On kotaku.com it says Resident Evil 5 Maybe set in Haiti here's what they said:

Remember that Resident Evil 5-is-racist brouhaha? The E3 trailer showed large numbers of black zombies getting killed, which set off a firestorm of controversy. Killing black zombies? Masked racism, critics say. According to our well-placed insider, there is a reason for that: Resident Evil 5 takes place in Haiti, zombism's spiritual home. Speculation was that it took place in either Africa or Carribean. And yes, according to our insider, the setting is apparently Haiti. Makes sense!

Since its initial unveiling our opinion on Resident Evil: Umbrella Chronicles seems to change on a play-by-play basis. The game began - or was hinted to be - set in the Resident Evil 4 play-style, using the same action-oriented over-the-shoulder view as GameCube's killer ap, and then later was revealed as an on-rails branching light gun game. At E3 we went hands-on with the title only to find that, despite its promising design, Umbrella Chronicles was lacking in a few key areas. Now that we've got it in-office, however, we're noticing some definite improvement to the overall execution of Capcom's next survival horror game. Umbrella Chronicles Famitsu Preview

New character
The new character is named Sergei Vladimir. He is the leader of Umbrella and is somehow connected to the UBCS (of which Carlos of the Bio 3 chapter belongs). There's a shot that shows Wesker in a showdown with Sergei.

Weapon upgrades
Killing zombies and other enemies will earn you points, of which you can use to upgrade your weapons to the next level, similar to RE4.

Results
Each game is broken up into chapters. Shown in the screens is Biohazard 0, which has 3 chapters. It takes about 40 minutes to beat the Biohazard 0 chapter in total on normal mode. Like all Biohazard games you will be ranked with a letter grade. Your ranking is based on clear time, enemies killed, critical hits landed (i.e. headshots) and amount of files collected.

No Biohazard 2 chapter -- really
New art is shown in the mag pics. Wesker overlooks his right soldier, while Chris, Jill, Carlos, Rebecca and Billy pose with their weapons.
