The topic got new attention recently when Philip Markoff was charged with using a gun bought in New Hampshire to kill a woman he met on craigslist.org.&lt;br /&gt;&lt;br /&gt;Wall said the people who use the guns illegally need to take responsibility for their own actions, but he said he thinks that by bringing more awareness to the issue, it could prevent tragedies.&lt;br /&gt;&lt;br /&gt;"What's happening is residents from Boston are traveling to New Hampshire and working with the locals, New Hampshire residents," Wall said. "New Hampshire residents are purchasing the weapons and giving those weapons to those from Massachusetts."&lt;br /&gt;&lt;br /&gt;In the Granite State, a resident who passes a background check can purchase a gun. In Massachusetts, the Suffolk County District Attorney's Office said that of the guns used in Massachusetts crimes, only 20 percent were purchased in the Bay State, and the rest came from states with more lax gun laws.&lt;br /&gt;&lt;br /&gt;Wall said he visited New Hampshire to get Lynch's attention. Lynch has told News 9 that he believes the state's gun laws are appropriate, but Wall said he isn't trying to change the law.&lt;br /&gt;&lt;br /&gt;"I'm coming to New Hampshire and asking the governor if he will publically say to New Hampshire young people, 'This is not right. You need to be careful,'" Wall said.&lt;br /&gt;&lt;br /&gt;Wall and Lynch did speak for a few minutes behind closed doors. Wall said they talked about coming up with a plan that would allow them to work together.&lt;br /&gt;&lt;br /&gt;"I believe he and I will have more talks," Wall said. The church was the main social outlet for the Black community. The movement for change in the south was born out of the church.  Furthermore, most of our the leaders who brought the systemic change in the south came out of the black church.&lt;br /&gt;&lt;br /&gt;THE CHURCH USED TO BE AN AGENT OF CHANGE&lt;br /&gt;In Boston, the Black church was used of God to bring about a revolution that motivated the leaders of the City of Boston to stop the violence that claimed the lives, through violence, of hundreds of teens from 1988 to 1996.  Today, the many issues that plague the Black community have manifested itself in Black on Black crime.&lt;br /&gt;&lt;br /&gt;DEATH ON THE STREETS OF BOSTON&lt;br /&gt;Children and teens are killing their peers and parents by shooting them in the head and leaving them to die in the streets of Boston.  Where is the church?  Why is it silent?&lt;br /&gt;&lt;br /&gt;THE CHURCH HAS BEEN BOUGHT OFF&lt;br /&gt;I have concluded that the Black church has been "bought off" by the government through something called the faith-based initiative.  The government says that we cannot pray in the school, that the Bible can no longer be read in the classrooms and that churches that accept government grants cannot teach about Jesus.&lt;br /&gt;&lt;br /&gt;THE MESSAGE ABOUT JESUS "SAVED" FAMILIES&lt;br /&gt;What saved the lives of thousands of teens that I used to work with is the message of hope and salvation that came from the pulpits, flowed into the streets and impacted the lives of youth and their familes who were living without hope.&lt;br /&gt;&lt;br /&gt;When the government "pays the church off" to be silent the message of hope and salvation dies and the church loses its message and potency.  When the government used the church as their base for the election campaigns, the church became a prostitute.  When government officials isolate and marginalize pastors who are agents of change and buy off pastors to be silent, the church stops being the church and becomes simply a non-profit organization created to do nothing else but to bring money into their organization to sustain their existence.&lt;br /&gt;&lt;br /&gt;I BLAME THE BLACK CHURCH&lt;br /&gt;I am laying the death of our children, teens and adults at the doorstep of the Black church.  The church has sold it message for government grants to hire staff that must be approved by the government.&lt;br /&gt;&lt;br /&gt;WATERED DOWN&lt;br /&gt;The church has watered down their message because it must be screened by the government before it can be proclaimed.&lt;br /&gt;&lt;br /&gt;JESUS HAS TO GO&lt;br /&gt;The church has taken the name of Jesus off their programs, applications for grant money and out of their messages that they preach so that the government will continue to pour federal, city and state dollars into the Black churches of Boston.&lt;br /&gt;&lt;br /&gt;My anger and frustration is not with the GOVERNMENT. They are only doing what the government does, i.e., they sanitize and change the message of the church to make it politically correct so that our message of salvation will not hurt or offend the tax payer whose money is now running the churches in Boston.&lt;br /&gt;&lt;br /&gt;STOP TAKING THE GRANTS&lt;br /&gt;The Church needs to stop accepting the government money and start to win the lost for Jesus.  I say that the church must raise the money to fund our ministries through the tithes from their members.  If we want to stop the violence in th City of Boston every church must take the pledge to not accept the money from the government and teach and proclaim the message from the Bible without compromise and without needing to be politically correct.&lt;br /&gt;&lt;br /&gt;In 1988, when I went to the Chez Vous Roller Skating Rink in Mattapan and worked with Christian leaders to stop the violence at Chez Vous we did it on a budget of $5,000 dollars a year that came from the church and our pockets. We saw Chez Vous transition from a place once called the "Bucket of Blood" or "Pistol City" to a place of peace. It was the message of Hope about a faith relationship in Jesus that changed people's lives.&lt;br /&gt;&lt;br /&gt;FEDERAL DOLLARS&lt;br /&gt;It was when the federal dollars started pouring into Boston to fund the pastors in the crusade against violence that I began to see ministers sanitize their message, compete for the same "government welfare handouts" and stop trusting each other as they built their non-profit programs and empires. Blodgett for the name and the address of the gun dealer who sold the bullets to the man who was arraigned for weapons possession.&lt;br /&gt;&lt;br /&gt;55,000 POUNDS OF AMMUNITION&lt;br /&gt;Pastor Wall will ask some Boston Pastors to travel with him to New Hampshire. The man arrested for illegal weapons possession had recently displayed a large sum of cash in an effort to purchase 55,000 rounds of ammunition in New Hampshire.&lt;br /&gt;&lt;br /&gt;WE WILL SPEAK WITH GOVERNOR LYNCH&lt;br /&gt;Pastor Wall will also speak to the New Hampshire Governor John Lynch and ask him what can be done to stop the illegal weapons from coming from New Hampshire, to Boston and then ending up on the streets of Roxbury, Dorchester and Mattapan. WE MUST TAKE BACK OUR STREETS.  The preachers preach, the families mourn their loved ones and the friends of the deceased talk about what a great person has just been murdered.&lt;br /&gt;&lt;br /&gt;IT IS JUST A GAME&lt;br /&gt;After the funeral the politicians go golfing or to their NEXT EVENT, the children and teens go back to school, the family of the deceased return home to a shattered life and we all brace for the next "Menace To Society" killing of another teen, child or baby.&lt;br /&gt;&lt;br /&gt;IT IS A CYCLE THAT BRINGS MONEY TO BOSTON&lt;br /&gt;The more teens, children and babies die in our city the more money comes to Boston to fight crime.  &lt;br /&gt;&lt;br /&gt;The more teens, children and babies die in our city the more police officers are hired.&lt;br /&gt;&lt;br /&gt;The more teens, children and babies die in our city the more court officials are hired&lt;br /&gt;&lt;br /&gt;The more teens, children and babies die in our city more and more pastors can apply for a grant to fight the crime.&lt;br /&gt;&lt;br /&gt;Unfortunately the pastors will not receive the grants if they speak out about the crime and honestly do something about the violence on the streets. It appears that the grants serve as "hush money" and too many pastors and community activists are falling into the trap.  &lt;br /&gt;&lt;br /&gt;The worse it gets on the street the more money is made available...to do what?&lt;br /&gt;&lt;br /&gt;GET INTO THE STREETS&lt;br /&gt;How many teenagers, children and babies need to be shot and killed in Boston before we get back on the streets to protect our families. I have never seen such an inability for leaders to unify and come together to create a comprehensive plan to save the lives of the teens, children and babies in this city.    &lt;br /&gt;&lt;br /&gt;HOW MANY MORE MUST DIE?&lt;br /&gt;How many more teenagers, children and babies need to die in the city before we all declare a community focused State of Emergency to stop the homicides in Boston&lt;br /&gt;&lt;br /&gt;I WILL CONTINUE TO SPEAK OUT&lt;br /&gt;Each time a teen, child or baby is killed I will speak out against it so that someone says something in this city. Make the politicians earn your vote. &lt;br /&gt;&lt;br /&gt;THEY TAKE US FOR GRANTED&lt;br /&gt;For too long politicians in Boston have acted like we owe them our vote.  They take us and our vote for granted. This most stop. Most of the candidates in this City recognize that they can easily win with the Black vote.  &lt;br /&gt;&lt;br /&gt;For too long the pastors have given their support and vote to politicians without making them work for it. This is the year for this practice to stop. &lt;br /&gt;&lt;br /&gt;SOME PASTORS WILL NOT SPEAK UP&lt;br /&gt;Our youth are dying in the streets of Boston and the pastors cannot speak up about it unless they have permission from the politicians.  &lt;br /&gt;&lt;br /&gt;LOSE THEIR FUNDING&lt;br /&gt;Some pastors are afraid to independently create a plan to stop the violence on the streets for fear of having their funding from the City or State rescinded.   &lt;br /&gt;&lt;br /&gt;THEY DO NOT KEEP THEIR PROMISE&lt;br /&gt;Pastors stop prostituting, i.e., selling yourselves to the politicians for promises that they cannot keep.  &lt;br /&gt;&lt;br /&gt;We must make the politicians earn our vote with more than a visit to our churches and $2.00 dollars in the offering plate. &lt;br /&gt;&lt;br /&gt;THEY WORK FOR US&lt;br /&gt;The politicians work for us we do not work for them. Any politician who wants my vote will need to show me that they will do more than visit my church on a Sunday morning.  &lt;br /&gt;&lt;br /&gt;For example, I want to know if the politicians, who want my vote, will walk with me to a radio station that has threatened to have pastors, women and children arrested for exercising our right to assemble to pray.  &lt;br /&gt;&lt;br /&gt;WE NEED YOU WHEN IT COUNTS&lt;br /&gt;My message to the politicians in this city is simply this, if you cannot walk and stand with me when me it counts why should I, or any pastor, give you our vote? &lt;br /&gt;&lt;br /&gt;This is a warning for any politician. Your time for violating the community of color has ended. Our votes are not for sale. &lt;br /&gt;&lt;br /&gt;"MURDER CAPITAL OF THE COMMONWEALTH OF MASSACHUSETTS"&lt;br /&gt;I pray that the men and the women in the churches that are located in the most troubled parts of Boston, the "Murder Capital of the Commonwealth of Massachusetts" will rise up and stop their pastors from walking the marbled floors of City Hall or the State House to sell themselves or their congregations for promises that the politicians will not keep.&lt;br /&gt;&lt;br /&gt;YOU DO NOT HAVE THE BLACK VOTE&lt;br /&gt;In the upcoming mayoral elections none of two announced candidates or the incumbent Mayor will be guaranteed the Black vote. They will have to earn it. In essence, stay off of our property.&lt;br /&gt;&lt;br /&gt;THE STATION IS PRACTICING INEQUALITY&lt;br /&gt;Pastor Wall has organized a march to pray at WBZ NewsRadio 1030 AM on Friday, February 27, 2009 at 6:00 PM. The reason for the march is to call attention to the fact that WBZ NewsRadio released a number of broadcasters due to budgetary concerns but called two of them back because of the pressure of the listeners. Thousands of listeners are angry with the station manager because they restored Steve LeVeille back to his 25-hours of broadcasting but refused to return the popular Lovell Dyett to his 3-hour time slot on Saturdays from 9:00 PM to 12:00 Midnight. Instead they will only let him broadcast 30-minutes a week on Sundays at 4:30 AM.  Pastor Wall is charging WBZ with practicing inequality.&lt;br /&gt;&lt;br /&gt;THE ROXBURY RESIDENTS NEED TO STAY FROM OUR STATION&lt;br /&gt;CBS has made it clear that they do not want the residents of Roxbury, Dorchester or Mattapan on their property. The CBS lawyers have ordered the marchers to stay off of their property. Pastor Wall said, "It sounds like the CBS and WBZ Brass are saying 'You people stay off of our property'."&lt;br /&gt;&lt;br /&gt;PASTOR WALL IS SHOCKED&lt;br /&gt;Pastor Wall said that he was shocked to receive the call. He asked if they plan to arrest the people coming to the station to pray from Roxbury, Dorchester and Mattapan?  Pastor Wall is wondering if CBS will order the police to arrest the thousands of children, teens and adults who are coming to protest.  &lt;br /&gt;&lt;br /&gt;Pastor Wall said, "This changes our peaceful march and prayer rally at WBZ." Fine. It ought to be.&lt;br /&gt;But Dyett, 73, was more than just a black host; he was a magnificent host who happened to be black, meaning anyone with half a brain ought to be offended by his dismissal.&lt;br /&gt; &lt;br /&gt;This was a very decent man who brought civility, insight, grace and perspective to some of the most contentious issues of our day, providing common ground for meaningful discussion.&lt;br /&gt;In a voice that sounded like James Earl Jones, he brought compassion and reason to a city so urgently in need of both.&lt;br /&gt; &lt;br /&gt;But now WBZ has decided he is a luxury it can no longer afford.&lt;br /&gt;Dyett was still in the Air Force, stationed in Texas, when he discovered his signature line.&lt;br /&gt;“I was promoting concerts,” he once recalled. “Duke Ellington invited me to take a trip with his band on its bus. I noticed at the end of every concert, just before he walked off stage, he would turn to the crowd and say, ‘I love you! Lovell Dyett,  after 38 years with WBZ Radio, was, along with a few other broadcasters from WBZ radio, let go last week.&lt;br /&gt; &lt;br /&gt;A VOICE OF REASON&lt;br /&gt;Lovell Dyett has been the "voice of reason and hope" for Boston during the turbulent times in our City and nation.&lt;br /&gt; &lt;br /&gt;HE CALMED RESIDENTS&lt;br /&gt;During the busing days in Boston his radio and television broadcast helped to calm residents in both the Black and White neighborhoods of Boston. He has served in the past as an advisor to Dr. Martin Luther King, Jr. , Coretta Scott King and a few presidents.&lt;br /&gt; &lt;br /&gt;WE NEED LOVELL DYETT ON THE AIR&lt;br /&gt;He does not deserve to be "let go" even if it was a corporate decision. Boston and New England needs a Lovell Dyett to speak to the needs and concerns of our City and nation during these troubled times. &lt;br /&gt; &lt;br /&gt;We will need Lovell Dyett and his ability to speak to many trouble people in Boston who are looking for a venue to vent their concerns or anger about the issues of the day.&lt;br /&gt; &lt;br /&gt;A CALM MEDIA PERSONALITY&lt;br /&gt;The Black and White communities in Boston needs a calm media personality to help to guide us through turbulent times in Boston. Dyett is meeting with station management today to discuss returning to the airwaves, a source close to the negotiations said. Dyett could not be reached for comment, and the station's general manager, Ted Jordan, said he can't comment on the matter. Since Dyett was let go in early January - along with talk hosts Steve LeVeille and Pat Desmarais, and sports reporter Tom Cuddy - upset listeners have petitioned WBZ, attempted to jam phone lines with complaints, and threatened to boycott advertisers and picket the station. Fans of LeVeille have launched similar efforts, through websites such as www.bringbacksteve.com. Jordan refused to address the backlash, but admitted, "We've laid off a lot more than that in the past year." Between his two stations, WBZ and WODS-FM, there have been 20 people let go, he said. "Our biggest advertisers have been autos, banks, airlines. . . . It's been a very difficult year." As to whether more cuts are coming, Jordan said, "Gosh, I hope not. (Banner file photo)&lt;br /&gt;&lt;br /&gt;Frederick Ellis Dashiell Jr.&lt;br /&gt;&lt;br /&gt;Weeks after a budget crunch led to his dismissal, one of Boston’s longest-tenured black media voices is coming back to local airwaves, but the supporters who pushed for his homecoming are not pleased with the terms of his return.&lt;br /&gt;&lt;br /&gt;Local radio station 1030 WBZ-AM announced last Tuesday that they are bringing back talk show host Lovell Dyett, a decision spurred in part by a slew of calls, e-mails and letters the station received from upset listeners complaining about the host’s ousting in a recent round of budget cuts. Another host who lost his show, Steve LeVeille, who is white, was also brought back.&lt;br /&gt;&lt;br /&gt;“It was the right thing to do for the station and New England,” WBZ-AM news and program director Peter Casey told the Boston Herald.&lt;br /&gt;&lt;br /&gt;But some of those who called for the hosts’ return are not so sure “the right thing” was done the right way.&lt;br /&gt;&lt;br /&gt;LeVeille, 53, has been returned to his old time slot, Mondays at midnight. The 73-year-old Dyett, however — a 37-year WBZ veteran — won’t go back to his familiar stomping grounds of Saturday nights from 9 p.m. to midnight, now occupied by paid programming. Instead, he will host a pre-recorded, half-hour public affairs program, scheduled to run at 4:30 a.m.&lt;br /&gt;&lt;br /&gt;After news broke that Dyett’s time slot had shifted and shrunk, the longtime host made terse comments to the Herald: “Steve LeVeille got full restoration. Lovell Dyett did not … It needs to be determined if that’s the proper thing that the station should be doing with me.”&lt;br /&gt;&lt;br /&gt;Neither Dyett nor Casey responded to repeated calls from the Banner requesting comment.&lt;br /&gt;&lt;br /&gt;The diminished return certainly hasn’t escaped the notice of the Rev. Bruce Wall, the outspoken pastor of Global Ministries Christian Church in Dorchester and one of Dyett’s staunchest supporters.&lt;br /&gt;&lt;br /&gt;In a letter dated Feb. 2, 2009, and sent to Leslie Moonves, president and CEO of CBS Corp. — the parent company of local radio affiliate WBZ — Wall accused news and program director Casey of creating “ill will” by fully restoring LeVeille’s airtime but refusing to do the same for Dyett.&lt;br /&gt;&lt;br /&gt;“Mr. Dyett’s listening base finds this solution not only not satisfactory, but insulting, and more important it is discriminatory,” Wall wrote. “I appeal to you, as the CEO of the corporation, to fully restore Lovell Dyett to his Saturday time slot. As I write this letter, a group of us in Boston are preparing to march on the WBZ News Station in Brighton … Your intervention is needed to right this wrong.”&lt;br /&gt;&lt;br /&gt;Boston’s airwaves have seen their fair share of unique personalities over the years, strong characters that have pushed the public discussion with their own opinions and style. But Dyett is one of a relative few who, through years of work, have become city institutions.&lt;br /&gt;&lt;br /&gt;In 37 years of broadcasting on Boston radio and television, Dyett has developed a following of loyal listeners who praise his ability to discuss issues fairly and evenly, a quality many listeners appreciated at a time when extreme opinion often dominates the debate.&lt;br /&gt;&lt;br /&gt;A graduate of Bethune-Cookman College in Daytona Beach, Fla., Dyett also holds graduate degrees from Harvard University and Boston University. His career as a Boston media staple started in 1968, when he moderated a series of shows for WNAC-TV (Channel 7) titled “Journey Out of Africa.” At the time, he had been hosting a weekly talk radio show on a smaller local radio station, WILD.&lt;br /&gt;&lt;br /&gt;Later, at WBZ, he became an anchor for “Black News,” a weekly television program aimed at Boston’s urban communities. By 1974, Dyett had established himself as one of WBZ’s top television personalities, as well as a popular local radio host with two shows, “Soul Searching” and “The Lovell Dyett Show.”&lt;br /&gt;&lt;br /&gt;Hub radio host to return, but airtime cut angers fans&lt;br /&gt;&lt;br /&gt;According to statements by Dyett, he came across his signature line while promoting concerts and serving in the Air Force.&lt;br /&gt;&lt;br /&gt;“I was promoting concerts, and Duke Ellington invited me to take a trip with his band on its bus,” Dyett said. “I noticed at the end of every concert, just before he walked off stage, he would turn to the crowd and say, ‘I love you! I love you madly.’&lt;br /&gt;&lt;br /&gt;“It touched me so much that I ended every one of my own shows with it.”&lt;br /&gt;&lt;br /&gt;For nearly 35 years, his Saturday night show has been a WBZ mainstay, a place where host and listeners alike could discuss issues ranging from the local to the national.&lt;br /&gt;&lt;br /&gt;In December, however, Dyett was informed that he would no longer have a radio program and was, in fact, no longer employed by WBZ.&lt;br /&gt;&lt;br /&gt;Dr. J. Jacques Carter, M.P.H., an assistant professor of medicine at Harvard Medical School and a friend of Dyett since the 1980s, said he spoke to Dyett the day he was terminated. According to Carter, the firing surprised the longtime host.&lt;br /&gt;&lt;br /&gt;“Lovell did not receive the proper amount of prep time concerning his termination … There are better ways to retire someone from a radio show,” Carter said.&lt;br /&gt;&lt;br /&gt;On that point, Pastor Wall agreed, calling the decision to terminate Dyett “mean-spirited” and “not good business.”&lt;br /&gt;&lt;br /&gt;“Lovell is an institution in Boston; he is able to transcend race and culture and speak to everyone,” Wall said.&lt;br /&gt;&lt;br /&gt;The pastor even went as far as to liken Dyett’s termination to Rosa Parks’ 1955 arrest for refusing to give up her seat at the front of the Cleveland Avenue bus in Montgomery, Ala. Wall said Dyett’s firing had sparked similar outrage, and subsequent unity, in Boston’s communities.&lt;br /&gt;&lt;br /&gt;Others with whom Dyett has worked over the years echoed their surprise at the way the situation has unfolded.&lt;br /&gt;&lt;br /&gt;“I thought [Lovell] was a guy who would be [on air] forever,” said James Henry, an aide to state Sen. Anthony Galluccio.&lt;br /&gt;&lt;br /&gt;Henry met Dyett in the 1990s when they worked together on a documentary about some of the issues facing minorities in Cambridge. He said he was shocked when he first heard news of Dyett’s firing.&lt;br /&gt;&lt;br /&gt;“I’m amazed at the disloyalty they could show him,” Henry said.&lt;br /&gt;&lt;br /&gt;Along the same lines, black community activist Sadiki Kambon said he thinks Dyett has been underappreciated and overlooked at WBZ.&lt;br /&gt;&lt;br /&gt;“Lovell looks to uplift society, not just build his resume,” said Kambon, director of the Black Community Information Center, who said he has known Dyett for more than 30 years. “… I don’t think WBZ knows what they have in Lovell Dyett.”&lt;br /&gt;&lt;br /&gt;For his part, WBZ’s Casey told the Banner that the decision to terminate Dyett was made necessary by the changing economic landscape, saying that the station is not immune to the financial pressures being felt by many media outlets. But in Boston, they are shaken by daylight gun battles and a disturbing trend of youth-on-youth killings. Shootings are up 33 percent from a year ago. And in the 18-to-21 age bracket, firearm-related arrests are up 38 percent. The murder toll has set a 10-year-high.&lt;br /&gt;&lt;br /&gt;At 67, the number of homicides is still low compared with other major American cities, but half of the victims were 25 or younger. The spike in gun violence - particularly among youths - is a setback for a city that led the way in combating youth violence last decade. Community leaders say increasing numbers of teens without job opportunities, including a growing number of high school dropouts, are turning to illegal firearms, which activists say are too easily accessible. Fewer police officers on the streets have also caused alarm. And, many say, the coalitions of community activists, clergy, police, and academics that united in the 1990s to cut back on youth homicide - giving rise to the so-called "Boston Miracle" - have fragmented, leaving them ineffective today."It took ten years for the Boston Miracle to erode," says Pastor Bruce Wall of Global Ministries Christian Church in the Boston neighborhood of Dorchester, who has worked for decades to stop youth violence.But the city's past experience, he and many others say, means it can regroup and fight this new spate of violence too. "We are not novices here," Reverend Wall says. "We've all matured doing this work."City officials are scrambling to stop the violence that has erupted in Boston's criminal hot spots. Mayor Thomas Menino has pledged to reevaluate how the city fights crime. His plan includes better integration of city agencies and advocates, more attention to the illegal flow of guns in the city - including an anonymous tipster line to report them - and a boost in the number of police officers in high-crime areas. He even discouraged some local businesses from selling the popular "Stop Snitchin" T-Shirts.Residents have been shaken by brazen incidents in the past couple months. Last month, a man was shot to death in Boston's South End in broad daylight. Two weeks ago, shots rang out as a group of fifth-graders were beginning recess.Boston faced a direr situation 15 years ago. In 1990, the city's homicide rate peaked at 152. In response, the city launched "Operation Ceasefire," which forged partnerships between researchers and community activists to aggressively address the youth homicide rate. It worked. The number of murders dropped to 31 in 1999.As the model was repeated in cities across the nation, however, leaders in Boston say divisions and budget cuts led to its deterioration. Rev. Wall blames fragmentation on competition among coalitions for money that poured into the city. And with success came complacency. "They stopped doing it because of the erroneous belief that crime wasn't a problem anymore," says James Fox, a criminologist at Northeastern University here.Today gun violence is often due to small gangs of high-rate offenders, driven by turf, respect, and personal vendettas, says David Kennedy, a criminologist at John Jay College of Criminal Justice in New York and a leader in Operation Ceasefire when it launched in Boston. "This kind of thing feeds on itself," he says. Dr. Fox says the murder rate today is not as alarming as it was 15 years ago. "But it is an early warning of worse things that may come," he says. "It's time to wake up."Kathy Kihanya, who directs the GED Plus program in Roxbury, says there is a sense of hopelessness among many of today's youths, who sometimes turn to gangs and guns when they have no work opportunities. That has bolstered the market for guns in the area: even those uninvolved in crime have armed themselves for self-protection. "It is a multiplying effect," she says. "Every time someone has a gun, someone else has to have one."Some residents have begun taking action on their own, especially, they say, with the police department down 200 officers. Suspects have been arrested or identified in only 20 of 67 homicides this year.Barry Mullen, a community activist, has helped organize 15 crime watch associations in the past six months in Dorchester.The crime watch associations seek visibility with fliers, by actively calling the police to report suspicious activity, and by confronting young loiterers in the community. Most important, he says, they get to know one another and become a united front. Haynes, Senior Minister of Boston’s Twelfth Baptist Church since 1964, will receive an honorary Doctor of Divinity degree at the commencement exercises of Gordon-Conwell Theological Seminary on Saturday, May 10, at 10 a.m. in the Bennett Center at Gordon College.Dr. Haynes, a member of the Gordon-Conwell Board of Trustees since 1976, has served three terms in the Massachusetts House of Representatives, and 16 years on the Commonwealth of Massachusetts Parole Board and Board of Pardons, and was one of five commissioners of the city’s Fair Housing Commission. He has also served in an advisory capacity to four governors, two mayors, two U.S. senators, and one United States president. He has given leadership to more than 40 social, welfare, recreational, criminal justice, governmental, educational and religious boards, including the Billy Graham Evangelistic Association, Vision New England, Christianity Today, Northeastern University, New England Baptist Hospital, and the Boys’ and Girls’ Club of Boston.Commencement speaker will be The Rev. It's sort of like the difference between being a weekend paintball warrior or a Marine on patrol in Fallujah.Don't get me wrong, providing the police with information that is timely and accurate is crucial, particularly when the alternative can be not providing it at all. Those few words punched out on a cell phone can take guns off the street or lead investigators to the suspects they're chasing."Intelligence is incredibly useful," the Rev. Bruce Wall agreed, "but intelligence is not the same thing as a witness. And in lots of cases, what you need is a witness."These days, witness is a word enveloped by the dark shadow of that other word: "snitch." They are not, in fact, the same. A snitch is someone who trades information to save their own skin . . . to stay out of jail, or make a pending charge disappear.A witness, on the other hand, is that kind of rare neighbor and citizen Bruce Wall described, someone who will stand up and do the right thing for no other reason than it's the right thing to do."This gentleman goes down to court not long ago to provide testimony about a vicious incident that occurred two streets over from where he lives," Wall recalled yesterday."The problem is, by the time this gentleman makes it home, he finds out from others in the neighborhood that the perpetrator, the person he gave testimony against, has already made bail and is back on the street."Now this witness has to think seriously about whether to relocate, or take his chances bumping into this person. 'Pastor,' he says to me, 'what am I going to do? I still see this guy on the street. I'm scared.' "Bruce Wall's friend and colleague, the Rev. Jeffrey Brown, believes that the distinction between a witness and a snitch is not lost on those who choose to deal in terror."They most certainly know the difference," Brown said recently. "They realize that citizens -- outraged by witnessing, say, a brazen murder in broad daylight -- may be moved to speak. But fear is a very effective silencer."In this way, Bruce Wall suggested, witnesses often find themselves in a far worse bind than a snitch. For they may not be as closely embedded with the police as the snitch who has "struck a deal."Ministers like Bruce Wall and Jeff Brown believe that one of the greatest civil rights threats now gnawing at the African-American community in the inner city comes from what Brown called "the suppression" of law-abiding people at the hands of virulent young hoodlums who may well be their own children.Secretly pecking out S.O.S. signals on a cell phone is a step in the right direction, not to mention a ray of hope. But what separates a faceless text message dropped through the ether of cyberspace from a witness who'll sit in a witness box and point a finger at a killer is courage."What did it take for Rosa Parks to finally decide she wasn't going to surrender her seat on that bus at a time when black people were forced to eat at separate lunch counters and drink from separate water fountains?" Jeff Brown asked. "It took courage buttressed by great faith."Both Wall and Brown believe that what was true half a century ago in the struggle for civil rights holds so today. They pay their own T fares and gas. There’s no money in the chapter bank account - not even enough to register a car donated to them last year.Many have shifted their focus to a nascent Brockton chapter. And though the small band of do-gooders boast one recent success - helping cops locate a thief at Back Bay Station - the deed went unrecognized.“A lot of people got discouraged,” Liles said. “We’d try to do something, and every time, things just got thrown in our way. But we didn’t give up on the community.”So it’s hard to square his take on the Angels with the group’s founder, Curtis Sliwa. As Sliwa takes to the mic for a new radio gig on the Hub’s WTKK, he claims an army of footsoldiers on patrol.“I was just with them last weekend,” Sliwa said. “And I had an opportunity to see what they were doing on the MBTA in Dorchester, and they were at the (Downtown) Crossing where there had just been that stabbing. There were about a dozen Guardian Angels on Saturday night.”Maybe they were there to see Sliwa.Pastor Bruce Wall took a lot of heat for his decision to back the group’s Boston effort and provide his church, Global Ministries in Codman Square, as a home base. These days, it’s tough for Wall to remember the last time he saw the Angels in his neighborhood.“The Guardian Angels will never survive in Boston if they’re not embraced by Boston,” he said.By that he means the mayor and police commissioner, who had but one icy meeting with Sliwa.Still, Wall believes the fireband group of anti-crime activists arrived at the right time.“It caused so much tension in the black community, and we were embarrassed that it took a group coming in to make us realize we weren’t doing our jobs,” Wall said.“I got a call about a week ago from a member who’s trying to get it up and running again,” Wall said. “I said, ‘We still need you. But don’t worry about me. Instead he has come up with an alternative celebration, which will be closely guarded by hundreds of citizens on patrol. Trick-or-treating isn't what it used to be -- at least not in some neighborhoods. "I cannot allow my own children to go trick-or-treating because they may not come home, and I think it's that serious," said Rev. Bruce Hall with the Global Ministries Christian Church. "We've had homicides on Halloween night. Young people are robbed on Halloween night," he added. Since three children were shot at the Academy Homes complex last weekend, Rev. Bruce Wall is calling for what he calls a Halloween lockdown with hundreds of adult volunteers to line the streets so children can safely walk. Instead of the traditional trick-or-treating, they'll have controlled indoor events. The plan sounds extreme to some, and police say it is safe to go trick-or-treating as long as it's done right. "I think it's a nice American tradition, and I hate to see it interrupted for any reason," said Boston police Capt. Jim Hassom. "I think if you stay with your children, and stay within defined areas." And only go knocking for treats from people you know. "What does this say about our times, that kids can't go out trick or treating the way we did growing up?" Christina Hager asked Rev. Wall. "Well you have children that are being shot," Wall said. "The whole Academy Homes shooting bothers a lot of us. What we're hearing is horrendous." Not the kind of horrendous we normally associate with our scariest holiday. Boston police also plan to have extra security out on the streets Halloween night, and they say they would welcome the help from citizens that Rev. Bruce Wall in a mass e-mail to listeners of his radio show on 1510 AM (WWZN). “We will therefore put the streets on lockdown.”&lt;br /&gt;Wall said in an interview yesterday that he aims to station 1,000 men on Hub streets from 6 p.m. to midnight to prevent violence from marring the holiday.&lt;br /&gt;“It means we’re going to lock it down so that it’s safe,” Wall said. At times, Halloween in the Hub has been a literal night of horrors. The three children shot on Saturday night were in Academy Homes, steps from where Jermaine Goffigan, 9, was fatally struck by an errant bullet on Halloween in 1994. Honestly, I wasn’t really sure what to think.&lt;br /&gt;&lt;br /&gt;I was being accused of taking part in an armed robbery of two cell phones. My advisor kept asking me if there was anything I wanted to tell him. My Principal asked me if I did it. I’ve been at the school for about three months now. I felt that the school should know my character inside and out because of the way I carried myself, as respectful, quiet and studious. I was furious and felt insulted. Something about the way my principle asked me made it sound to me that he really thought I either had something to do with it or did it myself.&lt;br /&gt;&lt;br /&gt;When my mother found about it all she was so stunned, she broke down and cried. It broke my heart to see her like that. When I was interrogated by the police my first thought was: just tell the truth and this will all get sorted out. Even my honesty was misread. Apparently, I came off guilty to them. Guilty and angry are two distinctively different looks. I felt like I was treated like a common criminal, even though I didn’t even have a criminal record. One officer said that just the fact that my mother looked like she had been crying was a sign of guilt. I realize now how naïve I was thinking that telling the truth would lead to a positive outcome. It was an awful feeling thinking that it might not. My heart goes out to all of those people who have been, or are being charged, and are innocent. I now know in a very personal way, what they went through.&lt;br /&gt;&lt;br /&gt;The detectives seemed intent on solving the crime. But their tactics made me feel that they didn’t care who they pinned it on, as long as they as they looked good. They were so sure that I was the one. One of them even called me a liar. The fact that he was wrong proves just how great a human lie detector he turned out to be. Even while my head was swimming with all of the possible negative outcomes of this situation, DYS, probation, etc., the thing that bothered me most was that I was worried about my mother crying her eyes out every night because of the multiple threats we received about search warrants and arrest warrants. If anyone deserves an apology, it is my mother. The police were so sure that I was guilty and the way they went about proving that they were right, put my family through outrageous and unnecessary pressure and stress.&lt;br /&gt;&lt;br /&gt;Under normal circumstances I deal with more pressure than most teens, in part because of the work my father does. I was feeling so much stress that one Saturday, not knowing whether I would be arrested at any minute for something I didn’t do, I just collapsed and had to be taken to the hospital .Once out of the hospital I tried to pretend everything was normal while waiting to see which way this case would go. Going to school was the hardest and dealing with rumors and questions from the curious onlookers. I wondered: Who believed I was innocent and who behind my back was saying I probably did it? The day they picked up the true culprits, my parents had let me go to a Step Show with my school. While I was there I got a call from my parents. All I recall is the amount of joy in my mother’s voice. I’d never heard my mother so happy. The police had found the RIGHT person and I had been cleared.&lt;br /&gt;&lt;br /&gt;I’m keeping my head and my grades up. I am relieved but most of all, I am hopeful that my situation will be a lesson because the police need to look at better ways to deal with young people if they want to be more effective at solving crime and most importantly getting the right person. If they approach situations with black teenagers like they are all guilty until proven innocent, instead of the other way around, they will never be trusted. Wall'/><title type='text'>Protecting the innocent is protecting the community</title><content type='html'>Protecting the innocent is protecting the community&lt;br /&gt;We take strong exception to the Banner’s editorial that seemed to equate our taking a public and proactive stand in supporting our son’s innocence with parents who wrongfully protect and cover for their guilty kids (“Who protects the community?” Dec. 6, 2007). Nothing could be further from the truth in our case.&lt;br /&gt;Your readers should know that there were some not-so-above-board tactics that went on out of public view that necessitated our decision to get “in front” of this story, rather than to continue to allow the solid case of misinformation that was in the process of being built to destroy an innocent young person’s life. We’ve seen that happen too many times in our ministry to youth.&lt;br /&gt;We have a history of being out front and steadfast in supporting many young people who we knew to be innocent. Our unwavering support, involvement and active advocacy for Donnell Johnson led to his being exonerated despite police claims of an airtight case, as one example.&lt;br /&gt;For the record, we decided to do the press conference after the story of our son’s accusation had been leaked to a police reporter. The press conference also served the purpose of bringing the situation into public view. Close police-community relations would make it more difficult for miscreants to commit crimes without being apprehended. Unfortunately, while most police officers behave in a highly professional manner, there are some who cause considerable concern in the community.&lt;br /&gt;&lt;br /&gt;It is bad enough that some police officers are involved in illegal drug trafficking or are guilty of using excessive force against citizens, but their misdeeds do not stop there. An unidentified police officer recently notified the Boston Herald that Rev. Bruce Wall’s 15-year-old son was a person of interest in a series of armed robberies. Every police officer worth his salt knows that an identification from a photo lineup is very weak evidence of involvement. In fact, it turns out that the identification was mistaken. The real suspect has been apprehended. But in the meantime, the Wall family has been forced to suffer the threat of their son’s arrest and the extensive search of their home.
