Firstly, the limited but government managed English Libyan press never reported of such a conference.  Indeed,  a Muganda expatriate working in Tripoli told Sekanyolya that he was surprised to hear that  an international cultural conference involving Buganda was underway in Benghazi.  He said, “Libya is a small place, either your conference is not going on or those people are just visiting  privately.”&lt;br /&gt;&lt;br /&gt;A team of Buganda officials, led by Prince Kassim Nakibinge Kakungulu and including Katikkiro JB Walusimbi, went to Libya on August 25, allegedly to attend an African cultural conference. Curiously, the Buganda Attorney General, Apollo Makubuya, whose portfolio is not immediately concerned with culture, was also in the delegation. Sources in Mmengo tell Sekanyolya that Buganda’s most important cultural leaders below Kabaka, the clan heads, were  neither closely consulted nor involved in the trip. However, the hereditary ssaza chief of Kooki,  Kamuswaga, Ssansa Kabumbuli and the Lukiiko speaker Haji Kaddu Sserunkuuma are supposed to have gone too.&lt;br /&gt;&lt;br /&gt;A sometimes unreliable source in Museveni’s Uganda Media Center has informed Sekanyolya that President Khadafy’s “international conference for Ugandans only”  was also attended by the Omukama of  Bunyoro Gafabusa Iguru, Omugabe of Ankole, Barigye, Acholi Rwot, David Onen Achan, Lango’s Wini, Nyaki Odur and Teso’s Emorimor Osuban.  The Omukama of Tooro, whose mother had a highly publicized close friendship with President Khadafy was not mentioned.&lt;br /&gt;&lt;br /&gt;In March 2008, Sekanyolya reported that Katikkiro Walusimbi, who was still new in the office worked with Hajj Kagimu and Vice President Gilbert Bukenya, to bring Libya’s President Khadafy to visit Bulange (see &lt;a href="http://sekanyolya.blogspot.com/2008/03/mmengo-radicals-throw-spanner-in-m7s.html"&gt;Mmengo Radicals Throw Spanner In M7’s Genocidal Plans, He Counters With Ghadafi Visit&lt;/a&gt;). In mid-May 2008, at Nook Bar in Kampala, Sekanyolya heard Owek. Walusimbi describe his plans to get money from Khadafy and develop the Lubiri and Bulange Plaza.&lt;br /&gt;&lt;br /&gt;At the time, many Baganda cultural leaders, youths and overseas were very upset that Walusimbi exposed Nnabagereka of Buganda to Khadafy, especially in the absence of her husband. However, many of the same Baganda were quieted by fake rumors that Khadafy and Museveni had fallen out. If the various cultural leaders from Bunyoro, Ankole, etc. who only survive on Museveni's handouts went with the Buganda delegation then it would be relatively obvious that Museveni, Walusimbi and Khadafy are acting in unison.&lt;br /&gt;&lt;br /&gt;It is too early to tell how Baganda will react on finding out that the so called international conference seems to have been a ruse to conceal negotiations to lease out the Lubiri to Khadafy and Museveni, and make a lot of money. It should be noted that Owek. If he is indeed a mere engineer who hates politics, then why does he love to secret political negotiations with Museveni and his posse on how to revive the Regional Tier scam and force Kabaka Mutebi into agreeing to talk to Museveni? Why not just simply go to Ssabasajja, admit his now exposed unfitness for the position of Katikkiro, then ask for clemency and permission to resign?”&lt;/p&gt;    &lt;p class="MsoNormal" style="line-height: 13.65pt; color: rgb(0, 0, 0);"&gt;Talking to newsmen three weeks ago Walusimbi publicly expressed shock that his Katikkiro position involved politics. After claiming that he was forced into taking the job he even expressed regrets that he had accepted the job. This apparently most arrogant provocation of Baganda by a Katikkiro since Martin Luther Nsibirwa, came after president Museveni's government had kidnapped three Mmengo officials, Peter Mayiga, Betty Nambooze and Medard Lubega and claimed that they had committed treason, among other crimes. Katikkiro Walusimbi knew very well that the kidnapped officials had never been involved in the capital offenses that Mr. Museveni was trying to pin on them. However, instead of standing by them and challenging Government to release them or immediately take them to court, Walusimbi alone started to negotiate a "political solution", against the advice of superb lawyers at Mmengo.&lt;/p&gt;    &lt;p class="MsoNormal" style="line-height: 13.65pt; color: rgb(0, 0, 0);"&gt;Baganda Nkoba za Mbogo and other youths refused to accept what they saw as Walusimbi's show of weakness and duplicity. While the Katikkiro was busy negotiating with Museveni, Tinyefuza, Mbabazi, Grace Ssemakula, Nadduli, Sebunya, Rugunda, Kuteesa, Kayihura and Kivejinja, youths staged protests at his office, demanding that he gives them a formal command to take the battle to the streets. Walusimbi hid from them. Word that Katikkiro Walusimbi knew about the impending kidnaps and never warned Nambooze or Mayiga when he had the opportunity, further tarnished Walusimbi's image.&lt;/p&gt;    &lt;p class="MsoNormal" style="line-height: 13.65pt; color: rgb(0, 0, 0);"&gt;The worst came when evidence that our Katikkiro is financially beholden to President Museveni. &lt;span style=""&gt; &lt;/span&gt;Walusimbi admitted to news reporters that Museveni's state house owes his (Walusimbi's) Associated Consulting Engineers (ACE) over 1 Billion Uganda Shillings in connection with CHOGOM contracts. Since the admission, a source in Mr. Museveni's ministry of works has told Sekanyolya, "This 1 Billion is only part of the story. There is much more money and too many people involved in these mafia style deals. Engineer Walusimbi is in it too deep to ignore Museveni, Nasasira or PS Muganzi. These three can bring down the ACE syndicate in one day and ruin his life and family. Or even by simply leaking information about the people, including prominent Baganda and Banyankore who invest in ACE scams."&lt;/p&gt;    &lt;p class="MsoNormal" style="line-height: 13.65pt; color: rgb(0, 0, 0);"&gt;Sekanyola has independently confirmed that Katikkiro Walusimbi's company, where he is one of only two directors, has contracts worth millions of dollars with Bank of Uganda, Ministry of Works, State House, NSSF and other clients that are under Museveni's directly control. And at least three of the ACE mega contracts (details omitted to protect sources) are structured as quick-money syndicates involving pooling of political influence and bribe funds to guanrantee deals.&lt;br /&gt;&lt;/p&gt;  &lt;p class="MsoNormal" style="line-height: 13.65pt; color: rgb(0, 0, 0);"&gt;Downing a cold &lt;st1:city&gt;&lt;st1:place&gt;Bell&lt;/st1:place&gt;&lt;/st1:City&gt; beer in Nakulabye on August 11, 2008, our &lt;st1:city&gt;&lt;st1:place&gt;Kampala&lt;/st1:place&gt;&lt;/st1:City&gt; based advisor  reminded Sekanyola that he warned us not to get excited over Walusimbi's appointment (see "&lt;a href="http://sekanyolya.blogspot.com/2008/01/katikkiro-walusimbi-urged-to-drop.html"&gt;Katikkiro Walusimbi Urged To Drop Bukenya And Start Leading&lt;/a&gt; " posting of January 27, 2008). He gloated, "I told you that we needed to watch Walusimbi before drawing so many conclusions. Yes, he is a friendly man generally but he is not necessarily Katikkiro material, as he has admitted himself. Think about it, would someone who is fit for that job take it knowing very well that his financial survival is 100% in Museveni's and Nasasira's control? Or, can you imagine a Katikkiro today who sincerely believes has the position involves zero politics?&lt;o:p&gt;&lt;/o:p&gt;&lt;/p&gt;&lt;span style="color: rgb(0, 0, 0);"&gt;"Can someone fit for the Katikkiro office so obviously ignore the over 75% of Baganda are under the age of 30 and who, together with Kabaka's subjects in the diaspora, are the key to &lt;/span&gt;&lt;st1:country-region style="color: rgb(0, 0, 0);"&gt;&lt;st1:place&gt;Buganda&lt;/st1:place&gt;&lt;/st1:country-region&gt;&lt;span style="color: rgb(0, 0, 0);"&gt;'s future? What kind of Katikkiro can actively undermine so many major Baganda initiatives in 2008 - Kabaka’s own Civic Education Committee led by Nambooze, the Buganda Conference in &lt;/span&gt;&lt;st1:city style="color: rgb(0, 0, 0);"&gt;&lt;st1:place&gt;Kampala&lt;/st1:place&gt;&lt;/st1:City&gt;&lt;span style="color: rgb(0, 0, 0);"&gt;, the London Federo Conference and Ttabamiruka '08 in the &lt;/span&gt;&lt;st1:country-region style="color: rgb(0, 0, 0);"&gt;&lt;st1:place&gt;USA&lt;/st1:place&gt;&lt;/st1:country-region&gt;&lt;span style="color: rgb(0, 0, 0);"&gt;? There are two main reasons. First, we now need people who really know computers to help us with posting on Blogspot and it had become too expensive. The best Muganda &lt;span style="font-style: italic;"&gt;smart suit&lt;/span&gt; is one with a good mix of ambition and inferiority complex.&lt;/li&gt;&lt;li&gt;Use the smart suits to convenience the natives of &lt;st1:country-region&gt;&lt;st1:place&gt;Buganda&lt;/st1:place&gt;&lt;/st1:country-region&gt; that they cannot survive without &lt;st1:country-region&gt;&lt;st1:place&gt;Uganda&lt;/st1:place&gt;&lt;/st1:country-region&gt; and a Ugandan president who cares about the Kabaka and his subject’s interests. Make sure to discredit any form of &lt;st1:country-region&gt;&lt;st1:place&gt;Buganda&lt;/st1:place&gt;&lt;/st1:country-region&gt; nationalism by calling patriotic Baganda “sectarian” while promising &lt;st1:country-region&gt;&lt;st1:place&gt;Buganda&lt;/st1:place&gt;&lt;/st1:country-region&gt; everything they want, if they support you.&lt;/li&gt;&lt;li&gt;Use the Baganda smart suits to get access to the political, military and financial weapons to topple the existing anti-Buganda president.&lt;/li&gt;&lt;li&gt;After a honeymoon period, where you grant Baganda a portion of what your predecessor stole from them, create a new political and legal arrangement which can, hopefully, weaken &lt;st1:country-region&gt;&lt;st1:place&gt;Buganda&lt;/st1:place&gt;&lt;/st1:country-region&gt;&lt;st1:country-region&gt;&lt;st1:place&gt; and allow you to grab even more than all other plunderers.&lt;/st1:place&gt;&lt;/st1:country-region&gt;&lt;/li&gt;&lt;li&gt;Continue where your predecessor stopped, with the execution of laws and regulations to weaken isolate the Kabaka, impoverish and divide Baganda – with the goal of making &lt;st1:country-region&gt;&lt;st1:place&gt;Buganda&lt;/st1:place&gt;&lt;/st1:country-region&gt; infeasible. Drop the smart suits as needed.&lt;/li&gt;&lt;/ol&gt;             &lt;p class="MsoNormal"&gt;The advisor says that, “Obote I, Idi Amin and Yoweri Museveni have all successfully used this playbook to stay in power for long periods. Museveni has had a longer run than the others but, in the process, his excesses have also helped us understand the game. As a result, he has created the condition for the resurgence of &lt;st1:country-region&gt;&lt;st1:place&gt;Buganda&lt;/st1:place&gt;&lt;/st1:country-region&gt; nationalism which on one can stop now.”&lt;/p&gt;    &lt;p class="MsoNormal"&gt;Evidence is emerging that as the Rwandese president of &lt;st1:country-region&gt;&lt;st1:place&gt;Uganda&lt;/st1:place&gt;&lt;/st1:country-region&gt; starts to loose grip in &lt;st1:city&gt;&lt;st1:place&gt;Kampala&lt;/st1:place&gt;&lt;/st1:city&gt;, the vultures a circling again. A coalition between Banyankore, Bakiga and a few Easterners and Northerners, who are scared of &lt;st1:country-region&gt;&lt;st1:place&gt;Buganda&lt;/st1:place&gt;&lt;/st1:country-region&gt;’s new nationalism are already working according to the above playbook. The panic started in earnest after Katikkiro Dan Muliika successfully convinced Baganda to ignore the Regional Tier law and caused Museveni’s government abandon it. That is when anti-Buganda forces understood that a coalition was needed to contain animal that Muliika had let of the cage. It was time to return to the proven playbook.&lt;/p&gt;    &lt;p class="MsoNormal"&gt;Sekanyolya’s advisor warns Baganda that this coalition is 100% identical to Obote I, Amin or Museveni in the overall objective of subduing &lt;st1:country-region&gt;&lt;st1:place&gt;Buganda&lt;/st1:place&gt;&lt;/st1:country-region&gt;. Their first major event is a conference they plan to take place in &lt;st1:city&gt;&lt;st1:place&gt;London&lt;/st1:place&gt;&lt;/st1:city&gt; on the weekend of &lt;st1:date year="2008" day="23" month="8"&gt;August 23, 2008&lt;/st1:date&gt;. They have vaguely called it THE UGANDAN DIASPORA INTERNATIONAL CONVENTION FOR DEVELOPMENT, SOLIDARITY AND DEMOCRACY. “If you know &lt;st1:country-region&gt;&lt;st1:place&gt;Uganda&lt;/st1:place&gt;&lt;/st1:country-region&gt;’s history and carefully examine the program and presenters at this conference, you can see the smart suits (Makubuya, Kajubi, Ssempeebwa, Ken Lukyamuzi, Lule) and the playbook holders (Mushega, Matembe, Byanyima, Bidandi, Akaki) from 10 miles away. Also the other invited British speakers and Mazrui/Mamdani are either willing pawns or have well documented histories of anti-Buganda rhetoric – none of them is a genuine friend of &lt;st1:country-region&gt;&lt;st1:place&gt;Buganda&lt;/st1:place&gt;&lt;/st1:country-region&gt;.”&lt;/p&gt;    &lt;p class="MsoNormal"&gt;“How can so called serious Baganda like Makubuya and Lule be oblivious to the implications of engaging in casual depate/discussion with Eli Karuhanga, a member of Museveni’s &lt;i style=""&gt;akazu&lt;/i&gt; (secret kitchen cabinet), in charge of state house scholarships and long-term planning?” asked the advisor. Sekanyolya’s sources in &lt;st1:country-region&gt;&lt;st1:place&gt;Buganda&lt;/st1:place&gt;&lt;/st1:country-region&gt; suggest that &lt;span style=""&gt; &lt;/span&gt;the planned presence of Eli Karuhanga, the man who publicly claims that “Baganda are political condoms” could be a sign that the organizers have tacit approval from &lt;st1:country-region&gt;&lt;st1:place&gt;Uganda&lt;/st1:place&gt;&lt;/st1:country-region&gt;’s Rwandese president.&lt;/p&gt;    &lt;p class="MsoNormal"&gt;Sekanyolya's advisor concludes by alerting Makubuya, Lule, Kajubi and the other Baganda involved in this seemingly innocent venture to wakeup and smell the dung. “If you badly need a microphone, go to Ttabamiruka in &lt;st1:city&gt;&lt;st1:place&gt;Kampala&lt;/st1:place&gt;&lt;/st1:city&gt; or &lt;st1:state&gt;&lt;st1:place&gt;New   York&lt;/st1:place&gt;&lt;/st1:state&gt;. First, we lost our biggest sponsor and a frequent contributors, a great and patriotic son of &lt;st1:country-region&gt;&lt;st1:place&gt;Buganda&lt;/st1:place&gt;&lt;/st1:country-region&gt;, who died after a long illness (May Allah rest his soul in peace). Due to that death and some serious illness in the rest of &lt;span style=""&gt; &lt;/span&gt;team, we had to re-organize our resources substantially, while protecting our sources.&lt;/p&gt;    &lt;p class="MsoNormal"&gt;Sekanyolya thanks all those of you who inquired and sent messages of support. We also pray for those of you made up and spread false rumors about Sekanyolya. We are still sick and find it quite difficult to write and take the materials to the web cafe for entry. However, because of what has been happening under the “leadership” of Katikkiro Walusimbi, we will do our best to keep our readers informed. &lt;/p&gt;    &lt;p class="MsoNormal"&gt;There might be a few changes in system that Sekanyolya uses, however. To get better support and save on the cost of posting things on the Internet, Sekanyolya is investigating becoming a column on an online newspaper instead of using Blogspot. In this historical month the chairpersons of Baganda Nkoba za Mbogo student organizations in primary schools held their first national convention. The conference was presided over by the national President of primary school Nkoba za Mbogo organizations, 14 year old Annette Nabasiita from Buddu county. Other officials include 13 year old Juliet Nakiwala (Vice President) and 13 year old Henry Ssebuuma (Treasurer).&lt;br /&gt;&lt;br /&gt;The conference discussed a wide range of issues but put a special emphasis on protecting Buganda land and assets against grabbing and giving Baganda children a decent education. The teenage speakers expressed disappointment about the failure of adult Baganda, including their own parents, to fight for Buganda’s things that the Uganda government stole and Museveni is giving away to foreigners.&lt;br /&gt;&lt;br /&gt;Nkoba za Mbogo was started in the mid 1990’s by Baganda students at Makerere University, with tacit support from DP. Its alumni include Mmengo officials, Peter Mayiga and Lubega Sseggona. Over the years the organization has spread its tentacles across educational institutions of all types in Uganda. Evidence of the fire like spread of Nkoba za Mbogo is in the fact that, today, over 60 primary schools have active Nkoba za Mbogo branched and secondary schools have even many more. The DP influence has waned and the organization has turned into a truly national movement. And this could well be the biggest challenge that the Rwandese president of Uganda faces today (see “&lt;a href="http://sekanyolya.blogspot.com/2008/02/americans-sense-genocide-symptoms-in.html"&gt;Americans Sense Genocide Symptoms in Buganda, Talk To Mmengo&lt;/a&gt;” of February 8, 2008 and “&lt;a href="http://sekanyolya.blogspot.com/2008/03/village-chief-in-museveni-gets.html"&gt;The Village Chief In Museveni Gets Desperate, Mmengo Advised to Keep Distance&lt;/a&gt;” of March 7, 2008). When Museveni opened war on Ssabasajja, over continued stealing of Buganda land, he gave the thousands of Nkoba za Mbogo soldiers a cause around which to rally the troops.&lt;br /&gt;&lt;br /&gt;Sekanyolya’s Kampala based legal advisor is confident that Buganda’s future is quite secure, now that Baganda children have decided to reject the misguided “Twebaka ku tulo”, “Banagamba batya?” and “Fe tetulina mundu” slogans of their parents and grand parents. The learned gentleman told Sekanyolya that, “The Chinese have a saying that, ‘If you plan for one year, plant rice, if your plan for 10 years, plant trees, if you plan for 100 years, educate children.’ Most of us Baganda adults have focused on planting rice and trees to fill our stomachs. And Museveni has been busy educating Banyankore, Bakiga and Banyarwanda in how to control Baganda. It is only by the grace of God that Baganda children saw the gap and grew Nkoba za Mbogo, which is properly educating Baganda children in how to defend their nation. Interestingly, the apparent motive in some of these murders was not robbery or personal feuds. And one particular killing set off an alarm among some Baganda Luweero war veterans in Nakulabye who swore that it had Museveni’s fingerprints all over. In that murder, the killers cut the victim’s stomach open, pulled out the intestines and left him to die. The murder spree started shortly so called General Tinyefuza to recoil after threatening Buganda (see “&lt;a href="http://sekanyolya.blogspot.com/2008/03/mmengo-radicals-throw-spanner-in-m7s.html"&gt;&lt;span style="color:#3366ff;"&gt;Mmengo Radicals Throw Spanner In M7’s Genocidal Plans, He Counters With Ghadafi Visit&lt;/span&gt;&lt;/a&gt;“ of March 24, 2008).&lt;br /&gt;&lt;br /&gt;After getting briefed by Europe based Luweero war veterans and ESO sources, Sekanyolya can report that there strong evidence that Tinyefuza’s threats in the Uganda parliament could have triggered the wave of unexplained murders around Kampala. The Europe based veterans explained that, “Cutting a person’s stomach open was a technique that Museveni applied widely to terrorize Baganda, especially UPC supporters. He mostly used it in Ssingo, Butambala, Busujju and a few parts of Busiro and some of the families of the victims were left so terrorized that even today they cannot talk about it. Museveni started that tactic after the war become too difficult and he (Museveni) seemed to be cornered. And we think that, with the Buganda land problem around his neck, he feels cornered again and he is automatically going back to what worked for him before.”&lt;br /&gt;&lt;br /&gt;Sekanyolya’s source in ESO thinks that the veteran’s theory is very credible and seems to explain some interesting information that has been coming out of Museveni’s inner circles. For example, over the last several weeks, Museveni has been working hard to reassemble Luweero fighters, especially those with skills to do dirty work. For example, Salim Saleh has been contacting members of various robbery gangs that he and Wavamunno’s brother Kamya employed in the late 1980s. Tinyefunza has also been recruiting some former Kadogo’s (child soldiers) who he used to murder Acholis. Also, Kakooza Mutale and Kalangala Action Plan are now well fed and have been retrained. And even Kasirye Ggwanga, who has been surviving on a diet of sugar canes, has been offered to come back and enter ISO or do free-lance intelligence for state house.&lt;br /&gt;&lt;br /&gt;Sekanyolya is yet to confirm if Mmengo officials have a full understanding of Museveni’s skills as a tactician and his affinity for violence and terrorism. The recent failure recognize and obvious “good policeman/bad policeman” ruse by Museveni and Ghadafi has made it more difficult to follow the logic of certain Mmengo official anymore (see “&lt;a href="http://sekanyolya.blogspot.com/2008/03/mmengo-radicals-throw-spanner-in-m7s.html"&gt;&lt;span style="color:#3366ff;"&gt;Mmengo Radicals Throw Spanner In M7’s Genocidal Plans, He Counters With Ghadafi Visit&lt;/span&gt;&lt;/a&gt;“ of March 24, 2008). Mmengo officials rushed to embrace Ghadafi and after he and Museveni faked a sudden falling-out and promoted it by having Tamale Mirundi plant fake stories in Museveni’s Bunkeddeko and the Banyankore owned Uganda Observer. Now Sekanyolya can report that the statements made by General Tinyefuza in the Uganda parliament on March 11, 2008 were a deliberate “trial ballon” to gauge the feasibility of terrorizing Baganda and shutting them up for ever (See “&lt;a href="http://www.newvision.co.ug/D/8/12/616059/mukasa%20buganda"&gt;‘Mengo demand nonsense’ - Army MP&lt;/a&gt; “ in New Vision, “&lt;a href="http://www.newvision.co.ug/D/58/60/616046/gasiya"&gt;Amagye tegajja kukkiriza bya ttaka lya mayiro 9,000&lt;/a&gt;” in Bukedde and “&lt;a href="http://www.monitor.co.ug/artman/publish/news/MP_names_4_generals_owning_miles_of_land.shtml"&gt;MP names 4 generals owning miles of land&lt;/a&gt;” in The Monitor).&lt;br /&gt;&lt;br /&gt;&lt;strong&gt;The Tinyefuza Coded Message To KAP and Balaalo&lt;/strong&gt;&lt;br /&gt;&lt;br /&gt;A reliable source close to the Banyarwanda community in Uganda has told Sekanyolya that, “Everything Tinyefuza said was first agreed on with Museveni’s akazu (inner circle) and even put in writing. It was both a coded message to the thousands of armed Balaalo and Kalangala Action Plan (KAP) thugs and a trial ballon to gauge Baganda's capacity to respond. What Museveni did not expect is the rapid action by the young Mmengo officials. Indeed, by Thursday night Museveni’s akazu had realized that Tinyefunza’s words had only energized Baganda and frightened the Banyankore, Banyarwanda and Bakiga in Buganda. These Mmengo boys really threw a spanner in Museveni’s genocide option.” According to the source, the man Museveni considers dangerous, Nsubuga Nsambu (Deputy Katikkiro), helped seal the deal when he publicly told Museveni that Buganda is no longer his friend.&lt;br /&gt;&lt;br /&gt;On March 11, 2008 David Tinyefuza told Museveni’s parliament, “That clique of Mengo demanding emailo akenda (9,000 square miles), saying land in Buganda is for the Baganda alone, is rubbish and nonsense.” Tinyefuza added, “I want to sound a warning against those advocating fascism and genocide that the UPDF, in carrying out its constitutional duty, shall not tolerate fascism.” The husky Mulaalo was reading from written notes after brave Ssozi Kaddu-Mukasa, of CBS Radio fame and now Mityana MP, introduced a list of Balaalo and Musevenist who have grabbed Buganda 9,000 square miles..&lt;br /&gt;&lt;br /&gt;Within 4 hours of Tinyefuza’s “trial ballon” the Mmengo young turks had swung into action and by Saturday Nambooze, Betty Kamya, Mpanga, Kyanjo, Makubuya, Mayiga and many others had rallied millions of Baganda to totally reject Tinyefuza’s statements and prove to Museveni that his genocide will not be a cake walk. The dynamic young turks used talk-show programs on CBS Radio, Capital Radio, KFM Radio, Simba Radio, Radio One and other to reach millions of Buganda and other nationalities and force Museveni’s genocidal akazu into retreat. Indeed, within 72 hours after he floated his trial balloon, the akazu spokesman, Tinyefuza, was on radio apologetically claiming that his statements were not to threaten Buganda but only to clarify that Baganda are not the only ones natives of the 9,000 miles.&lt;br /&gt;&lt;br /&gt;&lt;strong&gt;Musevenists Expose Nnabagereka To Ghadafi&lt;br /&gt;&lt;/strong&gt;&lt;br /&gt;Sekanyolya can report that the Rwandese president of Uganda had another card up his sleeve, besides the Tinyefuza threats. According to a statehouse source, “For some time, Hajj Kagimu (married to a Libyan woman), Nsibambi, Bukenya, Moses Byaruhanga and certain Musevenists at Mmengo have worked on a secret deal to fleece Ghadafi of Libya under a scheme where he will provide millions of dollars for bribes and funding on Lubiri, Bulange and other Buganda projects, including compensation for tenants and squatters [read Banyarwanda] on Buganda’s 9,000 miles. While the patriotic Mmengo officials were busy pounding on Tinyefuza, Museveni’s intelligence assisted certain individuals in Buganda Government to manipulate Nnabagereka Nnaginda and Prince Kassim Kakungulu into rushing to an ‘emergency meeting’, which was nothing more than a sinister opportunity to put Nagginda and Ghadafi in the same photo and for Ghadafi to checkout the institution that he is supposed to help Museveni kill , starting with the Lubiri money."&lt;br /&gt;&lt;br /&gt;Sekanyolya’s Kampala based legal advisor warns Baganda, here at home and overseas, to be extremely vigilant in light of the decision by Mmengo leadership to introduce Ghadafi into Buganda affairs. “Clearly, some Mmengo leaders appear to value their relationships with Bukenya, Museveni and now Ghadafi more than Buganda’s national interests. They don’t care how Ghadafi mistreated the Tooro Kingdom, including ‘using’ their queen, after building them a palace. Otherwise, how could they expose Buganda’s Nnabagereka to the same Ghadafi? Now in the unfamiliar territory of being challenged or ignored, the consummate village chief is frantically struggling to reassert himself. Fortunately, the reality is that once he declared to steal and permanently give Baganda’s land to Banyankore, Banyarwanda and Bakiga he had taken the road to Nowhere.&lt;br /&gt;&lt;br /&gt;A source in Museveni’s pseudo intelligence apparatus tells Sekanyolya of apprehension, and some cases panic, among many Bahima and Tutsi who have tried to counsel Museveni to take another direction on Baganda and Kabaka only to be dismissed by him. Many of these people, some in the army, came to Buganda with nothing 20 years ago and now they own huge chunks of Buganda land, shops and real-estate and are afraid to lose them if Baganda wake up. To their dismay Museveni, is showing so much hatred for Kabaka and Buganda that Baganda have no choice but to fight back. To complicate matters, the people with most access to him, his wives, Janet and Amelia, Salim Saleh, Elly Karuhanga, David Tinyefunza, Moses Byaruhanga, Hope Mwesigye, Apollo Nsibambi and Tamale Mirundi are all singing his praises. A few of them like Tinyefunza, Janet and Karuhanga even buy into his crazy proposition of a staged mini-genocide on Baganda (see “Americans Sense Genocide Symptoms in Buganda, Talk To Mmengo“).&lt;br /&gt;&lt;br /&gt;The source narrates that, “Since the end-of-year showdown with Kabaka Mutebi, Museveni has become more obsessed with breaking Mmengo than ever and he is becoming extremely frustrated by the influence of the young turks at Mmengo. He would pay anything to buy off Lubega-Sseggona or Nambooze or Betty Kamya or Mpanga. He now knows that the old guard who ate his money can longer deliver. Late in 2007 he pumped money into Abdul Nadduli and Levi Zzimbe but they had nothing useful to deliver. He has also concluded that Nkoyooyo and Mulwaanyamuli are now spent forces and Mayiga’s is a typical ‘Sente nja kuzirya ate nkuyuwe mu kulonda’ (‘I will eat your money but refuse to vote for you at the last minute’). Efforts to get something from Katikkiro Walusimbi by spreading word that he Walusimbi depends on Museveni money also seems to have been successfully squashed by the young turks (Bukenya has been bragging to SMAC old boys that they gave Katikkiro  Walusimbi a multi-million shilling CHOGOM deal last year).  The fact is that the young turks have solid backing from ordinary and angry Baganda, who don't think that it is a crime for Walusimbi's company to get a CHOGOM contract.”&lt;br /&gt;&lt;br /&gt;Sekanyolya’s Kampala based legal advisor calls Museveni a typical corrupt village chief desperate because the villagers are don’t buy his lies any more. “This man is dangerous because he is desperate. He and his fellow Basheshe will ultimately be done in by this land war he opened on Buganda. No amount of bribing will change that, because even Baganda NRM MPs like Namabidde are starting to distance themselves from his stand on Kabaka. Since then, plots have been hatched by a sundry of opportunists to capitalize on this trip. The actors on the stage include Museveni’s ESO, anti-Ttabamiruka forces and, obviously, genuine &lt;/span&gt;&lt;st1:country-region style="color: rgb(0, 0, 0);"&gt;&lt;st1:place&gt;Buganda&lt;/st1:place&gt;&lt;/st1:country-region&gt;&lt;span style="color: rgb(0, 0, 0);"&gt; nationalists. Sekanyolya’s new &lt;/span&gt;&lt;st1:place style="color: rgb(0, 0, 0);"&gt;&lt;st1:city&gt;Washington&lt;/st1:City&gt; &lt;st1:state&gt;DC&lt;/st1:State&gt;&lt;/st1:place&gt;&lt;span style="color: rgb(0, 0, 0);"&gt; advisor calls it a virtual circus, pointing out that, as usual, when circus comes to town pickpockets get to work. Muliika is reported to have arrived in &lt;/span&gt;&lt;st1:city style="color: rgb(0, 0, 0);"&gt;Los  Angeles&lt;/st1:City&gt;&lt;span style="color: rgb(0, 0, 0);"&gt; (LA) &lt;/span&gt;&lt;st1:state style="color: rgb(0, 0, 0);"&gt;&lt;st1:place&gt;California&lt;/st1:place&gt;&lt;/st1:State&gt;&lt;span style="color: rgb(0, 0, 0);"&gt; on Wednesday.&lt;/span&gt;&lt;o:p style="color: rgb(0, 0, 0);"&gt;&lt;/o:p&gt;    &lt;p style="color: rgb(0, 0, 0);" class="MsoNormal"&gt;Sekanyolya’s DC advisor says that the people who started it all are Dennis K (a.k.a DPK) formerly of MTN Uganda, James a &lt;st1:city&gt;&lt;st1:place&gt;Los   Angeles&lt;/st1:place&gt;&lt;/st1:City&gt; computer manager alleged to practice the Baganda religion (&lt;i style=""&gt;kusamira&lt;/i&gt;), Jim, ESO and brother to Museveni’s Naggenda, and Mike, a &lt;st1:state&gt;&lt;st1:place&gt;New   Jersey&lt;/st1:place&gt;&lt;/st1:State&gt; engineer and UNAA loyalist. “My contacts in LA say that, Jim worked through unsuspecting DPK (both are taxi drivers in LA) to convince Muliika to make the trip. Then things became murky as Jim brought in Mike and unsuspecting James to wrestle Muliika from DPK.”&lt;o:p&gt;&lt;/o:p&gt;&lt;/p&gt;    &lt;p style="color: rgb(0, 0, 0);" class="MsoNormal"&gt;Then DPK broadcast an email, which Sekanyolya has seen, announcing that Museveni’s ambassador to the &lt;st1:country-region&gt;&lt;st1:place&gt;USA&lt;/st1:place&gt;&lt;/st1:country-region&gt;, Mulaalo Kamunanwire would come to LA to debate Muliika on &lt;st1:country-region&gt;&lt;st1:place&gt;Buganda&lt;/st1:place&gt;&lt;/st1:country-region&gt; land. That was the first clear sign that Museveni’s boys were actively working to snare Muliika in unfamiliar territory. According to Sekanyolya’s advisor, “Since Ttabamiruka ’07 smart Baganda know that Musevenist forces highly value&lt;i style=""&gt; microphone time&lt;/i&gt; at major Baganda functions (see “&lt;a href="http://sekanyolya.blogspot.com/2007/09/ttabamiruka-07-leaves-musevenists.html"&gt;&lt;span style="font-size: 12pt;"&gt;Ttabamiruka '07 Leaves Musevenists Confounded&lt;/span&gt;&lt;/a&gt;”). They want major Baganda figures like Kabaka, Muliika or Kyanjo to pull the crowds but give them (the Musevenists) some microphone time, to create &lt;i style=""&gt;kavuyo&lt;/i&gt; (confusion) and dilute the message a Muliika or Nambooze could deliver. &lt;o:p&gt;&lt;/o:p&gt;&lt;/p&gt;    &lt;p style="color: rgb(0, 0, 0);" class="MsoNormal"&gt;She continues, “Last week we heard that Mike was working with Jim to personally control Muliika’s visit to &lt;st1:state&gt;&lt;st1:place&gt;New   York&lt;/st1:place&gt;&lt;/st1:State&gt;, &lt;st1:city&gt;&lt;st1:place&gt;Boston&lt;/st1:place&gt;&lt;/st1:City&gt; and DC. And that they had a secret deal with the chairman of Ggwangamujje in &lt;st1:state&gt;&lt;st1:place&gt;New   York&lt;/st1:place&gt;&lt;/st1:State&gt;, the nondescript Joseph, to keep his Baganda organization out of Mike’s operation. But on &lt;st1:date year="2007" day="21" month="2"&gt;February 21, 2007&lt;/st1:date&gt;, I was a forwarded a suspicious looking email from Mike, announcing that Ggwangamujje NY/NJ was sponsoring a Muliika land seminar (it had ridiculous misspellings). When I called a contact in &lt;st1:state&gt;&lt;st1:place&gt;New   Jersey&lt;/st1:place&gt;&lt;/st1:State&gt;, she told me that, as far as she knew, Ggwangagamujje members had not approved and, in her opinion, Mike and Joseph were using this Muliika visit to kill Ttabamiruka ’08. According to the sources, the Americans, the writing is on the wall that something even worse than &lt;/span&gt;&lt;st1:country-region style="color: rgb(0, 0, 0);"&gt;Kenya&lt;/st1:country-region&gt;&lt;span style="color: rgb(0, 0, 0);"&gt;’s post-election violence may be coming &lt;/span&gt;&lt;st1:country-region style="color: rgb(0, 0, 0);"&gt;&lt;st1:place&gt;Uganda&lt;/st1:place&gt;&lt;/st1:country-region&gt;&lt;span style="color: rgb(0, 0, 0);"&gt;’s way.&lt;/span&gt;    &lt;p style="color: rgb(0, 0, 0);" class="MsoNormal"&gt;The decision by the Americans to go to Bulange and talk to Mmengo comes in the wake of signs that &lt;st1:country-region&gt;&lt;st1:place&gt;Uganda&lt;/st1:place&gt;&lt;/st1:country-region&gt; is on track to experience sectarian violence that could make &lt;st1:country-region&gt;&lt;st1:place&gt;Kenya&lt;/st1:place&gt;&lt;/st1:country-region&gt;’s so called genocide look like a stroll in the park. The first and most obvious sign is that Museveni has pushed Baganda against the wall, with his single minded determination to destroy the &lt;st1:country-region&gt;&lt;st1:place&gt;Buganda&lt;/st1:place&gt;&lt;/st1:country-region&gt; nation. He has used the few Baganda he owns, like Nsibambi, Ssekandi and Bukenya to enable his plans. Thousands of Baganda have been displaced and their sacred burial grounds (ebijja) bulldozed. Baganda youths all over &lt;st1:city&gt;&lt;st1:place&gt;Kampala&lt;/st1:place&gt;&lt;/st1:city&gt; now publicly express solidarity with &lt;span style=""&gt; &lt;/span&gt;&lt;st1:country-region&gt;&lt;st1:place&gt;Kenya&lt;/st1:place&gt;&lt;/st1:country-region&gt;’s ODM of Odinga and openly warn Banyankore and their supporters to count their days. &lt;/p&gt;    &lt;p style="color: rgb(0, 0, 0);" class="MsoNormal"&gt;The second sign is that other nationalities in &lt;st1:country-region&gt;Uganda&lt;/st1:country-region&gt;, led by the Acholis, have sensed that the now much younger and less cowardly &lt;st1:country-region&gt;&lt;st1:place&gt;Buganda&lt;/st1:place&gt;&lt;/st1:country-region&gt; population can be a much more formidable armed enemy than what the apologetic Mmengo leadership and Baganda MPs portray. As a result, dual “you are with us (&lt;st1:place&gt;&lt;st1:country-region&gt;Buganda&lt;/st1:country-region&gt;&lt;/st1:place&gt;)” vs. “you are with our enemy (Museveni)” alliances are slowly taking root. Details are sketchy but the word on &lt;st1:street&gt;&lt;st1:address&gt;Ganda Street&lt;/st1:address&gt;&lt;/st1:street&gt; is that the Acholi, Karamajong, Iteso, Langi and Basoga are now on &lt;st1:country-region&gt;Buganda&lt;/st1:country-region&gt;’s side (about 50% of &lt;st1:country-region&gt;&lt;st1:place&gt;Uganda&lt;/st1:place&gt;&lt;/st1:country-region&gt;’s population). And Banyankore, Banyarwanda, Bakiga and Banyoro are firmly on Museveni and Nsibambi’s side (about 30% of &lt;st1:country-region&gt;&lt;st1:place&gt;Uganda&lt;/st1:place&gt;&lt;/st1:country-region&gt;’s population).&lt;/p&gt;    &lt;p style="color: rgb(0, 0, 0);" class="MsoNormal"&gt;The third sign, which would make &lt;st1:country-region&gt;Uganda&lt;/st1:country-region&gt;’s crisis much bigger than &lt;st1:country-region&gt;Kenya&lt;/st1:country-region&gt;’s, is that &lt;st1:country-region&gt;Uganda&lt;/st1:country-region&gt;, especially &lt;st1:country-region&gt;&lt;st1:place&gt;Buganda&lt;/st1:place&gt;&lt;/st1:country-region&gt;, is awash with illegal guns. Thanks to the constant wars and military coups since 1966, and Museveni’s 22 years of high-end corruption, &lt;st1:country-region&gt;Uganda&lt;/st1:country-region&gt; has one of the largest stocks of illegal guns in sub-Saharan &lt;st1:place&gt;Africa&lt;/st1:place&gt;. This is complicated by the fact that over 100,000 Baganda have some (and dangerous) skills in gun handling due to Museveni’s 20 year old “Muchakamuchaka” quasi-military training programs. These Baganda, mostly below 40 years, are much more likely to take risks with fire arms than previous generations.&lt;br /&gt;&lt;/p&gt;        &lt;p style="color: rgb(0, 0, 0);" class="MsoNormal"&gt;The fourth sign is that neither the Uganda Police nor the UPDF (army) is professional enough to remain under a single command in a crisis like that in &lt;st1:country-region&gt;&lt;st1:place&gt;Kenya&lt;/st1:place&gt;&lt;/st1:country-region&gt;. Both forces are controlled by Banyankore and Banyarwanda military personnel at the top, while the rank and file are from nationalities that are emerging to be “on &lt;st1:place&gt;&lt;st1:country-region&gt;Buganda&lt;/st1:country-region&gt;&lt;/st1:place&gt;’s side”.&lt;/p&gt;&lt;p style="color: rgb(0, 0, 0);" class="MsoNormal"&gt;Then there is the Special Police Constables (SPC), thousands of army personnel who have been given police uniforms and deployed in &lt;st1:country-region&gt;Buganda&lt;/st1:country-region&gt;, especially around &lt;st1:city&gt;&lt;st1:place&gt;Kampala&lt;/st1:place&gt;&lt;/st1:city&gt;, ostensibly to intimidate Baganda. These “undisciplined army men” have killed several Baganda over girlfriends and CD-players alike. It is this type of undisciplined force that could, in a single incident, ignite the fuse that will let hell break loose in &lt;st1:country-region&gt;&lt;st1:place&gt;Uganda&lt;/st1:place&gt;&lt;/st1:country-region&gt;.&lt;/p&gt;    &lt;p style="color: rgb(0, 0, 0);" class="MsoNormal"&gt;Finally, there are signs that the Rwandese president of &lt;st1:country-region&gt;&lt;st1:place&gt;Uganda&lt;/st1:place&gt;&lt;/st1:country-region&gt; is willing to gamble and stage &lt;span style=""&gt; &lt;/span&gt;some form of genocide in &lt;st1:country-region&gt;&lt;st1:place&gt;Buganda&lt;/st1:place&gt;&lt;/st1:country-region&gt;. A Muganda source in Museveni’s intelligence apparatus tells Sekanyolya, “We hear that Museveni wants to deal &lt;st1:country-region&gt;&lt;st1:place&gt;Buganda&lt;/st1:place&gt;&lt;/st1:country-region&gt; the final blow through some type of genocide, where he would kill Kabaka, most princes and few thousands of Baganda under the pretext that he is trying to stop them from committing genocide. His estimation is that Baganda would be so terrorized that they would never recover.” According to the source, the Balaalo who are flooding into &lt;st1:country-region&gt;&lt;st1:place&gt;Buganda&lt;/st1:place&gt;&lt;/st1:country-region&gt; now are first trained in the use of an AK47. He adds, “Museveni’s government has over the years settled thousands of Basheshe all over &lt;st1:country-region&gt;&lt;st1:place&gt;Buganda&lt;/st1:place&gt;&lt;/st1:country-region&gt; by clandestinely giving them cash to buy land. There is now evidence that Tinyefunza and Nyakairima running a rapid militia training program for these &lt;st1:country-region&gt;&lt;st1:place&gt;Buganda&lt;/st1:place&gt;&lt;/st1:country-region&gt; based Basheshe in Buwekula (&lt;st1:country-region&gt;&lt;st1:place&gt;Buganda&lt;/st1:place&gt;&lt;/st1:country-region&gt;), Kyenjojo (Tooro) and on the shores of lake Victoria in Gomba/Buddu (&lt;st1:country-region&gt;&lt;st1:place&gt;Buganda&lt;/st1:place&gt;&lt;/st1:country-region&gt;). Some of these youths have been arrested as suspected terrorist while on the way to training camps. But Kyanda, Tinyefunza and Kaihura immediately release them and assist them to continue. If you ask me I would that that these are Banyankore militias being trained to deal with Baganda villagers.” &lt;/p&gt;    &lt;p style="color: rgb(0, 0, 0);" class="MsoNormal"&gt;&lt;o:p&gt;&lt;/o:p&gt;It is not clear which of the above signs might have prompted the Americans to sense that &lt;st1:country-region&gt;&lt;st1:place&gt;Uganda&lt;/st1:place&gt;&lt;/st1:country-region&gt; is steadily sliding towards genocide and go to Bulange. Museveni’s Luganda mouthpiece quoted Nkoyoyo as saying that the membership of his Lubiri Development Committee had dwindled from 16 to 5. The unanswered question is how Nkoyooyo and his foreign advisors (see “&lt;a href="http://sekanyolya.blogspot.com/2007/10/nkoyooyo-in-tactical-withdraw-on-lubiri.html"&gt;&lt;span style="color:#000099;"&gt;Nkoyooyo In Tactical Withdraw On Lubiri, Seeks Input From Baganda&lt;/span&gt;&lt;/a&gt;”) would refund money that he had been given by Museveni’s fake investors who were intent on messing up the Lubiri.&lt;br /&gt;&lt;br /&gt;A reliable sources inside Mmengo now tells Sekanyolya that the decision by Mmengo to evict many families from Kabaka’s land in Kigo might be connected to the collapsed Lubiri deal. The eviction was reported by Museveni’e New Vision (“&lt;a href="http://www.newvision.co.ug/D/8/13/605708/ranch%20on%20the%20lake"&gt;200 &lt;span style="color:#000099;"&gt;families face eviction from Kabaka’s land&lt;/span&gt;&lt;/a&gt;”). The source says, “Some of us who have watched Mmengo deals for a while believe that the decision by the Buganda Land Board to evict more than 200 families from Kigo and, purportedly, lease the land to an unnamed investor is connected to the Lubiri redevelopment deal. Why hide the investor’s name when everyone in Bulange knows that it is Edward Nsubuga a member of Nkoyooyo’s Lubiri Development Committee? We think that once the Kigo land is cleared it will likely be used to pass money under the table through dubious plot sales. So, watch for attempts to subdivide!”&lt;br /&gt;&lt;br /&gt;Sekanyolya’s source explains that, Kenyan Edward Mudigos Nsubuga has been in perpetual financial problems with his Ranch on The Lake for more than 10 years. And he has been rescued from foreclosure by various money launderers. “This man has no clean money to lease a huge piece of land like and evict Baganda. That is why mafia money is suspected at this time. If that is not the case, then why doesn’t Mmengo come clean and tell Baganda who the investor is and other details so that Kabaka’s name may not be soiled by Museveni’s newspapers. Surely, it looks bad for Kabaka to be reported as evicting poor Baganda at a time when he is instructing his subjects to fight for against the occupation. Unfortunately the Mmengo mafia who, it appears, Katikkiro Walusimbi is leaving alone like Mulwaanyamuli did, don’t care about Kabaka’s image.”&lt;br /&gt;&lt;br /&gt;Sekanyolya’s Mmengo source says that in Buganda Government are anxiously waiting to see if Katikkiro Walusimbi, who has not history of corruption at Mmengo, will step out of his “nice guy” mode and stop these types of corrupt activities. But many are also concerned about J B Walusimbi’s closeness to Musevenist Bukenya and show-off artist Charles Peter Mayiga, worshippers of the Rwandese president of Uganda. In a related development, information reaching Sekanyolya from &lt;/span&gt;&lt;st1:place style="color: rgb(0, 0, 0);"&gt;&lt;st1:city&gt;Boston&lt;/st1:City&gt;, &lt;st1:country-region&gt;USA&lt;/st1:country-region&gt;&lt;/st1:place&gt;&lt;span style="color: rgb(0, 0, 0);"&gt; indicates that UNAA Baganda, Basoga and Bagisu in the &lt;/span&gt;&lt;st1:state style="color: rgb(0, 0, 0);"&gt;&lt;st1:place&gt;New   York&lt;/st1:place&gt;&lt;/st1:State&gt;&lt;span style="color: rgb(0, 0, 0);"&gt; area are working feverishly to block Ttabamiruka ’08.&lt;/span&gt;    &lt;p class="MsoNormal"&gt;Kimbugwe returned to &lt;st1:country-region&gt;&lt;st1:place&gt;Uganda&lt;/st1:place&gt;&lt;/st1:country-region&gt; recently from &lt;st1:city&gt;&lt;st1:place&gt;Boston&lt;/st1:place&gt;&lt;/st1:City&gt;, where he worked as a stationary shop manager. In September 2007, Kimbugwe and one Moses Wilson were the NRM candidates for the position of UNAA president. They were both defeated by a Captain Frank Musisi of the US Army, and a native of Ssese county. The loss came on the same weekend that Museveni suffered a severe defeat at Ttabamiruka ’07, when his team of about 15 spies and pseudo delegates failed to disrupt the Baganda conference (see “&lt;a href="http://sekanyolya.blogspot.com/2007/09/ttabamiruka-07-leaves-musevenists.html"&gt;Ttabamiruka '07 Leaves Musevenists Confounded&lt;/a&gt;”)&lt;/p&gt;  &lt;p class="MsoNormal"&gt;&lt;o:p&gt; &lt;/o:p&gt;&lt;/p&gt;  &lt;p class="MsoNormal"&gt;Sources in Museveni’s state house tell Sekanyolya that &lt;st1:country-region&gt;&lt;st1:place&gt;Uganda&lt;/st1:place&gt;&lt;/st1:country-region&gt;’s Rwandese president and his so called strategists were shocked when Musisi wrote a public letter to Museveni, denouncing the latter for his blatant attempts to threaten Kabaka over &lt;st1:country-region&gt;&lt;st1:place&gt;Buganda&lt;/st1:place&gt;&lt;/st1:country-region&gt; land. They went as far as censoring the version that appeared in the Aga Khan’s Monitor newspaper (see “&lt;a href="http://sekanyolya.blogspot.com/2008/01/aga-khan-joins-musevenis-buganda-land.html"&gt;Aga Khan Joins Museveni’s Buganda Land Brigade, Censors Tough Open Letter from UNAA President To Museveni&lt;/a&gt;”). A decision was made to increase the investment in controlling UNAA and killing Ttabamiruka ’08, with Kimbugwe as the key technical advisor. &lt;/p&gt;    &lt;p class="MsoNormal"&gt;Sekanyolya can report that one &lt;st1:personname&gt;Moses Kalemba&lt;/st1:PersonName&gt; (probably a Muganda), who was sponsored by the NRM for UNAA vice president and won, has been has been instructed to blunt the Musisi factor in UNAA. He is to be given adequate budget to influence the UNAA board to cut Musisi down to size. Indeed, Sekanyolya has been told that Kalemba and the UNAA board have already profusely apologized to Museveni for Musisi’s letter and promised to stop his “pro-Buganda rhetoric”. The UNAA board also held a meeting without Musisi, denounced his letter and planted the minutes on the various Internet discussion groups. Kalemba has also been identified as a possible channel of Museveni funds for UNAA Orlando and against Ttabamiruka ’08 later in the year.&lt;/p&gt;    &lt;p class="MsoNormal"&gt;In another development, Sekanyolya can report that the campaign to kill or subvert Ttabamiruka ’08, if there is an effort to organize one, is in full gear. Sekanyolya’s sources in &lt;st1:place&gt;&lt;st1:city&gt;Washington&lt;/st1:City&gt;  &lt;st1:state&gt;DC&lt;/st1:State&gt;&lt;/st1:place&gt; say, “In September 2007 our enemies proposed to move Ttabamiruka to &lt;st1:city&gt;&lt;st1:place&gt;London&lt;/st1:place&gt;&lt;/st1:City&gt; or &lt;st1:city&gt;&lt;st1:place&gt;Boston&lt;/st1:place&gt;&lt;/st1:City&gt;, to create the right environment for infiltration and control. That was abandoned after learning that most Baganda in &lt;st1:city&gt;&lt;st1:place&gt;London&lt;/st1:place&gt;&lt;/st1:City&gt; and &lt;st1:city&gt;&lt;st1:place&gt;Boston&lt;/st1:place&gt;&lt;/st1:City&gt; preferred that Ttabamiruka remain in &lt;st1:state&gt;&lt;st1:place&gt;New York&lt;/st1:place&gt;&lt;/st1:State&gt;.” &lt;span style=""&gt; &lt;/span&gt;Apparently, according to the source, “In late 2007 an understanding seems to have been reached by certain individuals in UNAA, Ggwangamujje NY/NJ, &lt;st1:place&gt;&lt;st1:city&gt;Ggwangamujje&lt;/st1:City&gt; &lt;st1:state&gt;DC&lt;/st1:State&gt;&lt;/st1:place&gt; and Mmengo to fight Ttabamiruka ’08. Some of the people actively fighting Ttabamiruka ’08 are so called senior Baganda in their areas, including Kabaka’s representatives.” &lt;/p&gt;    &lt;p class="MsoNormal"&gt;In early January Sekanyolya sent an email to the leaders of Ggwangamujje NY/NJ, shown at &lt;a href="http://www.ggwangamujje.com/"&gt;www.ggwangamujje.com&lt;/a&gt; and &lt;a href="http://www.ttabamiruka.com/"&gt;www.ttabamiruka.com&lt;/a&gt;, to warn them that some of their members are anti-Ttabamiruka ’08 and requested them to respond. Indeed, one &lt;st1:state&gt;&lt;st1:place&gt;New York&lt;/st1:place&gt;&lt;/st1:State&gt; based Muganda who is well known to Sekanyolya and visited &lt;st1:city&gt;&lt;st1:place&gt;Kampala&lt;/st1:place&gt;&lt;/st1:City&gt; several weeks ago had appeared to be subtly bad-mouthing Ttabamiruka in the same manner that Kabaka’s representative Kalema Musoke did in 2007. Curiously, the Gwangamujje leaders have not responded to Sekanyolya’s email at all.&lt;/p&gt;    &lt;p class="MsoNormal"&gt;In the meantime, Sekanyolya has learnt from a source in Mmengo that Katikkiro J B Walusimbi is yet to receive a congratulatory message from the chairman of Ggwangamujje NY/NJ. Katikkiro Ssendaula had a tenuous relationship with some New York Baganda because he relied on advice from UNAA stalwarts Fred Kalema Musoke and Abudu Senkayi to misinform Kabaka Mutebi that Ttabamiruka ’07 was against him (Kabaka). One Makerere Nkoba za Mbogo student echoed the feelings of most in Sekanyolya’s favorite Nakulabye joint when he said, “The problem with Walusimbi is that he does not understand that images matter. It was a disgrace that, he chose to announce his new plans for &lt;st1:country-region&gt;&lt;st1:place&gt;Buganda&lt;/st1:place&gt;&lt;/st1:country-region&gt; in the company of Gilbert Bukenya, a Museveni boot licker. Bukenya represents the most negative things about Baganda and has no use for us 80% of Baganda who are younger than 30 years, poor, unemployed, being chased off their land, and helpless.”&lt;br /&gt;&lt;span style="font-size:180%;"&gt;&lt;/span&gt;&lt;/span&gt;  &lt;p style="color: rgb(0, 0, 0);" class="MsoNormal"&gt;Sekanyolya’s &lt;st1:city&gt;&lt;st1:place&gt;Kampala&lt;/st1:place&gt;&lt;/st1:city&gt; legal consultant, who is a fixture in the Nakulabye joint, went as far as accusing Sekanyolya of misleading Baganda that Walusimbi will not disappoint them as Katikkiro (See “&lt;a style="color: rgb(51, 51, 255);" href="http://sekanyolya.blogspot.com/2008/01/kabaka-appoints-highly-credible-muganda.html"&gt;Kabaka Appoints Highly Credible Muganda Katikkiro and Brings Muliika Back to Mmengo&lt;/a&gt;”. He said, “I know J B well but we must wait before we can say whether he has the guts and strategic skills to match even 50% of Muliika. The only major things that Walusimbi has done so far is say that he wants Baganda to stop talking and start working but he also wants to negotiate with Museveni. Is he trying to tell Baganda that he is the only one allowed to talk – with Bukenya and Museveni – the way Katende, Mulwaanyamuli, Mayiga and Makubuya did? If I could, I would urge J B to shift gears away from Mmengo’s old focus on Museveni and his men. If he wants Baganda to work then he must first assure them that he is a solid leader capable of resisting Museveni’s conspiracies. They have lost their homes, small farms and sacred burial grounds (ebijja). Shumuk Investments is owned by one Mukesh Shukla of Shumuk Industries, Kyambogo, along with several influential Balaalo.&lt;/span&gt;    &lt;p class="MsoNormal"&gt;Since the early 1990’s Sudhir Ruparellia, Karim Hirji, Mukesh Shukla, Rajni Karia, Ketan Morjaria, Kanathan and many other Indian’s have covertly collaborated with Balaalo in their skims to plunder &lt;st1:country-region&gt;&lt;st1:place&gt;Congo&lt;/st1:place&gt;&lt;/st1:country-region&gt; and &lt;st1:country-region&gt;&lt;st1:place&gt;Uganda&lt;/st1:place&gt;&lt;/st1:country-region&gt; and to launder millions into investments in companies such as Petro, Meera, Orient Bank, Crane Bank, Munyonyo Resort, Golf Course Properties, Kabira Club, Shumuk Company, and many others. However, Indians in &lt;st1:country-region&gt;&lt;st1:place&gt;Buganda&lt;/st1:place&gt;&lt;/st1:country-region&gt; have been careful not to openly identify with Museveni’s plunder of &lt;st1:country-region&gt;&lt;st1:place&gt;Buganda&lt;/st1:place&gt;&lt;/st1:country-region&gt;’s land. However, under Balaalo pressure they have quietly discriminated against Baganda in employment, environmental degradation and other areas but maintained a degree of respect for the Kabaka and Baganda on matters that are crucial the Buganda’s identity – land, culture and Federo.&lt;/p&gt;    &lt;p class="MsoNormal"&gt;In the meantime, Banyankore, Banyarwanda and Bakiga have over the last few years turned thousands of Baganda into internal refugees by buying huge chunks of land in Bugerere, Ssingo, Kyaggwe and other &lt;st1:country-region&gt;&lt;st1:place&gt;Buganda&lt;/st1:place&gt;&lt;/st1:country-region&gt; counties and immediately chasing the residents off. This land grabbing is part of Museveni’s long term plan to destroy &lt;st1:country-region&gt;&lt;st1:place&gt;Buganda&lt;/st1:place&gt;&lt;/st1:country-region&gt; and turn Baganda into a manual labor pool for Banyankore and Banyarwanda in &lt;st1:country-region&gt;&lt;st1:place&gt;Buganda&lt;/st1:place&gt;&lt;/st1:country-region&gt;. &lt;/p&gt;    &lt;p class="MsoNormal"&gt;&lt;o:p&gt;&lt;/o:p&gt;Sekanyolya’s &lt;st1:city&gt;&lt;st1:place&gt;Kampala&lt;/st1:place&gt;&lt;/st1:city&gt; based political consultant was not surprised to see Indians starting to join the &lt;st1:country-region&gt;&lt;st1:place&gt;Buganda&lt;/st1:place&gt;&lt;/st1:country-region&gt; land grabbing bonanza. According to him, “Indians are joining the looting of &lt;st1:country-region&gt;&lt;st1:place&gt;Buganda&lt;/st1:place&gt;&lt;/st1:country-region&gt; because they sincerely and stupidly believe that &lt;st1:country-region&gt;&lt;st1:place&gt;Buganda&lt;/st1:place&gt;&lt;/st1:country-region&gt; is gone, never to return. Now, Mmengo must explain to us why in the midst of attacks from Banyarwanda, Bakiga, Banyarwanda and now Indians they still keep a Rwandese spy as Deputy Speaker of Lukiiko and request Kabaka to appoint Indians at Mmengo. I hope Mmengo already knows that Museveni’s state house is behind the recent acceleration of land evictions, now joined by Indians, to force them (Mmengo) into a panicky reaction. It is time for Katikkiro Walusimbi to tell the whole Indian community, through Rajni Tailor and Naren Mehta, that Baganda will hold all of them responsible for blatantly anti-Buganda actions by their members. &lt;st1:country-region&gt;&lt;st1:place&gt;What Buganda needs now is to be &lt;/st1:place&gt;&lt;/st1:country-region&gt;respected or feared – we cannot stop people, including Indians, from hating us.”&lt;/p&gt;    &lt;p class="MsoNormal"&gt;He continues, “When Idi Amin expelled Indians many of us wept for them because people like Visram, Allibai and Walji were true friends of &lt;st1:country-region&gt;&lt;st1:place&gt;Buganda&lt;/st1:place&gt;&lt;/st1:country-region&gt; but now most Baganda would celebrate when Museveni’s Indians leave. Now, wise man, Apollo Nsibambi, Yoweri Museveni’s prime minister of &lt;st1:country-region&gt;&lt;st1:place&gt;Uganda&lt;/st1:place&gt;&lt;/st1:country-region&gt; has formed a team that will organize seminars to convince Baganda that their Kabaka is wrong. According the Aga Khan’s Monitor newspaper, the group that will make history by challenging Kabaka, the Ssabataka, will be led by Musevenists James Kinobe and Rose Namayanja “&lt;a style="color: rgb(51, 51, 255);" href="http://www.monitor.co.ug/artman/publish/news/Land_reforms_Buganda_M_Ps_ministers_to_meet_on_tomorrow.shtml"&gt;&lt;span style=""&gt;Land reforms: Buganda M Ps, ministers to meet on tomorrow&lt;/span&gt;&lt;/a&gt;”. Sekanyolya can report that, Namayanja is the same woman that then Katikkiro Ssendaula praised at Ttabamiruka ’07 as a fighter for &lt;st1:country-region&gt;&lt;st1:place&gt;Buganda&lt;/st1:place&gt;&lt;/st1:country-region&gt;’s interests. &lt;o:p&gt;&lt;/o:p&gt;    &lt;p class="MsoNormal"&gt;A senior Muganda UPDF officer has told Sekanyolya that, “We have been hearing about Museveni’s plan to flood &lt;st1:country-region&gt;&lt;st1:place&gt;Buganda&lt;/st1:place&gt;&lt;/st1:country-region&gt; with many armed Balaalo and other foreigners so that, by 2011, if Baganda try any violence, they could be slaughtered and subdued and he would then claim that they attempted genocide against the Hima/Tutsi. We Baganda in the UPDF would be massacred first, and maybe some northerners. We just didn’t know how to deal with it but with the &lt;st1:country-region&gt;&lt;st1:place&gt;Kenya&lt;/st1:place&gt;&lt;/st1:country-region&gt; killings and the way ordinary Baganda have reacted, we think that we need to do something to be ready.” Concerns of the UPDF officer are validated by what Sekanyolya has observed on &lt;st1:street&gt;&lt;st1:address&gt;Ganda Street&lt;/st1:address&gt;&lt;/st1:street&gt;. Thousands of frustrated Baganda are captivated by what has happened in &lt;st1:country-region&gt;&lt;st1:place&gt;Kenya&lt;/st1:place&gt;&lt;/st1:country-region&gt; and, in places like Kiyembe, Nakulabye, Natete, Mukono and Mityana, which Sekanyolya visited, conversations are dominated by how the tactics from &lt;st1:country-region&gt;&lt;st1:place&gt;Kenya&lt;/st1:place&gt;&lt;/st1:country-region&gt; can be improved on here, where the army will fall apart and Banyankore are heavily armed.&lt;/p&gt;    &lt;p class="MsoNormal"&gt;The combination of Mmengo’s &lt;st1:date year="2007" day="29" month="12"&gt;December 29, 2007&lt;/st1:date&gt; letter to Museveni letter on land and the election violence in &lt;st1:country-region&gt;&lt;st1:place&gt;Kenya&lt;/st1:place&gt;&lt;/st1:country-region&gt; has left Yoweri Museveni without any major option for dealing with &lt;st1:country-region&gt;&lt;st1:place&gt;Buganda&lt;/st1:place&gt;&lt;/st1:country-region&gt;. His usual threats of violence or actual violence are not options at this time. It appears that for now, the Rwandese President of &lt;st1:country-region&gt;&lt;st1:place&gt;Uganda&lt;/st1:place&gt;&lt;/st1:country-region&gt; has decided to focus on his &lt;i style=""&gt;Buganda Land Brigade&lt;/i&gt; (BLB) (See “&lt;a style="color: rgb(51, 51, 255);" href="http://sekanyolya.blogspot.com/2007/12/museveni-ready-to-grab-bugandas-9000.html"&gt;&lt;span style="color: rgb(51, 51, 255);"&gt;Museveni Ready To Grab Buganda’s 9,000 Square Miles By “Returning” It To Mmengo&lt;/span&gt;&lt;/a&gt;”&lt;st1:date year="2007" day="5" month="12"&gt;&lt;/st1:date&gt;). But even there, despite efforts by Nsibambi (see “&lt;a style="color: rgb(51, 51, 255);" href="http://www.newvision.co.ug/D/8/13/605709/nsibambi%20land"&gt;&lt;span style=""&gt;Nsibambi calls for calm amid row over Land Act&lt;/span&gt;&lt;/a&gt;” in Museveni’s New Vision), things are getting tougher because the more informed Musevenist on the BLB are playing dead. For example Baganda like Semakula Kiwanuka, Ian Kyeyune, Kibirige Sebunya and Sekandi are supposed to be key on the BLB. However, they have become invisible since Kabaka Mutebi emphatically instructed his subjects to fight the new law. Omara Atubo (Langi) and even pure-breed lumpens like state house’s David Mafabi have been left to do the heavy lifting.&lt;/p&gt;    &lt;p class="MsoNormal"&gt;It remains to be seen what Bukenya who, ironically, still sends tips to Mmengo on how to “deal with the man”, will act going forward. According to Sekanyolya’s source in indecisive Bukenya’s camp, his situation is complicated by the fact that Archbishop of Kizito Lwanga, continues to publicly tell Kabaka to negotiate with Museveni. And Kateregga Musaazi is also planting fake stories in Museveni’s Bukedde arguing Kabaka to negotiate. On the other hand, Sekanyolya’s &lt;st1:city&gt;&lt;st1:place&gt;Kampala&lt;/st1:place&gt;&lt;/st1:city&gt; based legal consultant says that, “Apollo Nsibambi is totally committed to Museveni. The former ‘Professor Federo’ is willing to go head to head with Kabaka Mutebi, on Museveni’s behalf. It is only economics, ignorance and sheer inferiority complexes that are getting Kinobe and Namayanja to follow Nsibambi in challenging the Ssabataka. People like Nsibambi will increase their gentle talk to Baganda while vagrants like Kasirye Ggwanga, Kakooza Mutale and Semakula Kiwanuka will continue with their terroristic threats. Secondly, Bunyoro will be promised major deals on oil income and the possibility of getting back Ssingo and Buruli counties from &lt;st1:country-region&gt;&lt;st1:place&gt;Buganda&lt;/st1:place&gt;&lt;/st1:country-region&gt;. In exchange, Bunyoro is supposed to spit anti-Buganda fire!”&lt;span style=""&gt;  &lt;/span&gt;Sekanyolya’s source warns that if&lt;span style=""&gt;  &lt;/span&gt;Katikkiro Walusimbi makes negotiating with Museveni the cornerstone of his administration, he will fail miserably because, “Museveni’s agenda is to remove Buganda from the face of the earth; anything he offers will only be temporary.”&lt;/p&gt;    &lt;p class="MsoNormal"&gt;In 1995, Yoweri Museveni, with the collaboration of Jaberi Bidandi Ssali (Nkima) and then Ssabalangira Mulondo (Mulangira), shoved Decentralization down &lt;st1:country-region&gt;&lt;st1:place&gt;Buganda&lt;/st1:place&gt;&lt;/st1:country-region&gt;’s throat. Mmengo had no power to resist as Museveni engaged in the massive bribery in Buganda by dishing out fake village level powers to peasants who became LC Chairmen, Secretaries for Defence (given a couple of AK47 guns), Secretaries for Women, etc.&lt;/p&gt;    &lt;p class="MsoNormal"&gt;In 1998, on Katikkiro Ssemwogerere’s watch, Museveni rammed the anti-Buganda Land Act through his parliament. Mmengo was still too weak and compromised to do more than holding “kukungubaga” (mourning) prayers. And Baganda did not understand the long-term implications of the dreadful Land Act, which, among other things, sets the maximum annual land rent in Buganda at 1,000 Shilling (less that $1) – whatever the size. Museveni was conning Baganda into selling their land, in the mistaken belief that they and their relatives could still stay on it for a mere $1 per year. Between 1999 and 2005 the percentage of &lt;st1:country-region&gt;&lt;st1:place&gt;Buganda&lt;/st1:place&gt;&lt;/st1:country-region&gt; land controlled by Baganda plummeted from about 7,500 square miles to 4,000 due to the 1998 Land Act. &lt;span style=""&gt; &lt;/span&gt;The land sales reached fever pitch in 2002 when, after the 9/11 2001 attack in &lt;st1:place&gt;&lt;st1:city&gt;New   York&lt;/st1:city&gt;, &lt;st1:country-region&gt;Buganda&lt;/st1:country-region&gt;&lt;/st1:place&gt; land became the investment of choice for Banyankore and Bakiga laundering &lt;st1:country-region&gt;&lt;st1:place&gt;Congo&lt;/st1:place&gt;&lt;/st1:country-region&gt; timber and diamond money. Besides &lt;st1:country-region&gt;&lt;st1:place&gt;Buganda&lt;/st1:place&gt;&lt;/st1:country-region&gt; land, Balaalo also went on a shopping spree of Mmengo officials and Bataka (clan leaders), making treason, corruption, theft all vices of all manner the norm in Bulange. Indeed a member of the Rwandese intelligence, Higiro Semajege, ended up becoming the deputy speaker of the Buganda Lukiiko.&lt;/p&gt;    &lt;p class="MsoNormal"&gt;Around 2006, however, the Balaalo land grab was partly checked as the money from Congo looting &lt;st1:country-region&gt;&lt;st1:place&gt;&lt;/st1:place&gt;&lt;/st1:country-region&gt; started to dry up and Baganda in the Diaspora once again became major buyers of &lt;st1:country-region&gt;&lt;st1:place&gt;Buganda&lt;/st1:place&gt;&lt;/st1:country-region&gt; land. &lt;o:p&gt;&lt;/o:p&gt;&lt;/p&gt;    &lt;p class="MsoNormal"&gt;All along, Banyankore who bought land have been evicting and bulldozing bibanja (plot) owners across &lt;st1:country-region&gt;&lt;st1:place&gt;Buganda&lt;/st1:place&gt;&lt;/st1:country-region&gt; without the government lifting a finger. However, once Museveni understood that Diaspora Baganda were again buying more land than non-Baganda, he decided to activate the next stage of his plan to erase &lt;st1:country-region&gt;&lt;st1:place&gt;Buganda&lt;/st1:place&gt;&lt;/st1:country-region&gt;. And that is, to flood Baganda owned land with thousands of Balaalo from &lt;st1:country-region&gt;&lt;st1:place&gt;Uganda&lt;/st1:place&gt;&lt;/st1:country-region&gt;, &lt;st1:country-region&gt;&lt;st1:place&gt;Rwanda&lt;/st1:place&gt;&lt;/st1:country-region&gt;, &lt;st1:country-region&gt;&lt;st1:place&gt;Congo&lt;/st1:place&gt;&lt;/st1:country-region&gt; and &lt;st1:country-region&gt;&lt;st1:place&gt;Tanzania&lt;/st1:place&gt;&lt;/st1:country-region&gt;; then amend the 1998 Land Act so that they could never be evicted. Thanks to people like Muliika, Lule, Kyanjo, Nambooze, Ssegona, Betty Kamya, Mpanga and Lukwago, this time Mmengo has the capacity to resist. And Museveni, used to pushing around people like Mulwaanyamuli, Katende and Mayiga has trouble coping. John Baptist (J B) Walusimbi was born in 1944 to Alubereti Kaweesa of Bumera in Busiro county (mother’s name not available). He is married (wife’s name not available) and has 6 children. He belongs to the Ffumbe clan, Magunda ssiga. &lt;/span&gt;&lt;span style="color: rgb(0, 0, 0);"&gt; &lt;/span&gt;&lt;span style="color: rgb(0, 0, 0);"&gt;He is an independent professional Engineer who owns one of the most established Engineering consulting firms in &lt;/span&gt;&lt;st1:country-region style="color: rgb(0, 0, 0);"&gt;&lt;st1:place&gt;Buganda&lt;/st1:place&gt;&lt;/st1:country-region&gt;&lt;span style="color: rgb(0, 0, 0);"&gt;. He has served in several capacities at Mmengo, starting way back when he, Apollo Nsibambi, and others were members of the Council of Elders organizing to fight for “ebyaffe”.     &lt;/span&gt;&lt;p style="color: rgb(0, 0, 0);" class="MsoNormal"&gt;While Nsibambi run off to Museveni with &lt;st1:country-region&gt;&lt;st1:place&gt;Buganda&lt;/st1:place&gt;&lt;/st1:country-region&gt; secrets and assisted him to deny Baganda Federo and grab their land, Walusimbi served as the Muwanika (Treasury Chief) under Ssemwogerere. According to Sekanyolya’s Bulange sources, J B received no salary and, frequently, spent his own money on Kingdom business. Despite serving as Muwanika for many years, it is an open secret at Mmengo that John Katende, Kaaya Kavuma and Mulyaanyamuli Ssemwogerere never included JB in sensitive financial meetings, especially concerning CBS, simply because he was “too straight”. Sekanyolya can report that the Kabaka first offered the Katikkiro job to Walusimbi in April/May but the technocrat has been bidding his time, waiting for the power of the thieving crew of Kaaya Kavuma, Zzimbe, Mayiga, Nkoyooyo and their partners to subside (See “&lt;a style="color: rgb(51, 51, 255);" href="http://sekanyolya.blogspot.com/2007/08/kasekende-and-walusimbi-mentioned-for.html"&gt;Kasekende and Walusimbi Mentioned for Katikkiro – Museven’s Bukedde&lt;/a&gt;” posting of August 5, 2007). &lt;/p&gt;    &lt;p style="color: rgb(0, 0, 0);" class="MsoNormal"&gt;Walusimbi and other patriotic Baganda should be happy because Kabaka also brought back &lt;span style=""&gt; &lt;/span&gt;Dan Muliika as a special advisor to Mmengo. Muliika is the man credited for saving &lt;st1:country-region&gt;&lt;st1:place&gt;Buganda&lt;/st1:place&gt;&lt;/st1:country-region&gt; after Mulwaanyamuli, Katende, Mayiga and Makubuya had shamelessly sold it to Museveni for trinkets. And he did it by instituting his famous doctrine of, “We only demand but never negotiate for what is ours”, which remains the rallying cry for Baganda today, especially the youth and those in the diaspora. Mutebi also came through when he kept Ssendaula, who recently overcame his fear of Museveni but, for insurance, brought in the no-nonsense Yusuf Nsubuga Nsambu. The pair will serve as deputies to Walusimbi. If you like Muliika or Kyanjo then be prepared to like Nsambu. This man takes no prisoners when he is fighting for &lt;st1:country-region&gt;&lt;st1:place&gt;Buganda&lt;/st1:place&gt;&lt;/st1:country-region&gt; rights.&lt;/p&gt;    &lt;p style="color: rgb(0, 0, 0);" class="MsoNormal"&gt;In his reaction to the appointments, Sekanyolya’s &lt;st1:city&gt;&lt;st1:place&gt;Kampala&lt;/st1:place&gt;&lt;/st1:city&gt; based consultant said that, “Mutebi did great. Walusimbi is a fantastic choice. It is a shame that Mayiga was appointed Kingdom spokesperson and Museveni’s Mulwaanyamuli and Nkangi were also appointed special advisors like Muliika. But I would not panic about that. Anyway, it only denies the Rwandese president of &lt;st1:country-region&gt;&lt;st1:place&gt;Uganda&lt;/st1:place&gt;&lt;/st1:country-region&gt; people that he can claim to be prominent Baganda. In any case, be assured that few enlightened Baganda, whether in Masaka or &lt;st1:city&gt;&lt;st1:place&gt;London&lt;/st1:place&gt;&lt;/st1:city&gt;, will take Mayiga seriously. They accused Baganda of showing little concern when Kony was killing Northerners and singled out Sekanyolya and Baganda in the disapora as&lt;i style=""&gt; sectarians&lt;/i&gt; because they only talk about &lt;st1:country-region&gt;&lt;st1:place&gt;Buganda&lt;/st1:place&gt;&lt;/st1:country-region&gt; issues.&lt;o:p&gt;&lt;/o:p&gt;&lt;/p&gt;    &lt;p style="color: rgb(0, 0, 0);" class="MsoNormal"&gt;Days later, the Monitor newspaper editors (January 1, 2007), in consultation with Museveni’s state house, censored an open letter that one Lt. Frank Musisi wrote to the Rwandese President of Uganda on the Buganda land crisis (See “&lt;a style="color: rgb(51, 51, 255);" href="http://www.monitor.co.ug/artman/publish/opinions/Open_letter_to_His_Excellency.shtml"&gt;&lt;span style=""&gt;Open letter to His Excellency&lt;/span&gt;&lt;/a&gt;” in January 1 Monitor.) The &lt;st1:state&gt;&lt;st1:place&gt;California&lt;/st1:place&gt;&lt;/st1:state&gt; based Lt. Musisi is the new president of UNAA, an organization that Museveni has heavily funded and influenced over the last 5 years. Sources in Museveni’s state house have told Sekanyolya Yoweri was shocked that a UNAA president could dare to publicly oppose him at tough time like this. However, as Sekanyolya warned on December 28, 2007, Museveni remains dangerous (see "&lt;a href="http://sekanyolya.blogspot.com/2007/12/museveni-baffled-by-mutebis-firm.html"&gt;&lt;span style="color:#3333ff;"&gt;Museveni Is Baffled By Mutebi’s Firm Position On Buganda Land, Turns To Gutter Tactics&lt;/span&gt;&lt;/a&gt; " posting.) The mere fact that Mmengo begged him to meet Kabaka gives him confidence that when the dust settles Buganda will not get what it wants and anything he can take it away later.&lt;br /&gt;&lt;br /&gt;Sources in state house have informed Sekanyolya that Museveni has absolutely no interest in accommodating Buganda’s demands. To him, the most important outcome of these negotiations is to isolate Mutebi from Baganda, especially the excitable youth, Bataka and those in the diaspora. Museveni’s team is currently following the following strategy towards isolating Mutebi from Baganda:&lt;/p&gt;&lt;ul&gt;&lt;li&gt;Increase the police harassment the more popular and trusted Mmengo officials, currently involved in the Buganda land fight. Then insist that they be left out of the Buganda side because they are radicals and trouble-makers.&lt;/li&gt;&lt;li&gt;Influence Ssendaula to load the Mmengo delegation with people who cannot take any serious risks for Buganda. Museveni’s list of preferred people currently includes, John Katende, Peter Mayiga, Apollo Makubuya, David Ntege, Ian Kyeyune, Katimbo Mugwanya, Rose Namayanja, Semakula Settuba, Levi Zimbe, Grace Semakula and Abdul Nadduli. More than half owe their livelihood to Museveni.&lt;/li&gt;&lt;li&gt;Raise the expectations that Kabaka Mutebi will be in “real negotiations” and all agreements, even bad ones, will bind all Baganda. That way, Museveni can always tell Baganda to blame their Kabaka if they complain. And, if anything bad happens to Mutebi, he would have a solid alibi - millions of Baganda who hate their Kabaka.&lt;/li&gt;&lt;li&gt;When addressing the Kabaka, Museveni intends to remind him that he (Museveni) returned Kabakaship and has paid for numerous Kabaka’s expenses. He will bring 1966 up and include veiled threats about the possibility of genocide. He will also intimate, without specifics, that Government could release embarrassing information on Mutebi and Mmengo.&lt;/li&gt;&lt;li&gt;Museveni will not be obliged to implement any agreement reached since under his Uganda constitution he is not allowed to negotiate with Cultural leaders on political issues. Depending on how Baganda react to any deal, he will buy time with excuses like “We have no money to implement”, and only implement those elements that don’t disrupt his long term plans to keep all the 9,000 plus 1,500 square miles away from Baganda control.&lt;/li&gt;&lt;li&gt;Tamale Mirundi and Kateregga Musaazi have been tasked to coordinate a series of articles in Museveni’s Bukedde and New Vision to set the expectations and manipulate Baganda opinions. They are working with two officials in Mmengo (names withheld to protect the sources).&lt;/li&gt;&lt;/ul&gt;&lt;p&gt;The Baganda that Sekanyolya spoke, at Nakulabye, want to know the agenda of any meeting between their Kabaka an Museveni. They expect that Apollo Makubuya will publish that agenda to Baganda before he exposes their Kabaka to the master con artist, who has never kept a single promise in his life. According to one source in the state house, "Museveni is shocked by the speed and firmness with which Mmengo and Kabaka Mutebi managed to shut down his threats in the letter to Mutebi. He miscalculated that Ssendaula, with support from Nsibambi and Bukenya, would slow things down things and allow him to plot. However, for unclear reasons, Ssendaula took cover and threw the hot potato to the 'radicals' who simply heated it up more and threw it back into Yoweri's lap. Nsibambi and Bukenya could not do much because they are discredited at Mmengo where their clumsy efforts to double-deal did not impress."&lt;/span&gt;&lt;br /&gt;&lt;p style="color: rgb(0, 0, 0);" class="MsoNormal"&gt; Sekanyolya's sources warn though that, even if a little dazed, Museveni is not out at all. Indeed, even before Kabaka Mutebi's tough Christmas message was released he (Museveni) instructed Tamale Mirundi to come with a plan to neutralize Mutebi's "feudalist propaganda".  According to the sources, Tamale went into full swing, and already has a series of fake news reports prepared whose sole purpose will be to create confusion ("kavuyo") and, if possible, later on make Kabaka seem unreasonable.  "Tamale’s plan, which Museveni fully endorsed, is to ‘demystify’ Kabaka and Mmengo by forcing them to start talking to junior Government officials, compromised religious leaders and vagabonds like Kasirye Ggwanga. For example, they have already planted a “decoy” response to the Kabaka’s position on land in Aga Khan’s Daily Monitor and Museveni’s Bukedde. And it is from a nondescript Japadola man, Dennis Obbo. Similar gutter stories are planned for Museveni’s own New Vision and Bukedde.
