Included in these targets are Economic and Non-Economic sub-targets. The Economic category<br />comprises skilled workers, investor immigrants, entrepreneurs, and provincially-selected applicants. The Non-Economic category is made up of spouses and dependants, parents and grandparents, refugees and humanitarian cases. The annual assignment of targets for each Canadian Immigration Visa Office is among the most important annual decisions<br />that CIC undertakes. </span></p><br /><p align="justify"><span style="font-family:Verdana;font-size:85%;">In 2007, CIC aims to welcome somewhere between 225,000 and 265,000 new Canadian Permanent Residents. Of those, 66% will be economic immigrants, and will 33% be non-economic immigrants. </span></p><br /><p align="justify"><span style="font-family:Verdana;font-size:85%;"><strong>Highlights from the CIC 2007 targets by region </strong></span><br /></p><p align="justify"><span style="font-family:Verdana;font-size:85%;"><strong><em><br />Africa/Middle East </em></strong></span><br /></p><p align="justify"><span style="font-family:Verdana;font-size:85%;">Damascus will continue to be the leader in the number of Canadian Immigration Visas issued in the region with 10,190, up three per cent from last year. The most prominent increase in the region is at the Rabat visa office, where the number of visas issued in 2007 will be up by 46 per cent since last year<br />to 4,315. Rabat will have the highest economic to non-economic ratio in the region at 3.71. Nairobi will be concentrating on non-economic immigrants, issuing visas to 2,300 refugees, the largest number of any Canadian visa office.</span></p><br /><p align="justify"><span style="font-family:Verdana;font-size:85%;"><strong><em><br />Asia/Pacific </em></strong></span></p><br /><p align="justify"><span style="font-family:Verdana;font-size:85%;">Though the strongest growers since 2006 will be Taipei and Kuala Lumpur (at 33% and 17% respectively), New Delhi remains the front-runner at 22,380 visas to be issued. Next in line are Hong Kong and Manila, Manila being the visa office in the region where most applicants will take advantage of<br />provincially-sponsored and live-in caregiver programs. Seoul and Taipei will have very strong economic to non-economic ratios at 10.51 and 8.73 respectively.</span></p><br /><p align="justify"><span style="font-family:Verdana;font-size:85%;"><strong><em>Europe</em></strong></span></p><br /><p align="justify"><span style="font-family:Verdana;font-size:85%;">The region with the highest economic to non-economic ratio (at 4.12); London, Berlin, Paris, and Bucharest will be the strongest concentrations of economic immigrants with 7 or 8 economic visas issued for every non-economic. Vienna will have the largest growth in the region at 27 per cent, mainly<br />due to non-economic immigrants. Paris, second in the number of visas to be issued after London, will issue 9,000 visas under the economic sub-category of provincially-sponsored immigrants, mainly due to immigration to Quebec.</span></p><br /><p align="justify"><span style="font-family:Verdana;font-size:85%;"><strong><em>Americas</em></strong></span></p><br /><p align="justify"><span style="font-family:Verdana;font-size:85%;">Far and away the leader in this region, Buffalo, U.S.A. will issue 36,075 Canadian Permanent Resident Visas this year, 8,000 of which will be under the economic sub-category of provincially-sponsored programs. The Buffalo visa office's economic to non-economic ratio will be 9.09. The targets for<br />Sao Paulo, Kingston, and Port of Spain will have the largest increases at 44%, 38%, and 26% respectively, Sao Paulo being the only one in which the majority will be for economic immigrants. Canada’s overall influence rating topped the list with 54 per cent of respondents rating it mostly positive and only 14 per cent mostly negative. Japan came in at a close second with an identical positive rating but a higher negative rating.</span></p><br /><p align="justify"><span style="font-family:Verdana;font-size:85%;">Canada receives particularly favourable ratings from among the country's core allies, who perceive Canada as a 'reliable, influential member of the group of nations,' according GlobeScan Inc., the conductor of the BBC survey. Two thirds or more of Australians, Americans, Britons, and Germans rate Canada as having a mainly positive influence. Canada's biggest fan is France where 78 per cent of respondents rate it favourably. Even beyond the core allies, perceptions of Canada remain solid. Residents of China, Kenya, Nigeria, and the Philippines gave Canada a 60 per cent or better positive influence rating.</span></p><br /><p align="justify"><span style="font-family:Verdana;font-size:85%;">A 52 per cent positive rating last year in a similar BBC poll had Canada in third place behind the EU and Japan. VANCOUVER, November 15, 2006 — The Honourable Monte Solberg, Minister of Citizenship and Immigration, and the Honourable Diane Finley, Minister of Human Resources and Social Development Canada, today announced improvements to the Temporary Foreign Worker Program to make it easier for employers in Alberta and British Columbia to hire foreign workers when there are no Canadian citizens or permanent residents available to fill the position.</span><br /><span style="font-family:verdana;font-size:85%;"><br />“Canada’s new government has been listening to employers in Alberta and British Columbia, and they are truly having a hard time finding enough workers,” said Minister Solberg. “The improvements we are announcing today are making it easier, faster, and less costly for employers to hire temporary foreign workers.”<br /><br />“These new initiatives will assist employers by reducing overall costs and make it two to four weeks faster for employers to hire temporary foreign workers,” said Minister Finley. “They will effectively help employers having difficulty finding Canadian workers to fill their human resource needs, while continuing to protect the access of Canadian workers to the labour market.”<br /><br />The improvements include:<br /><br />Regional lists of occupations under pressure. These lists will cut the recruitment wait time for employers. Employers in certain regions who face critical labour shortages may now be eligible to follow shorter, simpler and less costly advertising requirements to recruit the workers they need. Providing better information for employers. A step-by-step guide has been developed specifically for employers who need to hire temporary foreign workers. The guide will be useful in all regions of the country.<br /><br />Creating federal provincial working groups. Working groups in Alberta and British Columbia will speed the identification of existing and emerging skill shortages and determine the best ways the foreign worker program can help address these shortages.
