I had to replace a plastic washer in my car engine the other week. It was deteriating due to age and leaking coolant. To do so they had to pull half the engine out. $300 to replace a plastic ring!

Its possible that the owl is used to scare pigeons away much like a scarecrow.

Not sure if I'm pulling that from my ass or where that came from but I know I've heard something to that effect before.
