which creates a directory, but if I try to cvs up -dP inside there, it

I agree with arhak.
Considering that the localization group serves for the localization of
all the Drupal modules, including the third-party ones, the decision of
what to do with the group cannot be left to only one person, as it
cannot be only a single person to decide who can be part of the group.
Controlling a localization group in such a strict way means also to
decide which modules will be used from people who needs the Japanese
translation to use Drupal. This is not acceptable too.

After having used l.d.o for a while, we have the impression similar to

l.d.o throws in the apple of discord to the drupal community in Japan,
and so I am disgusted to negative campaigns to me.

For these reasons, if possible, the Japanese translation team wants to
go back to CVS base until l.d.o is formally integrated as a part of d.o.
So, please delete the Japanese language from l.d.o.

The complaints so far say you are not receptive of contributions. Maybe
it would be useful to reply to the complaints themselves instead of
going back to CVS. How exactly going back to CVS solves the frustrations
of people not being able to contribute? How does CVS make contributions
easier?

BTW the issues we are talking about are #605032: Problems joining the
Japanese translation group on l.d.o [2] and #661164: Japanese group
maintainer refusing access. Holding up other module translations [3].
@Takafumi: just leaving them alone there will lead people to believe
that the allegations in those issues are in fact true. If they are not,
the solution is to provide answers to the complaints as far as I see.

I don't think there has been any farce posted by anyone about joining
the Japanese localization team. If there has been a farce, can you
expand on it?

Also, there has been a request for Translations of you post here
http://drupal.org/node/605032 [4]. Now I can have that post translated
for you, do you need help translating that to English? Since I am one
of the people that I am sure you are talking about, I don't really want
to be the first to jump in and translate it, but I can.

Motivation:
While setting up a bunch of multisites I found that there wasn't an easy
way run a batch cron on the sites installed, without having access to
drush or proper ssh access. I did some research for a module that
accomplished this and I couldn't find anything.

My module is pretty simple, it just has a admin form with a textbox to
fill sites into, then hook_crons to loop over each site curling them in
the process.

Future of this module: look in the sites dir and prepopulate the list,
offer other ways other then curl to call cron.php of each site.

It does require that cron on the site running Multicron to be setup
either via crontab or perhaps poormanscron. It should support running
cron on D7 sites from a D6 site.

Please let me know if you need more info.

sorry, did not have the time to get back earlier. I understand your
concern about me not posting myself. But as confetti mentioned earlier,
she is my wife and as you see, I did not have the time to write myself
so I was glad she wanted to help me.

Please look into this issue again. As I read most cases are fixed so I
hope you have time to get this stright.
As you mentioned earlier if names are duplicates, you wanted to give
them to active persons. My pledge: I use(d) wla on g.d.o. and still use
it on Drupalcenter, the person who was using wla on d.o. seems to be no
longer an active member. Since there is no email address I am not able
to reach him and even more important: I was not able to find a post from
him. I am pretty sure he did not login after the relaunch. If I am wrong
than I understand that he should keep his nick but if I am right I would
like to get the same nick for all three accounts.

It would make things much easier for me, because as you will see I am
posting quite a bit and I always have to tell people that I am x on d.o.
and y on dc.

I appreciate your help in getting back my g.d.o. nick of wla.

submitting a form, I get a white screen. I have gone so far as to remove

That doesn't explain why the number of sites using the version for
Drupal 6 doesn't match the sum of the sites using the Drupal 6 branches.
If the code that shows the usage statistic for the project basing on the
Drupal version required is able to count the versions that are not shown
in the project page, then also the code that shows the usage statistic
for each version released should do the same.

To notice that the page you reach by clicking on the link for version
6.x-2.x-dev present in the usage statistics page shows no site is using
version 6.x-2. it seems, therefore, that the problem is with the code
that shows the usage statistics below the graph.

Bdragon and I looked into this. The data is being collected. The
problem appears to be at the step when the script is trying to push the
data from the external database into the live drupal.org database.
There are cases where it hits duplicate keys, etc, and the data isn't
written. Nothing's being lost, it's just not all being displayed (yet).
Bdragon will work on fixing this when he gets the chance.

We actually used to have this. The problem is that how we have viewvc
setup to be able to pull OS upgrades is very much built around the idea
of having a single viewvc config file. This won't work for this case, as
having d.o svn tied into cvs.drupal.org's viewvc is not something I'm
willing to do. I used to get around this with a symlink nightmare, but
almost nobody used it.

I can look into this again, but I'm not convinced it would have a high
enough usage. This is oddly several hours worth of work and has screwed
things up in the past. It should be simple, but...I blame CentOS.

I guessed comments #31 & #32 were around what they say in English
I think it's a wise move to let Takafumi the opportunity to provide his
own words in English to avoid twisting what he meant, so I'll keep
waiting...

It is perfectly comprehensible that some discord arise due to
misunderstanding even when all of you are (supposed to be) after the
same goal
We give (all of) you the benefit of doubt, but...
how do you expect us to know your reasons while you keep talking just to
them and not to all of us?
Is that hard to provide your arguments in English?
How are we supposed to know whether you have a point?

I don't know what might be the final outcome to this issue, it might be
deciding to let things the same way they are right now,
but I certainly wish/hope that you provide English responses to those
requests.
That would be enough to consider a step towards understanding

PS: stating reasons in plain English would be the only requirement I

participate to the project.

Setting up group membership policies is entirely up to the maintainers
of the team. The teams start off as open to join without approval, but
then team members decide how they proceed. They can set it to use a
tighter model to for example, get new members agree to some standards or
know some intricate details before contributing.

The maintainers do not receive notifications of the requests, so they
might not have noticed. You can try to use the personal contact form of
the team lead to call attention to your requests. This issue queue is
again not frequented by team leads (unless they have specific problems
:).

Please close this issue once this is worked out.

Yes, that's what I meant... I hope that the Japanese team will provide
such a guideline in the future, not the l.d.o team... sorry for the
confusion.

As for joining the team, it seems that the "Japanese translation team
has some problems" (a crude translation from my exchange with the
maintainer) to solve before opening up membership. When those issues are
solved, hopefully, memberships will be available.

I don't think it should be easy to block someone completely from
contributing. In the CVS based system anyone can post a patch, and it's
up to the maintainers to decide if it's good enough to be committed. I
think it should be similar on l.d.o: If people want to contribute, they
should be allowed to post suggestions. So, I suggest that only one
subscription option for groups is available: "Open - membership requests
are accepted immediately"

This isn't available in unmodified OG now, but I found #450842: Can the
"Membership requests" option be set to open by default? [2].

In extreme cases of sabotage, like someone submitting lots of rubbish
suggestions, blocking should be an option, but someone doing that
could/should be banned from d.o altogether.

this is not the first time I hear about this issue
recently another d.o user opened similar issue (same webmasters' queue)
which was blocked probably for the manner (even though I found no rude
manner in it, just a kind of accusation which might be true)

I vote +1 to this issue

some kind of policy should be rethought

use case:
- I speak the language XY of a forgotten country
- I find my way to become team leader of the XY translation
- I don't want any other member messing around
- I don't like others suggestions
- I have the one and only truth
- where did GNU go?

I believe this attitude might happen even into Drupal's community (I
have seen it before)
I don't say nothing about Japanese translation, I don't know nothing
about that particular issue

I recall the previous (blocked) issue quoting a discourage phrase in
Japanese, stating that Drupal's community won't know what it says if an
English translation wasn't present

I think a policy about that can fix this problem:
- team leader should be enforced to publish the guideline/requirements
for joining the group in English
- if team leader doesn't show collaborative enough then the group should
be "open"
- or other team member can request become team leader
- a "join request" should be attended withing X weeks
- a positive or negative reply should be delivered to the applicant
- the applicant can appeal to d.o webmasters

The above is *just an example*, I'm not saying it should be that way.
But *some mechanism should exists to avoid this kind of unpleasant
incidents*

similar to what projects have:
- "Is this module maintained?"
- "Requesting to become co-maintainer..." for 14 days
- etc

there are some users complaining about a kind of translation
"monopolization", requesting an alternative to sort a way in, and I'm
supporting their arguments.

lets make it clearer, there are several reasons for a "translation team
leader" or "maintainer" to disregard a project for a (long) while
the issue I mentioned is a clear example of a "lack of interest" rather
than a "bad will"
the attention was focused on 5.x translation meanwhile 6.x translation
was pretty much unusable and cooperative requests being ignored
- a translation bug leaving more than a year
- a join request unanswered almost a year
those are poor community qualities

if there are users complaining about "something wrong" going on with
Japanese translation
please, believe it might be actually happening

PS: now I'll withdraw from this thread before being mistaken with kind
of troll

@arhak: I think localize.drupal.org helps solving these problems by not
requiring CVS accounts, so the approval process there is skipped. Also,
there is no reason to ask to be added to the core translation team,
since you can just join groups, which are accepted by default. The
reason we set up groups to accept every joining user by default is so
that only those group leaders who consciously choose to limit their
group will. Those cases can go wrong, if the maintainer grows careless.
Even in that case, letting people work out their disputes is usually
better then kicking previously active people out right away. From here I
can either let them figure it out or kick the maintainer, I do not have
much of a selection of tools.

I vote *against* "kicking" any current maintainer (as most of Drupal
community probably will), as you said, in many cases they were
"previously active people"; as I mentioned they might be even "currently
active" but disregarding project's issues, collaborative requests, bugs,
etc

Then my suggestion is: to establish a contact and encourage that
maintainer to respond those requests
to ensure that he/she is aware of what's going on

and why not, to ask him/her to leave a visible comment about it (with
English translation included)

I would say I agree completely with you on the issue. I apologize for
not looking up my own thread for a while (work got the best out of me)
but I'm very glad to see some people outside of our community
acknowledging the problem.

@Gábor: I fully understand your argument, but I do not understand why
you do not see a problem in someone blocking everyone from joining the
group (based on their affiliation -groups.drupal.org/japan or their not
being native speaker) If a group that is free to be joined becomes
impossible to join because of some personal agenda of one person or two
I believe this is to be considered an issue... this is where what you're
saying feels contradicting; free to join, but free for the maintainer to
block access.

I also vote against kicking the maintainer since localize.drupal.org is
built to let the maintainer either accept or refuse suggestions, but I
do not agree on letting the maintainer freely choose to not accept any
contributions from people they didn't select... this becomes elitist at
best. I understand the motive behind letting the maintainer decide to
block access to avoid having too big of a team to manage, but in the
Japanese translation case it is quite the opposite.

If there's no other way to open the group other then to remove the
maintainer rights of the maintainer, I vote for it to be done. But I
believe that before this has to be considered, any of the propositions
made by arhak might be good to consider.

I see that this doesn't give much alternatives...

I have exchanged a few email with the maintainer up to a point where,
after being told the group would be only for Japanese, then it would be
opened to those who passed his test (based on what I do not know) and
after refusing his test was told I could either accept his refusal or go
take a hike...

I wonder what is left for me to figure out... other members have asked
him to have a talk over a coffee (or tea here) and were also turned
down.

My point is, if people could be accepted we could make a point by
contributing. Then the maintainer could prove he's doing his role by
accepting to maintain the contributions or it would be time for
considering to make place for a more community involved maintainer.

are there any numbers available of how many people already tried to get
into this translation group? If too many were banned the project is
suffering from a lack of contributors. 18000 strings to translate is
quite a number. If they are only 2 translators they publish their own
translation without having them checked and reviewed by someone else.

- directly confirmed 6 people (4 Japanese and 2 non-Japanese including
me)
- There was a mass attempt to join at the end of our monthly meetup
about 2 months ago. I do not know the exact number of people who
attempted but in total, with the previous confirmed people, that would
exceed 10 and possibly reach closer to 15-20.

Yeah, its kind of a shock, but it's not too shocking after living in
Japan. You get turned down for many things here because you are not
Japanese.

The real issue that I see now is, what do people do? We develop sites,
use modules like ubercart, translate them, and then we have no way to
give them back to the community. I am sitting on Ubercart 2.0
translations, that I can't submit.

I am sure someone else has translations too, and we are all over lapping
our work when we could just come together and submit them.

I have looked at the module that submits them, but I guess you can only
do one submission at a time. One submission is well, I don't think I
need to elaborate on that.

Hope something can happen.

I could argue that l.d.o is not Japan land, and then those Japanese
rules are not valid; that is OT, anyway.

I think that who manages the localization group on l.d.o is not
providing an objective, and valid reason to reject people who is trying
to join the localization group.
In this case, I think that something should be done; it is not
admissible such behavior.

It's entirely your right since you are the group managerowner, but

I think that the group manager's rights are limited.

As the localization group influences which modules are used from who
needs the Japanese translation, this is a problem that involves the
community. It is analogous of when a project contains code licensed
under a different license, or that violates a license in someway; the
maintainer cannot simply answer that he has all the rights to do it.

for those of us who wanted to join and help translate/import, all we see
is http://localize.drupal.org/translate/languages/ja [11] in which only
two people have contributed translations (yourself included), 172755
strings to translate, and 0 suggestions awaiting approval. We just don't
understand the harm to opening up your group instead of restricting it.

If you don't want to make your group open, please post *something* in
Japanese and English as to the requirements to joining your group or why
people can't just join. When we get no information back when we request
to join, it's very confusing and frustrating. I hope you can understand
that.

It's a little funny Takafumi wants Japanese people in the translation
group, but he does not write in English where English is the language
used to comunicate, which is used also from who does not speak English
as first language; in other words, he has been accepted in Drupal even
if he does not speak English as first language, but he feels free to not

Motivation:
I would like to contribute and maintain the Visitor Info module. This
module collects geographic information about all visitors to a site, not
just registered users. The purpose is to plot the origin of visitors on
a Google Map.

The idea came from this post http://drupal.org/node/367305, titled 'Map
location of visitors to a website'. There seems to be a good bit of
interest in this module.

Lots of times after I post on a particular topic, I spend time several
days afterwards looking through my site logs and copying and pasting IP
address onto various mapping sites that convert IPs to geographic
locations. I like to know where my visitors are coming from.

There are several other mapping related modules but none that I have
found to fill this particular need. Most others will map nodes or
registered users but none map just anonymous visitors. Also, this module
does not rely on any other module, you just drop it in and it starts
working.

the Japanese localization team. If there has been a farce, can you
expand on it?

I've recently evaluated Fisheye and Crucible as an option for the Drupal
security team to review code. Apart from a confusing UI, those apps work
well for this goals when running. I found them to unstable to continue
using them though. The app often crashes without any clear reason. And
when you restart you have to cross fingers that repository indexing
picks up where it left off and doesn't start filling up disks with a
useless log file.

the file modules/nodelist/po/es.po in contrib HEAD has been added to the
repos with a starting revision of 5.1 instead of the default 1.1
(probably because of an accidentally "-r5.1" instead of "-rDRUPAL-5-1").
this breaks tools that examine the CVS logs, eg.
http://drupal.kollm.org/cvsmonitor/cvsmonitor.pl [1] . would be nice if
some CVS admin could fix this, ie. set the starting revision to 1.1. i
tried to do this remotely, but there seems to be no way to set a file
revision lower than the start revision with a cvs client.

b) a bunch of the other source in the notify dir was started with 2.1
revisions.

c) it's a bug in whatever tool you're using if it can't handle revision
numbers that don't start with 1. these are perfectly valid revisions,
so i'm not going to go modify them on behalf of some broken tool.

because it's a cvs browsing, logging and statistics tool and as such, it
needs access to the whole cvs history, including cvs rm'ed files.

fair enough. fortunately, it's an open source tool, so i might try to
fix that bug in the tool itself.

p.s. there is another cvs monitor/search/share/analyze tool called
Fisheye [2] which is free for open source projects. could i convince you
to have a look at it and maybe install it at cvs.drupal.org? it's quite
useful (and it would save me the effort of debugging and maintaining cvs
monitor at my site :)) if you are short of resources, i would volunteer
to maintain this.

did you see who else is using it [4]? apache, python, jython, gallery,
mysql, zend framework, jboss, ... features [5] like searching for file
content and advanced statistics and linking really sound rewarding to
me. we could at least give it a try - we can always cancel it if it
doesn't suit our needs. and their open source project hosting would mean
no effort for us - they provide server, instance, and space. in the end,
it does the same as my CVS Monitor instance [6] - just quite more
advanced - and without filling my disk space.

as a demo speaks a thousand words, i set up one - a fisheye [7] instance
for the Drupal core cvs repository - at http://drupal.kollm.org/fisheye/

it is a little clumsy, as

a) as fisheye for cvs needs file system access to the repository [9],
and i don't have that, i cvssuck [10] the repository to my server, and
b) it is java and running on a not-quite-so-powerful virtual server.

nevertheless, i think it quite impressively shows the potential of using
this tool for Drupal. i hope this can convince the ones who have to
decide to set it up (with the free open source license [11]) on
[cvs.]drupal.org. the setup is easy - it took me maybe 15 minutes. i
second my offer of volunteering doing this, in case noone else should be
available. alternatively, i can continue running it on my server (but
see the points above). in that case, it would be nice if i could get a
kind of official endorsement for applying for the open source license in
the name of the Drupal project.

2 more things:

a) i didn't mention one feature of fisheye that, imo, alone would
justify to set this up for Drupal: repository search [12]. you get an
autocomplete quicknav for files, directories, branches, tags, commit
messages, and favorites; search for authors, branch names, commit
comments, changeset ids, filenames/paths, file content, tags, date,
added/removed diff text; search highlighting; grouping; and an advanced
search using EyeQL [13]. where else do you get such a powerful way of
analyzing Drupal code and changes?

b) i would appreciate any feedback on this proposal. the demo is running
with an evaluation license which expires in 18 days. would be great if i
would know what to do (set it up on *.d.o, keep it running on my server
- with an official endorsement to apply for the open source license,
trash it) by then.

Motivation:
We hope to release a module that allows users simple access to the
National Weather Services SOAP based seven day weather forecast.

My partner and I have developed a fair amount of knowledge about
acquiring, parsing, and displaying weather data while developing a
sailing website. San Francisco sailors and Drupalcon attendees can see a
sample here:

The module we have developed and would like to contribute is similar in
concept to the existing 'weather' module in that it uses a SOAP
interface to request weather data from the National Weather Service. Our
new module, however, compliments 'weather' by displaying forecast data
instead of the 'weather' modules current weather conditions.

The link above will bring up weather data for San Francisco, CA.
Clicking the '3 Day Forecast' gives a reasonable preview of what our
proposed module will provide to the Drupal community.

Our new module requires 'SOAP' to be enabled on the host. It has not
other dependencies.

We have included two methods to utilize our module. The simple method is
a Drupal admin configurable 'single location' mode. The administrator
defines a latitude/longitude and name along with a few details about how
the data is displayed. Our module exposes a block that the administrator
can place appropriately. This mode is obviously limited to just one
location.

The second mode is to expose a function to a Drupal coder. A coder might
need to get weather for multiple locations and this would allow him or
her to make multiple function calls to assemble weather forecasts for
multiple locations. This method also requires the coder to parse a
rather obtusely arranged array to retrieve the weather data. The format
of this array is dictated by the complexity and variability of weather
data.

The theming is not fancy but uses standard Drupal theming practices so
that it can be rethemed as appropriate.

It's a little funny Takafumi wants Japanese people in the translation
group, but he does not write in English where English is the language
used to comunicate, and that is the language used also from who does not
speak English as first language; in other words, he has been accepted in
Drupal even if he does not speak English as first language, but he feels
free to not accept who does not speak Japanese as first language.

This isn't available in unmodified OG now, but I found #450842: Can the
"Membership requests" option be set to open by default? [2].

In extreme cases of sabotage, like someone submitting lots of rubbish
suggestions, blocking should be an option, but someone doing that
could/should be banned from d.o altogether.

I don't say nothing about Japanese translation, I don't know nothing
about that particular issue

I recall the previous (blocked) issue quoting a discourage phrase in
Japanese, stating that Drupal's community won't know what it says if an
English translation wasn't present

The above is *just an example*, I'm not saying it should be that way.
But *some mechanism should exists to avoid this kind of unpleasant
incidents*

similar to what projects have:
- "Is this module maintained?"
- "Requesting to become co-maintainer..." for 14 days
- etc

When I first came to Drupal I wanted to contrib to the Spanish
translation,
(I won't complain about the Spanish translation's team leader)
but I couldn't make any contribution that year

Yeah, its kind of a shock, but it's not too shocking after living in
Japan. You get turned down for many things here because you are not
Japanese.

I am sure someone else has translations too, and we are all over lapping
our work when we could just come together and submit them.

I have looked at the module that submits them, but I guess you can only
do one submission at a time. One submission is well, I don't think I
need to elaborate on that.

Hope something can happen.

I have to chime in agreeing with zzolo. pastebin.drupal.org and
snippets.drupal.org are two different things. Both could certainly have
value, but they are not interchangeable and should not be conflated into

I'll add that large scale snippit sharing may not be a wise move for the
drupal association. at least cvs contributed code is authored by people
who have been vetted and there are good ways to evaluate popularity and
bugginess. snippits won't have that, by design. it only take one nasty
snippit contributor to seriously wreck an otherwise fine idea.

I agree with moshe about the need to have snippets.drupal.org.
To say the truth, with comments enabled on api.drupal.org everybody
would be able to post a snippet there; also in that case the code is not
being vetted (except that inappropriate comments are removed, even if
comments with snippets are not considered inappropriate).

I agree with a lot of Moshe's concerns, but think that moving this
resource to drupal.org could help reduce the problems rather than
amplify them. Right now the content is all (or mostly) anonymous. The
malicious/low-quality code problem still exists and without the ability
to tie it back to a username/e-mail address. Moving it to drupal.org
means that we could leverage bakery to have real usernames associated
with the content (and no longer allow anonymous posts).

If we can add in some alerting (rss feed of posts) and voting then
perhaps the best stuff could be highlighted and moved over to the
handbooks while the worst or least popular content would be ignored or
de-emphasized on the site.

It's true that a lot of snippets from the site could overlap with
content that really belongs in the handbooks, but maybe the
snippets.drupal.org becomes the place where the snippets are originally
authored and then the most popular (by voting or visits) gets moved over
to the handbooks.

This would require some additional features for the site, but that seems
possible.

For some reason this thread caught my eye, so here's my two cents.

I think the main purpose of drupalbin is being neglected in this
discussion:

I would say that 90% of the use of drupalbin.com is to share code for
quick collaboration, usually to debug a specific piece of code. Yes,
there are the features of storing code snippets in the long term if you
are a user, but never once have I been linked to a code snippet that was
not just for support or debugging. drupalbin pages don't usually even
come up in Google results when looking for specific code pieces. So,
though I do not have concrete numbers as to the use of drupalbin.com, I
can fairly confidently say its primary use case is for sharing code for
the short term for a specific debugging case (just like every other
pastbin).

So far there seems to be more discussion around snippets.drupal.org
being a place for long term code samples. It should be obvious that
long-term code examples/samples should be encouraged and have to be on
api.drupal.org as comments or in actual documentation. There is no
point in separating out helpful information from documentation.

I think the better-phrased issue is: does the Drupal Association want to
take on the duties of a pastebin, and in turn take down drupabin.com?

I go either way on that question. I think the only real benefit to the
DA is to have more Drupal things centralized. I think the short URL is
beneficial for the kind of service it is, and I think people are used to
it. Not to say that I dont love drupalbin, there are many pastebins to
use, and having a Drupal focused one is only so beneficial to the
community. But providing that service would be a good thing for DA, and
the main people maintaining the drupabin site are already heavily
involved in Drupal.

@greggles Can we really get rid of the low quality code out there by
moving the snippets to *.drupal.org? Users already post low quality code
to the forum and issue queues.

I like the idea of voting on snippets and creating ways to list and
highlight them. That could create some really good content for the
handbooks.

When it comes to handbooks, I think snippets are shared, used, and
worked on differently than handbook pages. I would like to see good
snippets making it into the handbook and details surrounding them. But,
isn't the handbook for teaching how to use drupal and do things with it
and are snippets for sharing snippets of code? Aren't these two
different use cases that can compliment each other in some cases?

@zzolo FYI, the drupalbin maintainers are up for moving it to
snippets.drupal.org. I approached the maintainer of drupalbin before I
posted this issue.

Part of this issue for me is that when new cool drupal community
benefiting features/sites come along that we try to role them into
drupal.org. This is a case where we can and may be able to add some nice
improvements in the process.

and thats awesome. I agree with centralizing Drupal community projects
under the *.drupal.org umbrella.

But, to clarify my point, I just don't think this discussion is named
correctly, or the right question is being asked. A snippets.drupal.org
as described so far seems to be a place to put long-term examples of
code. But the drupalbin is a pastebin that provides a quick, short-term
scratch site for debugging and sharing of code.

As far as a snippets.drupal.org, I still feel these long-term code
examples should be in handbooks or comments on api.drupal.org. A
quality code example (aka snippet) is basically a how-to or tutorial,
and there are plenty of those in the handbooks. Please note that a
quality code example requires context and comments. And something
shorter would almost always be just an example of Drupal API use, which
api.drupal.org can handle now.

As far as a pastebin.drupal.org, I think this is a good idea.

for those of us who wanted to join and help translate/import, all we see
is http://localize.drupal.org/translate/languages/ja [1] in which only
two people have contributed translations (yourself included), 172755

understand the harm to opening up your group instead of restricting it.

This isn't available in unmodified OG now, but I found #450842: Can the
"Membership requests" option be set to open by default? [3].

In extreme cases of sabotage, like someone submitting lots of rubbish
suggestions, blocking should be an option, but someone doing that
could/should be banned from d.o altogether.

I believe this attitude might happen even into Drupal's community (I
have seen it before)
I don't say nothing about Japanese translation, I don't know nothing
about that particular issue

I recall the previous (blocked) issue quoting a discourage phrase in
Japanese, stating that Drupal's community won't know what it says if an
English translation wasn't present

The above is *just an example*, I'm not saying it should be that way.
But *some mechanism should exists to avoid this kind of unpleasant
incidents*

similar to what projects have:
- "Is this module maintained?"
- "Requesting to become co-maintainer..." for 14 days
- etc

I see that this doesn't give much alternatives...

I wonder what is left for me to figure out... other members have asked
him to have a talk over a coffee (or tea here) and were also turned
down.

Additional note: No reasons or any email were sent to confirm we were
refused and for what reason. Reasons were given only if the maintainer
was contacted directly.

@Dokuro: What I meant with I don't think that he can keep off […] is
that he doesn't have any rights to do that.

I am changing the title to avoid other people open a different issue

Yeah, its kind of a shock, but it's not too shocking after living in
Japan. You get turned down for many things here because you are not
Japanese.

I am sure someone else has translations too, and we are all over lapping
our work when we could just come together and submit them.

I have looked at the module that submits them, but I guess you can only
do one submission at a time. One submission is well, I don't think I
need to elaborate on that.

Hope something can happen.

I could argue that l.d.o is not Japan land, and then those Japanese

I was contacted by Holmes Wilson from the Free Software Foundation who
asked if we would be wiling to put a membership widget on the front page
of Drupal.org: https://my.fsf.org/associate/widget/ [1]. I also know
that OSU OSL is doing a "$6 for 6 years" campaign atm:
http://osuosl.org/give6 [2] though they haven't filed such a request.

I told Holmes that I would forward along the request, but I think this
is something we probably have to develop a policy around:

1. Are we willing to promote donations to other non-profit organizations
that are either directly or tangentially related to the Drupal software
itself (bearing in mind that right now we don't even promote our /own/
non-profit organization on the front page...)?

2. If so, what is the criteria for which orgs are/are not accepted? OSL
runs our hosting infrastructure, FSF created and does activism work
around the GPL (Drupal's license).

3. Where physically on the website can we put this stuff, if we choose
to do so?
