This should include a call from the Prime Minister to President Bush ahead of the briefing of US military plans to the President on 4 August. <br />(4) Note the potentially long lead times involved in equipping UK Armed Forces to undertake operations in the Iraqi theatre and agree that the MOD should bring forward proposals for the procurement of Urgent Operational Requirements under cover of the lessons learned from Afghanistan and the outcome of SR2002. <br />(5) Agree to the establishment of an ad hoc group of officials under Cabinet Office Chairmanship to consider the development of an information campaign to be agreed with the US. <br /><br />Introduction <br /><strong>1. The US Government's military planning for action against Iraq is proceeding apace. But, as yet, it lacks a political framework. In particular, little thought has been given to creating the political conditions for military action, or the aftermath and how to shape it.</strong> <br /><br />2. When the Prime Minister discussed Iraq with President Bush at Crawford in April he said that the UK would support military action to bring about regime change, provided that certain conditions were met: efforts had been made to construct a coalition/shape public opinion, the Israel-Palestine Crisis was quiescent, and the options for action to eliminate Iraq's WMD through the UN weapons inspectors had been exhausted.<br /> <br />3. We need now to reinforce this message and to encourage the US Government to place its military planning within a political framework, partly to forestall the risk that military action is precipitated in an unplanned way by, for example, an incident in the No Fly Zones. <strong>This is particularly important for the UK because it is necessary to create the conditions in which we could legally support military action. Otherwise we face the real danger that the US will commit themselves to a course of action which we would find very difficult to support.</strong> <br /><br />4. In order to fulfil the conditions set out by the Prime Minister for UK support for military action against Iraq, certain preparations need to be made, and other considerations taken into account. This note sets them out in a form which can be adapted for use with the US Government. Depending on US intentions, a decision in principle may be needed soon on whether and in what form the UK takes part in military action.<br /> <br />The Goal <br />5. Our objective should be a stable and law-abiding Iraq, within present borders, co-operating with the international community, no longer posing a threat to its neighbours or to international security, and abiding by its international obligations on WMD. It seems unlikely that this could be achieved while the current Iraqi regime remains in power. <strong>US military planning unambiguously takes as its objective the removal of Saddam Hussein's regime, followed by elimination if Iraqi WMD. It is however, by no means certain, in the view of UK officials, that one would necessarily follow from the other. Even if regime change is a necessary condition for controlling Iraqi WMD, it is certainly not a sufficient one. <br />US Military Planning </strong><br /><br />6. Although no political decisions have been taken, US military planners have drafted options for the US Government to undertake an invasion of Iraq. In a 'Running Start', military action could begin as early as November of this year, with no overt military build-up. Air strikes and support for opposition groups in Iraq would lead initially to small-scale land operations, with further land forces deploying sequentially, ultimately overwhelming Iraqi forces and leading to the collapse of the Iraqi regime. A 'Generated Start' would involve a longer build-up before any military action were taken, as early as January 2003. US military plans include no specifics on the strategic context either before or after the campaign. Currently the preference appears to be for the 'Running Start'. CDS will be ready to brief Ministers in more detail. <br /><br />7. US plans assume, as a minimum, the use of British bases in Cyprus and Diego Garcia. This means that legal base issues would arise virtually whatever option Ministers choose with regard to UK participation. <br />The Viability of the Plans <br /><br />8. The Chiefs of Staff have discussed the viability of US military plans. Their initial view is that there are a number of questions which would have to be answered before they could assess whether the plans are sound. Notably these include the realism of the 'Running Start', the extent <strong>to which the plans are proof against Iraqi counter-attack using chemical or biological weapons and the robustness of US assumptions about the bases and about Iraqi (un)willingness to fight</strong>. <br /><br />UK Military Contribution <br />9. The UK's ability to contribute forces depends on the details of the US military planning and the time available to prepare and deploy them. The MOD is examining how the UK might contribute to US-led action. The options range from deployment of a Division (ie Gulf War sized contribution plus naval and air forces) to making available bases. It is already clear that the UK could not generate a Division in time for an operation in January 2003, <em><strong>unless publicly visible decisions were taken very soon</strong></em>. Maritime and air forces could be deployed in time, provided adequate basing arrangements could be made. The lead times involved in preparing for UK military involvement include the procurement of Urgent Operational Requirements, for which there is no financial provision. <br /><br />The Conditions Necessary for Military Action <br />10. Aside from the existence of a viable military plan we consider the following conditions necessary for military action and UK participation: <strong>justification/legal base; an international coalition; a quiescent Israel/Palestine; a positive risk/benefit assessment; and the preparation of domestic opinion.</strong> <br /><br />Justification <br />11. US views of international law vary from that of the UK and the international community. Regime change per se is not a proper basis for military action under international law. But regime change could result from action that is otherwise lawful. We would regard the use of force against Iraq, or any other state, as lawful if exercised in the right of individual or collective self-defence, if carried out to avert an overwhelming humanitarian catastrophe, or authorised by the UN Security Council. A detailed consideration of the legal issues, prepared earlier this year, is at Annex A. The legal position would depend on the precise circumstances at the time. Legal bases for an invasion of Iraq are in principle conceivable in both the first two instances but would be difficult to establish because of, for example, the tests of immediacy and proportionality. Further legal advice would be needed on this point. <br /><br />12. This leaves the route under the UNSC resolutions on weapons inspectors. Kofi Annan has held three rounds of meetings with Iraq in an attempt to persuade them to admit the UN weapons inspectors. These have made no substantive progress; the Iraqis are deliberately obfuscating. Annan has downgraded the dialogue but more pointless talks are possible. We need to persuade the UN and the international community that this situation cannot be allowed to continue ad infinitum. <strong>We need to set a deadline, leading to an ultimatum. It would be preferable to obtain backing of a UNSCR for any ultimatum and early work would be necessary to explore with Kofi Annan and the Russians, in particular, the scope for achieving this.</strong> <br /><br />13. In practice, facing pressure of military action, Saddam is likely to admit weapons inspectors as a means of forestalling it. But once admitted, he would not allow them to operate freely. UNMOVIC (the successor to UNSCOM) will take at least six months after entering Iraq to establish the monitoring and verification system under Resolution 1284 necessary to assess whether Iraq is meeting its obligations. Hence, even if UN inspectors gained access today, by January 2003 they would at best only just be completing setting up. It is possible that they will encounter Iraqi obstruction during this period, but this more likely when they are fully operational. <br /><br />14. It is just possible that an ultimatum could be cast in terms which Saddam would reject (because he is unwilling to accept unfettered access) and which would not be regarded as unreasonable by the international community. However, failing that (or an Iraqi attack) we would be most unlikely to achieve a legal base for military action by January 2003.<br /> <br />An International Coalition <br />15.<strong> An international coalition is necessary to provide a military platform and desirable for political purposes. </strong><br /><br />16. US military planning assumes that the US would be allowed to use bases in Kuwait (air and ground forces), Jordan, in the Gulf (air and naval forces) and UK territory (Diego Garcia and our bases in Cyprus). The plans assume that Saudi Arabia would withhold co-operation except granting military over-flights. On the assumption that military action would involve operations in the Kurdish area in the North of Iraq, the use of bases in Turkey would also be necessary. <br /><br /><strong>17. In the absence of UN authorisation, there will be problems in securing the support of NATO and EU partners. Australia would be likely to participate on the same basis as the UK. France might be prepared to take part if she saw military action as inevitable. Russia and China, seeking to improve their US relations, might set aside their misgivings if sufficient attention were paid to their legal and economic concerns. Probably the best we could expect from the region would be neutrality. The US is likely to restrain Israel from taking part in military action. In practice, much of the international community would find it difficult to stand in the way of the determined course of the US hegemon. However, the greater the international support, the greater the prospects of success. </strong><br /><br />A Quiescent Israel-Palestine <br />18. The Israeli re-occupation of the West Bank has dampened Palestinian violence for the time being but is unsustainable in the long-term and stoking more trouble for the future. The Bush speech was at best a half step forward. We are using the Palestinian reform agenda to make progress, including a resumption of political negotiations. The Americans are talking of a ministerial conference in November or later. <strong>Real progress towards a viable Palestinian state is the best way to undercut Palestinian extremists and reduce Arab antipathy to military action against Saddam Hussein.</strong> However, another upsurge of Palestinian/Israeli violence is highly likely. The co-incidence of such an upsurge with the preparations for military action against Iraq cannot be ruled out. Indeed Saddam would use continuing violence in the Occupied Territories to bolster popular Arab support for his regime. <br />Benefits/Risks <br /><br />19. Even with a legal base and a viable military plan, we would still need to ensure that the benefits of action outweigh the risks. In particular, we need to be sure that the outcome of the military action would match our objective as set out in paragraph 5 above. <strong>A post-war occupation of Iraq could lead to a protracted and costly nation-building exercise</strong>. <br /><br />As already made clear, the US military plans are virtually silent on this point.<br /><br /> Washington could look to us to share a disproportionate share of the burden. Further work is required to define more precisely the means by which the desired endstate would be created, in particular what form of Government might replace Saddam Hussein's regime and the timescale within which it would be possible to identify a successor. We must also consider in greater detail the impact of military action on other UK interests in the region.<br /> <br />Domestic Opinion <br />20. <em><strong>Time will be required to prepare public opinion in the UK that it is necessary to take military action against Saddam Hussein. </strong></em>There would also need to be a substantial effort to secure the support of Parliament. <em><strong>An information campaign will be needed which has to be closely related to an overseas information campaign designed to influence Saddam Hussein, the Islamic World and the wider international community. This will need to give full coverage to the threat posed by Saddam Hussein, including his WMD, and the legal justification for action</strong></em>. <br /><br />Timescales <br />21. Although the US military could act against Iraq as soon as November, we judge that a military campaign is unlikely to start until January 2003, if only because of the time it will take to reach consensus in Washington. That said, we judge that for climactic reasons, military action would need to start by January 2003, unless action were deferred until the following autumn. <br />22. As this paper makes clear, even this timescale would present problems. That is why his portrait hangs in my Senate office; to remind me that real results will not just come from Washington, they will come from the people." <br /><br />Time magazine even captured his "lucky charm" of Hanuman, an Indian diety, that moved many South Asians. :) Chronicle even published an article in June wondering if he was enlightened!<br /><br />In a candid conversation on faith that Obama had with Cathleen Falsani during his 2004 Senate campaign, that illuminates the clarity of his values and spiritual practice. Some excerpts that were found to be insightful:<br /><br />Obama: It's interesting, the most powerful political moments for me come when I feel like my actions are aligned with a certain truth. I can feel it. When I'm talking to a group and I'm saying something truthful, I can feel a power that comes out of those statements that is different than when I'm just being glib or clever.<br /><br />Q: What's that power? Is it the holy spirit? God?<br /><br />Obama: Well, I think it's the power of the recognition of God, or the recognition of a larger truth that is being shared between me and an audience.<br /><br />That's something you learn watching ministers, quite a bit. I am my brother's keeper, I am my sister's keeper, we are all children of God. Or I can express it in secular terms. But the basic premise remains the same.<br /><br />Q: An example of a role model, who combined everything you said you want to do in your life, and your faith?<br /><br />Obama: I think Gandhi is a great example of a profoundly spiritual man who acted and risked everything on behalf of those values but never slipped into intolerance or dogma. He seemed to always maintain an air of doubt about him.<br /><br />I think Dr. King, and Lincoln. I would not say it was that heated, at the end of the day there were still differences of opinion.<br /><br />Many states praised the Palestinian delegation for the flexibility they had shown in the negotiations, but they could not quite reach a consensus."<br />Speaking in the Gaza Strip, John Ging, head of the United Nations Relief and Works Agency (UNRWA) operations in Gaza, repeated his call for an immediate end to the fighting.<br /><br /><strong>"I say now, to all politicians, here in Israel and internationally, you have an obligation to the ordinary people in the name of humanity and all that is civilised, we need to stop this now. Bush spoke about the horrifying torture techniques Saddam Hussein has inflicted on prisoners in Iraq. He described the use of electric shock, burning with hot irons, acid, and rape. He said that the Iraqi government tortured children to get their parents to confess to crimes.<br /><br /> <strong>President Bush concluded: "If this isn't evil, then evil has no meaning."</strong><br /><br /><strong>Loved Ones...There is now strong evidence that the United States itself has engaged in torture and condoned its use by others as part of its war against terrorism. </strong><br /><br />Photographs of Iraqi prisoners at Abu Ghraib prison in Baghdad, hooded, naked, attached to wires, attacked by dogs, forced to simulate sex acts and assume humiliating and painful postitions, and presided over by smiling U.S. military personnel have shocked the world. Other incidents of abuse and even murder have come to light and received new attention. <br /><br />Loved Ones…Now we learn that <strong>the Bush administration endorsed the use of waterboarding against al-Qaeda suspects in secret memos to the Central Intelligence Agency (CIA), </strong>the Washington Post has reported.<br /><br /><strong>The pair of classified memos, written in 2003 and 2004, was requested by George Tenet, former CIA chief, more than a year after secret interrogations got under way, </strong>the newspaper quoted administration and intelligence officials as saying.<br /><br />The Post reported on Wednesday that the CIA required cover from the White House due to concerns of a possible backlash if details on harsh interrogation methods went public.<br /><br />Waterboarding, which involves tipping a suspect back and pouring water over his face to provoke the fear of drowning, has been roundly criticised by human rights groups.<br />Although lawyers from the US justice department had permitted the agency's interrogation methods, which began in 2002, senior CIA officials wanted the Bush administration to give the programme an endorsement in writing, the Post reported.<br /><br />The request by Tenet to get a written endorsement of the CIA programme reflected unease that the Bush administration might absolve itself of decisions taken about the handling of captured al Qaeda leaders, the Post said, citing anonymous former intelligence officials.<br /><br />Tenet first asked the White House for written approval in June 2003 during a meeting with members of the National Security Council, the Post reported.<br />Soon after, Tenet received a brief memo from the Bush administration, <strong>giving explicit approval for the CIA's interrogation methods</strong>, the officials were cited as saying by the Post.<br /><br />Tenet requested a second endorsement of CIA interrogation from the administration in June 2004, the newspaper reported.<br />The request was made after the abuse of Iraqi detainees by US soldiers at Baghdad's Abu Ghraib prison became public, it said.<br />Administration officials confirmed the existence of the memos, but neither they nor former intelligence officers would describe the still classified documents in detail, the newspaper reported.<br /><br /><strong>Loved Ones…The Convention against Torture defines torture as "any act by which severe pain or suffering, whether physical or mental, is intentionally inflicted on a person for such purposes as obtaining from him or a third person information or a confession…." (Art. 1). It may be "inflicted by or at the instigation of or acquiescence of a public official or other person acting in an official capacity."</strong><br /><br />The prohibition against torture under international law applies to many measures—e.g. beating on the soles of the feet; electric shock applied to genitals and nipples; rape; near drowning through submersion in water; near suffocation by plastic bags tied around the head; burning; whipping; needles inserted under fingernails; mutilation; hanging by feet or hands for prolonged periods.<br /><br />International law also prohibits mistreatment that does not meet the definition of torture, either because less severe physical or mental pain is inflicted, or because the necessary purpose of the ill-treatment is not present. <br /><br /><strong>It affirms the right of every person not to be subjected to cruel, inhuman or degrading treatment. </strong><br /><br />Examples of such prohibited mistreatment include being forced to stand spread eagled against the wall; being subjected to bright lights or blindfolding; being subjected to continuous loud noise; being deprived of sleep, food or drink; being subjected to forced constant standing or crouching; or violent shaking. In essence, any form of physical treatment used to intimidate, coerce or "break" a person during an interrogation constitutes prohibited ill-treatment. If these practices are intense enough, prolonged in duration, or combined with other measures that result in severe pain or suffering, they can qualify as torture.<br /><br />The prohibition against torture as well as cruel, inhuman or degrading treatment is not limited to acts causing physical pain or injury. It includes acts that cause mental suffering—e.g. through threats against family or loved ones. As the U.S. Supreme Court has recognized, "coercion can be mental as well as physical…the blood of the accused is not the only hallmark of an unconstitutional inquisition" Miranda v. Arizona, 384 U.S. 436, 448, (1966) citing Blackburn v. State of Alabama, 361 U.S. 199 (1960). And if so, what are the lessons learned?<br /> <br />James Galbraith, economist, professor at University of Texas, Austin<br />This does not mean the end of the United States' position in the world economy.<br />The US dollar has not moved, which does suggest that the position of the US government is still very much intact.<br /><br />I think what it means is that in the future the big firms will have a smaller presence.<br />The years when the US government took the position that financial firms can run the country as they see fit and that regulation could be dismissed is finished. There will be a major examination of how the financial markets are regulated.<br />Such financial events will have a lagged effect on everyone ... <strong>its most likely consequence is that the credit crisis will get more intense and the foreclosure crisis will get worse.</strong><br />We will have to wait and see. But people do not learn from mistakes. How many times do we have to go through this?<br /><strong><br />'Enormous mess'</strong><br /><br />A well-functioning financial system has rules and it's when the rules are relaxed that<strong> shady practices and get rich quick schemes abound</strong>, which is what happened in the [sub-prime] mortgage system in 2005 and 2006.<br /><br /><br /><strong>The banks' behavior was conditioned by Bush. [He] sent a clear signal that they could get away with everything, [that there was] no more effective supervision so go ahead and make toxic loans, we won't stop you, then everyone made a bundle and left an enormous mess.</strong><br /><br />The evolution of good conduct is defined by effective rules. John McCain [the Republican presidential candidate] lectures on the morals of Wall Street but they are no more or less corrupt than other humans.<br />A full recovery will only begin with a new administration with a different philosophy seriously committed to ... bringing in new people, giving them adequate resources and the legal authority.<br /><br />I would argue it is impossible for McCain to do it. Even if he is a genuine convert to prudent regulation which he has opposed throughout his career, who would believe it?<br /><br /><strong>He has been an enabler of the most speculative elements of banking system.</strong><br /><br />I think Barack Obama [Democratic presidential candidate] appreciates the severity of the issue and has the judicious temperament.<br />This is not a job for zealots or revolutionaries; it's for serious people to build institutions that can last for a long time. <br /><br />Gerald Friedman, economics professor, University of Massachusetts<br />The end of US capitalism? I really doubt it. <br />This is a very serious financial crisis and if mishandled could become a serious recession even a depression, but it is unlikely to be as bad as the Great Depression of 1929-40 as the authorities have learned to co-operate in crises.<br /><br />More importantly, a capitalist system - or any social system - can only be brought down by an opposing system supported by a rising economic class. <br />There is no such contender on the horizon right now to challenge capitalism. So, we'll continue to muddle along.<br /><br />Still, <strong>it will be bad all around unless we change direction.</strong> An effective anti-depression strategy would help those with bad mortgages so that they will be able to make payments on their mortgages and keep their houses; such a policy would help the banks by allowing for a "trickle-up" effect.<br /><br />Instead, the Federal Reserve is trying to hold back the tide of defaults and foreclosures <strong>by helping the top.</strong><br /> <br /><em><strong>At best, this will transfer the costs to average Americans, who lose their homes, watch their neighbors lose their homes, and will in many cases lose jobs when construction and other businesses fail.</strong></em><br /><br />Foreigners will be hurt too because many banks and other financial institutions outside the US have invested heavily in US securities including mortgages and stocks and bonds in US investment banks.<br /> <br />Helping the people<br />We need a trickle-up strategy: Help the financial barons by helping the people.<br />The US should provide major help to people holding mortgages to renegotiate these and to make some payments so that people can stay in their homes and banks will be able to continue to carry these mortgages on their books.<br /><br />There should also be a major increase in unemployment benefits so laid-off workers are protected and can continue to buy things and make payments on their debts. This, too, will help the banks.<br /><br />We should also have a major public works programs to employ laid-off construction workers in overdue infrastructure building and have strict new transparency requirements on banks and other financial institutions.<br /><br />The Fed, the Treasury, and foreign central banks (especially the European Central Bank and the Bank of Japan) should announce that they will stand behind every major bank and financial institution so that average investors will be absolutely protected.<br /> <br />This will end panic selling and allow the markets to stabilize. <br />At the same time, the Fed and others should take an equity stake in these institutions to to pry open the accounting records and to enforce new regulations that would clearly separate normal business operations from the speculative activities of the last decade.<br /><br />Mark Weisbrot, co-director, Centre for Economic and Policy Research (CEPR)<br />No, the US Federal Reserve has the capacity to provide enough liquidity so this crisis can be smoothed over.<br />But it's not going to end the bankruptcies of institutions that are financially insolvent, including some major banks.<br /><br /><strong>The problem is the real economy [ie. not the financial markets], which is on a downwards path because of the housing bubble, and it will continue even if banking crisis is resolved.</strong><br /><br />There have been a lot of crisis in the last 40 years and this happens to be the worst one since the US depression (in the 1930s) but I wouldn't exaggerate it.<br />It is not like the 1930s, we have learned from that period. This time the Fed and banks have pumped hundreds of millions of dollars of liquidity into the market and as long as they are willing to do that we should be able to minimize the impact of the credit crunch on real economy.<br /><br />'Serious recession' fears<br />The economy will slow down because consumers are not borrowing against their homes as they did since 2001 when the last recession ended, that is what drove the last recovery - rising home equity. That process is now in reverse.<br />The solution is fiscal policy, the government can make up for slowing demand - it did some work with the stimulus package and if willing to do more the US can neutralise the effect of recession.<br /><br />However, I don't think they'll be smart enough so there will be a serious recession.<br />The most affected are those who have lost jobs, people who have lost homes, millions losing equity or life savings - these are top the three negative impacts.<br />Should the US rethink its policies? No doubt. Even John MCain is acknowledging that, must be a change of policy?<br /><br /><strong>The most important question not being asked is a simple one – why was this housing bubble allowed to grow to catastrophic portions?</strong> <br /><br /><strong>This shouldn't have happened</strong>.<br /><br />I think we can blame media irresponsibility to an extent, as the [journalists] that report should have looked at the numbers, but I think they were following Alan Greenspan [former chairman of the Federal Reserve] and he had to know there was a bubble. <br /><br />John Berlau, Competitive Enterprise Institute (CEI)<br />Is this the end of US capitalism? No, because we haven't had pure capitalism for a long time.<br />Our banking system is heavily regulated, but we have outdated rules for banks and we should be getting rid of these rules for banks so they can compete with hedge funds.<br /><br />More competition is needed, everyone is bashing the short sellers but they are heroes - they were right and we should have been listening to them years ago.<br /><br />Savings and mutual funds should be able to short bank funds as well. I think one way of lessening risk is letting common investment vehicles use those strategies, if more had been shorting we would not have a bull market now.<br /><br />I think we need a modernization of regulation and an updating of rules but that does not mean more.<br />'Moral hazard'<br /><br />The Bush administration is hardly deregulatory – they put in rules after the Enron scandal which cost companies billions of dollars and also had accountants chasing after minutiae and not the big stuff. <br /><br />We have had some regulation and it did not turn out to do much good. So examining what makes sense and doesn't could be good.<br /><br />The US housing crisis has not impacted as much as some might think. It is only if people were involved in real estate or had to sell now.<br /><br /> <strong>Oil prices increasing and inflation would have much more effect on lives of everyday Americans than the failure of a big banking firm.</strong><br /><br />It was right to let Lehmans to let them go bankrupt and not right to bail out AIG, how is that aiding ordinary Americans? It's a moral hazard if we bail out everyone out.<br /><br />Failure is a part of capitalism but we also have to be responsible for the outcomes.<br />No 'scapegoats'<br /><br />People who took risks and got big loans should learn their lesson. I have sympathy for those who were deceived and the government should punish fraud but the people who gambled s<br /><br />hould have live with the consequences and neither should a borrower be bailed out.<br />[We should look at] accounting rules and what makes regulatory sense, so if one bank sells a bad loan and others are spreading that contagion that should be looked at.<br /><br /><strong>The government created Fannie Mae and Freddie Mac as implicitly government supported so they were not as careful as other firms, they inflated the bubble.</strong><br /><br />Politicians also pushed this idea that everyone should have a home, some of the laws they created encouraged banks to abandon underwriting standards and accusing them of discrimination against the poor, it must be more transparent. <br /><br />Everyone is looking for scapegoats but it is about the antiquated rules, not more or less regulation, and what makes sense for the 21st century.<br /><br />James S Henry, economist, author of The Blood Bankers<br />This certainly changes the nature of US capitalism. It is not the the end of it, but it is the beginning for a new more carefully regulated financial and housing sector and I think with much more government oversight.<br /><br />We have allowed basically a more or less hands off policy towards major financial institutions at the core of the economy. We've deregulated and now we must regulate.<br />The system as we know it exercises enormous political and economic power and we should have learned about the perils of this kind of "laissez-faire" approach.<br />Every time we act as if this has never happened before when actually lessons could have been learned much earlier.<br /><br />Years of neglect<br />Is either political party treading to take a new approach? Many are ideologically beholden to the neo-liberal approach of financial capitalism.<br />But there is a whole new generation of younger economists who will be more activists and less free market oriented.<br /><br /><em><strong>Ironically, we've had all kinds of government intervention but it's been on the side of the institutions - what's the national interest there?</strong></em><br /><br />There are enormous ramifications for developing nations as the US is a main trading economy. People from Mexico and the Philippines come here to send back billions in remittances but those flows are declining.<br /><br />Trade will also suffer. We're a big market for industrial countries such as China, Japan and Canada. "illegal surveillance." <br /><br />Why, whoever broke into Palin's Yahoo account broke the law, and we all know that that can't be tolerated! Bill O'Reilly last night called for the FBI to arrest not only those who did the hacking, but also those who own and manage Gawker ("a despicable, slimy, scummy website"), simply for posting the emails. This is what <br /><br /><em><strong>O'Reilly said: <br />It's a felony -- a federal crime -- also a crime in Alaska -- to hack into people's private correspondence . . . We have no privacy left in this country anymore. The website knows the law, and says "you know -- I'm going to do it anyway. I dare you to come get me."</strong></em><br /><br />Indeed. What kind of grotesque monster would invade people's private communications even though they know it's illegal to do that? It's almost like this despicable criminal-hacker did something like this -- from Scott Horton's Harpers interview yesterday with The Washington Post's Barton Gellman: <br />For the next three months, Addington and Cheney tried to suppress a growing legal insurgency. <br /><br /><strong>Andy Card acknowledged to me that Bush was out of the loop.</strong><br /><br /> <strong>By early March, Jack Goldsmith ruled that parts of the [NSA warrantless eavesdropping] program were unlawful.</strong> <br /><br />Ashcroft and Comey backed him. . . .The next day, Thursday March 11, <strong>Bush renewed the program anyway. </strong><br /><br />He signed new language–again written by Addington -- declaring that he, the president, was the ultimate authority on what was legal.<br /><br />Notably, the people whose communications George Bush was illegally intercepting for years (with the virtually unanimous support of the authoritarian Right) were private citizens who -- unlike Sarah Palin -- had done nothing to cede their privacy, and who had not been found by any court of law to have done anything wrong or even to be suspected of wrongdoing. <br /><br />As despicable as I personally find the Palin hacking to be, it pales in comparison to the Bush crimes, because when someone runs for President or Vice President, they voluntarily cede vast amounts of their personal privacy, which is why they're required to disclose things like their medical records, tax returns, assocational history, and other financial documents -- all information that private Americans, at least in theory in the pre-Bush era, had the right to keep private. <br /><br />Those subjected to Bush's illegal surveillance programs have done nothing to cede their privacy -- other than live in a country which has decided to abolish most privacy protections. <br /><br /><strong>Last night, O'Reilly angrily lamented that "we have no privacy left in this country anymore." </strong><br /><br />That's the very same Bill O'Reilly who went on television last October to gravely warn that John Edwards was a "Far Leftist" and detailed all the dark things that would happen in America if Edwards were elected President: <br />Would you support President John Edwards? Remember, no coerced interrogation, civilian lawyers in courts for captured overseas terrorists, no branding the Iranian guards terrorists, and no phone surveillance without a specific warrant.<br /><br />And then there's the McCain campaign, protesting this "shocking invasion of the Governor's privacy and a violation of law" <em><strong>even though the GOP nominee has supported every last expansion of surveillance power and stood by the President's every last violation of our surveillance laws. </strong></em><br /><br /><strong>I wonder</strong> if the laws which the Palin hacker violated are similar to the federal statute that makes it a felony -- punishable by up to 5 years in prison and a $10,000 fine for each offense -- to eavesdrop on the communications of Americans without warrants, or the multiple statutes (.pdf) which expressly outlaw the telecoms from allowing government spying on their customers without warrants from a court? <br /><br />Maybe the hacker who invaded Sarah Palin's emails can hire lobbyists to pour money into the campaign coffers of Jay Rockefeller and Steny Hoyer so that they'll meet with Dick Cheney -- again -- and sit together and write a law to retroactively immunize him for the hacking. After all, this country has very significant problems that we need to fix. We need to look forward, not get bogged down in nasty partisan wars of the past. And what is the difference in dynamic between America's presidential "cup" in 2008 compared to 2004 and 2000?<br /><br />Noam Chomsky: There's some differences, and the differences are quite enlightening. I should say, however, that I'm expressing a very conventional thought – 80 per cent of the population thinks, if you read the words of the polls, that the government is run by a few big interests looking out for themselves not for the population [and] <em><strong>95 per cent of the public thinks that the government ought to pay attention to public opinion but it doesn't. </strong></em><br /><br />As far as the elections are concerned, I forget the exact figure but by about three to one people wish that the elections were about issues, not about marginal character qualities and so on. So I'm right in the mainstream.<br /><br />There's some interesting differences between 2004 and 2008 and they're very revealing, <strong>it's kind of striking that the commentators don't pick that up because it's so transparent.</strong> <br /><br /><em><strong>The main domestic issue for years … is the health system - which is understandable as it's a total disaster. </strong></em><br /><br />The last election debate in 2004 was on domestic issues ... and the New York Times the next day had an accurate description of it. <br /><br />It said that [former Democratic presidential candidate John] Kerry did not bring up any hint of government involvement in healthcare because it has so little political support, <strong>just [the support of] the large majority of the population.</strong><br /> <br />But what he meant was it was not supported by the pharmaceutical industry and wasn't supported by the financial institutions and so on.<br /><br />In this election the Democratic candidates all have [health] programmes that are not what the public are asking for <strong>but are approaching i</strong>t and could even turn into it, so what happened between 2004 and 2008?<br /> <br />It's not a shift in public opinion - that's the same as before, <strong>what happened is a big segment of US corporate power is being so harmed by the healthcare system that they want it changed, namely the manufacturing industry.</strong><br /><br />So, for example, [car manufacturer] General Motors says that it costs them maybe $1,500 more to produce a car in Detroit then across the border in Windsor, Canada, just because they have a more sensible healthcare system there.<br /> <br />Well, when a big segment of corporate America shifts its position, then it becomes politically possible and has political support. So, therefore, you can begin to talk about it.<br /><br />But those aren't changes coming from pressure from below?<br /><br />No, the public is the same, it's been saying the same for decades, <strong>but the public is irrelevant, is understood to be irrelevant.</strong> <br /><br />What matters is a few big interests looking after themselves and that's exactly what the public sees.<br /><br />And yet, you can see people agitating against the official story, even within the electoral process. There is definitely a new mood in the US, a restlessness among populations who are going to political rallies in unprecedented numbers.<br />What do you make of this well branded phenomenon of hope - which is obviously part marketing - but is it not also part something else?<br /><br />Well that's Barack Obama. He has his way, he presents himself - or the way his handlers present him - as basically a kind of blank slate on which you can write whatever you like and there are <em>a few slogans</em>: Hope, unity …<br />Change?<br /><br />Change. And it does arouse enthusiasm and you can understand why. Again 80 per cent of the population thinks the county is going the wrong way.<br /><br />For most people in the US the past 30 years have been pretty grim. Now, it's a rich country, so it's not like living in southern Africa, but for the majority of the population real wages have stagnated or declined for the past 30 years, there's been growth but it's going to the wealthy and into very few pockets, benefits which were never really great have declined, work hours have greatly increased and there isn't really much to show for it other than staying afloat.<br /><br />And there is tremendous dissatisfaction with institutions, there's a lot of talk about Bush's very low poll ratings, which is correct, but people sometimes overlook the fact that congress's poll ratings are even lower. <br /><br />In fact all institutions are just not trusted but disliked, there's a sense that everything is going wrong.<br /><strong><br />So when somebody says "hope, change and unity" and kind of talks eloquently and is a nice looking guy and so on then, fine.</strong><br /><br />If the elite strategy for managing the electorate is to ignore the will of the people as you interpret it through polling data essentially, what is an actual progressive vision of changing the US electoral system? Is it election finance, is it third party activism?<br /><br />We have models right in front of us. Like pick, say, Bolivia, the poorest county in South America. <strong>They had a democratic election a couple of years ago that you can't even dream about in the US</strong>. It's kind of interesting it's not discussed; it's a real democratic election. <br /><br />A large majority of the population became organised and active for the first time in history and elected someone from their own ranks on crucial issues that everyone knew about – control of resource, cultural rights, issues of justice, you know, really serious issues.<br /><br />And, furthermore, they didn't just do it on election day by pushing a button, they've been struggling about these things for years.<br /> <br /><strong>A couple of years before this they managed to drive Bechtel and the World Bank out of the country when they were trying to privatise the war.</strong><br /><br /> It was a pretty harsh struggle and a lot of people were killed.<br /><br />Well, they reached a point where they finally could manifest this through the electoral system - they didn't have to change the electoral laws, they had to change the way the public acts. <br /><br /><em><strong>And that's the poorest country in South America.</strong></em><br /><br />Actually if we look at the poorest country in the hemisphere – Haiti - the same thing happened in 1990. You know, if peasants in Bolivia and Haiti can do this, <strong>it's ridiculous to say we can't.</strong><br /><br />The Democrats in this election campaign have been talking a lot, maybe less so more recently, about withdrawing from Iraq.<br /> <br />What are the chances that a new president will significantly change course on the occupation and might there be any change for the people of Iraq as a result of the electoral moment in the US?<br /><br />Well, one of the few journalists who really covers Iraq intimately from inside is Nir Rosen, who speaks Arabic and passes for Arab, gets through society, has been there for five or six years and has done wonderful reporting.<br /><br /><em><strong> His conclusion, recently published, as he puts it, is there are no solutions.</strong></em><br /><br />This has been worse than the Mongol invasions of the 13th century - you can only look for the least bad solution but the country is destroyed.<br /><br /><strong>And it has in fact been catastrophic. </strong><br /><br />The Democrats are now silenced because of the supposed success of the surge which itself is interesting, it reflects the fact that there's no principled criticism of the war – so if it turns out that your gaining your goals, well, then it was OK. <br /><br />We didn't act that way when the Russians invaded Chechnya and, as it happens, they're doing much better than the US in Iraq.<br /><br />In fact what's actually happening in Iraq is kind of ironic.<br /> <br /><strong>The Iraqi government, the al-Maliki government, is the sector of Iraqi society most supported by Iran, the so-called army - just another militia - is largely based on the Badr brigade which is trained in Iran, fought on the Iranian side during the Iran-Iraq war, was part of the hated Revolutionary Guard, it didn't intervene when Saddam was massacring Shiites with US approval after the first Gulf war, that's the core of the army. </strong><br /><br />The figure who is most disliked by the Iranians is of course Muqtada al-Sadr, for the same reason he's disliked by the Americans – he's independent.<br /> <br />If you read the American press, you'd think his first name was renegade or something, it's always the "renegade cleric" or the "radical cleric" or something - that's the phrase that means he's independent, he has popular support and he doesn't favour occupation. <br /><br />Well, the Iranian government doesn't like him for the same reason. George H. White, Alias Morgan Hall, a colorful federal narcotics agent and CIA “consultant” who died two years ago, kept the diaries. <br /><br />They reveal new details, including names and dates, about the safe house project, dubbed "Operation Midnight Climax," which was part of the CIA's MK-ULTRA program in the 1950s and 1960s to manipulate human behavior.<br /><br /> Curiously, White's widow donated his papers to the Electronics Museum at Foothill Junior College, a two-year school set amidst the rolling Los Altos hills 40 miles south of San Francisco. The papers are a rare find for anyone interested in the espionage business and show White dashing about the world, busting up narcotics rings in South America, Texas and San Francisco's Chinatown.<br /><br />They also provide documentary evidence that White met to discuss drugs and safe houses with such CIA luminaries as Dr. Sidney Gottlieb, head of the Chemical Division of the Technical Services Division and the man who ran MK-ULTRA, and Dr. Robert V. Lashbrook, a CIA chemist who worked with LSD.<br /><br /> Other high-ranking CIA officials mentioned prominently include Jame Angleton, C. P. Cabell and Stanley Lovell. Gottleib and Lashbrook have been subpoenaed to testify Sept. 20 before a Senate subcommittee investigating the MK-ULTRA project.<br /><br />"Gottlieb proposes I be CIA consultant and I agree." White wrote in his diary June 9, 1952. A year later it was confirmed: "CIA - got final clearance and sign contract as 'consultant' - met Gottlieb . . . lunch Napeleon's - met Anslinger."<br /><br />Harry C. Anslinger was White's boss and the No. 1 man in the Federal Bureau fo Narcotics. <br /><br />It could not be learned from the diaries whether Anslinger knew that one of his top narcotics agents also was working for the CIA, in fact, was tape-recording and observing men to whom prostitutes gave drugs after picking them up in bars.<br /><br /> But a July 20, 1953, entry by White strongly suggests Anslinger knew: "Arrive Wash. - confer Anslinger and Gottlieb re CIA reimbursement for 3 men's services."<br /><br />These entries fit in with a 1963 internal report by then-CIA Inspector General Lyman B. Kirkpatrick about the MK-ULTRA project. That report, made public in 1975, discussed the safe house operations and the connection to the Bureau of Narcotics:<br /><br />"TSD (Technical Services Division) entered into an informal arrangement with certain cleared and witting individuals in the Bureau of Narcotics in 1955 which provided for the release of MK-ULTRA materials for such testing as those individuals deemed desirable and feasible."<br /><br /><br />The report added that while "covert testing" was being transferred to the bureau, its chief would disclaim any knowledge of it.<br /><br />"The effectiveness of the substances on individuals at all social levels, high and low, native Americans and foreign," Kirkpatrick wrote, "is of great significance, and testing has been performed on a variety of individuals within these categories."<br /><br />In 1953, White rented a house at 81 Bedford St. in New York City's Greenwich Village under the name of Morgan Hall, the same one he used serveral years later to set up the Telegraph Hill apartment at 225 Chestnut St. in San Francisco.<br /><br />His diaries show that Gottlieb and Lashbrook met him at the Bedford Street apartment. A June 8, 1953, entry said: "Gottlieb brings $4,123.27 for 'Hall' - Deposit $3,400." A Sept. 16 entry added: "Lashbrook at 81 Bedford - Owen Winkle and LSD surprise - can wash."<br /><br />In 1955, White moved the safe house to San Francisco, and he took over as regional head of tha Bueau of Narcotics. Apparently, the bureau to lure narcotics dealers and then arrest them also used the Chestnut Street duplex. In 1956, White and narcotics agent Ira C. Feldman, who posed as an East Cost mobster, arrested seven San. Franciscans as part of a heroin ring.<br /><br />Leo Jones, a friend of White, owned the company that installed the bugging equipment at the apartment. The equipment included four DD4 microphones disguised as wall outlets. These were hooked up to two model F-301 tape recorders monitored by agents in a "listening post" adjacent to the apartment. Jones also sold White a "portable toilet for observation post."<br /><br />It was an L-shaped apartment with a beautiful view of San Francisco Bay, and White, who kept pitchers of chilled martinis in the refrigerator, also had photos of manacled women being tortured and whipped.<br /><br />"We were contacted by George White," Jones said in an interview. "It was a combined project of the CIA and Bureau of Narcotics . . . It was always referred to as the pad, never the apartment, and was modeled after Playboy magazine, 1955 . . . I heard about prostitutes. Feldman had acquired three or four to set himself up with cover."<br /><br />White's diaries indicate that Gottlieb continued to visit, flying out from Washington several times a year at least until 1961. Another visitor was John Gittinger, a CIA psychologist who testified last month before Senate investigative committees that he met with "Morgan Hall" on numerous occasions to interview prostitutes about their drug and sex habits.<br /><br />White retired from the bureau in 1965 and became the fire marshal at Stinson Beach, a resort area in Marin County, north of San Francisco. Among his papers is a Sept. 30, 1970, letter to Dr. Harvey Powelson, then chief of the department of psychiatry at the University of California at Berkeley. He told Powelson that he had worked for a "rather obscure department of the government (that would like to remain obscure)."<br /><br />That obscure department. White wrote, "was then interested in obtaining some factual information and data on the use and effect of various hallucinogens, including marijuana tetrahydrocannabinol and the then brand-new LSD. Tests were made under both clinical and no clinical conditions on both witting and unwitting subjects."<br /><br />White said in the letter to Powelson he was interested enough to try the drugs himself. "So far as I was concerned, 'clear thinking' was nonexistent while under the influence of any of these drugs," he wrote. "I did feel at times that I was having a 'mind-expanding experience,' but this vanished like a dream immediately after the session." He said psychiatrists, psychologists and pharmacologists observed the tests.<br /><br />Not all of White's diary entries involved clandestine meetings with narcoties or CIA agents - or addicts and prostitutes, for that matter. He duly recorded that Eisenhower and Nixon won in 1952 and that the Brooklyn Dodgers took the National League baseball pennant in 1955.<br /><br />And when his pet bird died, it hurt, he wrote. "Poor little bastard just couldn't make it," a 1952 entry says. "Tried hard. I don't know if I'll ever get another bird or pet. It's tough on everyone when they die."<br /><br />White, born in 1906, started out as an itinerant journalist, working for newspapers in San Francisco and Los Angeles before becoming a narcotics aent in the early 1930s. During World War II he was in the Office of strategic Services, the precursor of the CIA. where he acquired the rank of lieutenant colonel and made future contacts. After that, he went back to his narcotics work, interrupting it in the early 1950s to become an investigator for the Serate committee headed by Sen. Estes Kefauver that looked into organized crime.<br /><br />One interesting detail links White to the 1953 case of Dr. Frank Olson, and Army employee who was working with the CIA at Camp Detrick, Md. Olson had been given LSD without being told, and 10 days later jumped to his death from the 10th floor of a New York City hotel. At the time, Lashbrook was in the room with Olson, who had gone to New York to be treated by Dr. Harrold Abramson, a psychiatrist who had worked for the CIA.According to CIA documents, Lashbrook called Gottlieb, his supervisor at the time, and then went to the police station to identify the body. He was asked to "turn out his pockets."<br /><br />He had written on a piece of white paper the initials "G. W." and "M.H." Lashbrook was asked to identify whose initials they were, but expunged CIA documents said he could not for security reasons. However, knowledgeable sources who have seen the CIA documents said Lashbrook identified "G. W." as George White and "M. H." as Morgan Hall, White's undercover name. In the interest of assisting the President with this surprisingly difficult task I have compiled this list of 100 mistakes he has made since taking office:<br /><br />Iraq<br />1. Failing to build a real international coalition prior to the Iraq invasion, forcing the US to shoulder the full cost and consequences of the war.<br />2. Approving the demobilization of the Iraqi Army in May, 2003 – bypassing the Joint Chiefs of Staff and reversing an earlier position, the President left hundreds of thousands of armed Iraqis disgruntled and unemployed, contributing significantly to the massive security problems American troops have faced during occupation.<br />3. Not equipping troops in Iraq with adequate body armor or armored HUMVEES.<br />4. Ignoring the advice Gen. Eric Shinseki regarding the need for more troops in Iraq – now Bush is belatedly adding troops, having allowed the security situation to deteriorate in exactly the way Shinseki said it would if there were not enough troops.<br />5. Ignoring plans drawn up by the Army War College and other war-planning agencies, which predicted most of the worst security and infrastructure problems America faced in the early days of the Iraq occupation.<br />6. Making a case for war which ignored intelligence that there were no Weapons of Mass Destruction in Iraq.<br />7. Deriding "nation-building" during the 2000 debates, then engaging American troops in one of the most explicit instances of nation building in American history.<br />8. Predicting along with others in his administration that US troops would be greeted as liberators in Iraq.<br />9. Predicting Iraq would pay for its own reconstruction.<br />10. Wildly underestimating the cost of the war.<br />11. Trusting Ahmed Chalabi, who has dismissed faulty intelligence he provided the President as necessary for getting the Americans to topple Saddam.<br />12. Disbanding the Sunni Baathist managers responsible for Iraq's water, electricity, sewer system and all the other critical parts of that country's infrastructure.<br />13. Failing to give UN weapons inspectors enough time to certify if weapons existed in Iraq.<br />14. Including discredited intelligence concerning Nigerian Yellow Cake in his 2003 State of the Union.<br />15. Announcing that "major combat operations in Iraq have ended" aboard the USS Abraham Lincoln on May 1, 2003, below a "Mission Accomplished" banner – more U.S. soldiers have died in combat since Bush's announcement than before it.<br />16. Awarding a multi-billion dollar contract to Halliburton in Iraq, which then repeatedly overcharged the government and served troops dirty food.<br />17. Refusing to cede any control of Post-invasion Iraq to the international community, meaning reconstruction has received limited aid from European allies or the U.N.<br />18. Failing to convince NATO allies why invading Iraq was important.<br />19. Having no real plan for the occupation of Iraq.<br />20. Limiting bidding on Iraq construction projects to "coalition partners," unnecessarily alienating important allies France, Germany and Russia.<br />21. Diverting $700 million into Iraq invasion planning without informing Congress.<br />22. Shutting down an Iraqi newspaper for "inciting violence" – the move, which led in short order to street fighting in Fallujah, incited more violence than the newspaper ever had.<br />23. Telling Saudi Prince Bandar bin Sultan about plans to go to war with Iraq before Secretary of State Colin Powell.<br />Counterterrorism<br />24. Allowing several members of the Bin Laden family to leave the country just days after 9/11, some of them without being questioned by the FBI.<br />25. Focusing on missile defense at the expense of counterterrorism prior to 9/11.<br />26. Thinking al Qaeda could not attack without state sponsors, and ignoring evidence of a growing threat unassociated with "rogue states" like Iraq or North Korea.<br />27. Threatening to veto the Homeland Security department – The President now concedes such a department "provides the ability for our agencies to coordinate better and to work together better than it was before."<br />28. Opposing the creation of the September 11th commission, which the President now expects "to contain important recommendations for preventing future attacks."<br />29. Denying documents to the 9/11 commission, only relenting after the commissioners threatened a subpoena.<br />30. Failing to pay more attention to an August 6, 2001 PDB entitled "Bin laden Determined to Attack in U.S."<br />31. Repeatedly ignoring warnings of terrorists planning to use aircraft before 9/11.<br />32. Appointing the ultra-secretive Henry Kissinger to head the 9/11 commission – Kissinger stepped down weeks later due to conflicts of interest.<br />33. Asking for testimony before the 9/11 commission be limited to one hour, a position from which the president later backtracked.<br />34. Not allowing national Security Advisor Condoleezza Rice to testify before the 9/11 commission – Bush changed his mind as pressure mounted.<br />35. Cutting an FBI request for counterterrorism funds by two-thirds after 9/11.<br />36. Telling Americans there was a link between Saddam Hussein and al Qaeda.<br />37. Failing to adequately secure the nation's nuclear weapons labs.<br />38. Not feeling a sense of urgency about terrorism or al Qaeda before 9/11.<br />Afghanistan<br />39. Reducing resources and troop levels in Afghanistan and out before it was fully secure.<br />40. Not providing security in Afghanistan outside of Kabul, leaving nearly 80% of the Afghan population unprotected in areas controlled by Feudal warlords and local militias.<br />41. Committing inadequate resources for the reconstruction of Afghanistan.<br />42. Counting too heavily on locally trained troops to fill the void in Afghanistan once U.S. forces were relocated to Iraq.<br />43. Not committing US ground troops to the capture of Osama Bin Laden, when he was cornered in the Tora Bora region of Afghanistan in November, 2001.<br />44. Allowing opium production to resume on a massive scale after the ouster of the Taliban.<br />Weapons of Mass Destruction<br />45. Opposing an independent inquiry into the intelligence failures surrounding WMD – later, upon signing off on just such a commission, Bush claimed he was "determined to make sure that American intelligence is as accurate as possible for every challenge in the future."<br />46. Saying: "We found the weapons of mass destruction. We found biological laboratories."<br />47. Trusting intelligence gathered by Vice President Cheney's and Secretary Rumsfeld's "Office of Special Plans."<br />48. Spending $6.5 billion on nuclear weapons this year to develop new nuclear weapons this year – 50% more in real dollars than the average during the cold war – while shortchanging the troops on body armor.<br />Foreign Policy<br />49. Ignoring the importance of the Middle East peace process, which has deteriorated with little oversight or strategy evident in the region.<br />50. Siding with China in February, 2004 against a democratic referenda proposed by Taiwan, a notable shift from an earlier pledge to stand with "oppressed peoples until the day of their freedom finally arrives."<br />51. Undermining the War on Terrorism by preemptively invading Iraq.<br />52. Failing to develop a specific plan for dealing with North Korea.<br />53. Abandoning the United States' traditional role as an evenhanded negotiator in the Middle East peace process.<br />Economic<br />54. Signing a report endorsing outsourcing with thousands of American workers having their jobs shipped overseas.<br />55. Instituting steel tariffs deemed illegal by the World Trade Organization – Bush repealed them 20-months later when the European Union pledged to impose retaliatory sanctions on up to $2.2 billion in exports from the United States.<br />56. Promoting economic policies that failed to create new jobs.<br />57. Promoting economic policies that failed to help small businesses<br />58. Pledging a "jobs and growth" package would create 1,836,000 new jobs by the end of 2003 and 5.5 million new jobs by 2004—so far the president has fallen 1,615,000 jobs short of the mark.<br />59. Running up a foreign deficit of "such record-breaking proportions that it threatens the financial stability of the global economy."<br />60. Issuing inaccurate budget forecasts accompanying proposals to reduce the deficit, omitting the continued costs of Iraq, Afghanistan and elements of Homeland Security.<br />61. Claiming his 2003 tax cut would give 23 million small business owners an average tax cut of $2,042 when "nearly four out of every five tax filers (79%) with small business income would receive less" than that amount.<br />62. Passing tax cuts for the wealthy while falsely claiming "people in the 10 percent bracket" were benefiting most."<br />63. Passing successive tax cuts largely responsible for turning a projected surplus of $5 trillion into a projected deficit of $4.3 trillion.<br />64. Moving to strip millions of overtime pay.<br />65. Not enforcing corporate tax laws.<br />66. Backing down from a plan to make CEOs more accountable when "the corporate crowd" protested.<br />67. Not lobbying oil cartels to change their mind about cutting oil production.<br />68. Passing tax cuts weighted heavily to help the wealthy.<br />69. Moving to allow greater media consolidation.<br />70. Nominating a notorious proponent of outsourcing, Anthony F. Raimondo, to be the new manufacturing Czar—Raimondo withdrew his name days later amidst a flurry of harsh criticism.<br />71. Ignoring calls to extend unemployment benefits with long-term unemployment reaching a twenty-year high<br />72. It adds that while it would take at least fifteen minutes to achieve the desired "fever" effect, it could be used to incapacitate people for almost "any desired period consistent with safety."<br /><br /><br />Less exotic technologies discussed include laser dazzlers and a sound source loud enough to disturb the sense of balance. Both have been realised in the years since the report was written.
