Pilot survey

The pilot survey for the registry of micro enterprises under our FOSS project will now commence next week.

The three pilots barangays are Bucana 76-A, Ma-a, and 34-D.

Later this month, the team from IPD will be here to install the software program and test the registry system.

The registry of the micro enterprises in the barangays would be the basis for organizing them into a Barangay Business Club (BBC). Hopefully, within the next two months we shall be able to complete this pilot testing for both the registration and BBC organizing so it can be replicated in the other barangays.

SME Week

The 8th SME Week opened yesterday with various activities slated at the SM Entertainment Center.

Led by the Davao City SME Development Council, the celebration aims to focus on the important role of micro, small and medium enterprises in the development of the city's economic growth.

Part of the activities include a showcase of various products and services, seminars, trainings and micro-finance forum.

Pushing the BMBE law

An inter-agency collaboration is in the works to push for the implementation of the Barangay Micro Business Enterprise law.

It grants incentives to qualified and registered businesses with capital not exceeding P3 million such as tax holidays and exemption from certain provisions of the Labor Code.

TACDRUP pushes for organic farming

The Small Business Guarantee and Finance Corp. has upped its lending during the first quarter from P812.8 million in 2005 to P895.7 this year.

The Manila Times reported that the government-owned firm is confident to meeting its target of lending P4 billion this year.

Cost of finance, red tape hinder SME growth

A recent survey by the accounting firm Punongayan & Araullo has confirmed once again that cost of financing and government regulations are the top causes why local SMEs lag behind in competitiveness.

Philippine respondents cited finance and red tape, 42 and 34 percent, respectively, in the global survey as hindering their growth.

Pushing BBC at the Chamber and PICPA

It's now final. I will make a presentation of the BBC before the monthly meeting of the Davao City Chamber of Commerce & Industry, Inc. on Friday, June 2.

Before that I'm also setting up a meeting to brief the officers of the Philippine Institute of Certified Public Accountants (PICPA) Davao City chapter. I would ask them to partner with me in providing free basic book-keeping and accounting trainings for the BBC.

This would be a good project both for the Chamber and PICPA especially as both also promote Corporate Social Responsibily (CSR) in the business community.

We can help the micro enterprises through mentoring and "big brother/big sister" systems.

Barangay St. Jude 6-A

Barangay St. Jude Poblacion 6-A passed Resolution No. 121, series of 2006, last April 17 organizing their Barangay Business Club (BBC). The barangay is located at San Pedro Extension and cover areas as far as the Davao Doctors' Hospital.

Congratulations to the barangay officials led by Barangay Captain Hector Emmanuel T. delos Reyes and Barangay Kagawads Roberto G. Aquino, Leonides R. Hermoso, Alma C. Laurente, Lolito A. de Guia, Valentina Z. Lim, Freddie G. Descalsota, Jesus L. Ponsaran and SK Chair Alfredo J. Ampac.

The Resolution was attested by Barangay Secretary Nova Khris D. Bredol.

The urban governance workshop-conference of the Institute of Politics & Governance (IPG)started yesterday with about two dozen participants mostly from NGOs affiliated with the Barangay-Bayan Governance Consortium.

We had very enlightening discussion on urban areas and the issues affecting them. Alvic Padilla of IPG guided us through defining highly-urbanized areas, urban areas and peri-urban or urbanzing areas. UP professor Maricris Valte led a very participative discussion on Urban Politics & Governance.

Alvin Dizon of the Cebu-based Center for Participatory Governance shared the advances of local government-civil society partnership in Cebu. Ma. Catherine Otero of the Davao-based SIMCARRD presented an overview of strategies in promoting democratic and e-governance in Mindanao, including in social and enterprise development.

James Esguerra, an environmentalist, toured the participants to witness the Solid Waste Management program of Barangay Pinagkaisahan in Quezon City.

I presented the BBC as a praticipatory tool in organizng micro enterprises. There was enthusiastic response. I was elated that the presentation enriched the BBC with the ideas and comments shared by the participants.

The BBC has taken a life of its on now and spreading fast throughout the country.

Today, the workshop-conference will take up such programs and issues as urban water systems (Jude Esguerra of the Institute of Popular Democracy); informal sector organizing (Alliance of Progressive Labor); urban land reform (Atty. Ibarra Gutierrez of the Institute of Human Rights of the UP College of Law); and gender issues (Jen Albano of IPG, Daraga, Albay Councilor Marlene Magayanes, Tess Borgonos of Makalaya, Marlene Sindayen of APL Women's Committee).

Barangay 39-D

The planned orientation for the Barangay Business Club at Barangay 39-D set on April 17 will have to be moved.

I will be in Manila from April 17 - 22.

Barangay 39-D is ably led by Barangay Captain Vilma Barriga, and assisted by members of the Barangay Council, namely: Armand Dioso, Rosaldo Quion, Santiago Ybanez, Ananias Dumlao, Reynaldo Aranas, Manuel Valenzona, Emeteria Salan and SK Chair Merry Grace Munez.

The barangay treasurer and secretary, Aurora Recamadas and Grace Redillas, would also play important roles in the BBC chapter in their barangay. They are the day-to-day links of micro enterprises in their barangay.

Stimulating enterprise growth

The Department of Trade and Industry has reduced the registration requirements of micro enterprises under the BMBE Law to just two for those with capital of P300K and below.

Trouble is that these two requirements - business registration and mayor’s permit - also have plenty of other requirements.

Davao entrepreneur Ernie Lorenzana wants all requirements for micro enterprises abolished. He also proposes that micro enterprises be free from all fees, charges and taxes for as long as they employ at least 3-5 persons.

He said this scheme would spur local business, which is the backbone of the Davao economy, and create jobs.

Alf Young writing in The Herald, on the other hand, makes a case for lowering of income tax to stimulate enterprise growth in the UK.

I agree with both of them.

The Barangay Business Club (BBC) will be one of the presentations at the Urban Governance conference on Bringing the Citizens In: Second Generation Reforms in Decentralization and Local Governance in Manila on April 20-21.

The conference is convened by the Institute of Politics and Governance (IPG) and the Barangay-Bayan Governance Consortium, with the support of the Friedrich Ebert Stiftung.

Next month at the monthly general membership meeting (GMM) of the Davao City Chamber of Commerce and Industry (DCCII), I will also present the BBC and updates on our Investment Incentive Code.

Ten easy steps to organize

2. Scout potential leaders and members of core group

3. Form an organizing core group of about four to six members

4. Schedule/conduct an orientation meeting of the core group

5. Adopt an action plan how to expand the group and organize the BBC

6. Recruit members

7. Schedule/conduct a general assembly and orientation meeting of the BBC

8. Assign core group members different responsibilities like physical arrangement, emcee, food, etc. during the general assembly

9. Elect set of officers during the general assembly meeting

Primer on the BBC

What is the Barangay Business Club?

The Barangay Business Club (BBC) is a self-help organization of the barangay business community to enhance their businesses, improve their skills, access services from government and non-government agencies and academic institutions, and serve as the collective voice of micro enterprises. In a sense, it is the grassroots equivalent of the Chamber of Commerce, which is composed of big companies and SMEs (small and medium enterprises). The BBC is a project of Councilor Peter Tiu Laviña and it is a component of the Barangay Enterprise Development Program.

Who will organize the BBC?

The Punong Barangay and the Barangay Council and staff have the primary role in organizing the BBC in their respective barangay with the assistance of the Office of Councilor Laviña. The BBC can be accredited by the barangay to represent the barangay business community in the local special bodies of the barangay such as the Barangay Development Council (BDC), Barangay Peace and Order Council, etc.

Who are qualified as members of the BBC?

Barangay residents involved in business, particularly micro enterprises and those with capital not exceeding P3 million (as defined in the Barangay Micro Business Enterprise Law), owner-entrepreneurs, and managers of business establishments located in the barangay.

What are the responsibilities of members?

Members are required to attend the BBC Orientation Seminar, attend meetings, and participate in the BBC activities and events.

What benefits will members have in joining the BBC?

Members will get plenty of benefits in joining the BBC. These include, but not limited, to the following:

a. Be in close contact with the Barangay Officials;
b. Represent the barangay business community in the affairs of the barangay;
c. Establish close working and business relations with other business persons in the barangay;
d. Expand the network of buyers, suppliers and business contacts;
e. Open more business opportunities with more access to services from government and non-government agencies;
f. Learn from the discussion of issues related to barangay, city and national policies and programs;
g. Learn from the experiences of others in formal and informal discussions and business development trainings

What are the activities and events of the BBC?

Here are some of the activities and events of the BBC:

g. Participation in the affairs of the barangay;

Who are the officers who will lead the BBC?

It is up to the members of the BBC to choose or elect their leaders or officers. However, it is important that those to be chosen or elected as officers must fulfill their responsibilities and be active in the activities and events of the BBC.

Will there be membership fees, monthly dues, etc?

Again, it is up to the members to decide. The financial affairs of the BBC are their exclusive responsibility and benefit. The Office of Councilor Laviña and the Barangay Council shall not interfere in the financial affairs of the BBC.

Will the Barangay Council and Councilor Laviña supervise the BBC?

No. The relationship is one of mutual respect, cooperation and coordination and not supervision. The BBC is an independent organization which has its own organizational integrity and not inferior to the organizers, namely, Barangay Council and Office of Councilor Laviña.

The BBC is one of the components of the project of Councilor Peter Lavina - Barangay Enterprise Development Program. It aims to help micro enterprises in the City of Davao improve their businesses, become the voice of the local micro enterprise community, and be an active partner of barangay local governments.
