It is CHNRI’s mandate to advocate research programmes directed at addressing the conditions responsible for the most important diseases suffered by children, especially in developing countries, where the major burden of disease remains. In particular, CHNRI aims to influence policy decisions and program development to fast track the adoption of cost-effective and sustainable solutions. &lt;br /&gt;&lt;br /&gt;Theme:&lt;br /&gt;The CHNRI International Essay Contest 2009 has been conceived to showcase examples of research that had an impact on policymakers, donors or relevant stakeholders to implement evidence informed policy or to allocate more funds for research focused on key issues that affect child health and nutrition. The contest is focused on examples of policies oriented to improve child health and nutrition that are based on research findings. CHNRI is looking for the best examples of how research has been translated into policy that improved the child health and/or nutrition status at national, regional, or global level within the past 20 years. Interested participants should provide a specific example of how the evidence was generated to help establish, modify or implement a policy, based on research. The essay should describe the context in which the described case took place, which may include the history of the institution, and provide a substantiated and specific example of how research results influenced policy-making as well as program development. &lt;br /&gt;Rules and guidelines&lt;br /&gt;Eligible papers may be submitted by any researcher working in the field of child health and nutrition research. &lt;br /&gt;Each applicant can submit only one essay. &lt;br /&gt;The essay must not have been published previously. &lt;br /&gt;The essay should be in English of a maximum of 2,000 words and an abstract of maximum 300 words. &lt;br /&gt;Each essay should have adequate references. &lt;br /&gt;Entries will be judged on originality, expression of ideas, presentation, and understanding of the research environment, and be evaluated by an evaluating committee of experts via blind review. &lt;br /&gt;Submission must include a cover sheet with the applicant’s name, date of birth, institutional affiliation, official designation i.e. title (if any), mailing address, e-mail address, phone and fax numbers. &lt;br /&gt;Entries must be submitted in an electronic format to Dr. Tanvir M. Candidate is required to produce evidence, in the form of a letter of acceptance from the US institution to be visited along with merits/uniqueness of that host institute in the proposed area. &lt;br /&gt;&lt;br /&gt;Note: The candidates who have availed any other overseas fellowship to USA for a period of more than three months through any Government/public funding agency during last two years will also not be considered for this fellowship.&lt;br /&gt;&lt;br /&gt;Fellowship: &lt;br /&gt;“The IUSSTF Fellow will be entitled to fellowship amount of US $ 3000 per month.” &lt;br /&gt;&lt;br /&gt;"IUSSTF Fellow will also be entitled to a personal contingency grant of upto a maximum of Rs. 50,000 to cover for visa, airport transfer, medical insurance etc. Medical insurance expenses, visa fee, airport transfer charges will be met by the fellow from out of this personal contingency grant." &lt;br /&gt;&lt;br /&gt;IUSSTF Fellow will also be permitted to travel within USA to attend conferences or visit other institutes of interest with the approval of the advisor at the host institute. As a rule, reimbursements will not be provided for air tickets purchased directly.&lt;br /&gt;&lt;br /&gt;Rules governing payment of salary, leave, medical, gratuity, GPF and pension etc. of the organization/ institution/ university to which the fellow belongs would continue to be applicable. No liability on any of these accounts will be borne by IUSSTF.&lt;br /&gt;&lt;br /&gt;The candidate selected for the award of the Indo-US fellowship should commence their research with six month period from the date of award announcement. I like to take first about Master of Social Work. It is the application and adoption of the methods and philosophy of social work in the field of health and medical care. It is also defined as the branch of social work dealing with the social, physical and psychological aspects of patients. It is the branch that uses the relevant social skills and knowledge to help the patients. &lt;br /&gt;Medical social workers typically work in a hospital, skilled nursing facility or hospice, have a graduate degree in the field (Master’s degree in social work, MSW or MSSW), and work with patients and their families in need of psychosocial help. Medical social workers assess the psychosocial functioning of patients and families and intervene as necessary. Interventions may include connecting patients and families to necessary resources and supports in the community; providing psychotherapy, supportive counseling, or grief counseling; or helping a patient to expand and strengthen their network of social supports. Medical social workers typically work in an interdisciplinary team with professionals of other disciplines (such as medicine, nursing, physical, occupational, speech and recreational therapy, etc.). Medical social workers are dedicated to assisting the patients and families who are in need of help. Master of social work is becoming synonym with Medical Social Work. It really interested. The university is giving degree of Master of Social work. "We find that on the one hand, the Constitution of India redefines the state-citizen relationship in terms of rights and duties. But on the other hand, how these rights and duties are interpreted is not always in terms of the best interest of the child," says Dipankar Majumder- Director, CRY. &lt;br /&gt;&lt;br /&gt;"In the last six decades, children have been part of nation building and have also faced the brunt of the development path taken. This gives scope for in-depth studies on how children form their identities? How are their childhoods experienced in a society where the role of family, community, economy and the state is ever-changing? The CRY research fellowships encourage original ideas, non conventional approaches and seek creative methodologies to explore this area. &gt;From the insights and information that researchers will share, we hope to learn more about the interplay of culture, tradition, law, ethics and policy in defining the best interest principle," he explains.&lt;br /&gt;&lt;br /&gt;a.. Eligibility: Potential fellows will be Indians residing in India, above the age of 18 years. There is no upper age limit. This it seeks to accomplish through its two components -- Environmental Small Grants (for organisations) and Environmental&lt;br /&gt;Fellowship (for individuals)&lt;br /&gt;&lt;br /&gt;The focus of the current program is on cross cutting environmental issues around Toxicity, Waste and Pollution in India. Any activity that falls within the program focus and is strategic; action-oriented; builds public involvement and support; focuses on root causes of the issue; and most important, has a clear sustainability plan; is eligible for support under EEJP.&lt;br /&gt;&lt;br /&gt;EEJP is currently inviting applications. Organizational Context&lt;br /&gt;&lt;br /&gt;Since 2002 UNDP has been providing funding and implementation support to the Ministry of Home Affairs under the GoI-UNDP Disaster Risk Management Programme covering 176 multi-hazard prone districts in 17 states. The programme has come to an end in June 2009. Based on the lessons learnt, recommendations of the evaluations conducted, priorities identified in the Eleventh Five Year Plan, provisions of the National Disaster Management Act 2005, Hyogo Framework for Action (HFA) and UNDP's global mandate, a new Disaster Risk Reduction Programme has been formulated through a consultative process. This programme, expected to start in 2009, would focus on disaster risk reduction and has essentially four components:&lt;br /&gt;&lt;br /&gt;§ Strengthened SDMAs and DDMAs to fulfill the responsibilities stipulated in the National DM Act (2005), especially with respect to DRM;&lt;br /&gt;&lt;br /&gt;§ Methodologies and modalities developed for ensuring risk reduction through development programmes of all partners at national, state and community levels;&lt;br /&gt;&lt;br /&gt;§ Urban risk reduction undertaken by addressing planning and development issues through suitable legislative and regulatory mechanisms; and&lt;br /&gt;&lt;br /&gt;§ Recovery framework setup through which the people affected by disasters are able to access resources for rebuilding their lives and to revive their livelihoods.&lt;br /&gt;&lt;br /&gt;There is a fifth cross-cutting component which relates to strengthening Knowledge and Information Sharing platform in disaster management.&lt;br /&gt;&lt;a href="http://www.s2d6.com/x/?x=c&amp;amp;z=s&amp;amp;v=2041696&amp;amp;r=[RANDOM]&amp;amp;k=[NETWORKID]" target="_blank"&gt;&lt;img src="http://www.s2d6.com/x/?x=i&amp;amp;z=s&amp;amp;v=2041696&amp;amp;r=[RANDOM]&amp;amp;k=[NETWORKID]" border="0" alt="click here" /&gt;&lt;/a&gt;&lt;br /&gt;&lt;br /&gt;Though the Government at the Centre and States are committed to follow a holistic approach leading to disaster risk reduction, there is a need for common understanding of the various dimensions of disaster risk reduction identified under the national programmes, capacity building measures encompassing systemic, individual and institutional capacity at various levels are critical for the success of these programmes. Functions / Key Results Expected&lt;br /&gt;&lt;br /&gt;a.. Support SDMA in development of awareness campaign strategy for DRR and its implementation in the state. &lt;br /&gt;b.. Facilitate SDMA in development of Human Resource Plan for implementation of the DRR initiatives as well for the training institutes/ resource institutes to undertake training at different levels based on DRR &lt;br /&gt;c.. Provide technical support in preparation or updation of state disaster management plan to ensure that the issues of DRR have been addressed &lt;br /&gt;d.. Facilitate the SDMA to initiating risk and vulnerability assessments and preparation of annual vulnerability and risk reduction reports. &lt;br /&gt;e.. Support the SDMA in follow up with various line departments to ensure that DRR issues have been addressed in their development plans. &lt;br /&gt;f.. Facilitate SDMA in preparation of Disaster Risk Reduction Projects in various sectors &lt;br /&gt;g.. Facilitate SDMA in carrying out DRR Audit of the development plans prepared by line departments. &lt;br /&gt;h.. Support the SDMA in developing a Recovery framework for the state &lt;br /&gt;i.. He spoke to Katherine Nightingale, at a media briefing, about the philosophy behind the foundation's Grand Challenges Explorations programme (see US$100 million awarded for innovation in health research). The US$100 million programme, launched in 2008, provides investigators with unorthodox ideas US$100,000 grants to take their ideas to proof of principle stage — with the potential for further funding.&lt;br /&gt;&lt;br /&gt;What is Grand Challenges all about? &lt;br /&gt;Health solutions for the developing world are hard to create, so we believe that true innovation is needed. Some areas require a revolution in thinking — not just an evolution in thinking. If you think about HIV vaccines, everything that's been tried so far has not gone well, and part of the problem is that we are locked in an orthodoxy of thinking about the problem that prevents us from thinking in novel creative ways.&lt;br /&gt;&lt;br /&gt;We have many different mechanisms for funding innovation but the one that we started last year was really focused on creating true innovation, ways to imagine solutions to problems that have existed for some time but really challenge orthodoxy.&lt;br /&gt;&lt;br /&gt;Is it hard to apply for a grant? &lt;br /&gt;&lt;br /&gt;You need a two-page application at the start with no preliminary data required. If you have a 20-page application where you dot the "i"s and cross the "t"s, you're not going to get those new ideas.&lt;br /&gt;&lt;br /&gt;Have you been deluged with applications? &lt;br /&gt;&lt;br /&gt;We've had 7,000 applications. The first round we funded about 105 and the second round about 75–80 new grants. Over five years I'm thinking we'll have signed off 1,000 grants. The whole point is that we're willing to take risks. My guess is that maybe one or two are real charlatans but that happens.&lt;br /&gt;&lt;br /&gt;&lt;a href="http://www.s2d6.com/x/?x=c&amp;amp;z=s&amp;amp;v=1956543&amp;amp;r=[RANDOM]&amp;amp;k=[NETWORKID]" target="_blank"&gt;&lt;img src="http://www.s2d6.com/x/?x=i&amp;amp;z=s&amp;amp;v=1956543&amp;amp;r=[RANDOM]&amp;amp;k=[NETWORKID]" border="0" alt="click here" /&gt;&lt;/a&gt;&lt;br /&gt;Can people submit any idea? &lt;br /&gt;&lt;br /&gt;We pick the subjects. We say: here are the stumbling blocks, here are the roadblocks. So there is a variety of topics that are specifically interesting to us: new ways to protect against HIV; new ways to think about TB latency; new ways to prevent against infection in general.&lt;br /&gt;&lt;br /&gt;And are the proposed subjects always a direct response to problems "on the ground"?&lt;br /&gt;&lt;br /&gt;Yes. Let me give you an example. This is one that we haven't announced yet. Reproductive health is one of the major problems. High fertility rate is a big problem but one of the biggest problems is the early onset of the first pregnancy, and maternal death and child death is greatly enhanced if the mother is young.&lt;br /&gt;&lt;br /&gt;One of the major concerns — though hard to prove — is that hormone-based contraceptives close epiphysis of bone early [preventing bones from reaching its full height]. It hasn't been proven yet but that's one of the fears and there's been some evidence that that might happen. So you can't use these hormone-based pills for pre-adolescent girls and one of the big questions is what kinds of non-hormonal contraceptives are there? Zero. Why? Because there's no market for them, because in the developed world 13-year-olds don't have babies by and large.&lt;br /&gt;&lt;br /&gt;So I said what if we created a Grand Challenges Explorations category: new ways to prevent pregnancies that are not hormone based. I hope we get a thousand ideas on this of which we can pick 20 or 30 and fund them and see how far they go.&lt;br /&gt;&lt;a href="http://www.s2d6.com/x/?x=c&amp;amp;z=s&amp;amp;v=1537917&amp;amp;r=[RANDOM]&amp;amp;k=[NETWORKID]" target="_blank"&gt;&lt;img src="http://www.s2d6.com/x/?x=i&amp;amp;z=s&amp;amp;v=1537917&amp;amp;r=[RANDOM]&amp;amp;k=[NETWORKID]" border="0" alt="click here" /&gt;&lt;/a&gt;&lt;br /&gt;How does the foundation choose between the applicants? &lt;br /&gt;&lt;br /&gt;The critical piece is the review. The NIH established a "pioneer" award in the US, but the reviewers were peers. Peer review innovation because by definition innovators have no peers. That's really critical because I think people who are experts in their field are locked in an orthodoxy of thinking that makes it difficult for them to accept the most novel ideas. As long as you've got smart people looking at the application that aren't experts in the field they'll recognise innovation. We had many outstanding scientists and entrepreneurs on the panel.&lt;br /&gt;&lt;br /&gt;The reviewers in each cycle get to pick one winner for certain, that's their 'gold'. Then they get to pick two 'silvers' to be considered. Most of them have never had that opportunity before, they're usually part of a review panel and they state an opinion but don't actually pick. Some very smart people — Nobel prize winners — found this very hard, it made them very nervous.&lt;br /&gt;&lt;br /&gt;&lt;iframe src="http://www.s2d6.com/x/?x=i&amp;amp;z=i&amp;amp;v=1967437&amp;amp;r=[RANDOM]&amp;amp;k=[NETWORKID]" scrolling="no" marginwidth="0" marginheight="0" frameborder="0" vspace="0" hspace="0" width="160" height="600"&gt;&lt;br /&gt; &lt;ilayer src="http://www.s2d6.com/x/?x=i&amp;amp;z=i&amp;amp;v=1967437&amp;amp;r=[RANDOM]&amp;amp;k=[NETWORKID]" z-index="0" width="160" height="600"&gt;&lt;br /&gt;&lt;a href="http://www.s2d6.com/x/?x=c&amp;amp;z=s&amp;amp;v=1967437&amp;amp;r=[RANDOM]&amp;amp;k=[NETWORKID]" target="_blank"&gt;&lt;br /&gt;&lt;img src="http://www.s2d6.com/x/?x=i&amp;amp;z=s&amp;amp;v=1967437&amp;amp;r=[RANDOM]&amp;amp;k=[NETWORKID]" border="0" alt="click here" /&gt;&lt;br /&gt;&lt;/a&gt;&lt;br /&gt;&lt;/ilayer&gt;&lt;br /&gt;&lt;/iframe&gt;&lt;br /&gt;And what's your own approach? &lt;br /&gt;&lt;br /&gt;Good incremental science, the kind of thing you would get in an NIH or MRC application, I throw in the wastebasket — the MRC should be funding that; the NIH should be funding it. It's the stuff that NIH would never fund that I put into my 'good' pile. I love those ideas. And none of them are completely original, they've been around but no one's actually funded them.&lt;br /&gt;&lt;br /&gt;Are Bill and Melinda Gates heavily involved in the vetting and ideas process?&lt;br /&gt;&lt;br /&gt;Definitely. We always run our new ideas by Bill to make sure he knows about them. Bill was one of the reviewers. Here's a guy who's a bright person, an innovator — why shouldn't he be able to tell the difference between something that's good and not?&lt;br /&gt;&lt;br /&gt;&lt;a href="http://www.s2d6.com/x/?x=c&amp;amp;z=s&amp;amp;v=1949114&amp;amp;r=[RANDOM]&amp;amp;k=[NETWORKID]" target="_blank"&gt;&lt;img src="http://www.s2d6.com/x/?x=i&amp;amp;z=s&amp;amp;v=1949114&amp;amp;r=[RANDOM]&amp;amp;k=[NETWORKID]" border="0" alt="click here" /&gt;&lt;/a&gt;&lt;br /&gt;Can you give some examples of grant-winners?&lt;br /&gt;&lt;br /&gt;In the first round we had approaches whereby acrylamide nanoparticles would be incubated with HIV virions [virus particles] and as they solidified the virions would be washed off. So there would be particles with pockets that exactly fit HIV virions — a little bit like a synthetic antibody. The idea is that you would inject the particles, the particles would mop up the virions in the way an antibody would.&lt;br /&gt;&lt;br /&gt;That one got funded in the first round and it's been six months or so and I haven't heard back from the scientist in Singapore.&lt;br /&gt;&lt;br /&gt;Another one involved expressing malaria antigens in the salivary glands of a mosquito so that every time a mosquito bit you it was basically inoculating you. That might not work but these are novel concepts.&lt;br /&gt;&lt;br /&gt;There's another one that involves a magneto-optical approach to diagnosing malaria. Malaria parasites make from human haemoglobin a pigment called haemozoin which has iron in it. Using a certain kind of magnetic field you can orient those iron particles in a certain direction that is different from the way that particles of, let's say, human blood orient. And then you can use an optical mechanism to make the diagnosis. That's one that's just been submitted. That's exciting. But we're prepared to fund the ones that work with US$1 million in the second round and more if necessary as it succeeds. It's potentially a US$200 million investment.&lt;br /&gt;&lt;br /&gt;Does Grand Challenges attract developing world scientists?&lt;br /&gt;&lt;br /&gt;Roughly 10–11 per cent of applications came from the developing world and 10–11 per cent of the funded applications came from the developing world — they did as well as people from the developed world.&lt;br /&gt;&lt;br /&gt;We had a scientist in the last round from Kenya who was working with a group from Canada who had come to Kenya to try to understand why some sex workers were highly exposed to HIV but didn't get HIV. When they stopped having frequent sex they got exposed again so it wasn't quite clear what causes their resistance. He couldn't get funding in Kenya and went to Canada to get some training. He'd gone back to Kenya and pored through the data and made the link between potential — or a propensity to — diabetes and resistance to HIV so he's pursuing that.&lt;br /&gt;&lt;br /&gt;Have you ever funded very simple ideas?&lt;br /&gt;&lt;br /&gt;There was one from someone in Africa in the first round who was going to use the house as a means of baiting and trapping mosquitoes. That was very basic. Once they get to the point where there's a proof of concept, then other organisations are interested. One of the things we've been looking at is how we can help countries and other agencies invest in what we're doing.&lt;br /&gt;&lt;br /&gt;Are you going to patent these ideas?&lt;br /&gt;&lt;br /&gt;No. We don't own the patents.The investigator could patent it or sell the idea to somebody else. The only thing we ask for is a global access agreement, which basically says that if something happens to make this a viable product then the product will be made available at an affordable cost for poor people.&lt;br /&gt;&lt;br /&gt;Do you get any really nutty ideas?&lt;br /&gt;&lt;br /&gt;Yes, some of them are absolutely crazy.&lt;br /&gt;&lt;br /&gt;Aren't you scared that all these wacky ideas will fail?&lt;br /&gt;&lt;br /&gt;That's one of the things I asked Bill. I said: "There's a risk that we'll do this and nothing will happen". Under this programme, projects that are innovative such as piloting innovating policies, organizing innovating technologies or building the social capacity of NGOs and other organizations for sustainable development can receive grant support. The grant support has a limit of US $30,000 and it can be used for implementing the project. NGOs proposing the project or at least the projects being proposed should be implemented in the Asia-Pacific region. The project duration can be from six months to 24 months. The areas covered in the programme are (1)climate change; (2)marine and coastal resources; (3)wastes and chemicals; (4)energy and air, (5) biodiversity; (6)freshwater;; and (7)land management (including urbanisation, rural development and forest). This is a golden opportunity for NGOs working on livelihood development with remote and marginalized communities across the country to apply for grant from the European Commission. The funding would be provided for providing vocational education, training and skill development. building innovative linkages, adequate use of local resoruces and capacity-building of relevant institutions. The projects proposed under this "Call for Proposals" can cover healthcare, travel and tourism, renewable energy/sustainable environmental management, trading, retail and fast growing service sectors, agro-processing and value-adding sectors in agriculture and manufacturing.
