B. N. ATKINSON (Koonung) raised an issue concerning a planning development by Christian City Church.</span><span style="font-family: verdana;"> Where their legal representative George Neophytou Law Pty Ltd had written a letter to the body corporate who had lodged objections against the development. This development was in fact the now new home of Christian City Church at Rooks Rd Vermount.<br /></span><br /><span style="font-family: verdana;">Quoting the </span></span><span style="font-family: verdana;font-size:85%;" >Hon. ATKINSON (Koonung)<br />"</span><span style="font-style: italic;font-size:85%;" ><span style="font-family: verdana;">This is an outrageous letter because people have an ability under planning legislation to object to developments that they believe will have an adverse impact on their amenity and enjoyment of their property. That is a legitimate opportunity. For this company to suggest that it has judged the objections of the objectors and decided that those objections are not substantial objections and then suggest it will pursue an order for $200 000 in costs if these people proceed with their objections is outrageous and in total contravention of the rights these people enjoy at law at the moment in being able to have their case heard by VCAT. In usual Christian City Church fashion the facts of this became rather clouded. </span></span><br /><br /><span style="font-size:85%;"><span style="font-family: verdana;">I can however state with my own two eyes and ears I was witness to a conversation that took place at Rooks Rd & where Pastor Peter Mchugh inspected the new sign that was to be hung on the outside of the main building. The sign contacted the word "Church". The sign was not permitted to be used. Instead it was to be replaced with something that did not state Church. At this time there is the signage of C3Centre. Unless one knew what C3 stood for I doubt anyone would realise this was the new home of Christian City Church Whitehorse.</span></span><br /><br /><span style="font-family: verdana;font-size:85%;" ><span style="font-family: verdana;">Getting back to topic, I was under the impression that Christian City Church applied to Whitehorse City Council for a development permit not for a Church but for a Christian teaching college. Reality is the college takes up about 5% (if that) of the buildings. Having a few hours spare I thought it maybe a good idea to research this topic.<br /><br /><span style="font-family:verdana;">It seems I'm not the only person who is or has been interested in knowing where Dr Phil Pringle obtained his Doctorate. I found some very interesting information from a well respect blog called <a style="font-weight: bold;" href="http://www.signposts.org.au/2006/04/10/hillsongs-the-next-installment/comment-page-57/" target="_blank">Signposts</a>.<br /><br />A number of its blog posters have submitted email requests direct to Christian City Church Oxford Falls asking where Dr Phil Pringle obtained his Doctorate. Whilst also being scammed into signing a personal loan with the Social Workers finance company.</span><br /><br /><span style="font-weight: bold;font-family:verdana;" >FOR IMMEDIATE RELEASE</span><span style="font-family:verdana;"> - Melbourne, Australia, January 21, 2009 - A 43 year old man who had recently been discharged from hospital, sought welfare assistance through Christian City Care, a Pentecostal Church welfare organisation based in Box Hill, Melbourne. Over the course of five months he was systematically scammed and conned by the organisations appointed Social Worker, who was also the Director of his own finance company.</span><br /><br /><span style="font-family:verdana;">The same company who cohered the welfare client into signing a personal loan. Further lies and client abuse followed, with the Social Worker arranging a meeting with a supposed friend who could apparently assist the welfare client to get back on his feet. Much later it was learnt that this ‘so called friend’ was a finance customer purported to have an outstanding debit of $10,000 owed to the Social Worker's company. </span><br /><br /><span style="font-family:verdana;">This friend was the Director & owner of Connections Consulting Pty Ltd. The welfare client, a web developer, was offered two projects. However both projects turned from four days work, into 3.5 months & 1,400 hours of work. Over this period the welfare client was treated like a lackey. He was ordered to perform additional office duties, was subjected to both emotional abuse, intimidation and threats of physical violence. Towards the end of his harrowing ordeal, he was forced; by fears of abuse, to worked 24 hour periods without out rest or adequate food. In total he received $300.</span><br /><br /><span style="font-family:verdana;">The CCCare Social Worker promised he would be paid on completion. Instead his Social Worker sacked him two days prior to the planned completion date. When asked for payment his Social Worker stated “I only introduce people, what Frank owes you is between you and Frank, it has nothing to do with me.” </span><br /><br /><span style="font-family:verdana;">A formal letter of complaint was sent to the Pastor of Christian City Church Whitehorse, Peter McHugh. Who is the Chairman & Director of the Board for both the Church and CCCare. The response was a white wash. Neither organisations accepted accountability for their dodgy Social Worker. Further attempts to have this matter resolved has produced an identical 'head in the sand' mentality. </span><br /><br /><span style="font-family:verdana;">As of January 21, 2009 the welfare client is yet to receive an apology from the Church, much less being compensated for the 1,400 hours worked. Preferably the press.<br />My story is about how I was scammed by a welfare organisation Christian City Care and their Social /Welfare worker (who turned out to be unqualified).<br /><br />My CCCare Social/Welfare worker took advantage of my ill mental and physical health and cohersed me into signing a loan with his finance company. Much less entertained a moral, ethical or biblical stand on being accountable for their part in this welfare scam. Lets face it, the only people that don't like whistle blowers, are the people who are brought into contention by what maybe brought to light; most people are scared of the truth.<br /><br /><h3><strong>Christian City Church Whitehorse Book</strong></h3>This blog has received over 100,000 visits since May 2008. It currently holds numerous spot 1 & page one listings on all major search engines, not only in Australia but world wide. I've received emails from all over the globe. Some are true Christians wanting to express their personal apologies for the treatment I received. Others are concerned with a loved one, who in their opinion, have been brainwashed by </span></span><span style="font-size:85%;"><span style="font-family:verdana;">Pentecostal Evangelistic Christian movements. Of course I've also received bitter, hateful emails from the misguided zealots too.<br /><br />Originally this blog was set-up for one purpose only. However over time perspectives change, least mine have. Since writing the personal events that took place at Christian City Church Whitehorse and Christian City Care. And also receiving many emails, I decided to write a book about my experiences at both CCCW and CCCare.<br /><br />At a guess a few people will be non too happy learning about this book. From my experience social workers at the very least have a basic grounding in psychology. With over 200 Christian City Churches world wide they are also known as C3iglobal.<br /><br />To refresh the current situation pertaining to this Christian City Church blog, it involves Christian City Church Whitehorse and the welfare organisation Christian City Care. It directly concerns a Mr Ryan who was employed by the Board of Directors of CCCare/CCCW in 2003 to be the CCCare Welfare Worker.<br /><br />Fact is Mr Ryan was not a qualified Welfare Worker.<br /><br />Fact is he was unqualified to perform the duties of a Welfare Worker.<br /><br /><span style="font-weight: bold;">Unqualified means</span>:<br /><span style="color: rgb(51, 51, 255);">Not qualified; not fit; lacking requisite qualifications: unqualified for the job</span>.<br /><br />Mr Ryan's position within CCCare was not just a matter of accessing clients for food hampers or to source out accommodation or material aid. What makes this matter troubling is some of the clients Mr Ryan was dealing with had alcohol and drug abuse issues. Some clients also had mental issues, abuse issues and what I'd call substantial life management issues.<br /><br />Mr Ryan was given carte blanche authority by CCCare to assist these clients with the above issues.<br /><br />For instance, I was witness to many occasions when Mr Ryan bought </span><span style=";font-family:verdana;font-size:85%;" >alcohol for alcoholics. A number of times he'd taken clients who were alcoholics to the pub. He'd even formed friendships with clients outside of CCCare and would invite clients to his home for a BBQ and drinks.<br /><br />Most people would realise that you don't give an alcoholic alcohol. Transpose this to a Welfare Worker and they would certainly have the training to know that giving alcohol to an alcoholic is a no no. But Mr Ryan the (so called) welfare worker for Christian City Care had no clue!<br /><br />In another display of the CCCare's bogus welfare workers inapt abilities, he had a client (lets call her Ann).<br /><br />Anne came from an abusive relationship, had a history of being incarcerated, had a teenager son (who was removed from here care) and had a history of drug abuse. At the time Ann was on the methadone program.<br /><br />Ann was being housed in a medium term women's accommodation program. A two bedroom unit in an eastern suburb of Melbourne. The apparent residential conditions of this unit was that Ann must live there by herself.<br /><br />However Mr Ryan had a problem. Two of his CCCare clients were desperately in need of accommodation. In additions one of these clients had a drug abuse issue, whilst the other was an alcoholic. Instead of respecting the fact that Ann had issues also, he manipulated Ann into allowing these two men to reside at her unit.<br /><br />Not only did this place Ann at risk of relapsing back to her substance abuse, but, it also directly jeopardised Ann's accommodation conditions.<br /><br />Unfortunately not long after these two men moved into Ann's residence trouble commenced. Ann began drinking and smoking drugs. When both men were asked to leave, one complied, whilst the other turned nasty and reported Ann to the organisation that had given her the housing.<br /><br />Ann's return to drugs, could have been prevented and the obvious risks should have been avoided.<br /><br />When you have a welfare organisation (CCCare) passing Mr Ryan off as a Social/Welfare Worker, (and allowing this person to do the same), situations such as what happen to Ann, the alcoholics and any client of Christian City Care who dealt with Mr Ryan (CCCare bogus Welfare Worker) is an inevitable outcome.<br /><br /></span><span style=";font-family:verdana;font-size:85%;" >It's a pity that Mr Ryan did not hold insight to realise he was in over his head. It's also sad state of affairs when a registered Welfare Organisation in Victoria, CCCare, were incapable of seeing the damage that Mr Ryan was/ had caused to clients of CCCare.<br /><br />Unfortunately both Christian City Care and Christian City Church Whitehorse refuse to take any accountability for Mr Ryan's actions.<br /><br />Let's just hope that due to Mr Ryan's lack of qualifications and bogus Social/Welfare Worker status, he has not caused any of his CCCare clients who suffered mental illness, alcohol/drug abuse issues or other serious problems any physical harm, abuse or worse.<br /><br />As I was also a client of Mr Tony Ryan, Christian City Church Whitehorse being a Church of 3Ciglobal and Christian City Churches, that Senior Minister Phil Pringle needs to address the lack of accountability at CCCW and CCCare.<br /><br />Both <span style="font-weight: bold;">Minister Phil Pringle</span> and <span style="font-weight: bold;">Christian City Church Oxford Falls</span> have been advised on three separate occasions about these welfare issues.
