Quall's argument that she wants to see a guaranteed plan for the uptown link is pointless. Why not just get the downtown loop started and do the planning and fund gathering for the uptown link at the same time? I really don't understand their motivation for delaying this any longer. Do they really think that after the downtown loop is done it will be hard to get an uptown link approved and funded?
