Secret negotiations were conducted and sale of same by the Iraqi government. The company it was sold to was a Canadian Nuclear energy company. Delivery occurred safely and without incident last week, according to AP and reports in the Canadian press. Joe Wilson was wrong, pure and simple. Saddam Hussein had a nuclear weapons program and he already had all the yellow cake he needed to produce weapons grade uranium, possibly obtained from Niger. (Niger's only exports are onions, goats and yellow cake uranium which is mined there). After its discovery, it was important for the presence of that much dangerous material to be a secret until it could be safely removed from Iraq for obvious reasons.
