Leaving aside the fact that there's only one chamber in the Vermont Senate and the Dems there have had no problem defying Douglas and rendering Dubie the mute, inert afterthought he's qualified to be, the Vermont State Legislature is comprised of two bodies. <BR/><BR/>There's the House and then there's the Senate.<BR/><BR/>One has to control both houses of the Legislature to override the Governor's Veto. The Dems were unable to do that because they lacked sufficient numbers in their coalition this year on a number of occasions.
