Yes, Douglas is in control of the Corrections Dept. He sets the policy. He is responsible for making sure that it is running properly. He is responsible for enforcing the law.

The responsibility for running state government lies with the Governor.

Oh woe is me. My hero Bill O'Reilly ambushed my sweet sweet Jim in Philadelphia. That makes me so angry. I adored Billy O and even had his poster hanging in my bedroom, and now he's gone and tried to get a straight answer from Jimmily Wimmily about why his corrections cronies let this bad man out early and why he didn't enforce the laws on the books.
