I live here and feel for you on the HOA. They really suck. They randomly apply the rules and don't look at the big picture. Alan our fearless president has a conflict of interest because he owns 3 houses here two of which are rentals. He has his own agenda. As for the garden, I will have re-read the details, but if it says "properly contained", then it makes perfect sense. One of my neighbors has erected an out of control garden that has crept into my yard. They did not use cedar and are probably attracting termites with the wood they are using. Your sounds completely reasonable. The problem is that there is no reasoning with some of the HOA stuff. I used to go to the meetings, but after a while could not take it anymore.
