V3 has not had the same impact as V1 or V2. The evolution of the courses and qualifications is still continuing, and probably has a significant impact upon the takeup of V3. Other vendors, sites and white papers talk about 'evolving' from V2 and having V2 in place before considering V3, but it's an expansion as opposed to a complete replacement.
