Romney was sent to Beacon Hill to balance the budget and bring efficiency back. In order to to do this, he had to cut funding to cities and town who in turn raised property taxes. That the various municipalities are inneficient is not nessesarily Romney's and Healey's fault. Do you imagine that Patrick would hand more cash over to the cities and towns and not raise Mass state income taxes?
