However, you have to be happy when a person gets to leave on their own terms.&amp;nbsp; In my interactions with him, I have found him to be honest, straightforward, and accountable.&lt;br /&gt;&lt;br /&gt;Some Police Chiefs previously in Dallas and across the country are often not in their blues, have drivers, and seem to enjoy the notoriety of being Chief more than actually doing the job. Not our Chief; I've never seen him out of uniform.&amp;nbsp; &lt;br /&gt;&lt;br /&gt;He was responsive to the community and to city leaders.&amp;nbsp; Chief Kunkle didn't put his finger in the air to check the temperature before he commented or made decisions on officer-related incidents or other issues.&lt;br /&gt;&lt;br /&gt;&lt;br /&gt;&lt;br /&gt;I also don't believe that he upset the entire rank and file with some of his decisions. One of the toughest jobs of a Chief is to discipline your own officers, and like any work situation not everyone will be happy with such an action.&amp;nbsp; Banning the chokehold and ending high-speed police chases has saved lives.&amp;nbsp; It's a fact.&lt;br /&gt;&lt;br /&gt;I do think there should be a search for a position such as Police Chief, Fire Chief, City Manager, and other high-ranking positions.&amp;nbsp; That being said, there are several candidates within the department that are immediately part of the discussion to be the next Chief should they decide to apply.&amp;nbsp; &lt;br /&gt;&lt;br /&gt;The measure of a good boss, or Chief in this instance, is often shown in the people he has promoted in other positions of leadership.&amp;nbsp; Chief Kunkle leaves the department in great hands.&amp;nbsp; Promoting Chief David Brown to First Assistant Chief after he did a stellar job leading the Northeast Division, Deputy Chief Sherryl Scott as the leader of the South Central Division (formed under Kunkle's watch), and having great people like Lt. Craig Miller as the head of homicide are just a few instances of Chief Kunkle having an eye for leadership.&lt;br /&gt;&lt;br /&gt;I don't believe anyone was being intentionally slighted with respect to his announcement.&amp;nbsp; It doesn't change the fact that Chief Kunkle is retiring, and it's not about focusing attention on yourself.&amp;nbsp; This was the Chief's moment, and I'm sure that everyone was notified within the proper timeframe. The last thing that I would want to see is this hiring decision being politicized in some way.&lt;br /&gt;&lt;br /&gt;&lt;div class="separator" style="clear: both; text-align: center;"&gt;&lt;br /&gt;&lt;/div&gt;Chief Kunkle often showed up at places you wouldn't expect like city budget meetings and other functions, and would engage citizens even when it wasn't required of him. While he has a reputation for always being serious, he has a great sense of humor if you ever get to talk to him.&lt;br /&gt;&lt;br /&gt;The last time I saw him was at a restaurant near downtown. But what you inevitably hear and read are an undercurrent of naysayers bemoaning the same factors for why downtown will never return to its past glory. The homeless. The tunnels. The (fill in the blank).&lt;br /&gt;&lt;/div&gt;&lt;div style="font-family: Georgia,&amp;quot;Times New Roman&amp;quot;,serif;"&gt;&lt;br /&gt;&lt;/div&gt;&lt;div style="font-family: Georgia,&amp;quot;Times New Roman&amp;quot;,serif;"&gt;In my opinion, these are not reasons to ignore downtown.&amp;nbsp; I don't see them as barriers to the recovery of downtown Dallas.&lt;br /&gt;&lt;br /&gt;&lt;/div&gt;&lt;div style="font-family: Georgia,&amp;quot;Times New Roman&amp;quot;,serif;"&gt;Yes, there are homeless people in Downtown Dallas. Unfortunately, there are going to be homeless people in every downtown in every major city. A good friend of mine in real estate made an interesting statement about the homeless, which was "if you had more people downtown, you wouldn't notice the homeless because they would blend in with everyone else."&amp;nbsp; When you compare Dallas to other cities, there are not a lot of homeless people.&amp;nbsp; I have seen cities with a much higher population of homeless revitalize their downtown. What city lets 10-15 people walking around during the day asking for change affect what is going to happen in a given part of town? See how much sense that makes? The people that don't travel downtown because of the homeless folks probably will never come downtown anyway.&lt;br /&gt;&lt;/div&gt;&lt;div style="font-family: Georgia,&amp;quot;Times New Roman&amp;quot;,serif;"&gt;&lt;br /&gt;&lt;/div&gt;&lt;div style="font-family: Georgia,&amp;quot;Times New Roman&amp;quot;,serif;"&gt;There is a need for improved lighting, but that will come with time. Also, applications are starting to arrive for video boards, which will provide a little flash to the major downtown streets.&lt;br /&gt;&lt;/div&gt;&lt;div style="font-family: Georgia,&amp;quot;Times New Roman&amp;quot;,serif;"&gt;&lt;br /&gt;&lt;/div&gt;&lt;div style="font-family: Georgia,&amp;quot;Times New Roman&amp;quot;,serif;"&gt;What I really here are a bunch of excuses.&lt;br /&gt;&lt;/div&gt;&lt;div style="font-family: Georgia,&amp;quot;Times New Roman&amp;quot;,serif;"&gt;&lt;br /&gt;&lt;/div&gt;&lt;div style="font-family: Georgia,&amp;quot;Times New Roman&amp;quot;,serif;"&gt;These are really  excuses for people that wouldn't invest, shop, or live downtown in the first place. They didn't say they couldn't be successful because of the tunnels or anything else.&amp;nbsp; Try going in the store anytime during the day; there's always several people in line or moving about the store. I would guess that it's one of their more successful stores in Dallas.&lt;br /&gt;&lt;/div&gt;&lt;div style="font-family: Georgia,&amp;quot;Times New Roman&amp;quot;,serif;"&gt;&lt;br /&gt;&lt;/div&gt;&lt;div style="font-family: Georgia,&amp;quot;Times New Roman&amp;quot;,serif;"&gt;&lt;br /&gt;&lt;/div&gt;&lt;div style="font-family: Georgia,&amp;quot;Times New Roman&amp;quot;,serif;"&gt;The Joule Hotel is right in the middle of Main Street. They didn't say that you couldn't have a high-end hotel because a few homeless people are walking by the building. It's a successful place.&lt;br /&gt;&lt;/div&gt;&lt;div style="font-family: Georgia,&amp;quot;Times New Roman&amp;quot;,serif;"&gt;&lt;br /&gt;&lt;/div&gt;&lt;div style="font-family: Georgia,&amp;quot;Times New Roman&amp;quot;,serif;"&gt;Another reality: we're stuck with the tunnels.&amp;nbsp; Most of the stores in the tunnels provide basic retail functions. They are a cash generator for the building owners and it's probably too cost prohibitive to close the tunnels.&amp;nbsp; Philadelphia has an entire network of tunnels full of similar retail shops; so does Houston. In fact, in Houston the tunnels are marketed as an &lt;a href="http://www.houstondowntown.com/Home/GeneralInfo/GettingAround/TunnelSkywalkSystem/"&gt;amenity&lt;/a&gt;, and some of them are open at night.&lt;br /&gt;&lt;/div&gt;&lt;div style="font-family: Georgia,&amp;quot;Times New Roman&amp;quot;,serif;"&gt;&lt;br /&gt;&lt;/div&gt;&lt;div style="font-family: Georgia,&amp;quot;Times New Roman&amp;quot;,serif;"&gt;I have a different take on the tunnels than most.&amp;nbsp; We should look at the tunnels more as an asset and part of the overall strategy. Attract higher-level retail at the street level and leave the rest in the tunnels.&amp;nbsp; I'm sure the tunnels have lower rent costs, which would allow an aspiring business owner to strike out on his own and move to a street-level space once they have enough business.&lt;br /&gt;&lt;/div&gt;&lt;div style="font-family: Georgia,&amp;quot;Times New Roman&amp;quot;,serif;"&gt;&lt;br /&gt;&lt;/div&gt;&lt;div style="font-family: Georgia,&amp;quot;Times New Roman&amp;quot;,serif;"&gt;I also disagree with the current alignment of the downtown streetcar. In my opinion, the route completely cuts off Deep Ellum from the rest of downtown. It also would show out-of-town Arts District patrons about this great alternative retail and restaurant scene right in the middle of our city.&amp;nbsp; Maybe just throw Deep Ellum a bone by having the train stretch to Good Latimer and Commerce,&amp;nbsp; circle back to Main and then continue north at Harwood Street.&lt;br /&gt;&lt;/div&gt;&lt;div style="font-family: Georgia,&amp;quot;Times New Roman&amp;quot;,serif;"&gt;&lt;br /&gt;&lt;/div&gt;&lt;div style="font-family: Georgia,&amp;quot;Times New Roman&amp;quot;,serif;"&gt;&lt;br /&gt;&lt;/div&gt;&lt;div style="font-family: Georgia,&amp;quot;Times New Roman&amp;quot;,serif;"&gt;If it's impossible to build this route, then they should simultaneously look at a route for Deep Ellum.&lt;br /&gt;&lt;/div&gt;&lt;div style="font-family: Georgia,&amp;quot;Times New Roman&amp;quot;,serif;"&gt;&lt;br /&gt;&lt;/div&gt;&lt;div style="font-family: Georgia,&amp;quot;Times New Roman&amp;quot;,serif;"&gt;The other funny thing is the people that are worried about driving on the streetcar tracks. I say that because it was one of the best shows that I had been to in a long time.&lt;br /&gt;&lt;br /&gt;Though I don't profess to be an expert on blues music, I know most of the popular songs. The show consisted of several singers and a fantastic backup band. But what also makes the place stand out are the owners.&amp;nbsp; You can tell that the Tuckers know what they're doing.&amp;nbsp; For a first night, the service was really attentive without being intrusive. Seriously?&lt;/span&gt;&lt;br /&gt;&lt;br /&gt;&lt;span style="font-size: small;"&gt;Acting like renters don't pay tax is an arrogant, failed argument.&amp;nbsp; A check may not be written directly to the municipality by a renter, but don't act like property taxes don't get paid&amp;nbsp; in some fashion.&amp;nbsp; Anybody that knows anything about real estate knows that any increase in property taxes will get passed along to tenants in the form of a rent increase. It's as ridiculous as the people picketing with "I hate government signs" but use our police, electric and water utilities. I mean, if you hate government then you at least have a rainwater collection system and solar panels on your house, right? I digress.&lt;/span&gt;&lt;br /&gt;&lt;br /&gt;&lt;a href="http://bellapink.typepad.com/Bobby%20D.jpg" imageanchor="1" style="clear: right; float: right; margin-bottom: 1em; margin-left: 1em;"&gt;&lt;img border="0" height="200" src="http://bellapink.typepad.com/Bobby%20D.jpg" width="129" /&gt;&lt;/a&gt;&lt;span style="font-size: small;"&gt;In fact, if you do the math on how much tax some of the "renters don't matter" crowd pays,&amp;nbsp; I would bet that our unimportant (to them) household of renters ends up paying more in taxes then that amount and has for years.&lt;/span&gt;&lt;br /&gt;&lt;br /&gt;&lt;span style="font-size: small;"&gt;I guess if there weren't people to rent apartments and commercial space, the property owners would happily keep paying the same level taxes to the city and county. I guess you would still have a downtown Dallas, since developers build buildings just so they can pay taxes out of their own pockets instead of having renters whose &lt;b&gt;rent&lt;/b&gt; will allow for such payments. Or maybe not.&amp;nbsp; Maybe, just maybe, the lease payments (rent) of said property end up in the hand of the building owner who then (gasp) pays some of it to the city and county in the form of property tax.&lt;/span&gt;&lt;br /&gt;&lt;br /&gt;&lt;span style="font-size: small;"&gt;The reasoning of some that it's OK to  raise taxes because Dallas voters approved a bond program also doesn't hold water.&amp;nbsp; Voters approved that increase in taxes for bond-program related projects, not to fund city services and programs.&amp;nbsp;&lt;/span&gt;&lt;br /&gt;&lt;br /&gt;&lt;span style="font-size: small;"&gt;Homeowners &lt;b&gt;and&lt;/b&gt; renters make a city. There is a lot of history that is detailed in the various art features.&amp;nbsp; Pictures from famed Dallas photographer R.C. In a little more than a year people that live in Pleasant Grove, Parkdale, and most of South Dallas will have direct access to jobs from Love Field and to Carrollton.&amp;nbsp; While there may be bus service to some of these locations, it's intermittent and it's a totally different proposition to ride on the train. In terms of time and ease of travel this rail line will put a lot of jobs in reach.&lt;/div&gt;&lt;div style="font-family: Georgia,&amp;quot;Times New Roman&amp;quot;,serif;"&gt;&lt;br /&gt;In addition, as events are hosted in Fair Park and downtown the train will ease some of the car traffic that is generated when people are traveling to these destinations.&amp;nbsp; As I rode the train you could feel the excitement and there was a lot of conversation amongst the passengers about the benefits of having the green line. Once the State Fair hits, it will be a great way to showcase the progress of our city.&amp;nbsp; &lt;br /&gt;&amp;nbsp; &lt;br /&gt;I heard that Victory Station will have a party this coming Saturday. on his blog Jetson Green about a container home that was built in Houston.&lt;br /&gt;&lt;br /&gt;A container home uses shipping containers as the building blocks of construction.&amp;nbsp; Reading various websites, people have a pretty strong opinion about container homes and whether they should be allowed in neighborhoods. In Fort Worth, someone wanted to build container homes and was recently &lt;a href="http://www.nbcdfw.com/around-town/real-estate/Man-behind-Cargo-Homes-Not-Giving-Up-56400692.html"&gt;denied&lt;/a&gt; the opportunity.&lt;br /&gt;&lt;br /&gt;According to reports, the cost of the actual containers can range from $2,000-$5,000 and many times multiple containers are used to build a home. It doesn't seem like that rumored closure will be happening anytime soon.&lt;br /&gt;&lt;br /&gt;Why you ask? I just received a press release from Congresswoman Johnson's office. It states:&lt;br /&gt;&lt;br /&gt;&lt;div style="text-align: center;"&gt;&lt;span style="font-weight: bold;"&gt;CONGRESSWOMAN JOHNSON ANNOUNCES INDEPENDENT AUDIT OF PROPOSED CHANGES TO DALLAS MAIL PROCESSING&lt;/span&gt;&lt;br /&gt;&lt;br /&gt;&lt;/div&gt;Washington, DC – (September 2, 2009)  Congresswoman Eddie Bernice Johnson announced today that the United States Postal Service (USPS) Office of Inspector General has begun an independent audit of proposed changes to mail processing at the Dallas Main Post Office. The USPS recently recommended moving processing and distribution operations from the Dallas Main Post Office to Coppell, on the recommendation of an Area Mail Processing study. The USPS has agreed to postpone a decision regarding the consolidation, pending completion of the audit. Congresswoman Johnson held a town hall on the issue in Dallas on August 24.&lt;br /&gt;&lt;br /&gt;"I am pleased that the United States Postal Service will wait to make changes to the mail processing system in North Texas until an independent audit is completed," Congresswoman Johnson said.  "While consolidating postal operations might be in the best interests of the postal service, it could have a negative impact on the city of Dallas and the postal employees who live there. It comes with the territory, but it would be nice if writers dug a little deeper when working on complex and important stories.&lt;br /&gt;&lt;br /&gt;If a so-called City Hall expert claims in an &lt;a href="http://www.dallasnews.com/sharedcontent/dws/dn/latestnews/stories/082309dnmetinfluence.3ee792b.html?ocp=2#slcgm_comments_anchor"&gt;article&lt;/a&gt; that "&lt;span class="vitstorybody"&gt;&lt;span class="vitstorybody"&gt;people can't go down there and get a fair hearing without paying off everybody in the world," surely that person should have some evidence to back up such a claim. Surely you've been to a City Plan Commission or City Hall hearing in the last 2-3 years. Right?&lt;/span&gt;&lt;/span&gt;&lt;br /&gt;&lt;br /&gt;Here's my point: I've been reading some of the blog posts and newspaper articles in recent weeks, and been left in amazement. Some of the articles use quotes from people that I've never seen at one of our City Plan Commission Meetings or City Council Meetings, that never put public comments on the record about cases in their neighborhoods, but yet claim the fix is in on every case. &lt;span class="vitstorybody"&gt;&lt;span class="vitstorybody"&gt;&lt;br /&gt;&lt;/span&gt;&lt;/span&gt;&lt;span class="vitstorybody"&gt;&lt;span class="vitstorybody"&gt;&lt;br /&gt;I wonder if these same people will support the consultant registration idea now that Mayor &lt;/span&gt;&lt;/span&gt;&lt;a onblur="try {parent.deselectBloggerImageGracefully();} catch(e) {}" href="http://www.ikkimatsumoto.com/graphics/tshirt_eat_more_crow.jpg"&gt;&lt;img style="margin: 0pt 0pt 10px 10px; float: right; cursor: pointer; width: 170px; height: 204px;" src="http://www.ikkimatsumoto.com/graphics/tshirt_eat_more_crow.jpg" alt="" border="0" /&gt;&lt;/a&gt;&lt;span class="vitstorybody"&gt;&lt;span class="vitstorybody"&gt;Leppert's &lt;a href="http://www.dallasnews.com/sharedcontent/dws/dn/latestnews/stories/081509dnmetlobbyists.40baf4b.html"&gt;plan&lt;/a&gt; has come to light.   &lt;/span&gt;&lt;/span&gt;I know the answer to that one.&lt;br /&gt;&lt;br /&gt;She must not have been down there two weeks ago, when Jim Dodd came to City Hall and singlehandedly fought a platting case against real estate giant &lt;a href="http://www.rptrust.com/"&gt;Ridge Property Trust&lt;/a&gt;.&lt;br /&gt;&lt;br /&gt;With his personally prepared handwritten packages and freehand maps, Mr. Dodd explained to us why he would be flooded out of his home if the plat was approved. Of course, if you just listen to some of the people quoted in these articles, you would think that we were playing Uno at the horseshoe until Mr. Dodd finished his presentation. On the contrary, what resulted is one of the longest discussions we have ever had about a platting case and the case was denied.  Mr. Dodd, of humble beginnings and background, beat the well-financed developer.  In fact, the story was covered &lt;a href="http://cbs11tv.com/local/Ray.Road.South.2.1126261.html"&gt;here&lt;/a&gt; (before the vote) and &lt;a href="http://cbs11tv.com/local/Ray.Road.South.2.1127427.html"&gt;here&lt;/a&gt; (after the vote). That's just one example.&lt;br /&gt;&lt;br /&gt;A lot has been made about the need for registration, and now it's here as evidenced in the article cited above.  Well hey, these quoted "experts" didn't know everything. Now they know.&lt;br /&gt;&lt;br /&gt;Just like the electronic campaign filing process that is now being used, more things are coming down the pike.  Such news runs counter to articles and blog posts doubting that anything would be done regarding consultant registration or any related issue.&lt;br /&gt;&lt;br /&gt;Contrary to what's written in the paper, nobody on our commission is too naive to know what's going on.  Knowing how much a person gets paid for their work is their business.  Whether they volunteer or bill by the hour at a high rate is not my concern.  It's our job as city plan commissioners to ignore all of the noise, campaigning, and random conjecture and look at the merits of the case.  Such merits don't change whether it's a citizen like Mr. Dodd or a well-financed company looking to win a case. The verdict: the food is good...service is terrible.&lt;br /&gt;&lt;br /&gt;I had the flat bread quesadilla which was surprisingly well seasoned and tasty. The bar is a great place to watch the game, as they have a 104-inch HDTV that makes for great viewing.  There are pool tables and various seating set-ups which can accommodate different sized groups.&lt;br /&gt;&lt;br /&gt;However, the service was really bad.  I've tried to learn from my restaurant-critic friends that you have to give a place a little slack when they first open.  However, the service issues were mainly due to inattentiveness. If you have three tables, why exactly do I have to wait 20 minutes for a coke refill? No bueno. And I shouldn't have to tell you three times about my need for a refill or the check when you keep serving the table next to me.  I tipped only to not be viewed as a cheapskate and for no other reason.&lt;br /&gt;&lt;br /&gt;The service experience ended with the check folder being left on the table as she walked to a bigger (drunker) table. Newsflash: people that aren't sloshed tip as well as drunks. No 'thank you' for service, no nothing...she just dropped off the check and left. That's why I paid with cash because I knew she'd never come back...and I was right. Conversely, I've been to &lt;a href="http://www.tensportsgrill.com/"&gt;Ten&lt;/a&gt; Sports Grill on Main and my server never missed a beat and had way more tables and people to serve.&lt;br /&gt;&lt;br /&gt;(side note: when I was at Ten, I thought about this &lt;a href="http://frontburner.dmagazine.com/2009/08/20/john-gonzalez-on-dallas-sports-fans-a-little-squirelly/"&gt;post&lt;/a&gt; from D Magazine's Zac Crain. Why?  Because in a sports bar with 100+ people, only me and 1 other guy were watching the Rangers game. Byrd tied the game with an HR with 2 outs in the 9th! And a grand total 2 people clapped. The guy behind me with a Rangers cap to the back in stereotypical cornball fashion never peeked at the game. Probably liked the hat for the colors.)&lt;br /&gt;&lt;br /&gt;Final verdict: at Draft Media Sports Bar the food is on point and the layout is fantastic. But to truly become a destination for people other than lay-up business from hotel guests, some major service training should be required. Here are some highlights of the press release from Joanna Singleton at Jackson Spalding:&lt;br /&gt;&lt;br /&gt;&lt;span style="font-weight: bold;"&gt;Thomas Phifer and Partners Announced as The Park’s Restaurant and Performance Pavilion Architect&lt;/span&gt;&lt;br /&gt;&lt;br /&gt;DALLAS (Aug. 19, 2009) — The Woodall Rodgers Park Foundation has named Thomas Phifer and Partners as the architect for the 6,000 square-foot restaurant and the performance pavilion, two central amenities planned for the 5.2 acre deck park that will span over the freeway between Uptown and Downtown Dallas. Phifer was released to begin developing the construction documents this week.&lt;br /&gt;&lt;br /&gt;Plans call for a full restaurant with indoor and outdoor seating as well as a quick, casual café for people who wish to pick up a meal to enjoy in the park. The restaurant will also include space available to rent for private events. The adjacent performance pavilion will be a central gathering space in the middle of The Park and serve as a place for free concerts and events. When not in use, the performance pavilion will have movable tables and chairs for additional outdoor dining.&lt;br /&gt;&lt;br /&gt;Restaurant Concept Aims to Reinforce Connectivity&lt;br /&gt;&lt;br /&gt;Phifer’s restaurant design is conceived as a simple park pavilion which will encourage a connection with the surrounding landscape through glass walls, skylights and a sculpted ceiling that transitions from the indoor to the outdoor space. All four walls of the restaurant will be constructed with glass from floor-to-ceiling.&lt;br /&gt;&lt;br /&gt;On the south side, the glass wall will have retractable glass doors that can open for patrons to enjoy the outdoors. A covered terrace will complement the retractable doors and allow patrons to sit outside and enjoy parkside dining. The terrace will have a direct view onto the Performance pavilion stage so that restaurant guests can enjoy the park’s entertainment programs.&lt;br /&gt;&lt;br /&gt;The event space will feature a private dining room which will accommodate up to 80 seated guests with access to an outdoor grill and bar area.&lt;br /&gt;&lt;br /&gt;The ceiling of the restaurant will appear to sit lightly on the glass walls and will be constructed of a series of coffers, each with a small skylight to animate the ceiling and to allow restaurant guests to enjoy the day’s changing light.&lt;br /&gt;&lt;br /&gt;Environmentally responsible design features such as geothermal radiant heating and cooling and a green ‘planted’ roof will be considered during the design phase.&lt;br /&gt;&lt;br /&gt;The Woodall Rodgers Park Foundation will celebrate The Park’s groundbreaking in September 2009. This is significantly lower than the 5.5% rate cap that was set by the Dallas City Council, and will save the city millions of dollars.  There are investment commitments for the entire $480 million in bonds.&lt;br /&gt;&lt;br /&gt;According to this &lt;a href="http://www.dallasnews.com/sharedcontent/dws/dn/latestnews/stories/081909dnmetbondsale.41c1406.html"&gt;article&lt;/a&gt;, the lower interest rate translates to a savings of $149 million of the life of the bin&lt;br /&gt;&lt;br /&gt;This runs contrary to those that doubted that the Convention Center Hotel bonds would be sold. I figured it was coming from the jean store next door, since a lot of clothing stores have music that bleeds onto the sidewalk areas to attract customers.&lt;br /&gt;&lt;br /&gt;I was very surprised to see this fine gent in his motorized wheelchair singing at the top of this lungs.  He has speakers mounted on the bottom, and he moves from block to block during the day belting out classics from Stevie Wonder, the Stylistics, and others.  He's very good, and has no problem hitting you up for a donation (which I gladly paid $2). The police do not bother him, and he is a welcome sight on center city streets.&lt;br /&gt;&lt;br /&gt;This got me thinking:  Downtown Dallas is far too quiet during the day. While I'm sure commerce is being transacted, downtown areas are supposed to be full of audible activity.  Maybe there are some in our tunnels (need confirmation), but Downtown Dallas would benefit from having some street musicians in addition to allowing people to perform at train stops as DART has done in the past. As mentioned above, many stores in other cities also play music directed toward street traffic.&lt;br /&gt;&lt;br /&gt;Maybe it could be a requirement that only x number of musicians/singers/etc could be in one block. But it's something we need to encourage in our city.  Have a guy doing magic tricks, some mimes, anything (except this sort of &lt;a href="http://www.flickr.com/photos/nnova/3697366856/"&gt;thing&lt;/a&gt;). The goal is to attract people to downtown, get people out of the buildings and onto the street during lunch hour and to hang around after work.
