Anyone is welcome to put together a&lt;br&gt;candidate meeting. Budget items for Globecom should include what&lt;br&gt;attendees have come to expect at IEEE meetings, which consists of (at&lt;br&gt;least):&lt;p&gt;	- Internet access&lt;br&gt;	- SVGA projectors in each room&lt;br&gt;	- room for 7+ concurrent tracks, each of 100 people&lt;br&gt;	- room for a keynote/plenary session of 800 people&lt;br&gt;	- microphones for the speakers (typically wireless)&lt;br&gt;	- screens for each of the track rooms, as well as for the&lt;br&gt;	plenary room&lt;br&gt;	- registration support (website for advance registration,&lt;br&gt;	at least 1 person full-time on-site)&lt;br&gt;	- poster session support (buy/rent 30 poster boards, 30 stands)&lt;br&gt;	- continental breakfast, AM coffee break, buffet lunch&lt;br&gt;	(including seating area), PM coffee/cookie break&lt;br&gt;	- evening reception&lt;br&gt;	- banquet dinner&lt;br&gt;	- proceedings handling (even if on-line)&lt;p&gt;FWIW, this is more than just a paper exercise. I took a quick look&lt;br&gt;at the website of the Annual Meeting of the American Economic Association&lt;br&gt;to be held in a few weeks. This is a major  professional society, of&lt;br&gt;world-class standing which I think is fair to compare against the IEEE. I&lt;br&gt;did find some rather striking facts:&lt;br&gt;a) Their registration fee is only USD75 for NON-members (a bit less for&lt;br&gt;members).&lt;br&gt;b) Meals not included of course, but luncheon-type meals available for ca.&lt;br&gt;USD50 each (To compare to typical ComSoc events, 3 lunches  and reception&lt;br&gt;would add about $200, for a total registration of... $275 for&lt;br&gt;NON-members).&lt;br&gt;c) Headquarter hotel, a Marriot property, only $99/ singles, $119doubles,&lt;br&gt;and plenty others offered at the similar rates.&lt;br&gt;D) All this in downtown of a major US city (easy/cheap transport): Atlanta.&lt;br&gt;Unreal?:&lt;br&gt;&lt;a href="http://www.vanderbilt.edu/AEA/Annual_Meeting/pdfs/Registration_Form_2010.pdf"&gt;http://www.vanderbilt.edu/AEA/Annual_Meeting/pdfs/Registration_Form_2010.pdf&lt;/a&gt;&lt;br&gt;&lt;a href="http://www.vanderbilt.edu/AEA/Annual_Meeting/pdfs/Housing_Rates_2010.pdf"&gt;http://www.vanderbilt.edu/AEA/Annual_Meeting/pdfs/Housing_Rates_2010.pdf&lt;/a&gt;&lt;br&gt;By comparison, Globecom&amp;#39;09 registration ranged from $600 (Lmtd. Headquaters hotel started at&lt;br&gt;$189.00&lt;br&gt;The most recent major IEEE- ComSoc event held in Atlanta seems to be&lt;br&gt;WCNC&amp;#39;04. Even back then, registration ranged $625-$875 and Headquarters&lt;br&gt;hotel started at $189.&lt;p&gt;Now, some might say that because this society is outside engineering its&lt;br&gt;costs are not relevant. I do not see why, but still looked at the website&lt;br&gt;of the 2009 annual meeting of the ASCE (civil engineering) recently  held&lt;br&gt;in Kansas City Marriott Downtown:&lt;br&gt;&lt;a href="http://content.asce.org/conferences/annual2009/registration.html"&gt;http://content.asce.org/conferences/annual2009/registration.html&lt;/a&gt;&lt;br&gt;Registration started at $445 for regular members (including 1 recept, 2&lt;br&gt;breakfasts, 2 luncheons), but only at $225 for &amp;quot;younger members&amp;quot; (recent&lt;br&gt;grads?) and $85 for students (apparently ALL enjoyed same meal privileges)&lt;br&gt;-- probably younger members and students were the vast majority, so the&lt;br&gt;average registration paid may have been close to that paid by the&lt;br&gt;economists! -- . Also, conference travel reimbursements seem to be handled similarly by US and non-US grant agencies (and universities), including agencies much closer to your home institution, such as the DFG and EU. Given that the basic model is not secret, the likelihood that there is some unexplored territory yielding a possibility of a &amp;quot;refund&amp;quot; is, to put it mildly and charitably, remote. The basic model is &amp;quot;reasonable and customary&amp;quot;, rather than a specific cost model. After all, grant agencies routinely pay for computing systems provided, at a tidy profit, by commercial entities, or travel on commercial air carriers. They do not request &amp;quot;refunds&amp;quot; from Lufthansa, Dell or Apple for such services. Whether the entity is for-profit or not seems entirely irrelevant, except to the tax entity that governs the not-for-profit entity. (For what it&amp;#39;s worth, it&amp;#39;s IEEE and ACM that prohibit for-profit conferences under their sponsorship; as far as I can tell, there is no prohibition against a grant-funded scholar attending a for-profit event, as long as the event has the appropriate scholarly function and other normal travel guidelines are observed.)&lt;p&gt;Thus, respectfully, this is a non-productive inquiry. It is always easy to criticise in the&lt;br&gt;&amp;gt; abstract, but proposing specifics and showing why they may help is quite&lt;br&gt;&amp;gt; another matter.&lt;br&gt;&amp;gt; &lt;br&gt;&amp;gt; On the other hand, it is difficult to make concrete proposals &amp;quot;blindly&amp;quot;.&lt;br&gt;&amp;gt; In particular, as others have pointed out, itemised statements of revenues&lt;br&gt;&amp;gt; and expenses for conferences are not being made public. Since you are in&lt;br&gt;&amp;gt; touch with the IEEE president, could you kindly suggest to make possible&lt;br&gt;&amp;gt; the release of this information at least for a representative sub-set of&lt;br&gt;&amp;gt; recent major events? Then we could all study the information, and perhaps&lt;br&gt;&amp;gt; make specific suggestions. If confidenciallity agreements prevent certain&lt;br&gt;&amp;gt; information from being released, then specific items may be removed, with&lt;br&gt;&amp;gt; an explanation. Still the rest could be analised.&lt;br&gt;&amp;gt; Another reason to release such information is that, since a very large&lt;br&gt;&amp;gt; number of conference attendees are funded by public agencies, it seems&lt;br&gt;&amp;gt; that the general public (represented by the funding agencies) does have a&lt;br&gt;&amp;gt; legitimate interest in ascertaining that their funds are appropriately&lt;br&gt;&amp;gt; utilised.&lt;br&gt;&amp;gt; &lt;br&gt;&amp;gt; Anyhow, I understand that this information is not presently available and&lt;br&gt;&amp;gt; may take some time before it is. What to do in the mean time? I am&lt;br&gt;&amp;gt; separately making some suggestions.&lt;br&gt;&amp;gt; &lt;br&gt;&amp;gt;&amp;gt; &lt;br&gt;&amp;gt;&amp;gt; Those dissatisfied with the current society sponsorship model (as opposed&lt;br&gt;&amp;gt;&amp;gt; to simply wanting to improve it) are also welcome to organize their own&lt;br&gt;&amp;gt;&amp;gt; events, and to make it more reputable and cheaper than the existing&lt;br&gt;&amp;gt;&amp;gt; alternatives.&lt;br&gt;&amp;gt;&amp;gt; One can think of this as somewhat related to franchise models,&lt;br&gt;&amp;gt;&amp;gt; such as Hyatt hotels or Starbucks. In franchises, the franchisee pays for&lt;br&gt;&amp;gt;&amp;gt; the privilege of using the brand name, typically as a fraction of revenue.&lt;br&gt;&amp;gt; &lt;br&gt;&amp;gt; Electoral action sounds reasonable, but it is complicated especially when&lt;br&gt;&amp;gt; the voting population is relatively large, and heterogeneous. For&lt;br&gt;&amp;gt; instance, many IEEE members are practicing engineers who may not share the&lt;br&gt;&amp;gt; concerns and goals of academic research engineers (see migratory&lt;br&gt;&amp;gt; labor-force issues, for example)... nothing inherently wrong with that...&lt;br&gt;&amp;gt; it just complicates matters.&lt;br&gt;&amp;gt; &lt;br&gt;&amp;gt; I do agree with the basic model you propose, though: franchising.&lt;br&gt;&amp;gt; Business-owners do change ocassionally from a franchise firm to another&lt;br&gt;&amp;gt; (BK&amp;lt;--&amp;gt;McDonald, etc) and possibly to a new firm. Your suggestion is&lt;br&gt;&amp;gt; useful and deserves separate exploration.&lt;br&gt;&amp;gt; &lt;br&gt;&amp;gt;&amp;gt; I think the discussion will be more productive if&lt;br&gt;&amp;gt;&amp;gt; such accusations, implied or stated, are avoided - or, if you truly&lt;br&gt;&amp;gt;&amp;gt; believe in this, you should contact the NSF Inspector General, the entity&lt;br&gt;&amp;gt;&amp;gt; within the NSF responsible for such issues.&lt;br&gt;&amp;gt; &lt;br&gt;&amp;gt; I don&amp;#39;t know which are the accusations you refer to. A lot of people have&lt;br&gt;&amp;gt; said or implied that IEEE (ComSoc) conferences are over-priced, for a&lt;br&gt;&amp;gt; variety of reasons (see record). I simply asked whether that could be&lt;br&gt;&amp;gt; ground for a funding agency (particularly the NSF, which had just been&lt;br&gt;&amp;gt; mentioned by Joe) to demand a refund from IEEE. I still believe that the&lt;br&gt;&amp;gt; basic question is legitimate and important, even if the wording may have&lt;br&gt;&amp;gt; been non-ideal, and that it deserves a definite conclusive answer. I&lt;br&gt;&amp;gt; understand that certain grant contracts from certain agencies indeed do&lt;br&gt;&amp;gt; have some language involving refunds.&lt;br&gt;&amp;gt; In any case, I respectfully suggest that it may be better that the IEEE&lt;br&gt;&amp;gt; itself request a legally binding opinion from the officer that you&lt;br&gt;&amp;gt; mention. If favourable, everyone would feel better (at least concerning&lt;br&gt;&amp;gt; that agency). If unfavourable, corrective measures could be implemented,&lt;br&gt;&amp;gt; including refunds if any. Often, self-reporting is viewed as a sign of&lt;br&gt;&amp;gt; good faith, and normally leads to lesser sanctions when applicable.&lt;br&gt;&amp;gt; &lt;br&gt;&amp;gt; &lt;br&gt;&amp;gt;&amp;gt; Finally, reserves and endowments are common ways that not-for-profits&lt;br&gt;&amp;gt;&amp;gt; smooth income and expenses, as well as leverage interest/investment income&lt;br&gt;&amp;gt;&amp;gt; to provide additional operating revenues.&lt;br&gt;&amp;gt; &lt;br&gt;&amp;gt; I basically agree with you. The issue is simply whether a contribution to&lt;br&gt;&amp;gt; IEEE endowment by paying some type of (alleged) &amp;quot;mark-up&amp;quot; over fair-market&lt;br&gt;&amp;gt; value for certain conference services is a legitimate use of research&lt;br&gt;&amp;gt; public funds(from any funding agency including foreign ones). The use may&lt;br&gt;&amp;gt; sound reasonable in principle. But it may not be consistent with the&lt;br&gt;&amp;gt; applicable regulations.&lt;br&gt;&amp;gt; &lt;br&gt;&amp;gt; Additionally, do consider that there may be other worthy endowments to&lt;br&gt;&amp;gt; contribute to. As an example, the endowments of the following respected&lt;br&gt;&amp;gt; institutions near IEEE (according to Internet sources) are/were:&lt;br&gt;&amp;gt; NJIT 70M and Stevens 115M, both appreciable lower than IEEE&amp;#39;s.&lt;br&gt;&amp;gt; Brooklyn Poly (now part of NYU) had 173M, about same as IEEE&amp;#39;s, and&lt;br&gt;&amp;gt; Illinois Tech 258M. But these are institutional endowments for an entire&lt;br&gt;&amp;gt; campus. The IEEE should probably be compared to the endowment&amp;#39;s share of&lt;br&gt;&amp;gt; the correponding ECE department. I will focus on potential common&lt;br&gt;ground. Some of your comments/suggestions have prompted me to perform some&lt;br&gt;basic inquiries, and obtain some potentially useful information and ideas,&lt;br&gt;which I intend to share with you.&lt;p&gt;&amp;gt; Just to add a few points to this discussion:&lt;br&gt;&amp;gt;&lt;br&gt;&amp;gt; First, I think it&amp;#39;s fine to say &amp;quot;IEEE should run a leaner ship&amp;quot; - as long&lt;br&gt;&amp;gt; as the suggestions are concrete and realistic, rather than vague&lt;br&gt;&amp;gt; generalities&lt;p&gt;I very much agree with you. It is always easy to criticise in the&lt;br&gt;abstract, but proposing specifics and showing why they may help is quite&lt;br&gt;another matter.&lt;p&gt;On the other hand, it is difficult to make concrete proposals &amp;quot;blindly&amp;quot;.&lt;br&gt;In particular, as others have pointed out, itemised statements of revenues&lt;br&gt;and expenses for conferences are not being made public. Since you are in&lt;br&gt;touch with the IEEE president, could you kindly suggest to make possible&lt;br&gt;the release of this information at least for a representative sub-set of&lt;br&gt;recent major events? Then we could all study the information, and perhaps&lt;br&gt;make specific suggestions. If confidenciallity agreements prevent certain&lt;br&gt;information from being released, then specific items may be removed, with&lt;br&gt;an explanation. Still the rest could be analised.&lt;br&gt;Another reason to release such information is that, since a very large&lt;br&gt;number of conference attendees are funded by public agencies, it seems&lt;br&gt;that the general public (represented by the funding agencies) does have a&lt;br&gt;legitimate interest in ascertaining that their funds are appropriately&lt;br&gt;utilised.&lt;p&gt;Anyhow, I understand that this information is not presently available and&lt;br&gt;may take some time before it is. What to do in the mean time? I am&lt;br&gt;separately making some suggestions.&lt;p&gt;&amp;gt;&lt;br&gt;&amp;gt; Those dissatisfied with the current society sponsorship model (as opposed&lt;br&gt;&amp;gt; to simply wanting to improve it) are also welcome to organize their own&lt;br&gt;&amp;gt; events, and to make it more reputable and cheaper than the existing&lt;br&gt;&amp;gt; alternatives.&lt;br&gt;&amp;gt; One can think of this as somewhat related to franchise models,&lt;br&gt;&amp;gt; such as Hyatt hotels or Starbucks. In franchises, the franchisee pays for&lt;br&gt;&amp;gt; the privilege of using the brand name, typically as a fraction of revenue.&lt;p&gt;Electoral action sounds reasonable, but it is complicated especially when&lt;br&gt;the voting population is relatively large, and heterogeneous. For&lt;br&gt;instance, many IEEE members are practicing engineers who may not share the&lt;br&gt;concerns and goals of academic research engineers (see migratory&lt;br&gt;labor-force issues, for example)... nothing inherently wrong with that...&lt;br&gt;it just complicates matters.&lt;p&gt;I do agree with the basic model you propose, though: franchising.&lt;br&gt;Business-owners do change ocassionally from a franchise firm to another&lt;br&gt;(BK&amp;lt;--&amp;gt;McDonald, etc) and possibly to a new firm. Your suggestion is&lt;br&gt;useful and deserves separate exploration.&lt;p&gt;&amp;gt; I think the discussion will be more productive if&lt;br&gt;&amp;gt; such accusations, implied or stated, are avoided - or, if you truly&lt;br&gt;&amp;gt; believe in this, you should contact the NSF Inspector General, the entity&lt;br&gt;&amp;gt; within the NSF responsible for such issues.&lt;p&gt;I don&amp;#39;t know which are the accusations you refer to. A lot of people have&lt;br&gt;said or implied that IEEE (ComSoc) conferences are over-priced, for a&lt;br&gt;variety of reasons (see record). I simply asked whether that could be&lt;br&gt;ground for a funding agency (particularly the NSF, which had just been&lt;br&gt;mentioned by Joe) to demand a refund from IEEE. I still believe that the&lt;br&gt;basic question is legitimate and important, even if the wording may have&lt;br&gt;been non-ideal, and that it deserves a definite conclusive answer. I&lt;br&gt;understand that certain grant contracts from certain agencies indeed do&lt;br&gt;have some language involving refunds.&lt;br&gt;In any case, I respectfully suggest that it may be better that the IEEE&lt;br&gt;itself request a legally binding opinion from the officer that you&lt;br&gt;mention. If favourable, everyone would feel better (at least concerning&lt;br&gt;that agency). If unfavourable, corrective measures could be implemented,&lt;br&gt;including refunds if any. Often, self-reporting is viewed as a sign of&lt;br&gt;good faith, and normally leads to lesser sanctions when applicable.&lt;p&gt;&lt;br&gt;&amp;gt; Finally, reserves and endowments are common ways that not-for-profits&lt;br&gt;&amp;gt; smooth income and expenses, as well as leverage interest/investment income&lt;br&gt;&amp;gt; to provide additional operating revenues.&lt;p&gt;I basically agree with you. The issue is simply whether a contribution to&lt;br&gt;IEEE endowment by paying some type of (alleged) &amp;quot;mark-up&amp;quot; over fair-market&lt;br&gt;value for certain conference services is a legitimate use of research&lt;br&gt;public funds(from any funding agency including foreign ones). The use may&lt;br&gt;sound reasonable in principle. But it may not be consistent with the&lt;br&gt;applicable regulations.&lt;p&gt;Additionally, do consider that there may be other worthy endowments to&lt;br&gt;contribute to. As an example, the endowments of the following respected&lt;br&gt;institutions near IEEE (according to Internet sources) are/were:&lt;br&gt;NJIT 70M and Stevens 115M, both appreciable lower than IEEE&amp;#39;s.&lt;br&gt;Brooklyn Poly (now part of NYU) had 173M, about same as IEEE&amp;#39;s, and&lt;br&gt;Illinois Tech 258M. But these are institutional endowments for an entire&lt;br&gt;campus. The IEEE should probably be compared to the endowment&amp;#39;s share of&lt;br&gt;the correponding ECE department. Energy Efficiency in Wireless Networks: According to the GESI study, the ICT sector contributes around two per cent of global greenhouse gas (CHG) emissions. To increase the competitiveness, energy efficiency (E2) must also be a design criterion of the network and service architectures.&lt;br&gt;Flexible networks that adapt their capacity to the requirements can lead to significant energy savings. Novel networking paradigms need to be introduced to assure that all components are used with maximum utilization. Green network architectures will be the cross-layer, cognitive and cooperative aggregation of techniques and mechanisms to provide a communication infrastructure where the energy consumption is minimized while guaranteeing the quality/grade of service required by the applications. Along with energy efficiency, spectrum utilization is to be optimized and radiation is to be minimized. Green networking is not only the evolution of legacy networking paradigms but also the revolution of the visionary hybrid networks which is the convergence of the heterogeneous wired, wireless and ad hoc networks. Instead of looking at them separately, it&lt;br&gt;is useful to arrange a venue for the researchers and practitioners in these&lt;br&gt;two&lt;br&gt;fields to come together and interact. This workshop aims to build this&lt;br&gt;cooperation. Energy Efficiency in Wireless Networks: According to the GESI&lt;br&gt;study, the ICT sector contributes around two per cent of global greenhouse&lt;br&gt;gas (CHG) emissions. To increase the competitiveness, energy efficiency (E2)&lt;br&gt;must also be a design criterion of the network and service architectures.&lt;br&gt;Flexible networks that adapt their capacity to the requirements can lead to&lt;br&gt;significant energy savings. Novel networking paradigms need to be introduced&lt;br&gt;to assure&lt;br&gt;that all components are used with maximum utilization. Green network&lt;br&gt;architectures will be the cross-layer, cognitive and cooperative aggregation&lt;br&gt;of techniques&lt;br&gt;and mechanisms to provide a communication infrastructure where the energy&lt;br&gt;consumption is minimized while guaranteeing the quality/grade of service&lt;br&gt;required by the applications. Along with energy efficiency, spectrum&lt;br&gt;utilization is to be optimized and radiation is to be minimized. Green&lt;br&gt;networking is not only the evolution of legacy networking paradigms but also&lt;br&gt;the revolution of the visionary hybrid networks which is the convergence of&lt;br&gt;the heterogeneous wired, wireless and ad hoc networks. In this workshop, the&lt;br&gt;following topics of energy efficiency in wireless networks are considered:&lt;br&gt;* Physical layer techniques, channel/network coding for energy efficiency.&lt;br&gt;* Methodologies /architectures for energy efficiency.&lt;br&gt;* Energy-efficiency measures.&lt;br&gt;* Energy-efficient flooding/multicast for service discovery.&lt;br&gt;* Collaborative/cooperative/cognitive networking protocols for energy&lt;br&gt;efficiency.&lt;br&gt;* Algorithms for scheduling and resource management.&lt;br&gt;* Energy harvesting.&lt;br&gt;* Cooperative green communications for energy efficiency.&lt;br&gt;* User mobility modeling to predict and adapt to patterns.&lt;br&gt;* Hybrid fibre-wireless networks for energy-efficient delivery of wireless&lt;br&gt;signals.&lt;p&gt;Wireless Networks for Energy Efficiency: To address the other 98 per cent of&lt;br&gt;the global CHG emissions, wireless networks can be used to reduce the energy&lt;br&gt;consumption of industrial/home/office environments/applications. For&lt;br&gt;example, along with the research in low-carbon road transportation&lt;br&gt;technologies,&lt;br&gt;wireless networks can be employed to analyze the traffic jams and help&lt;br&gt;navigators to find a suitable route leading to energy savings. It is not uncommon to see disproportional submissions and &lt;br&gt;acceptance of some &amp;quot;prominent&amp;quot; persons in some of out known conferences. &lt;br&gt;Given the tight acceptance budget, it suffices to have a handful of them &lt;br&gt;to count out a large number of emerging scientists.&lt;p&gt;By the way, I for one, do not believe in double-blind review. Given the &lt;br&gt;reality on the field, one is tempted to think this is rather a sort of &lt;br&gt;self-deception... There are many papers with otherwise disjoint&lt;br&gt;&amp;gt;&amp;gt; author lists, and he appears to frequently be the last author. I&amp;#39;m not&lt;br&gt;&amp;gt;&amp;gt; sure how to interpret these results either, though.&lt;br&gt;&amp;gt;&amp;gt;&lt;br&gt;&amp;gt;&amp;gt;     &lt;br&gt;&amp;gt;&amp;gt;&amp;gt; So are people just using his Princeton credentials to get papers &lt;br&gt;&amp;gt;&amp;gt;&amp;gt; accepted?&lt;br&gt;&amp;gt;&amp;gt;&amp;gt;       &lt;br&gt;&amp;gt;&amp;gt; This presumes that his credentials are a contributing factor in&lt;br&gt;&amp;gt;&amp;gt; publication. Many of his co-authors are also from Princeton, however.&lt;br&gt;&amp;gt;&amp;gt;&lt;br&gt;&amp;gt;&amp;gt;     &lt;br&gt;&amp;gt;&amp;gt;&amp;gt; Isn&amp;#39;t it the responsibility of a co-author to at least be responsible &lt;br&gt;&amp;gt;&amp;gt;&amp;gt; for some of the content in a paper?&lt;br&gt;&amp;gt;&amp;gt;&amp;gt;       &lt;br&gt;&amp;gt;&amp;gt; The IEEE doesn&amp;#39;t have such a requirement, except vaguely in its Code of&lt;br&gt;&amp;gt;&amp;gt; Ethics. Victor, taking Vincent Poor as an example of having close to 100 &lt;br&gt;papers per year is a little an unfortunate example: from my times at &lt;br&gt;France Telecom I can confirm that, apart from his high academic &lt;br&gt;standard, he is certainly one of those who keeps a faily close &lt;br&gt;connection to industry. His output just confirms that he runs the show &lt;br&gt;efficiently and at high level.&lt;p&gt;I still believe that charging authors some money *prior* to submission &lt;br&gt;would significantly aid the situation. I have just checked, I have &lt;br&gt;handled close to 300 papers this year, from which a large (rejected) &lt;br&gt;fraction would have likely not been submitted if some initial fee had &lt;br&gt;been charged.
