[GLCC NewsBlast: 168] Allegheny County Passes Inclusive Anti-Discrimination Bill

The Allegheny County Council voted Wednesday evening, July 1st 2009,
to approve the Allegheny County Human Relations Ordinance, legislation
that will ban discrimination in housing, employment and public
accommodations on the basis of sexual orientation and gender identity
or expression with limited exceptions. Although similar protections
have been in place in the City of Pittsburgh for over 20 years, this
week's ordinance marks the first time these protections will be
extended to County borders. This is a historic step forward and true
cause for celebration.

The bill, which passed by an 8-6 vote, established a county-wide Human
Relations Commission that will be responsible for investigating claims
of discrimination. The ordinance is set to become law once it is
signed by County Executive Dan Onorato on Thursday, June 9, 2009.

The Coalition for the Allegheny County Human Relations Ordinance,
along with many other individuals, worked with County Executive Dan
Onorato and County Council this week to modify the bill after a
previous amendment was found to include an unreasonably broad loophole
per religious exemptions. The final amended language, while explicitly
stating an exemption by religious organizations, sidesteps the issue
of organizations that receive tax-payer funds. This language allows
for further dialogue on this particular issue.

LGBT rights organizations from across the state also praised the
Ordinance for its inclusive protection of transgender individuals.
The Coalition for the Allegheny County Human Relations Ordinance
called the new legislation "the highest standard of trans-inclusive
language in the Commonwealth." The county is now the fifteenth
municipality in the state to grant protection to LGBT individuals.

For the past year, our community has worked with determination and
persistence to bring this day about. Throughout this process, we have
formed important relationships, and the unique collaboration between
LGBT organizations, allies, grassroots activists, and public officials
will continue to serve as a model of effective partnership. We thank
all those involved, particularly Council Members Burn, DeFazio,
Cleary, Fitzgerald, Macey, Martoni, Robinson and, of course, the prime
sponsor Amanda Green. We also thank County Executive Dan Onorato and
his staff for lobbying in support of the Ordinance in recent weeks.

While the individuals and groups involved in this effort are numerous,
several groups and grassroots outlets offered frequent input into the
process in recent days: Speakers at the Council meeting, the
Pennsylvania Human Relations Commission, the Pittsburgh Human
Relations Commission, ACLU-PA, Delta Foundation of Pittsburgh,
Equality Advocates PA, GLCC Pittsburgh, GLEC Group, New Voices
Pittsburgh-Women of Color for Reproductive Justice, One Church
Pittsburgh, Pennsylvania NOW, PERSAD Center, Steel-City Stonewall
Democrats, Trans Working Group, Women's Law Project, Women & Girl's
Foundation of PA. Bloggers also were a vital part of getting
information to the community and include pghlesbian.com,
pghcomet.blogspot.com, thomascwaters.com amongst others.

We will continue to work for equality at the local, state and national
levels. But, before we get back to work, let's take this moment to
celebrate and affirm that together, we can move equality forward for
our entire community-LGBT and straight.

Dear LGBTQ community of Allegheny County and our allies:

Allegheny County Council will be voting on the Allegheny County Human
Relations Ordinance this Wednesday, July 1. Council and the County
Executive are expected to give it their final approval.

The ordinance will establish a Human Relations Commission and prohibit
most discrimination in employment, housing and public accommodation
based on many characteristics including sexual orientation, gender
identity and expression. Similar protections have been in place in the
City of Pittsburgh for over 20 years. Now most of those protections
will be extended to the County borders.

As many of you are aware, three County Councilman introduced an
amendment at the Council's Government Reform Committee. This
amendment is not supported by the coalition. On Monday, Coalition
representatives met with County Executive Onorato's staff to
strategize and find an appropriate solution.

The Coalition members were able to suggest wording similar to what has
been in effect in Philadelphia for many decades. This amended
amendment would exempt Sectarian, Religious, Charitable and Fraternal
organization from complying with the Human Relations Ordinance. This
amended amendment would also not require religious organizations to
register with this Human Relations Commission and in doing so receive
the right to discriminate. We would like to reiterate that this
solution is exactly the same as what is currently in place in
Philadelphia. While the coalition does feel this is a much better
solution, this would still allow County dollars to be spent on
organizations that are exempt. This however does not prevent the
County from mandating in contracts that these types of organizations
must comply with the Human Relations Act. These types of mandates in
contracts are current practice in Philadelphia.

This ordinance meets the highest standard in trans-inclusive language
in the Commonwealth. That being said we believe that we should
SUPPORT amending the amendment as proposed by the coalition and
PASSING County Council bill 4201-08. We believe that this ordinance
will protect a majority of LGBT citizens of Allegheny County against
discrimination based on sexual orientation, gender identity and
expression.

Although we are recommending passage of this bill with the amended
amendment, we will continue to work with our neighbors in Philadelphia
to further amend the bill so that County funding would not be
available to organization that discriminate.

Dear LGBTQ community of Allegheny County and our allies:

As many of you know, the Allegheny County Council will be voting on
the Allegheny County Human Relations Ordinance this Wednesday, July 1.
Council and the County Executive are expected to give it their final
approval.

This process began at Pride 2008 with conversations between
Councilperson Amanda Green and several community leaders. Throughout
the year, community leaders have worked with Councilperson Green to
shape the bill and many community members have voiced support for it.

The bill is not perfect. We have major concerns about an amendment
(Section 215.31. "Definitions." Sub-section H. Sub-paragraph 1) made
to the bill in the Council's Government Reform Committee (over the
objections of Councilperson Green) on June 18. -This amendment allows
religious organizations to discriminate, even if they receive County
government funding. This is not allowed in the Pittsburgh ordinance
and will make the protections of the Allegheny County Human Relations
Ordinance weaker than the Pittsburgh ordinance.

-It allows for discrimination by religious organizations not only on
the basis of sexual orientation and gender identity, but also on the
basis of race, color, national origin, sex, disability, age, etc.

-The amendment sets up an inane and unconstitutional requirement that
religious organizations document their homophobia and transphobia in
order to be exempt from the ordinance. So, religious organizations
that are BGLT friendly would have to comply with the ordinance while
the homophobic organizations can discriminate against anybody for any
reason.

-This amendment is potentially a harmful model for statewide non-
discrimination legislation.

Some of us who are familiar with the legislation feel the amendment
makes the entire bill not worth having for the reasons listed above.
On the other hand, some of us feel that the protections the bill
offers are substantial and that the bill is at least a step in the
right direction. And there is also the strong possibility of striking
some of the problematic portions of the legislation in court.
Representatives from our working group are meeting with County
Executive Onorato's staff to try to get rid of as much of this bad
language as possible prior to approval of the ordinance. Here is how

GLSEN Pittsburgh, in partnership with PERSAD and PFLAG, is proud to
announce our first Unified for Youth (U4Y) Conference to be held at
the Art Institute of Pittsburgh - Downtown. The conference will open
Friday evening, July 17 for registration, snacks and entertainment.
Saturday we will have workshops for L,G,B,T,Q and ally youth in grades
8 through 12 and parents/adults. The schedule will include:

Commission will speak about Legal Issues. -Mr. Glassman is the first
Gay Man appointed by the Governor (a limited number of separate

Panel Discussin followed by Dinner and a preview of a documentary at
the Harris Theater called: "Out in the Silence." It won a Sundance
Film Festival Award and will be presented by the filmmakers along with
the subjects of the film who are from Oil City, P.A. A Limited number
of puplic tickets will also be sold for this event.

Sunday will conclude the conference with three workshops: Diversity
in you Future (for youth) and Conselor Competency (for adults).
Bullying - an Epidemic will then be presented for all.

The conference will end at noon on Sunday. Cost for all meals and the
conference is $25 for the 1st person and $10 for each family member
thereafter. The tickets for Mr. Glassman and the Film are included in

Pride Week 2009!

This year, we pause to remember the Stonewall Riots, which took place
on June 28, 1969 and has been long recognized as the start of the
modern Gay Rights Movement in the US. A group of individuals had the
courage to stop the harassment, begin to speak up and fight back. We
have come a long way in 40 years, but we all know that the fight for
true equality and basic protection under the law still has a long way
to go!

The theme of this year's Pride Week is "Your Rights, Our Rights, Human
Rights". We are pleased to present with many Partners in Pride, a
month of activities centered on remembering and celebrating the
diversity that exists amongst us! We culminate on Liberty Ave for
PrideFest on June 14th as the largest way to be visible and celebrate
that diversity. However, there are programs being offered that are
essential to keeping the Pride Movement moving forward after the
lights dim and the music stops. Below is a full listing of ALL Pride
Events that we and our partners have planned. We encourage you to

On behalf of Red Revolver, I would like to announce that due to
unforeseen circumstances outside of our control, we will be throwing
"EMPIRE", Pittsburgh Pride's 1st Annual White Party, at Zen Social
Club (125 W. Station Square Drive, Pittsburgh PA 15222) in Station
Square. Although we are having to make a few changes to the event, I'm
sure you will find them to be more than acceptable as they will make
the evening bigger and more fabulous than we had originally planned!

To start, the new space is gorgeous! Zen Social Club is a beautifully
adorned posh Asian inspired multi-level lounge and nightclub featuring
three bars, four VIP sections, a balcony, a large dance floor, and an
extensive Asian inspired martini list. The décor includes delicate
Chinese lanterns, a bathtub with floating rose petals and candles,
replicas of Asian artifacts, gorgeous black and white wallpaper, black
crystal chandeliers and a two-story rock waterfall!

As originally planned DJ Seth Gold (SPLASH NYC), VH1's Becky Buckwild
("Charm School", "Flavor of Love") and our live aerial performer from
the Broadway show BLAST! will all be performing.

We are also adding DJ Bonix (96.1 KISS FM) and nationally renowned DJ
Shift to the line-up! DJ Shift is a resident DJ at Tao, Pure, Rehab,
LAX and Seamless nightclub in Las Vegas as well as Blend Lounge in San
Francisco.

We're also pleased to announce that ticket prices have been lowered to
$8 pre-sale and $8 at the door. To any existing ticket holder who
purchased a ticket at a higher amount, we apologize for the
inconvenience and will gladly refund the difference to you at the
door.

original owners of Pegasus and owned the club for over 25 years. The

responsible for the weekly BLOWPOP Saturday events at Privilege
Ultralounge, is kicking off Pittsburgh Pride Week 2009 with "EMPIRE",
the Pittsburgh GLBT community's first ever white party event on June
6th from 9pm to 2am. For every person who attends a donation will be
made to the Delta Foundation, a Pittsburgh non-profit organization
dedicated to increasing awareness of and improving the quality of life
for the GLBT community.

"EMPIRE", the name inspired by the extravagant architecture of Ancient

patrons in all white attire coming together to raise millions of
dollars for non-profit groups. "With the success of last years

This year is shaping up to be the year of the float! If your business
or group was considering taking part, but have not turned in your
application yet, we encourage you to get your application to us soon!
Last day to register is June 1. Don't miss your chance to show your
Pride and creativity! Floats will be judged with a prize being awarded
to the Best Float! But really, who needs a prize when you can have
