The Cinderella effect is a term used by psychologists to describe the high incidence of stepchildren being physically abused, sexually abused, neglected or murdered, or otherwise mistreated at the hands of their stepparents at significantly higher rates than their genetic counterparts. It takes its name from the fairytale character Cinderella, who in the story was cruelly mistreated by her stepmother and stepsisters.

Research
In the early 1970s, a theory arose on the connection between stepparents and child maltreatment. "In 1973, forensic psychiatrist P. D. Scott had summarized information on a sample of 'fatal battered-baby cases' perpetrated in anger (…) fifteen of the twenty-nine killers – fifty-two per cent – were stepfathers."[1] Although initially there was no analysis of this raw data, empirical evidence has since been collected on what is now called the Cinderella effect through official records, reports and census.

Years of research have confirmed the hypothesis that stepchildren are significantly more likely to be abused in terms "from baby batterings (sic) to sexual molestation of older children" to murder.[2]
Studies have concluded that "stepchildren in Canada, Great Britain, and the United States indeed incur greatly elevated risk of child maltreatment of various sorts, especially lethal beatings".[3]
For over 30 years, data has been collected regarding the validity of the Cinderella effect with all the evidence proving a direct relationship between step-relationships and abuse. This evidence of child abuse and homicide comes from a variety of sources including official reports of child abuse, clinical data, victim reports, and official homicide data[4]
In addition to displaying higher rates of negative behaviors (e.g. abuse) towards stepchildren, stepparents display fewer positive behaviors towards stepchildren than do the genetic parents. For example, on average, stepparents invest less in education, play with stepchildren less, take stepchildren to the doctor less, etc.[5]
In Chicago, police homicide records show that "115 children under 5 years of age were killed by their putative fathers in 1965 through 1990, while 63 were killed by stepfathers (…) and because very few babies reside with substitute fathers, the numbers imply greatly elevated risk to such children."[6]
The most powerful evidence in support of the Cinderella effect is the proof that when abusive parents have both step- and genetic children, they generally spare their own children. In such families, stepchildren were exclusively targeted 9 out of 10 times in one study and in 19 of 22 in another.[7]
This discrimination towards stepchildren is unusual given "the following additional facts: (1) when child abuse is detected, it is often found that all the children in the home have been victimized; and (2) stepchildren are almost always the eldest children in the home whereas the general (…) tendency in families of uniform parentage is for the youngest to be most frequent victims."[3] The Cinderella effect explains this discrimination of abuse among stepchildren.

Daly and Wilson
The most profound data on the idea of stepchild mistreatment has been collected and interpreted by psychologists Martin Daly and Margo Wilson, who study with an emphasis in Neuroscience and Behavior at McMaster University. Their first measure of the validity of the Cinderella effect was based on data from the American Humane Association (AHA), an archive of child abuse reports in the United States holding over twenty thousand reports.[8]

These records led Wilson and Daly to conclude that "a child under three years of age who lived with one genetic parent and one stepparent in the United States in 1976 was about seven times more likely (…) to become a validated child-abuse case in the records than one who dwelt with two genetic parents."[9]
Records in Great Britain were also examined and found that children were beaten by stepfathers at a rate of 100 times more than genetic fathers.[7]
Overall, their findings demonstrate that children residing with stepparents had a higher risk of abuse even when socio-economic factors were considered. Explanations

The Cinderella effect may be best explained through evolutionary psychology. Its origin and evolution into the role of human behavior is a direct effect of the Darwinian theory of natural selection as explained by Daly and Wilson. According to theory, "research concerning animal social behaviour provide a rationale for expecting parents to be discriminative in their care and affection, and more specifically, to discriminate in favour of their own young".[10] Natural selection measures an organism's success by its reproductive ability, explaining why parents invest their resources in their genetic children. This evolved rationale is why parents have developed the desire to protect their own young for investment in their own fitness and to ensure "genetic posterity (inclusive fitness)".[11]

All organisms face trade-offs as to how to invest their time, energy, risk, and other resources, and investment in one domain (e.g. parental investment) generally takes away from their ability to invest in other domains (e.g. mating effort, growth, or investment in other offspring)[12]. Investment in non-genetic children reduces an individual's ability to invest in itself or its genetic children, without directly bringing reproductive benefits (except as mating effort towards the genetic parent), so evolutionary biologists would not expect organisms to regularly and deliberately care for unrelated offspring.

One would therefore expect greater parental responsiveness towards one's own offspring than towards unrelated children, and this will result in more positive outcomes and fewer negative outcomes towards one's own children than towards other children in which one is expected to invest (i.e. stepchildren). "If child abuse is a behavioral response influenced by natural selection, then it is more likely to occur when there are reduced inclusive fitness payoffs owing to uncertain or low relatedness."[13] Owing to these adaptations from natural selection, child abuse is more likely to be committed by stepparents than genetic parents – both are expected to invest heavily in the children, but genetic parents will have greater child-specific parental love that promotes positive caretaking and inhibits maltreatment.

It is sometimes argued that this evolutionary psychological account does not explain why the majority of stepparents do not abuse their partners' children, or why a significant minority of genetic parents do abuse their own offspring. However, their argument is based on a misunderstanding: the evolutionary psychological account is that (all else equal) parents will love their own children more than other people's children – it does not argue that stepparents will "want" to abuse their partner's children, or that genetic parenthood is absolute proof against abuse. Under this account, stepparental care is seen as "mating effort" towards the genetic parent, such that most interactions between stepparent and stepchildren will be generally positive or at least neutral, just usually not as positive as interactions between the genetic parent and the child would be.[14]

Critical studies
Since the introduction of the theory of the Cinderella effect, many psychologists have criticized and collected information, intending to refute the claim that stepparents and abuse in children are directly related.

In one such study, John Harrop administered a survey by telephone, asking participants "whether they had 'slapped' certain family members (considered one by one) within the last year, had 'punched' them, and had 'used a knife or gun on' them and so forth, when they had a disagreement or were angry with them'."[15]
For this particular study, although the survey revealed that "the 117 stepparents who did not hang up (…) were no more likely to profess that they had assaulted the children under their care than were genetic parents",[15] the data is biased since those who do assault are unlikely to admit it or participate in such an interview by telephone.

I am not afiliated with the NCCPR. They advocate foster care and CPS reform. In January of 1996 I was hired as a Child Protective worker at New York City's Administration for Children's Services as part of the "first wave" of "fresh blood" that was going to reform Child Welfare in New York. That was more than thirteen years ago. We still to this day are regaled with tales of child welfare reform. Some things simply cannot be fixed and have to be scrapped.

As a ten and a half year veteran "Child Protector" I saw first hand too many instances of incompetence, cruelty, and irregard for human and civil rights. For example, fathers and extended families are rarely sought out, and too easily disqualified to be caregivers regardless of what any rulebook or syncophant might say.

Emergency child removals (of which I have done many) are cruel, traumatic, destructive to all involved and simply funnel helpless children into the abyss. While studies tell us that foster care has an eighty percent failure rate and that children fare better in "abusive" and "neglegent" families than in foster care our country,( and through its leadership much of the world), continues on this destructive path.

The people voted for boldness, audacity and change that could be believed in. The President would go down in history as a Great President alongside Abraham Lincoln were he to have this matter looked at seriously and with a whole new and objective eye and reach the conclusion that would be inevitable: Foster Care and child removals are grossly overused, their use fluctuate with political and journalistic tides, budgetary considerations and social work fads. What these trends, fads and political tides have to do with protecting vulnerable children would be something you should look into.

Kids are taught in school that the policeman is their friend. Well, that's debatable. Many years ago I knew someone who had a seizure in a public place. The staff panicked and called 911. Cops arrived after the seizure had passed but the cops insisted that they (and not an ambulance) transport her to a hospital. She was put into the back seat of the cop car and one of the cops sat next to her while the other one drove. The pig in the back pulled down her underwear and fondled her genitals under her skirt.
The woman reported this to the ER staff. A doctor said he had been told similar stories many times but that he feared reporting because of his own concerns for his safety and the ER's relationship with the police. The woman was also terrified because she lived in the area where she had been picked up and had a small child who she often walked in a stroller. "What if they took me away and sent my baby to foster care? What would I do then? I was not going to file any charges." was what she said.
Now we have a courageous woman who has broken through the fear. She was raped in her apartment while helplessly drunk by a cop sent to "help" her as the other cop (the sensitive NEWBIE good guy who doesn't do rape, I guess,) acted as lookout and went along with his rapist buddy's alibi. It took months for the NYPD to react and of course they are giving their usual "bad apple in a barrel of good apples" spiel. The truth is the "good apples" are bound by an informal but powerful code of "ethics" to be accomplices and lookouts for the "bad apples." Hence there are no good apples, and that includes Ray Kelly.

Budget cuts and "Emergency Services"

Emergency Children's Services is a misnamed department within Administration for
Children's Services' Division of Child Protection. I worked for eight years as an
investigator/ baby snatcher in this department.

It employs dozens of CPS workers, supervisors, managers and others. No other jurisdiction in the United States has anything like Emergency Children's Services (ECS). ECS operates full steam during night hours, week ends and holidays. It takes the reports people call in alleging child abuse or maltreatment and starts making phone calls and knocking on doors immediately, and not only for emergencies. In fact actual emergencies could be put aside by one supervisor while another family gets awakened at two in the morning because it is alleged that a teenager is skipping school on the orders of another (or sometimes the
same) supervisor.

This staff makes these "initial contacts" which can go up to removing kids and having parents arrested or be as simple as a harassing midnight telephone call and this department sends the case on to a field office where people work generally more normal hours. These field offices almost unanimously ignore the actions and case records of ECS and restart the case as though nothing had happened the night or weekend before. This represents a colossal waste of effort, assuming that CPS is itself a legitimate service, which I do not. Also in almost every jurisdiction in the US CPS does not make unannounced visits to people's homes after nine at night. The entire State of Connecticut for example has one staffer on duty overnights. The same applies to Nassau and Westchester Counties. ECS violates family and children's rights, actually gives real abusers a "dress rehearsal" for the "real investigation" that is to follow and is therefore useless.

Named "Emergency Children's Services" to create a false image that this department
responds in some useful way to help children finding themselves in real emergencies, ECS actually harms children, violates human rights and in the present environment it is an unneeded extravagance.

I have heard that ACS's commissioner, John Mattingly refuses to spend State moneys
allocated for paying child care workers, that is people who actually do something useful, saying that ACS cannot afford to pay the legally mandated (and quite modest) pay scales of these hard working women almost all of whom are of minority groups.

This is upside down logic. Pay the child care workers who do useful work what is their due and disband the midnight raiders. Police can respond to the very few real emergencies, not social workers.

I am sure Sharman Stein from ACS is a fine person doing her public relations job and being paid to defend ACS, but let’s look at the facts. She begins by comparing ACS reasons to police reasons to intervene. I want to point out that in the same way as there is police brutality, there is ACS brutality and ACS brutality is much much worse.

She calls the kidnapping of Black and Latino children “removals”, I call them more accurately kidnappings. She can be safe that ACS would never “remove” a child from her: she does not qualify.

She says that “we take steps to help a parent fix the problem”. Ask parents and they will tell you that this is not accurate, but rather a Public Relations spin or a cruel joke. After the tragic death of Nizxmary Brown the “removals” almost doubled. How can ACS explain that all of a sudden parents started abusing their children at a double rate? Or it was rather that ACS had gone into protective mode by protecting themselves rather than the children.

The fact of ripping children from the people they love and trust the most, is such a perverse act that leave them psychologically scarred for life. No wonder that 75% of them end in the prison system. Most of the rest as homeless or mentally ill. The State Legislature uses the number of children in foster care as the best predictor to build more beds for the ever growing prison system. ACS is the enforcement arm of the Child Slave Trade. They feed the profit-driven foster care industry that preys on those who oppose the least resistance: People of color who are not rich. You mention the Guinea Pig Kids being used at the Incarnation Children’s Center in Washington Heights. That is just the tip of the iceberg. What happened there, would not had been possible without the climate of abuse and impunity in which ACS operates. If what they did with those innocent children had been done to animals, the ASPCA would had close down the place and had everyone arrested, but since the children where mostly Black and Latino, they are expendable.

ACS happens to be the biggest child abuser in NYC. For any child they may help, they destroy 1,000. Either moron’s logic or clever evil social engineering.

The scam counts with the unconditional support of the family court judges who are appointed by the Mayor and who work for him (as the ACS Commissioner does) and who rubber stamp anything that ACS does and wants. There is no Jury Trial or Due Process in Family Court and a generous estimate is that parents win about 2 cases out of every 1,000 in a 1028 Hearing in Family Court.

ACS is not getting better but rather worse. The only thing they are getting better is the public relations strategies. Ms. Stein claims that “we do a lot to support teens who are aging out, like helping them to go to community college.” Of course, after having damaged the mind of that child, they want to show off by sending him/her to college. If they really cared about children, they should leave them with their natural protectors and in those few cases where there are problems, should help those families with voluntary services. ACS and all those who make a living from this scam want to defy the laws of nature and on top of that the laws of economics. Who is going to believe that oxymoron? They are really preparing teenagers not to college but to the prison system.

Well Well Well. ACS honchos have been inventing adopted kids and cashing checks for them. Wow. And it's been going on for years. And this is probably the tip of the iceberg.

An atmosphere that says: "We're ACS, we can do what we want" has finally come back to bite the mayor on the part of his rump where he can feel, that is in the realm of money. Not that he wants to blame the guy who came to ACS as a watchdog for this slipshod and primitive accounting system, oh no, not the commissioner's fault.

Though I thought I could be "different" and "honest" and do things both legally and sensibly they were not having it. I started a blog that exposes much of how their "child protective" division operates.

They've been working at "reforming" this mess for more than thirteen years and what do we have? A commissioner named John Mattingly (not Don Mattingly) who was once actually a "watchdog" now with his head in a ridiculous place where he cannot see the theft all around him, kids dying while in the governments "care" and a mayor who defends the falling cranes, the dead kids, the fifty shot cops.

Ah yes, the geniuses at ACS found three year old Kyle Smith to be one happy little kid just before his guardians murdered him. His grandmother's complaints were written off as motivated by a custody battle. No kidding. The boy's grandmother wanted to care for the kid, and not allow people whose own kids were taken away from them permanently to abuse him. In the idiot world of ACS this becomes an ulterior motive, and that trumps any facts. Besides, with this ulterior motive one can close a case and that's what ACS does, close cases the easy way, or the overtime way, as CPS and supervisor's priorities dictate. The guardian's own kids had been taken from her by Texas CPS authorities and the Family Court and ACS knew about this.

I'm a former CPS worker and I've come to the conclusion that this system is so decrepit and useless that it must be ended. As I've said before, if there is knowledge of a crime against a child (or anyone else) the police should investigate the matter and arrest wrongdoers. If a child then has no one to care for him the child should be given over to a relative, family friend or godparent. Only if there is no such person (and Kyle had a grandmother and a father) a very much smaller temporary foster care system would be needed. ACS must be taken off of investigations of crime, they are proven incompetents time after time after time. In Kyle's case he had a biological father. Why was he not considered? Might he have needed some help finding housing? Kyle's mother is said to be a drug addict. If drug addicts were allowed to get prescriptions for their drugs and function within the law there would be a whole lot fewer dead children and destroyed families.

If you ride the subway in New York you may have seen the ads, and they're online too. New York City's Administration For Children's Services is once again on the lookout for cannon fodder, frontline troops in their war against parental rights and authority, the poor and "minority" communities.

If you are considering becoming a Child Protective Specialist why not first ask people in the community if they respect ACS, if they respect the people who work for ACS and if they believe that ACS serves the interests of New York City's children? Don't ask on East End Avenue or West End Avenue, because ACS just about never impinges on the well to do. Ask people who are shopping on Fulton Street in Brooklyn, or Fordham Road in The Bronx, or living in the housing projects which are the last refuges of the poor in Manhattan.

Google "John Mattingly is not Don Mattingly".
Read the Essence Magazine article on ACS and what it did to helpess children .
Read about their lawlessness. Ask your City Council representative what happened to the investigation of this scandal. Ask yourself if you want to be associated with the organization that snatched hundreds of kids, ran experiments on them and cannot even give a credible number of how many kids they did this to.

Ask school teachers and guidance counselors if they respect ACS. Ask Emergency Room staff if they respect ACS. Ask people who work at ACs and are feverishly sending out resumes. Ask John Mattingly why ACS cannot retain its frontline staff.

If you are thinking about working at ACS, especially about becoming a "Child Protective Specialist" you should ask questions, and think again.

PS- I'll bet that in two years more than half of the staff they used for their commercials will be gone.

I have not posted in quite a while and I have not been involved in the newsgroup ACS Must Be Stopped either. For one thing, as I have written about, my wife and children have been threatened by ACs staff in the form of an anonymous letter that included mis spelling of a name that is identical to a mis spelling in ACS records and a visit by NYPD claiming that the children were "missing", a visit no doubt generated by a phone call from ACS staff to 911. My family has in the past undergone an ACS investigation that was very stressful and included a court case that tried to compel, in a court, one of the children to have an unneccesary medical operation. People who have lived that expect anything at all from ACS and I cannot argue that they are wrong. I have held back in participating in the newsgroup I initiated and will continue to be absent for some time to come.

I hope the newsgroup continues on and organizes effective actions to curb and eliminate ACS.

I maintain a blog called "CPM Ramon Vargas is Not an Idiot" for fun and I know it is read by and bothers certain unscrupulous staffers at my alma mater, Emergency Children's Services. In it I compare whores and Child Protective Services staff as members of society, (whores come out on top in that match up) and to keep people like Ramon Vargas, for whom the office is more like a happy hunting ground anyway, amused, I have some semi nude posters on that site. An ex CPS worker named Matt who blogs and is now an investment banker dropped by and left me two comments and a dare that I post on one of them. Being this is a day off from work for me I took a few minutes to reply to Matt and to hopefully make a point or two about Child Protective Services and how it functions in New York as an enemy of the poor.

I am surprised you lasted as long as you did there. I made it through only a few months, and I have to agree that ACS was far more problematic to deal with than any of my clients. I was lucky to have awesome supervision, but it wasn't for me and I went quickly back to the private sector. The problems there are quite serious and far-reaching, bad casework is only a small part of it. There are some great people, but there are not enough of them. In the interest of equal time, I found it a waste of my life to deal with the stupid problems of uneducated people who made the very poor choice to reproduce without having the mental or financial means to support that bad decision. Clients: Please stop doing drugs. Please stop beating your wife and children. Please go back to school and finish your education. School & Work is whats going on, there is no option 3. Also, this site would be a little more credible without the odd mixture of soft-porn and pseudospirituality.

As for what you call pseudo spirituality I do believe there is a God of justice and mercy and I do believe there is right and wrong. Most ACS staff would profess a belief in and a fear of God. I try to address them on this level.

As for your attitude toward the poor and their right to reproduce I'm totally against it. I oppose all anti human ideologies such as Malthusianism which is old time nazism. There are not "too many people" on earth, there are too many two legged pigs.

Anytime there is a child fatality, it is of the utmost necessity that the home still be assessed immediately and thoroughly for the presence and/or safety of any remaining children. Every square inch thoroughly examined. Any failure to act on the part of ACS/ECS in this instance could've resulted in additional child injury and/or fatality, regardless of police involvement and what the ORT said. The police do police work, not Child Protective work. You don't know anything for sure about the presence or condition of any other children in the home until you go in and verify. I would think that is obvious. You are VERY lucky you didn't wind up on the front page of the Post on this one.

Where did you get this "regulation"? Did you pull it out of your ass?

Matt you are wrong. Do you really think that if a child in Soho or Tribeca or Central Park West or President Street dies ACS comes barging into the home without a warrant at two in the morning after the detectives have already torn the place apart??

Read what I wrote, this time for comprehension. We went to the home even though there was no legitimate CPS report. The state 800 operator in the case spiced up the report the second time around, but I was alreaduy enroute to the apartment. The father denied us entry. He asked us to come back at a reasonable hour. He refused to allow us to awaken and terrorize his neighbors who had helped him at that unGodly hour. He refused to allow us to terrorize his surviving child.

Matt you might have barged in without a warrant and possibly would have gotten away with it too.

Interestingly Hani Malek, the Supe I who accompanied me on the case was soon promoted once I submitted my resignation from ACS. Adegbola and the crew who rang everyone's doorbell in that Harlem apartment building of course had no consequences for their lawless acts. People like them are lucky that the poor tend to be overwhelmed with surviving because that allows impunity. I do believe that there is justice somewhere. God hates ugly.

I intend to post on this and also on what you represented as a CPS worker.

Well then just what does Matt represent as a CPS worker? He represents a mode of thought that justifies the State interfering in the raising of poor and minority children from a point of view that these children should never have been born to begin with. He justifies terrorizing poor and minority parents and government lawlessness. He represents state undermining of parental authority. He represents the government imposition of a certain religious point of view- that the Bible was wrong in its advice for parents : Proverbs 13:24 “Whoever spares the rod hates his son, but he who loves him is diligent to discipline him.” While I personally do not agree with this Bible passage, it is in the bible, millions of people believe it is correct, millions have been raised this way and have gone on to be productive human beings and the government has no right to impose it's viewpoint, or mine, or Matt's on parents in their homes. In fact I'd like to ask Matt if he would do a survey among his fellow real estate investors: Find out how many of them received physical discipline from their parents. Then find out if any former foster children are among them. I'll go it even further than that: Find out how many had parents who had drug or alcohol problems, and in whose homes the father hit the mother. I think he'll find many, many, many who were physically disciplined and who also had troubled homes, but damned few if any real estate investors who survived New York City's foster care system.

Just as he cannot understand how I lasted ten and a half years in Child Protective Services I don't understand why he wanted to leave it. Oh, money.
