubhouse culture.  She's an active leader in her unit and recently started a TE at Caldwell and Company.  She needs professional clothing to wear to work. Pants and blouses (size 14), bra (38C), and underwear (size 10).&lt;br /&gt;&lt;br /&gt;Robert would like an acoustic guitar. He has always wanted to play the guitar and he is starting to integrate activities into his life that help him feel better.&lt;br /&gt;&lt;br /&gt;Lenann  and her 9 year old daughter, Delores, both need winter coats (women's 2x and girls size 12), dishes, pots and pans, an air purifier, a toy chest, shoe rack, a TV, bunk beds, pillows, sheets,and blankets (twin and queen size). She is a single mother on an extremely limited income and is unable to buy the extra items needed for her and her daughter.&lt;br /&gt;&lt;br /&gt;The Green Door Clubhouse needs a folding table (at least four feet) for special events.&lt;br /&gt;&lt;br /&gt;Green Door housing needs four vacuums for the four housing units. The vacuums consistently break from the constant use. However, to get treated, I had to ask "permission" from my insurance company. You know, so they could decide if I was sick instead of my doctor deciding. After about 10 calls to different numbers (talk about bureaucracy!), I was approved for SOME treatments (not all).&lt;br /&gt;&lt;br /&gt;I attended my pre-approved treatments, but had to pay for them myself, then get reimbursed at the rate that my insurance company decided it should cost; not reimbursed for the amount it ACTUALLY cost. Over 50% of the time, when I submitted my (pre-approved) reimbursements to my insurance company, my reimbursements were DENIED. Or lost. Or something else that allowed them to not pay me, even though they had preapproved me (but somehow had misfiled the paperwork... in their electronic system. Under my name. Seriously.).&lt;br /&gt;&lt;br /&gt;My last reimursement was denied two weeks ago. I'm scheduled for another treatment next week. Think they're reimburse that one, even though they pre-approved it?&lt;br /&gt;&lt;br /&gt;So let's recap: My INSURANCE COMPANY decides if they want to pay for treatments my doctor says I need; then my INSURANCE COMPANY decides how much those treatments should cost; then my INSURANCE COMPANY decides if they're actually going to reimburse me or not. Now, is this my DOCTOR making my medical decisions or is it my INSURANCE COMPANY?&lt;br /&gt;&lt;br /&gt;I'm lucky. I have amazing insurance through a great employer. And for the "extras", I can afford to pay myself, though it's not cheap. And I'm smart enough to wade through the paperwork and determined enough to continue to call and re-submit my reimbursements.&lt;br /&gt;&lt;br /&gt;But what about the little guy(s)? Those who aren't as fortunate as I am?&lt;br /&gt;&lt;br /&gt;Where would we be if an education insurance company got to decide if your child was smart enough to go to school before they'd pay the teachers? What if a police insurance company got to decide how much of the police officers' time they would reimburse if you or a relative were harmed or killed by a criminal? How about if a coast guard insurance company got to decide if they were going to reimburse you at all for the cost of rescuing you from a sinking ship?&lt;br /&gt;&lt;br /&gt;What's more important, America? Evidently the trees I submitted for planting in June of 2008 didn't get into the system until February 2009, which is why they weren't planted last season.  Those boxes were entered into the system, as was the longer, more thorough list from this year.&lt;br /&gt;&lt;br /&gt;Hopefully we'll have a nicer canopy in outlying years!! S, and the additional park at 17th &amp;amp; T.  I'm included among those.  A couple of updates on the subject.&lt;br /&gt;&lt;br /&gt;We found out on Tuesday that the parks would be further delayed - into September - due to contractor mistakes on the astroturf.  We were informed of the delay by &lt;em&gt;The Dupont Current&lt;/em&gt;, rather than by DPR.  I immediately reached out to DPR for clarification, and spent a great deal of time on the phone on Tuesday with Adriane Belinne, the COO for DPR and 2nd in command at the agency after Ximena Hartsock, the Director.&lt;br /&gt;&lt;br /&gt;I expressed to him the community's displeasure about not being informed about the continual delays at the parks until deadlines were missed.  At least three times the parks have been delayed with no community notification.  That is entirely unacceptable in my view, and he agreed and offered to attend Wednesday night's ANC meeting, which he did.&lt;br /&gt;&lt;br /&gt;On Wednesday we also found out that the T Street park, which has a lot of new plantings, would not have a fence around it due to budget cutbacks.  We also found this out 2nd hand, with DPR notifying us only after we specifically asked about the issue.  Unfortunately, not all dogs will use the dog park, so any plantings without fencing would be destroyed by the chemicals left from urine within a year or less.  Commissioner Bob Meehan pointed this out to Mr. Belinne at our ANC meeting.  Mr. Belinne committed to working with the commission to find some sort of fencing to protect the vegitation.  Mr. Belinne also agreed that communication needs to be improved, and committed to fostering better communications with the community.&lt;br /&gt;&lt;br /&gt;Earlier today, as a follow up to last night's meeting, Director Hartsock called and emailed me regarding the lack of communication and community notification of the project status, both in terms of the delays and in terms of the changes to the project due to budget cuts.  In an email to me. Director Hartsock stated, "There is no excuse for the lack of communication.  I deeply apologize."&lt;br /&gt;&lt;br /&gt;I appreciate her candor and her acceptance of responsibility on this issue.  She also has taken personal control of the project and will be providing the community updates on its status henceforth.&lt;br /&gt;&lt;br /&gt;As a final follow up, Councilmember Jack Evans' office called to follow up on the park issue, and will be following up directly with Director Hartsock as well, both on the continued delays and to reiterate Commissioner Meehan's concerns about fencing for the T Street park. This will be the first of a series of meetings to study the 17th Corridor over the coming months. This open community meeting will discuss what businesses types are on 17th, what is needed, and how we want to develop 17th Street as a community moving forward, including how we can better promote the corridor for residents and businesses and how to mitigate the effects of the pending 17th Street streetscape project that will begin this fall.&lt;br /&gt;&lt;br /&gt;Meetings to follow will focus on specific topics generated from this meeting! They would like to the change breakfast menu from pancakes to waffles. They will need two waffle irons to do so.&lt;br /&gt;&lt;br /&gt;Green Door housing needs five vacuums for the five housing units. The vacuums consistently break from their constant use. This will help maintain a clean and healthy home.&lt;br /&gt;&lt;br /&gt;Piney Branch, Minnesota House, and Pennsylvania House are housing units of Green Door. The members would really appreciate exterior table and chairs (3 sets that seat six people). This will allow them to socialize with roommates and to have comfortable furniture to use outside.&lt;br /&gt;&lt;br /&gt;The Green Door Clubhouse is beginning to hold its monthly summer cookouts. There is still much work to be done.  I surveyed the site this weekend and took some photos.&lt;br /&gt;&lt;br /&gt;It looks like some existing trees still need to be cut back as they are impacting pedestrians on the sidewalk, and the sign that DPR put up still claims that the park will open in Spring 2009.  I'm working to get that changed as well.
