I've had a couple of comments asking for an update. I haven't a great deal to report (certainly no sign of any actual action for a while yet) but there is a new round of consultation starting. I think it's unfortunate that more consultation is needed before things can start happening, but it's so long now since the last consultation that I think it's the least worse option.
