The next National Intelligence Estimate on Iraq will likely say that the place is an ethnic and sectarian tinderbox that could explode at any moment.

Sounds to me like a text made up to justify not withdrawing US troops from Iraq. Rather than an accurate analysis. The tinderbox is only Kurdish ambitions.
