The shipbuilder is still liable for correction which could take as long as to the Post-Shakedown Availability.<BR/>IF TEMPEST involves any GFE then its a shared responsiblity, also not an unusual situation.<BR/>The PMRep meets with builder and crew to assign trial card responsiblities. He probably already has?<BR/><BR/>I see nothing nefarious in what the USCG is doing.
