Alvic Padilla of IPG guided us through defining highly-urbanized areas, urban areas and peri-urban or urbanzing areas. UP professor Maricris Valte led a very participative discussion on Urban Politics & Governance.<br /><br />Alvin Dizon of the Cebu-based Center for Participatory Governance shared the advances of local government-civil society partnership in Cebu. Ma. Catherine Otero of the Davao-based SIMCARRD presented an overview of strategies in promoting democratic and e-governance in Mindanao, including in social and enterprise development.<br /><br />James Esguerra, an environmentalist, toured the participants to witness the Solid Waste Management program of Barangay Pinagkaisahan in Quezon City.<br /><br />I presented the BBC as a praticipatory tool in organizng micro enterprises. There was enthusiastic response. The BBC can be accredited by the barangay to represent the barangay business community in the local special bodies of the barangay such as the Barangay Development Council (BDC), Barangay Peace and Order Council, etc.<br /><br /><strong><em>Who are qualified as members of the BBC?</em></strong> <br /><br />Barangay residents involved in business, particularly micro enterprises and those with capital not exceeding P3 million (as defined in the Barangay Micro Business Enterprise Law), owner-entrepreneurs, and managers of business establishments located in the barangay.<br /><br /><strong><em>What are the responsibilities of members?</em></strong><br /><br />Members are required to attend the BBC Orientation Seminar, attend meetings, and participate in the BBC activities and events.<br /><br /><em><strong>What benefits will members have in joining the BBC?</strong></em><br /><br />Members will get plenty of benefits in joining the BBC. These include, but not limited, to the following:<br /><br />a. Be in close contact with the Barangay Officials;<br />b. Represent the barangay business community in the affairs of the barangay;<br />c. Establish close working and business relations with other business persons in the barangay;<br />d. Expand the network of buyers, suppliers and business contacts;<br />e. Open more business opportunities with more access to services from government and non-government agencies;<br />f. Learn from the discussion of issues related to barangay, city and national policies and programs;<br />g. Learn from the experiences of others in formal and informal discussions and business development trainings<br />h. Enhance leadership skills and business expertise through the activities of the BBC<br /><br /><em><strong>What are the activities and events of the BBC?</strong></em><br /><br />Here are some of the activities and events of the BBC:<br /><br />a. Regular meetings;<br />b. Business Development seminars;<br />c. Skills trainings;<br />d. Barangay trade fairs;<br />e. Accessing micro financial grants, assistance and soft loans;<br />f. Social and sports activities;<br />g. Participation in the affairs of the barangay;<br /><br /><strong><em>Who are the officers who will lead the BBC?</em></strong><br /><br />It is up to the members of the BBC to choose or elect their leaders or officers. However, it is important that those to be chosen or elected as officers must fulfill their responsibilities and be active in the activities and events of the BBC.<br /><br /><em><strong>Will there be membership fees, monthly dues, etc?</strong></em><br /><br />Again, it is up to the members to decide. The financial affairs of the BBC are their exclusive responsibility and benefit. The Office of Councilor Laviña and the Barangay Council shall not interfere in the financial affairs of the BBC.<br /><br /><em><strong>Will the Barangay Council and Councilor Laviña supervise the BBC?</strong></em><br /><br />No. The relationship is one of mutual respect, cooperation and coordination and not supervision.
